Final call for proposals: Edited volume on Twitter
by Judith Rosenbaum-Andre 22 Oct '18

22 Oct '18

*CFP: #Talkingpoints – Twitter and civic debate, edited volume with Palgrave-Macmillan* This is a final call for abstracts for this volume, edited by Dr. Gwen Bouvier (Maynooth University, Ireland) and Dr. Judith E. Rosenbaum (Maine University, USA). The CFP deadline is October 30, and abstracts should be 300-450 words. The volume is under consideration with Palgrave-MacMillan. With its hashtags, trending topics, and 280-character messages, Twitter has become the place to watch ideas, movements, and communities develop and become part of a global consciousness. While some scholars and social commentators are excited at the increased visibility of groups and ideas commonly excluded from mainstream discourse, as well as the possibility of dialogue between groups, others have expressed concern about the presence of echo chambers and filter bubbles, as well as the lack of “real” interaction. This raises the question what discussions on Twitter actually look like. Is there real engagement? What voices are heard and magnified, and which ones are backgrounded, or missing altogether? What kinds of conversations unfold on the platform, and do they contribute to or even qualify as civic debate? The volume seeks to shed light on the nature of the debates witnessed on Twitter through a consideration of a multitude of methodological and theoretical viewpoints. We are seeking contributions from a variety of backgrounds that consider the various types of conversations on Twitter, the users who engage in these conversations, and the impact these conversations have. We welcome abstracts from across disciplines and methods, although proposals that present findings based on empirical analysis, including quantitative, qualitative, ethnographic or political economic, are preferred. Studies can focus on a range of aspects, from the smaller details of conversation to trends that point to broader changes and patterns in use and participation, as well as issues of resistance, marginalization of voices, off-line/ on-line relations, community management, patterns in uses of platforms and campaigning and/or activism. Please send abstracts and a CV to the editors Gwen Bouvier gwen.bouvier(a)gmail.com and/or Judith E. Rosenbaum *judith.rosenbaumandre(a)maine.edu <judith.rosenbaumandre(a)maine.edu>*. The deadline for full chapters is April 1, 2019. Peer review will take place over May and June, and the revised chapters will be due September 1, 2019. -- Judith E. CfP International (funded) workshop on online extreme speech, 10-11 December 2018
by sahana udupa 22 Oct '18

