Special Issue Call for Papers American Behavioral Scientist https://journals.sagepub.com/home/abs The American Behavioral Scientist invites submissions for a special issue on: "ICTs for Community Development: Bridging conceptual, theoretical and methodological boundaries" Guest Editors Mauro Sarrica (Sapienza University, Rome) Francesca Comunello (LUMSA University, Rome) Simone Mulargia (Sapienza University, Rome) Community Informatics (CI) (Denison et al., 2014) and Information and Communication Technology for Development (ICT4D) projects focus on the appropriation of ICTs and the design of information systems to meet the needs of communities. Ten years ago, Donner suggested that projects are often developed “in relative isolation from each other, separated by regions, and by disciplines” (Donner, 2008, p.140). While this situation has improved, a better integration between ICT4D and non-ICT4D models is still necessary in order to better grasp the socio-technical processes ICTs activate at the individual and community level, and beyond. In particular, this special issue will address three main issues connected with CI and ICT4D projects: 1) There is a dearth of middle-range theorization capable of providing broader interpretative frameworks for ICT4D (Sarrica et al., 2017). Indeed, cross-fertilization is needed between CI, ICT4D, and broader theories on ICTs, in order to generate stronger interpretative frameworks. Moreover, theoretical models and method developed in the ‘global north’ and for a ‘general user’ could be refined by their application to marginalised communities and in a variety of cultural contexts. 2) CI and ICT4D projects typically consider “lived-in and situated communities not as passive recipients of technological opportunities, but as actors engaged in the comprehension and ‘doing’ of community problem solving directed to social progress” (Stillman and Linger, 2009, p. 256). However, the role of power in all the different phases of projects often remains in the background. 3) CI and ICT4D projects typically involve a range of researchers and participants reflecting different cultures, theoretical backgrounds and levels of training. These projects depend for their success on the ability to bridge differences. However, the harmonization between theoretical backgrounds, methodologies and practical constrains have heretofore proved problematic. An emic approach to culture characterizes the three critical points outlined above and is at the base of the special issue. Its aim is to foster a thorough reflection of the importance of localized or context-specific issues in the design of research and intervention, with the purpose of improving the effectiveness and sustainability of community informatics and ICT4D projects. Following these suggestions, aim of the special issue is to collect and put into dialogue theoretical, methodological, critical and applied contributions dealing with the variety of ICT uses in community development. Potential topics include the following (contributions that cross several sections are encouraged): 1st Section – Theoretical advancement Papers in this stream will focus on advancing theoretical models in CI & ICT4D. We expect papers which show how CI & ICT4D can challenge current models and further theoretical development in communication research. Issues relevant to this stream include: power in theory and implementation of ICT-based projects (e.g. critical approaches; power and CI projects); long term sustainability of projects (e.g. community ownership); impact, engagement and participation (e.g. engaging policy makers; top-down and bottom-up transformations); challenging power (e.g. advocacy; citizen journalism; social movement). 2nd Section – Methods and Epistemologies Papers in this stream will focus on methodological choices in CI and ICT4D projects, including: methodological issues in ICT4D (e.g. entering the field; reliability and replication problems); innovative and cross-disciplinary methods (e.g. mixed methods approaches; use of social media; cross-disciplinary methodological insights); participation and co-design (e.g. lessons learned from participatory intervention; co-design and user’s experience); cultural diversity and intersectionality. 3rd Section – Lessons from the field Papers in this stream will present evidences from particular cases (e.g. case studies, research-interventions, international cooperation initiatives); examples of community intervention (e.g. working with rural, marginalized and vulnerable communities); group processes and cultural aspects (e.g. ICTs and myths; cultural specificities). As the collection of event data covers more countries, longer time periods, and more details and granularity, which are more abound in local sources in comparison to international resources, their utility in social science applications multiplies. Given the excessive time and human effort costs that manual data collection would incur, there is an increasing tendency to rely on machine learning and natural language processing (NLP) methods to develop automated classification and extraction tools that would possibly deal better with the enormous amount and variety of data to be collected. As an interdisciplinary team of researchers (composed of computer scientists, computational linguists and social scientists) of the Emerging Welfare Project (https://emw.ku.edu.tr) we have been working on automated protest information collection for over two years. While building our protest information collection models and designing our methodology, we have encountered many of the well-known challenges of automated event extraction, ranging from the problem of source selection to the concerns about completeness and validity of the data to the issues of generalizability (Wang et al. 2016). This workshop will address these issues and potential methods to tackle them with new methodologies and task designs. The need for collecting protest or conflict data has been satisfied by manual, semi-automatic and