About the Digital Civil Society Lab The Digital Civil Society Lab envisions an independent civil society that thrives in the digital age through the safe, ethical and effective use of private digital resources for public benefit. The Lab is an initiative of the Stanford Center on Philanthropy and Civil Society (Stanford PACS). The Lab is led by Lucy Bernholz <https://pacscenter.stanford.edu/staff/lucy-bernholz/>, senior research scholar at Stanford PACS, and Rob Reich <https://pacscenter.stanford.edu/staff/rob-reich/>, professor of Political Science and faculty co-director of Stanford PACS. The rapid adoption of digital tools for social and political action has resulted in a complicated new sphere we refer to as “digital civil society.” Digital civil society encompasses all the ways we voluntarily use private resources for public benefit in the digital age. We see evidence of digital civil society at the intersection of several domains: nonprofits, associations, and philanthropy; market solutions for social good; political action; and digital data and infrastructure. These once-distinct spheres now overlap in ways that require the adoption of a new framework rooted in the unique characteristics of digital resources and the distinctive values of civil society. Digital tools and infrastructure allow individuals to associate, network, express themselves, and mobilize others at lower cost, larger scale, and greater speed than ever before. Access to digital infrastructure, the creation of new digital tools, and smart use of digital data as a resource expand and strengthen the ways we work together for good. Civil society organizations are almost everywhere *digitally dependent* on third party providers for the digital tools and platforms they use. The majority of digital tools and network infrastructure are built and maintained by commercial enterprises that are frequently surveilled by governments. These dependencies challenge the democratic ideal of an *independent* civil society – a space apart from the government and the commercial marketplace. Most people cannot have private conversations digitally, associational activity is more easily tracked than ever before, and private spaces online are accessible only to the technologically skilled. Corporations that provide the platforms on which people express themselves and associate with others are now implicated in protecting and enforcing free speech, association, privacy, and safety. Democratic governments and international declarations of human rights all seek to guarantee the rights of citizens to free expression, association and privacy, even when the precise interpretation of these ideals differ. These basic rights inform our democratic systems and constitute core freedoms for all people. Civil society’s digital dependencies profoundly shift how these rights are experienced. The Lab’s research draws from the humanities, social sciences, engineering, computer science and the law to understand and advance the principles of civil society and democracies in the digital age. About the fellowship We seek to appoint exceptional scholars who are actively engaged in research on topics related to priority research areas, which include: - The key dimensions of digital infrastructure and data and how they influence the role of independent civil society in democracies; - Understanding, creating, and expanding access to software, hardware and digital practices that align with the values of civil society in democracies; - The nature of digital data donations and/or the governance mechanisms, enterprise forms, or legal constructs that such donations require; - The role of digital infrastructure, data, and connectivity and their influence on relationships between governments, markets, and civil society. We encourage applications from candidates representing a broad range of disciplines including the social sciences, humanities, law, computer science and engineering. Each fellow will be affiliated with the Digital Civil Society Lab and potentially a department or school at Stanford University. The Digital Civil Society Lab is an initiative of the Stanford Center on Philanthropy and Civil Society (Stanford PACS). The annual fellowship stipend is $63,000, plus the standard benefits that postdoctoral fellows at Stanford University receive, including health insurance and travel funds. I’ve been thinking about doing one of these certificates as a way to pick up big data analysis skills in a systematic way. Ethical considerations of researching Telegram channels

Dear AoIR community, In the spirit of ongoing ethical online data collection and research issues, I'd like to ask if anyone has ever dealt with ethics permissions for research on the messaging platform Telegram. As it is a messenger service, even chats that are in essence "public" still require the researcher to register for a Telegram account and provide a phone number, so one might argue this is an obstacle for interpreting the channels as truly "public". Have any of you grappled with this issue (on Telegram or other similar platforms, e.g. WhatsApp or Viber) and how have you dealt with ethics clearance at your institutions regarding whether this data or these channels can be construed as public or private? I'd really appreciate any experience you could share. Many thanks! Call for papers The Internet of Things (IoT) paradigm promises to make "things" such as physical objects with sensing capabilities and/or attached with tags, mobile objects such as smart phones and vehicles, consumer electronic devices and home appliances such as fridge, television, healthcare devices, as part of the Internet environment. In cloud-centric IoT applications, the sensor data from these "things" is extracted, accumulated and processed at the public/private clouds, leading to significant latencies. To satisfy the ever increasing demand for Cloud Computing resources from emerging applications such as Internet-of-Things (IoT), academics and industry experts are now advocating for going from large-centralized Cloud Computing infrastructures to micro data centres located at the edge of the network. These micro data centres are often closer to a user (geographically and in access latency) compared to the centralised cloud data centre. The aim of utilizing such edge resources is to off load computation that would have "traditionally" been carried out at the cloud data centre to a resource that is closer to a user or edge devices. This vision also acknowledges the variation in