Book announcement: Beyond the Digital Divide: Contextualizing the Information Society
by Petr Lupac 29 Oct '18

29 Oct '18

Dear colleagues, I would like to draw your attention to a book I published recently under Emerald Publishing. I think that its final chapters, namely the fifth chapter "Tenuous Assumptions in Digital Divide Research", is relevant to the whole field of the Internet studies. The Introduction is freely available at https://bit.ly/2OWkc89 Beyond the Digital Divide: Contextualizing the Information Society <https://books.emeraldinsight.com/page/detail/Beyond-the-Digital-Divide/?k=9…> Emerald Publishing Petr Lupač <https://ksoc.ff.cuni.cz/en/staff/petr-lupac-ph-d/> Book webpage: https://books.emeraldinsight.com/page/detail/Beyond-the-Digital-Divide/?k=9… Sample chapter (Introduction): https://bit.ly/2OWkc89 This book critically reviews existing digital divide research and challenges its core thesis, which posits unequal Internet access as a newly formed source of social disadvantage. The author begins by introducing the building blocks of the information society theory. The book goes on to present a systematic overview of digital divide research - its development, arguments attesting to the social gravity of the digital divide, and current findings on the uneven diffusion and use of the Internet. It evaluates the validity of the theories and concepts associated with digital divide research. The author offers an overview and re-examination of six presumptions and biases found in the prevailing approach to the digital divide. Given that Internet use has, in certain contexts, become an absolute necessity, an alternative approach is proposed, recognizing the indispensability of Internet use as context dependent. The book concludes with a consideration of the implications that this new perspective has for the information society theory and policies as well as for the role of social science in the informatization process. -- Petr Lupac, Ph.D. Charles University, Faculty of Arts, Department of Sociology e-mail:petr.lupac-at-gmail.com e-mail (work): petr.lupac(a)ff.cuni.cz Web: http://ksoc.ff.cuni.cz/katedra/vyucujici/lupac/ Twitter: @PetrLupac Skype: lupac_ffuk Tel.: +42022161968 4 (Office hours only) +42022161968 0 (Department of Sociology)

GIG-ARTS 2019 Salerno - Deadline extended to 9 November 2018
by Mauro SANTANIELLO 29 Oct '18

29 Oct '18

Dear colleagues, the deadline for abstract submission for the 3rd edition of the GIG-ARTS annual conference has been extended to 9 November 2018. Please find hereafter the updated CFP. ========== *GIG-ARTS 2019 – The Third European Multidisciplinary Conference on Global Internet Governance Actors, Regulations, Transactions and Strategies* *16-17 May 2019, SalernoEurope as a Global Player in Internet Governance* *Organised by:*The Internet & Communication Policy Centre / Department of Political, Social and Communication Sciences / Università degli Studi di Salerno *Co-Sponsored By:*The Centre for European Policy Studies (CEPS), The ECPR Standing Group on Internet and Politics, The Global Internet Governance Academic Network (GigaNet), The IAMCR Communication Policy and Technology Section, The ICA Communication Law and Policy Division. *Call for Abstracts - Deadline: 9 November 2018* Although to varying degrees of autonomy, awareness, and effectiveness over time and issues, European institutions have been engaged in internet governance and policy-making since at least two decades. Both the European Union and Europe as a region have generally played a crucial role in shaping the governance of the internet, at the global, regional and national levels. >From a geopolitical perspective, the EU has been one of the early actors advocating for the internationalisation of the DNS system and, more generally, for the enhancement of the multi-stakeholder governance model. >From a normative point of view, EU institutions as well as Member States have deeply affected highly sensitive internet-related issues, such as privacy and data protection, digital market competition, consumers' rights, copyright, e-commerce, content regulation, the right to be forgotten, etc. On the institutional level, some of the most interesting cases of recent constituent policies have emerged from the European Union, leading to the establishment of new agencies such as the European Network and Information Security Agency (ENISA) and the European Data Protection Board (EDPB). Beyond the EU, some European intergovernmental organisations, such as the Council of Europe (CoE), have developed structured initiatives to uphold human rights, democracy and the rule of law on internet governance issues. Further, a number of European initiatives, such as the European Dialogue on internet Governance (EuroDIG) and the Global internet Policy Observatory (GIPO), have facilitated the transfer of ideas, knowledge, policies and institutional arrangements towards other countries and geographic areas. Finally, European NGOs as well as some European internet companies are currently advancing alternative visions and values about the internet and its governance, enriching the set of internet governance approaches as well as available design options. The third edition of the European Multidisciplinary Conference on Global Internet Governance Actors, Regulations, Transactions and Strategies (GIG-ARTS 2019), will be held exactly twenty years after the entry into force of the Amsterdam Treaty and ten years after the Lisbon Treaty, which are milestones in the history of the European integration process, preparing the EU for enlargement and further deepening of competences, and reinforcing the centrality of democratic principles and the protection of fundamental rights as the Union's foundation. After having addressed “Global Internet Governance as a Diplomacy Issue” at its first edition held in Paris in 2017, and "Inequalities in Internet Governance" at the second edition held in Cardiff in 2018, the 2019 GIG-ARTS conference will explore the role of Europe in the global governance of the internet. In particular, the conference will focus on challenges and opportunities, as well as strengths and weaknesses, of European approaches to internet governance and policy-making. In addition to general internet Governance issues and topics, submissions are particularly welcome on the following themes: - European institutions and Member States in internet governance; - The European approach to the multistakeholder governance model; - The role of the European External Action Service in the Global Internet Governance ecosystem; - Internet governance in the European Neighbourhood Policy; - The EU cybersecurity policy; - Extraterritorial effects of European internet policies; - Internet-related geopolitical challenges for Europe; - The EU and internet-related policy transfer; - EU internet policies in a comparative perspective; - Human rights, democracy and the rule of law in European internet policy and instruments; - Privacy and data protection after the General Data Protection Regulation (GDPR); - Global online platforms and EU general policies (labour, taxation, transport,..); - EU strategies and policies on new technologies (AI, robots, blockchains,..); - European good governance values and internet governance; - The Digital Single Market and international trade; - The EU and the management of critical internet resources; - Populist movements and the European internet policy-making; - EU values, European internet companies, and internet design. *Submission Information and Publication Opportunities*Authors are invited to submit their extended abstracts (no longer than 500 words), describing their research question(s), theoretical framework, approach and methodology, expected findings or empirical outcome. Submitted abstracts will be evaluated through a peer-review process. Abstracts and authors’ information should be submitted through the Easychair conference management system at: *https://easychair.org/conferences/?conf=gigarts2019 <https://easychair.org/conferences/?conf=gigarts2019>*Authors of selected submissions will have the opportunity to submit their full manuscript for publication. *Key dates (updated)*Deadline for abstract submissions: 29 October 9 November 2018 Notification to authors: 10 17 December 2018 Authors registration (at least one author must register for a selected presentation to appear on the programme): From 10 December 2018 to 14 January 2019 From 20 December 2018 to 21 January 2019 Programme publication: 21 January 8 February 2019 Online registration: From 21 January 8 February to 3 May 2019 Conference dates: 16 & 17 May 2019 *GIG-ARTS 2019 Committees * *General Chairs *Francesco Amoretti and Mauro Santaniello Internet & Communication Policy Centre, Department of Political, Social and Communication Sciences, University of Salerno, Italy *Scientific Program Committee* - Eric Brousseau (Université Paris Dauphine, France) - Andrea Calderaro (Cardiff University, United Kingdom) - George Christou (University of Warwick, United Kingdom) - William J. Tool request: sentiment analysis for Cyrillic
by John P. Bell 29 Oct '18