automatic approaches. However, the results that have been yielded by these approaches to date are either not at a sufficient quality or they require tremendous effort to replicate on new data. Recent reviews point at major causes for concern in existing protest databases such as insufficient validity and reliability, inconsistencies within and between corpora, and lack of generalizability in terms of methodologies and results. On the one hand, manual or semi-automatic methods require high quality human effort while, on the other hand, text classification and information extraction systems tend not to perform similarly well on corpora from a setting that is different from the one used for training. Aforementioned shortcomings stem mainly from the lack of regard given to the variable nature of contentious politics, which takes slightly different forms in different countries and time periods in line with spatial and temporal variation of sociopolitical phenomena. Those who attempt to tackle this problem usually resort to not fully automated methods, such as using key term-based filtering of sources that attempt to make variability more manageable but sacrifice recall performance, resulting in missing undetermined amount of information from the outset. Also, training models based on a single case or filtered data would yield static tools that are less capable of performing with comparable recall and precision when applied to contexts different from those that are trained on. This is also a significant factor in the validity, reliability and consistency problems facing existing protest databases. This workshop will work to develop solutions for these methodological issues in a collective manner. In general, there is lack of scientific collaboration among academic groups working on event-coding programs (Wang et al 2016 and Lorenzini et al 2016) and the most important objective of this workshop is to fill this gap and connect the researchers. We hope to contribute in the formation of a possible collaborative environment for automated event coding, which has increasingly become target of ever growing scientific interest, budget and efforts. We also aim at editing a special issue out of the workshop to be published in a top computational linguistics or political science journal. CALL FOR PAPERS The 14th Workshop on Challenged Networks (CHANTS 2019) http://conferences.ece.unm.edu/chants2019/ colocated with ACM Mobicom 2019, the 25th Annual International Conference on Mobile Computing and Networking Oct 21-25, Los Cabos, Mexico Scope and Overview Challenged networks comprise those situations where communication is desired, but traditional Internet architectures fail to provide it effectively. Such networks may be characterized by intermittent connectivity, a heterogeneous mix of nodes, frequent nodal churn, and widely varying network conditions. The applications of challenged networks range from time-critical communications such as for disaster relief to delay-tolerant transmission in poorly connected regions or where censorship should be counteracted. However, challenged networking has also found many applications in everyday settings, for which they were not initially conceived, such as opportunistic networking supporting data-centric communications, traffic offloading from cellular networks, mobile cloud/edge computing, opportunistic and participatory sensing as well as challenged IoT. CHANTS builds on the success of the thirteen previous CHANTS workshops and WDTN 2005, and aims to stimulate research on the most novel topics of challenged networking research. This year’s edition encourages submission of theoretical and experimental work (including studies of real deployment), with a primary interest in new directions of challenged networking in concrete application scenarios and demonstrators in areas such as autonomous driving, underwater robots, emergency response operations, underground mining, interplanetary missions, polar research and unmanned aerial vehicles. The workshop seeks original work presented in the form of research papers describing new research approaches and results, as well as demo and poster submissions. Highly disruptive work-in-progress and position papers are also welcome, provided they focus on particularly innovative solutions or applications for challenged networks. All papers shall be forward-looking, describe their relationship to existing work, and shall argue their impact and implications for ongoing or future research. Call for papers *Genealogies of online content identification* Special issue of Internet Histories: Digital Technology, Culture and Society (editors of special issue: Maria Eriksson & Guillaume Heuguet) In today’s digital landscape, cultural content such as texts, films, images, and recorded sounds are increasingly subjected to automatic (or semi-automatic) processes of identification and classification. On a daily basis, spam filters scan heaps of emails in order to separate legit and illegit textual messages,1 algorithms analyze years of user-uploaded film on YouTube in search for copyright violations,2 and software systems scrutinize millions of images on social media sites in order to detect sexually offensive content.3 To an increasing extent, content identification systems are also trained to distinguish “fake-news” from “proper journalism” on news websites,4 and taught to recognize and filter violent or hateful content that circulates online.5 These examples reveal how machines and algorithmic systems are increasingly utilized to make complex cultural judgements regarding cultural content. Indeed, it could be argued that the wide-ranging adoption of content identification tools is constructing new ontologies of culture and regimes of truth in the online domain. When put to action, content identification technologies are trusted with the ability to separate good/bad forms of communication and used to secure the value, authenticity, origin, and ownership of content. Such efforts are deeply embedded in