network latency from an end user to cloud data centre. Whereas the network around a data centre is often high capacity and speed, that near the user device may have variably properties (in terms of resilience, bandwidth, latency, etc). Referred to as "Fog/Edge computing", this paradigm is expected to improve the agility of cloud service deployments in addition to bringing computing resources closer to end-users. On the one hand, the development of Fog and Edge clouds includes dedicated facilities, operating system, network and middleware techniques to build and operate such micro data centres that host virtualized computing resources. On the other hand, the use of Fog and Edge clouds requires extension to current programming models and propose new abstractions that will allow developers to design new applications that take benefit from such massively distributed systems. The use of this approach also opens up other challenges in: security and privacy (as a user now needs to "trust" every micro data centre they interact with), support for resource management for mobile users who transfer session from one micro data centre to another, and support for "embedding" such micro data centres into devices (e.g. cars, buildings, etc.). The conference seeks to attract contributions covering both theory and practice of any of the aforementioned challenges, from the management software stack to domain-specific applications. LSE’s Department of Media and Communications, established in 2003, comprises internationally acclaimed faculty who conduct critical, empirical and engaged research into the central role of media and communications within contemporary society. We are currently seeking a Research Officer to join us by working on the project Resilient communities, resilient cities? Digital makings of the city of refuge. The project is funded by the Rockefeller Foundation in collaboration with the Institute of Global Affairs (IGA), LSE. The project investigates the role of digital communication in supporting resilient urban communities, especially in response to change resulting from refugee and migrant arrivals. The Research Officer will undertake empirical research at two or more of the cities on study – Athens, Berlin, London – along with the Principle Investigator (Dr Myria Georgiou) and the Co-Principle Investigator (Dr Suzanne Hall) and participate in the organisation, conduct and analysis of fieldwork and participatory events in two or more of the cities on study. You will have a completed PhD, or be working towards completion of a PhD, in a Social Sciences discipline, by the post start date, or have other research experience that demonstrates the capability to produce independent original research. You must have experience in conducting qualitative research and experience employing qualitative research with media users and/or migrants would be an advantage. Working in a transdisciplinary research project employing quantitative methods, especially surveys, is desirable. You must have the ability to analyse and research complex ideas, concepts or theories, and to apply appropriate research methodologies. You will also have excellent written and verbal communication skills, and the ability to manage your own workload and work to tight timescales. You must be able to demonstrate research interests in migration and/or the city, urban studies and/or digital cultures. Previous experience working with migration and media users in Europe would be an advantage. A good level of spoken Arabic is essential and a good level of spoken German and/or Greek would be desirable. Submissions accepted until January 12th. To graduate and undergraduate students working in areas related to communication, writing and information design, please consider submitting a proposal for the 2018 Association for Computing Machinery (ACM) Student Research Competition, sponsored by Microsoft. The student research competition is an annual ACM event open to undergraduate and graduate students. Students who submit winning proposals, in response the attached CFP, will be paid $500 in travel and registration expenses to give a poster presentation at the 2018 SIGDOC conference in Milwaukee, WI (August 3-5). [Apologies for cross-posting] CALL FOR PRTICIPATION Hacking and Making at Time-bounded Events: Current Trends and Next Steps in Research and Event Design http://hackathon-workshop-2018.com<http://hackathon-workshop-2018.com/> Co-located with CHI 2018, https://chi2018.acm.org<https://chi2018.acm.org/> Montréal, Canada | April 21-26, 2018 Overview: Time-bounded intensive events or hackathons where teams work together under intense time pressure are becoming increasingly popular across disciplines. Yet little is known about how to design a hackathon for intended outcomes, what influences event design, what benefits hackathons offer, and what the larger impact of hackathons on intellectual communities and on the society as a whole are. This one-day workshop is co-located with CHI 2018, a premier forum for innovations through academic-practitioner interactions, and will bring together the diversity of researchers, experienced event organizers, and individuals interested in running their own events in the future. The aims of this workshop are to facilitate sharing hackathon-related experiences, consolidating existing research, and building and strengthening academic-industry partnerships to enable new research opportunities. Relevant topics include (but are not limited to): * Design variations (e.g., collaboration or competition, learning or community building, etc) * Short term and longer-term outcomes * Practical support and recommendations for event organizers * Applications of hackathons beyond traditional software engineering context * Mediated interactions and modality transitions * Theoretical space of “hackathons” Submission details: Your submission should be in a single PDF file between 2-4 pages in total, and include a short overview of each author’s background, their interest in this field, and motivation for participation in the workshop, as well as a description of one or more workshop themes of particular interest to the authors. This may be in a form of summarizing research ideas, recounting an experience with related event, or story drawn from participant’s own research or event. Supplementary materials can also be submitted. All submissions will be peer-reviewed by the workshop organizers. Accepted submissions will be posted and publicly downloadable on the workshop website.
