The inaugural issue of the Journal of Research Practice: Innovations and Challenges in Multiple Domains (JRP) is available at http://jrp.icaap.org/ in an Open Access mode, i.e., full-text access is available to everyone, free of charge. The journal seeks to (a) connect research-inclined persons working in different disciplinary, institutional, and practical contexts and (b) through this, extend the practice of research to progressively newer territories. Both these aims are expected to facilitate the wider purposes of promoting research education around the world and innovative forms of research in different socially relevant areas. JRP is published by the International Consortium for the Advancement in Academic Publication, ICAAP, which is a research and development organisation devoted to the advancement of electronic scholarly communication. ICAAP is a prominent facilitator of the Open Access movement today. It is located at Athabasca University, Edmonton, Alberta. ********************************************************* The Internet Governance Project announces a new policy analysis: "WHAT DO TO ABOUT ICANN: A PROPOSAL FOR STRUCTURAL REFORM" www.InternetGovernance.org ********************************************************** The authors analyze how ICANN exercises governmental powers without possessing corresponding mechanisms for accountability. They propose three accountability mechanisms: 1. Creation of an international oversight body to replace US oversight of ICANN 2. Restoration of ICANN's global elections 3. Decentralization of the Internet root zone and coordinated management between ICANN and the ITU. Cogburn, Assistant Pofessor, Syracuse University, School of Information Studies ### Executive Summary "WHAT DO TO ABOUT ICANN: A PROPOSAL FOR STRUCTURAL REFORM" by Hans Klein and Milton Mueller With the 2005 World Summit on the Information Society (WSIS) in Tunisia quickly approaching, and with the work of the UN Working Group on Internet Governance (WGIG) well underway, it is time to identify concrete policy options for Internet governance. Any initiatives in this area must address the criticisms that have been made of ICANN. Although the international community has defined Internet governance in a way that goes beyond ICANNs control of domain names and addresses, ICANN nonetheless remains central to many issues. Here we propose a series of structural reforms for it. The proposals here are designed to address the most important criticisms that have been made of ICANN. These criticisms include: * Concerns about unilateralism by the US Government in its control of the DNS root and its supervision of ICANN. * Dissatisfaction with ICANNs Government Advisory Committee (GAC), where governments have only advisory powers. * The perception that ICANNs governance model does not properly balance the interests of developed and developing countries and suppliers and users. * Concerns about the relations between ICANN, country code top level domain administrators (ccTLDs), and national governments. * The overall perception that ICANN lacks legitimacy. To address these issues, this paper proposes the following reforms for ICANN: 1) Limits on power and internationalized oversight. A legally-binding international agreement narrowly defining ICANNs powers and replacing US Government supervision with internationalized supervision . This would allow abolition of ICANNs Government Advisory Committee. 2) Democratization. Reinstatement and strengthening of the At Large membership of ICANN, especially a return to election of the At Large Board members and the granting of voting rights on ICANNs GNSO to At Large representatives. 3) Competition. Coordinated sharing of responsibilities between ICANN and the ITU in a way that would allow ccTLD managers and IP address users a choice of alternative governance arrangements. Research request: word search

Dear Colleagues, The Danish designer and author Per Mollerup wrote me a query. He seeks a word for a specific concept to describe situations when more of something yields a worse result than fewer. One example he gives is when you water a plant just enough, it helps the plant, while giving it too much water kills it. Standards are another case in point. If you have one standard for an entire field, you are standardized. If you have twenty standards in the same field, you are less standardized.. Per also gives the example of romance. If you have one romance, it is romantic. If you have one hundred romances going on at the same time, it won't be romantic at all. IF YOU EMPHASIZE EVERY WORD ON THE PAGE, NOTHING IS EMPHASIZED. He suggests naming these phenomena with a neologism, "more-is-lessuals." I have the sense that a word may already exist to cover such cases, but I can't recall it.
