Twitter Data Access Update

There is an important account of the impact of the loss of access to the Twitter API in the paper today: https://www.washingtonpost.com/technology/2023/06/20/twitter-policy-elon-mu… The restrictions on the free API are a problem, though the idea of free in this context is misleading. It was never free. Shareholders, lenders, and advertisers paid to make it possible to expose the data via APIs in ways that diverted attention from the real cost of engineers, buildings, electricity, bandwidth, lawyers, HR, sales people, and many other expenses that pay for large scale platform operations. Somebody always paid for all of that or else it went into the Twitter debt pile, which was large and growing at the time of the acquisition. The current owner has laid bare the finances of Twitter in stark and bizarre ways while undermining advertising. I have spent the last few months talking to a wide variety of stakeholders about what is possible now. There are third party data vendors that have deals with Twitter that predate and supersede the $42K/month options widely reported in the press. We are closer to launching a new multi-university consortium to ensure that at least some Twitter data remains accessible going into the fall 2023 semester and 2024. It will not be free or fully unlimited. It will not be "big data" on the scale of 10s or 100s of millions of Tweets. Nor will it arrive via the API, at least not at first. However, it will be well curated and stored in a manner where teaching and collaborative multi-institution research will take place with fresh data samples pulled weekly from the full Twitter firehose going back up to 15 months. Once the cornerstones of the data access consortium are established, new short-term and one-time options will come into play for students and other researchers that are not a part of the founding group of universities. Barring a mercurial violation of existing contracts, Twitter data will be accessible along with blogs, YouTube, and some other media sources as well. I have heard a number of compelling reasons to move on from Twitter while doing this consortium-building work. My concern is the loss of transparency at a critical juncture in history. There is a surging flow of openly problematic hate speech. Networks dedicated to election and COVID denialism are publishing massive amounts of content. A full-time post-J6 insurrection industry is ramping up powered by trolls and bots. The QAnons and anti-vaxxers are in the open telling preposterous stories and demanding violent revenge. If we move on from studying Twitter, or let one person determine the framework of possibility for thousands of academics, we may look back in the near future with some regret and wonder whether anything could have been done. History is path dependent. This is a proposed alternate path where we keep academic eyes focused on Twitter. The new owner may prefer to have academics give up, protest via workshops and special issues, and then move on. I am loath to comply with that planned diversion of attention. It is not safe for teetering democracies. My undergraduate professor of American political history, Howard Zinn, would likely urge us all to stay vigilant via collective action if he were here today. This is a moment where research, scholarship, and activism necessarily collide. You cannot stand still on a moving train. Anyone watching the RFK Jr Express leave the station, backed and boosted by the Twitter platform, knows the US election in 2024 is going to be an epic information war. Digital activism across North-South divides

