Dear colleagues, I'm looking for citations (with urls if available) of any/all meta evaluations done on community networks and community technology centers in the U.S. I'm aware of CTCnet's site and publications, NTIA's, etc. etc., but just curious if any of you have been able to find a source where these have been researched and cited in academic literature in total? The abstract is below. Comments are welcome. Abstract Initially, the internet was an open medium with certain characteristics that made it hard to control. According to Western journalists and politicians, the efforts of the Chinese government to control the internet are doomed to fail. This study attempts to counter this view and discusses to what degree the Chinese government can control the internet in China and, more than that, to what degree the internet can be used as a means for control. Methodologically, the four modalities of control (the law, architecture, social norms and the market), set forth by Lessig will be used. As a result, this study will offer a legal, technical, social and economical perspective in discussing the degree of internet control in China. Lessig further argues that the architecture of the internet is undergoing changes that continue to enable control. A prime example of using architecture as a means of control is the concept of the Panopticon prison, invented by Bentham and mediated by Foucault. The concept of the Panopticon will be used to show how the internet can be used as a means for control. The conclusions are that the Chinese government are quite capable of controlling the internet in China and that China has the perfect ingredients for deploying a digital Panopticon. This digital Panopticon will continue to improve and develop, driven by the market. These conclusions show that the internet, to contrary belief, can be controlled and even be used as a means for control. please distribute as you see fit: CALL FOR PAPERS EJC/REC: Electronic Journal of Communication/ La Revue Electronique de Communication The Interpersonal Internet Internet research has often focused on individuals or groups; in contrast, dyadic interpersonal relationships have received relatively scant attention. Yet an emerging body of evidence suggests that one of the Internet's primary appeals is its ability to facilitate relational development and maintenance. While this effect has been documented, we know very little about the actual formation and maintenance of relationships in and around online contexts. This special issue of the Electronic Journal of Communication will spotlight interpersonal relationships and the Internet. We welcome work from any research tradition that offers new findings based on well-grounded research and that relates those findings to existing knowledge where appropriate. Submissions are invited that address questions such as (but by no means limited to): How are relationships developed face-to-face maintained, negotiated, or transformed through the Internet? How is Internet use situated in offline interpersonal relational contexts? How do relationships develop within online contexts? How do differences amongst Internet contexts and forms give rise to differences in interpersonal relationships or communication strategies? Manuscripts should be prepared following guidelines of the American Psychological Association (4th ed.). Authors should be careful to remove all personal references from the manuscript to allow for blind review. Manuscripts must be submitted electronically. After acceptance both a hard copy and an electronic copy will be required. Deadline for the receipt of manuscripts is September 1, 2001. Greetings At La Trobe University in Melbourne, Australia, files on the website of Dr Ken Harvey have been removed on the Dean's authorisation for allegedly defaming federal Health Minister Michael Wooldridge. The Melbourne newspaper 'The Age' reported on 10 July 2001 that Dr Harvey has been charged with serious misconduct. The website offered a collection of resources regarding the Australian Pharmaceutical Benefits Scheme. Internet Programs

In reference to Colin Koteles' query about internet studies programs: Two years ago, National University of Singapore began a full-fledged undergraduate program in Information and Communication Management, which is a joint programme of the School of Computing and the Faculty of Arts. We have approximately 300 undergraduate majors so far, and are beginning to accept graduate students. Information about the program, including curricula, is available at http://www.fas.nus.edu.sg/icm/ In addition, the University of Washington has a program in Internet Studies, has a center for Internet Studies, which doesn't constitute a major, but is beginning to offer courses at the undergraduate level, I believe.
