Reminder: Call for Expressions of Interest Conference Hosts for AoIR2026

The Executive Committee of the Association of Internet Researchers (AoIR) is seeking expressions of interest (EOI) from prospective Conference Hosts for AoIR’s annual meeting in October 2026, *which will take place in North America.* *We will consider two kinds of proposals*. The *first* is our regular model, where the proposers wish to bring AoIR to their city and/or university. This proposal includes a core conference committee (as far as is possible this far in advance). The *alternate approach* involves individuals who would like to run an AoIR conference nominating themselves to do so, with AoIR choosing the location (based on cost, convenience, and other considerations). In this case, AoIR would put together a committee, though we are also open to groups putting themselves forward as a pre-formed committee (or a part of one) too. We see this as widening the potential pool of AoIR conference committee members, including program chair. Please reach out to prez(a)aoir.org with any questions about this new hosting possibility. *EOIs are due to the AoIR Executive Committee by 15 April 2024*. EOIs will be reviewed by the AoIR Executive Committee, who will then gauge feasibility through a series of follow-up discussions with proposers. Proposers for the 2026 conference will be informed of decisions regarding conference hosting by September 2024. The AoIR membership will be informed of the 2026 conference location during the AGM at AoIR2024 in Sheffield. The AoIR conference draws an international group of around 600 researchers and practitioners to present and discuss work at the cutting edge in understanding the individual, social, political, economic and cultural aspects of the internet and related technologies. The conference host committee is a regional group of scholars that may be part of the same or different organizations. They are also invited to propose a Program Chair. The Program Chair oversees the submissions and review process of papers, panels, workshops, and preconferences, and schedules the conference sessions. The Program Chair may be a member of the organization that acts as Conference Host. Members of the Conference Host Committee should have a strong existing connection to AoIR. Serving on the conference host committee is a large commitment. The role of the committee is to make contributions to the conference theme and call for papers, identify keynote and plenary speakers, plan and provide crucial local knowledge and connections, and oversee region-specific fundraising (where possible, provide venue space at cost or in kind). AoIR will assist with the practical conference planning, including negotiating contracts with hotels, meeting venues, catering, and the like, and will partner with the host committee on many of the administrative details of the conference, such as reception and meal planning, AV and wifi provision, and exhibitor displays. *Teams* that are interested in hosting the conference in their university(ies)/city should *submit a brief expression of interest by 15 April, 2024*. The EOI should include the following and be no longer than 5 double-spaced pages: 1. the individuals and organization(s) involved, and their proposed roles; 2. the connection of proposers to internet research and to AoIR; 3. a description of any prior experiences proposers have had with organizing or hosting a conference, and the roles played in this; 4. an argument to support the proposed conference location, especially with respect to ease of travel for AoIR’s multinational community of conference participants; 5. initial thoughts on local venue options (AoIR has in the past held the annual conference at a variety of venue spaces including universities, conference centers, and hotels); 6. prospective conference dates, keeping in mind any major local, national, and international holidays, semester schedules, or other aspects that might affect the timing of the conference; *Individuals* or groups who are interested in running the 2026 conference at a site to be determined by AoIR should write a letter of application indicating their relevant skills and experience. New book: WhatsApp: from a one-to-one messaging app to a global communication platform

The book traces the story of WhatsApp's technical, social and commercial development. It charts the rise of WhatsApp through the 2010s, as chat apps became a primary mode of communication for many people across the world. In this context WhatsApp quickly outpaced rival messaging apps and developed into a default communication app for users around the world, particularly in the Global South. But after Meta's purchase of WhatsApp in 2014, we argue that WhatsApp took another step in its evolution, transforming from a simple, 'gimmickless' app into a global communication platform, with its business and broadcasting functions elevating WhatsApp above its former chat app status. We argue that understanding this development can shed light on the trajectory of Meta's industrial development, and how digital economies and social media landscapes are evolving with the rise of 'superapps'. From the 1960s onwards, anthropological knowledge has engaged with, and seen concomitant shifts in practice as a result of [post - ] theoretical movements: Post-structuralism; Post-modernism; Post-colonialism; Post-socialism; Post-humanism; Post- post-colonialism -> decolonial shift; Post-truth. Recent