This workshop focuses on critical issues in digital activism, traversing North-South boundaries to explore a range of themes and geopolitical contexts: the relation between embodied and digital forms of activism; digital archives as activist resources; repertoires of protest, and the mediation of affective and emotional solidarities. Across contributions, the workshop will attempt to envision a digital politics of location that addresses inequalities of race, class, gender and geography. Individual presentations will explore: the archival practices of digital feminist activism in Iran; digital practices of witnessing and anti-securitisation in the Mediterranean; affect and digital territoriality during the #MahsaAmini protests in Iran; digital civic initiatives and civil society in Belarus; and shifting definitions of activism - blurring the boundaries between civic action and lifestyle choices. Dear Cultural Data Analytics friends & colleagues, We invite abstract submissions for the Cultural Data Analytics Conference 2023 / CUDAN 2023, organized by the ERA Chair project for Cultural Data Analytics at Tallinn University, generously funded by the European Commission. Inspired by initial large gatherings of the cultural analytics community, including UCLA/IPAM 2016, and multidisciplinary conferences such as NetSci, IC2S2, or CSS, we aim to bring together researchers, practitioners, and stakeholders using methods of cultural data analytics to understand cultures and cultural production. Conference program The CUDAN 2023 main conference programme (December 14-16, 2023) will include six keynotes covering the spectrum of relevant disciplines, a lightning talk session in the plenary, parallel sessions, and a poster section. The latter will run throughout the whole conference in the coffee and lunch area that is collocated with the plenum. The conference will close with a best poster and best paper award ceremony. The pre-conference day (December 13, 2023) will feature introductory workshops by CUDAN senior fellows, covering aspects of cultural data analysis and visualization using Python, R, Tableau, and the Collection Space Navigator. Before and after the main conference, we will offer sightseeing tours, including the medieval Tallinn old town and Christmas market (among many reasons to visit Estonia). The special issue is first and foremost grounded in previous scholarly work in the fields of media and games studies—for instance, the political, cultural and socioeconomic history of PC-based MMOGs and Esports (Zhang, 2013; Zhang & Fung 2014; Szablewicz 2016; Chew 2019; for more recent rise of mobile games, see Adams 2022) as well as an intellectual history of Chinese game studies (Inwood 2022; Liboriussen & Martin 2016). However, the issue is especially inclusive towards newer or marginal hardware from mobile to handheld to retro consoles, software from pirate to indie to platforms, play forms from tabletop games to VR games, and emergent (sub)cultures and underground gaming communities, as well as alternative histories of play and games (e.g. gaming histories predates the rise of MMOs in the early 2000s), and fictional practices of worldbuilding in digital/online as well as physical/in-real-life (IRL) games in China from the metaverse to LARP (Live Action Role Playing) games. Following the exemplary efforts by Marc Steinberg (2017) in representing media theory in Japan, this special issue is set against the universalist impulse of game studies and media theory. We encourage meticulous case studies from local and regional contexts, theories and history of play, games and worldbuilding situated and emergent in China’s own media ecology, and intellectual reflections or criticisms from anywhere in between. The issue therefore welcomes a broad range of contributions, exploring both historical and new play practices, digital and IRL fictional/virtual worlds from the perspectives of the industry, intellectual/artistic practices, and player communities. The Digital Good Network asks: what does a good digital society look like and how do we get there. Data professionals within the Dutch national police and their data practices

Dear colleagues, here's a recent publication spearheaded by Isabelle Fest, PhD candidate at Utrecht University's Police Lab, in which she inquired how data professionals within the Dutch police respond to data ethical issues. Understanding Data Professionals in the Police: A Qualitative Study of System-Level Bureaucrats ABSTRACT Through the introduction of algorithmic systems into police organizations, a new employee emerged: the data professional. Contrary to street-level officers, little is known of the discretionary power of these system-level bureaucrats. Our qualitative research into the Netherlands Police provides a first empirical and theoretical understanding. The study shows that data professionals exert discretion and are aware of public values, but their value-sensitivity often does not translate into responsible practices. Data professionals use a variety of arguments to dissociate themselves from, or downplay, their responsibilities. We conclude that this distancing hampers the connection between the discretion and responsibility of data professionals. Registration still open for Doctoral Summer School on Sustainable ICT (SICT)

[Illustration of sustainable, ethic and human-centered ICT] >From JULY 3rd to 7th 2023 in Grenoble, France "Radical changes for sustainable and equitable ICT in times of compounding crises" SICT2023 aims to bridge the gap between research in the Information and Communications Technology (ICT) and the overarching and inter-related social, environmental, and economic questions of our time. The 4th edition of this doctoral summer school will break away from the dominant social, economic, and political paradigm that is currently fostering the infinite infinities of ICT. (e.g, infinite growth, scalability, resources, data). We aim to explore radical changes that challenge the assumptions or completely rethink the current dominant capitalist economic model, traditionally focusing on growth – perhaps a more holistic and systemic approach is required? Beyond extractivism and profit-oriented business models, we question the coherence and trends of current industrial road-maps in ICT and their effects on planetary boundaries. Alternative paradigms have emerged in this mindset, such as the low-tech movement, the post-colonial and post-growth movements, and the initiatives around design justice. We don’t have to start from scratch, but we can rebuild whilst making the most of what we have. During the week, we will hear from and connect with scientists, professionals, and change-makers working towards sustainable and equitable ICTs. Through their inputs, we aim to co-develop new imaginaries for radical changes in ICT.