constructions of knowledge, new forms of political governance, and not least global market transactions. Content identification tools now make up an essential part of the online data economy by protecting the interests of rights holders and forwarding the mathematization, objectification, and commodification of cultural productions. Parallel to their increased pervasiveness and influence, however, content identification systems have also been heavily contested. Debates regarding automatic content identification tools recently gained momentum due to the European Union’s decision to update its copyright laws. A newly adopted EU directive encourages all platform owners to implement automatic content filters in order to safeguard copyrights6 and critics have argued that such measures run the risk of seriously hampering the freedom of speech and stifling cultural expressions online.7 High profile tech figures such as Tim Berners Lee (commonly known as one of the founders of the Internet) has even claimed that the widespread adoption of content filtering could effectively destroy the internet as we know it.8 Content identification systems, then, are not neutral devices but key sites where the moral, juridical, economical, and cultural implications of wide-ranging systems of online surveillance are currently negotiated and put to the test. This special issue welcomes contributions that trace the lineage and genealogy of online content identification tools and explores how content identification systems enact cultural values. It also explores how content identification technologies reconfigure systems of knowledge and power in the online domain. We especially invite submissions that reflect on the ways in which content identification systems are deployed to domesticate and control online cultural content, establish new and data-driven infrastructural systems for the treatment of cultural data, and bring about changes in the activity/status of cultural workers and rights holders. Contributions that locate online content identification tools within a longer historical trajectory of identification technologies are also especially welcomed, since digital content identification tools must be understood as continuations of analogue techniques for monitoring and measuring the qualities and identities of things. We envision contributors to be active in the fields of media history, software studies, media studies, media archaeology, social anthropology, science and technology studies, and related scientific domains. The topic of contributions may include, but are not limited to: - The historical and political implications of content identification tools for audio, video, images, and textual content such as machine learning systems and digital watermarking or fingerprinting tools - The genealogy of spam filters, fake news detection systems, and other strategies for keeping the internet “clean” and censoring/regulating the circulation and availability of online content - Comparative investigations of the technical workings of different methods for identifying content, including discussions on the challenges and potentials of indexing/identifying sound, images, texts and audiovisual content - Reviews of the scientific theories, political ideologies, and business logics that sustain and legitimize online systems of content identification - Reflections on historical and analogue techniques for identifying objects and commodities, such as paper watermarks and the use of signets and stamps - Issues of censorship related to online content identification and moderation and/or discussions regarding the ethical dilemmas and legal debates that surround content surveillance - Explorations of the implications of algorithmic judgements and measurements of identity, and reflections on the ways in which content identification tools redefine what is means to listen/see and transform how cultural objects are imagined and valued - Examinations of the relationship between human and algorithmic efforts to identify suspect content online and moderate information flows Submissions Abstracts of a maximum of 750 words should be emailed to Maria Eriksson ( maria.c.eriksson(a)umu.se) and Guillaume Heuguet ( guillaume.heuguet(a)sorbonne-nouvelle.fr) no later than 1 August 2019. Notification about acceptance to submit an article will be sent out by 1 September 2019. Authors of accepted abstracts are invited to submit an article by 1 February 2020. Final versions of articles are asked to keep within a 6,000 word limit. Please note that acceptance of abstract does not ensure final publication as all articles must go through the journal’s usual review process. Time schedule - 1 August 2019: due date for abstracts - 1 September 2019: notification of acceptance - 1 February 2020: accepted articles to be submitted for review - Feb-April 2020: review process and revisions About the guest-editors Guillaume Heuguet defended a dissertation in 2018 on music and media capitalism based on a longitudinal analysis of YouTube’s strategy and products, including its Content ID system (to be published by the French National Archives in 2019). He is currently an associated researcher at GRIPIC (Sorbonne Université) and Irmeccen (Sorbonne Nouvelle). He runs the music journal Audimat and has edited a forthcoming book entitled Anthology of Popular Music Studies in French (Philharmonie de Paris, 2019). Maria Eriksson is a doctoral candidate in media studies at Umeå University, Sweden who currently occupies a position as visiting scholar at the department of arts, media and philosophy at Basel University in Switzerland. She has a background in social anthropology and her main research interests concern the politics of software and the role of algorithms in managing the logistics and distribution of cultural content online. She is one of the co-authors of the book Spotify Teardown: Inside the Black Box of Streaming Music (MIT Press, 2019) and has previously co-edited special issues in journals such as Culture Unbound.