shifts in some spaces have also critiqued even the notion of ‘post-’, such as the decolonial movement, for example, which argues that post-colonialism does not take critique far enough, and that social theory should strive instead for decolonial approaches. All of these critiques share a core concern with recognising the constructedness of knowledge, and the power relations that underlie what we know and how we know it. Anthropology has a slightly different perspective to many other social science disciplines in that the discipline itself is premised on a recognition of the inherent value of plural knowledge forms, through cultural relativism and an historic and contemporary disciplinary stance against ethnocentrism. Against this set of concerns, we propose a WAU Congress that engages with anthropological knowledge making in its various forms, recognising theoretical, geographical, socio-political contextual and ontological differences in how anthropological knowledge is made, transmitted and distributed in varied spaces. We seek papers, round tables, and workshops that speak, but are not limited to: • Changing fields of anthropological subdisciplines; • The politics of producing social, cultural, linguistic, biological and paleo- anthropological knowledge; • Ideas and ideals of ethnographic and ethnological practice; • Post-covid practices in anthropological knowledge making; • Digital worlds and the role of new technologies in fieldwork; • The legitimacy of museums and collections as knowledge repositories; • Ideas of truth and/ or post-truth in knowledge-making and representation; • Anthropology as the humbling practice of learning; • Tensions between local knowledge production and academic knowledge production; • Disaggregating local knowledges in light of critical decolonial perspectives; • Challenges and successes of the decolonial imperative; • Decoloniality and criticality: overlaps, tensions, and differences; • The politics of disseminating knowledges; • Manifestations of hegemony in knowledge production, and their dangers; • The knowledges which one can’t quite see, hear, touch, feel, smell; • Survival, revival and flourishing in a “post”- catastrophic world; • Changing ethics, methods and techniques in ethnographic research; • (Re)production of hegemony and hierarchy in anthropological research; • Pleasure, joy and fun in anthropological research; • Anthropology out of the “Ivory towers”; • “Studying up” and anthropology of institutions/elites etc; • Creativity and the art in/of/as research. The World Trade Organization is struggling to respond to the proliferation of national restrictions and trade barriers in the global digital economy. The largely failed *13th Ministerial Conference <http://isoc.live/?action=user_content_redirect&uuid=e1b9cecdffb35a828775325…>* that concluded on March 2, 2024 barely managed in its last hour to extend the moratorium on customs duties on electronic transmissions until 2026. The 90-member Joint Service Initiative launched in 2017 has been unable to finalize a negotiating text even after dropping or indefinitely pausing work on its most important but contentious issues. These include: barriers to cross-border data flows, forced data localization, forced disclosure of source code, the non-discriminatory treatment of digital products, and online platforms, among others. A key factor in this downsizing of ambitions was the US government’s extremely contentious October 2023 decision to reverse its longstanding push for strong disciplines on such items. If the negotiations ultimately produce a result, it may be more the kind of minimalist trade facilitation agreement favored by China rather than the sort of ambitious liberalization deal previously championed by the United States. What are the prospects for global digital trade negotiations in the years ahead? What would a minimalist outcome mean for the growth of territorial borders on global flows, and Internet fragmentation? Would the sidelining of inclusive multilateral institutions further strengthen the trend toward a spaghetti bowl of varying minilateral trade deals that exclude much of the developing world? Is a sharper geopolitical clash between diverging models of digital capitalism becoming likely? This webinar assembles a panel of leading experts on global digital trade policy to consider these and other questions. However, born-digital cultural materials that originate and circulate across a range of formats and platforms are rapidly expanding and raising new opportunities and challenges for research, archiving and collecting communities. Collecting, accessing and sharing born-digital objects and data presents a range of complex technical, legal and ethical challenges that, if unaddressed, threaten the archival and research futures of these vital cultural materials and records of the 21st century. Moreover, the environments, contexts and formats through which born-digital records are mediated necessitate reconceptualising the materials and practices we associate with cultural heritage and memory. Research and practitioner communities working with born-digital materials are growing and their interests are varied, from digital cultures and intangible cultural heritage to web archives, electronic literatures and social media. This international conference seeks to further an interdisciplinary and cross-sectoral discussion on how the born-digital transforms what and how we research in the humanities.
