University System of Georgia Prohibits TikTok, Telegram and WeChat

Best, Dr. Plothe -- Theo Plothe, PhD Assistant Professor Journalism and Mass Communication Savannah State University =-=-=-=-= Dear Presidents, Following Governor Kemp’s recent directive prohibiting the use of TikTok on Georgia-owned systems and devices, I would like to share more about how the University System of Georgia plans to move forward. We share the Governor’s concerns and understand similar concerns have caused several states to implement mandates blocking TikTok and its use from public devices and public networks. After consultation with our in-house cybersecurity experts and state technology officials, we are immediately directing institutions that TikTok, as well as Telegram and WeChat, not be used on any state-owned and/or -issued devices including mobile phones and laptops unless it is for an authorized law enforcement or security purpose. The limits above do not extend to personal access of TikTok, Telegram and WeChat by students, faculty and staff on personal devices, provided that employee usage of TikTok, Telegram and WeChat is restricted on any equipment used to access sensitive and restricted information related to the business function of the institution and/or the university system such as health information, financial information and personally identifiable information. Use of TikTok, Telegram and WeChat is allowed on devices funded by institutional foundations, provided no sensitive or restricted information can be accessed on those devices. We continue to monitor this complex issue and understand we may need to provide further updates as they become available and as we assess the risk going forward. Paper Submission Guidelines Paper submissions must be no longer than 8 pages (the page count limit includes the references list) and formatted according to the two-column IEEE proceedings template. IEEE provides corresponding formatting templates at IEEE proceedings template. Authors should use the conference mode of the template, i.e., LaTeX users must use the conference option of the IEEEtran document class. Papers must be submitted electronically as a single PDF file on US Letter size paper (not A4), with all fonts embedded (PDF-A standard complies with this), through EDAS. All submitted papers that conform to these guidelines will be subject to peer reviews by Technical Program Committee members and other experts in the field. All presented papers will be published in the conference proceedings and submitted to the IEEE Xplore Digital Library. Journal Fast Track Extended versions of selected high-quality papers accepted by IEEE SMARTCOMP 2023 will be considered for publication in Elsevier's Pervasive and Mobile Computing journal (IF: 3.453). Hello everyone, The call for papers for JCIRA Special Issue "Emerging Issues in Computational Advertising" might be of interest: The Journal of Current Issues in Advertising (JCIRA) is calling for articles that discuss emerging issues and advances in computational advertising. Over the last decade, computational advertising has been praised for replicating "what humans might do if they had the time to read Web pages to discern their content and find relevant ads among the millions available" (Essex, 2009, p. 16). Computational advertising has expanded to become "a broad, data driven advertising approach relying on or facilitated by enhanced computing capabilities, mathematical models/algorithms, and the technology infrastructure to create and deliver messages and monitor/surveil" individual behaviors (Huh & Malthouse, p. 1). By handling massive data in real time, computational advertising quantifies consumer characteristics and experiences to personalize advertising messages, target media content, and simplify consumer decision making. Algorithms drive targeted content to maximize message frequency, reach, ROI, and lift. The rapidly growing field of computational advertising involves numerous systems including information retrieval, behavioral analytics, and decision making (Yang et al., 2017) and is thus relevant for interdisciplinary research such as advertising, marketing, computer science, linguistics, and economics. This special issue will publish original, high-quality papers that examine the theoretical, methodological, ethical, or practical implications of computational advertising. Suggested topics are listed below, but we are open to other relevant themes regarding computational advertising: * Definitions and measurements of concepts * Computational advertising and its relation to disinformation * Brand safety in the age of computational advertising * Ethical issues related to computational advertising * Consumer privacy in the age of computational advertising * Authentic versus fake advertising * Measurement issues in computational advertising * Societal value of computational advertising * Algorithmic synthesis of creatives * Short-term behaviors versus long-term valuations * Trust and its role in computational advertising Submission information All manuscripts submitted must not have been published, accepted for publication, or be currently under consideration elsewhere. This postdoctoral position focuses on research aimed at advancing computational methods for communication science (e.g., automated content analysis). Technological advancements enable communication scientists to collect different types of data (e.g., through scraping social media data, gathering data through digital agents, receiving data through data donations). Introduction of these novel data collection methods results in availability of large quantities of data that come in various formats (e.g., text data, visual data). This brings on methodological challenges of analyzing such data. In sum, communication researchers now have a broad range of novel computational methods at their disposal to gather and analyze large amounts of data that vary in their format. However, there is a lack of knowledge about the usage and validity of these methods. For example, whereas some algorithms are available to analyze visual data, these algorithms have not been validated on data relevant to communication scholars. This postdoctoral position will contribute to advancing the Lab's methodological and substantive research in this area by conducting research that advances and validates methods aimed at gathering and analyzing data that are relevant to communication scholars.