29 Oct '18

Hi all, I’m looking for tools to do sentiment analysis and general mining on Russian language tweets. I see there are some options out there, but if anyone has experience trying to do this I’d appreciate it if you could share some insight on the software you used. While I’d be more interested in something I can set up and run myself than subscribing to a service, I’m not absolutely committed to that idea. Any suggestions? Thanks, - John — John P. Call for applications » Digital Media Winter Institute, 2019
by Cristian Ruiz 26 Oct '18

26 Oct '18

Digital Media Winter Institute 2019 | iNova Media Lab Workshop: Interpreting Cross-Platform Digital Networks 4 - 7 February 2019 I 10:00 – 13:00. Universidade NOVA de Lisboa Lisbon, Portugal We are pleased to announce that it is now open the call for applications to the workshop “Interpreting Cross-Platform Digital Networks”. The workshop is part of the activities offered by the Digital Media Winter Institute <http://inovamedialab.org/winter-institute-2019/>; an annual event organised by iNOVA Media Lab, Universidade de Lisboa. **Workshop: Interpreting Cross-Platform Digital Networks Digital networks offer ways of understanding social and cultural phenomena and network analysis have become a common approach in several fields of research, facilitated by a large list of open source data extraction tools. Whenever we click, see, rate, like, post, download or comment, our digital actions became traceable and ready to be interpreted as nodes and edges in a network. For instance the analysis of retweet chain, hashtags, images or pages in the shape of a network. How can digital networks be read across different platforms? Rather than relying on the use of statistics, this course proposes to approach cross-platform digital networks by looking at the platforms’ vernacular, the relational nature of digital data in tandem with the medium (Rogers, 2013), and the affordances of spacialization algorithms (Venturini et al. 2015; 2017) – namely Force Atlas 2 in Gephi. Addressing this matter, the course will present some guidelines for interpreting cross-platform digital networks by introducing the technique of visual network exploration and conducting practical exercises in network data extraction and analysis. **Skills required Participants are encouraged to prepare for the workshop by making themselves acquainted with the principles of networks analysis and the basics of the desktop application Gephi. It is important to stress that the workshop will focus on exploratory data analysis in Gephi, not on encompassing the process of how to use the software itself. Sample datasets will be provided for the participants, but they are also encouraged to bring their own dataset (originated from different web platforms). Deadline for applications: 20 January 2019. For further information, please access the link http://inovamedialab.org/winter-institute-2019 On behalf of the co-organizers, Janna Joceli Omena, Elsa Caetano and Ana Marta Flores. Best regards, Cristian Ruiz

Anyone working on fake news in Brazilian presidential elections?
by Marina Boechat 25 Oct '18

25 Oct '18

Hi all. As some of you may know, Brazil is in the middle of very tense presidential elections, in which fake news have been playing an alarmingly important role. Is anyone aware of any project tracking fake news in social media in Brazil during the current elections? More broadly, on the circulation of fake news in Whatsapp? Thank you in advance. Marina.