22 Oct '18

Call for papers International Workshop Global Perspectives on Extreme Speech Online 10-11 December 2018 Venue: The House of Artists, Munich, Germany Organized by Sahana Udupa, University of Munich (LMU), Germany Peter Hervik, Aalborg University, Denmark Iginio Gagliardone, University of the Witwatersrand, South Africa Extended abstract deadline: 1 November 2018 Full papers due: 3 December 2018 Online cultures of political aggression and hateful speech have come to the center of public debate and concern, as right-wing nationalist and populist waves have swept political cultures with a new lexicon of exclusionary moral discourse aimed against minoritized groups. In North America and Europe, the rise of the “far-right” and “neonationalist” movements in the last two decades have triggered and relied on online belligerence of racialized joking, intimidation and “fact-filled” untruths (Banks & Gingrich, 2006; Hervik 2016). In countries like Myanmar, India, Sri Lanka, Kenya and South Africa, major social media services such as Facebook and Whatsapp have not only offered an easy platform to revive vitriol against religious minorities and ethnic “others”, but they have also led to a “subterranean” flow of rumor and fear mongering, injecting a new velocity to mob lynching and targeted physical violence (Gagliardone et al. 2017; Lee, 2019; Udupa, 2018). Digital expressions have pushed back liberal modulations of “civility”, drawing strength from locally approved cultural idioms, globally shared formats of humor and historically sanctioned structures of animosity (Udupa & Pohjonen, 2019). While huge numbers of dispersed, unorganized “ordinary” online users are participating in online extreme speech practices, regimes have also engaged organized production of disinformation by making use of the very infrastructure of globalization around flexible, precarious and outsourced labour (Ong and Cabanes, 2018). We capture these digitally mediated moral outrage and vitriol for overt and implicit political goals as online “extreme speech”. By defining online vitriol of political exclusion as “extreme speech”, we depart from the regulatory-normative debates of “hate speech”. We instead draw attention to media practices and how and why online actors engage in forms of speech that are disapproved in other contexts of interaction. In this international workshop, we extend our effort to place the vitriolic face of the Internet in a critical global conversation backed with ethnographic sensibility – studies that are attuned to the understanding of lived practices and narratives of online actors, historically shaped political structures, and online affordances in situated contexts. We consider online actors to include i. dispersed yet ideologically active individual producers of exclusionary extreme speech, ii. semi-organized groups of volunteers and organized groups for right wing movements and ethnic/racial hatred, iii. minoritized groups targeted by extreme speech (refugees, immigrants, “liberals”, humanists, religious/ethnic groups), iv. politically “agnostic” paid trolls, v. business minded digital influencers, as well as vi. civil society groups, individuals and community associations engaged in creative resistance to online extreme speech. Recognizing the global spread of online extreme speech, we invite submissions that can take the debate beyond the Euro-American concerns around “fake news” and “echo chambers”. We invite submissions that are especially attentive to local idioms, media practices and tensions that have made online extreme speech a daily reality of everyday politics, with profound implications for how belonging is imagined, enacted and brutally enforced in different parts of the world. Attendance to this closed workshop is fully funded. Organizers will cover the costs of travel and accommodation. Submissions will contribute to a planned co-edited volume, and should therefore not be under consideration for publication elsewhere. Please send your extended abstracts (1200 words) to extremespeechworkshop2018(a)gmail.com <extremespeech2018(a)gmail.com> before 1 November 2018. Selected participants will be notified by 10 November 2018. Abstracts should contain a clear outline of the argument, theoretical framework, methodology, ethnographic material (findings if applicable), and a brief note on how your research links to the overall theme of the workshop. Please also include 3-5 keywords that describe your work, and a short bio (max 100 words, stating affiliation). Full papers (6000 words) of selected submissions are due on 3 December 2018. Topics include I Field based media practice research and ethnographic explorations of 1. Common online users and political aggression 2. Organized production of trolls and vitriol 3. Digital rumor, virality and mob violence 4. Internet memes, jokes and exclusion 5. Victims of online extreme speech 6.. Resistance to online extreme speech II New mixed methods using ethnography and data analysis of extreme speech III Field based explorations of regulating online extreme speech with fine grained analysis of the tussles among Internet service providers, social networking sites, state regulators, civil society groups and individual activists. The workshop is hosted by Project ONLINERPOL (www.fordigitaldignity.com) funded by the European Research Council (Grant Agreement Number 714285) at the Ludwig Maximilian University (LMU), Germany.

ICA panel -- looking for additional contributors
by Jan Fernback 21 Oct '18

21 Oct '18

Hi all, We are organizing a panel for the Communication Law & Policy Division of ICA, and seek additional contributions. If your work fits into the panel theme (abstract below) we’d love to hear from you as soon as possible--the deadline to submit a panel proposal is November 1. Email Gwen Shaffer gwen.shaffer(at)csulb.edu <gwen.shaffer(a)csulb.edu> or Jan Fernback fernback(at)temple.edu <fernback(a)temple.edu>. Marginalized Communities and Technology Policy: Transcending Policy Boundaries with Qualitative Research This panel seeks to address the conference theme by exploring the ways in which *current* *technology policy research crosses multiple boundaries. *Communication scholars tend to take a quantitative approach to analyzing technology policy—from measuring competition in the broadband market, to calculating the cost of digital privacy regulations and relying on survey tools for enumerating trends. Technology policy scholars may perceive quantitative approaches as necessary in order to “speak the language” of industry stakeholders or for findings to resonate with policymakers (Napoli and Friedland, 2016). This panel encompasses qualitative research that crosses methodological boundaries. The papers demonstrate the value of qualitative approaches—theoretical, ethnographic, interdisciplinary and applied—in addressing the unique issues involved in studying marginalized communities. These projects also transcend boundaries by focusing attention on marginalized communities that are adversely impacted by existing technology policies—rather than focusing on the innovators and platforms frequently at the center of telecommunications policy studies. As the following abstracts detail, these projects tackle the myriad ways in which technology policies inadvertently compound social, political and economic inequalities in society. CFP (deadline extended) The Web that Was: Archives, Traces, Reflections (June 2019, Amsterdam)
by Michael Stevenson 19 Oct '18

19 Oct '18

Dear AOIR, We have extended our deadline for submissions to October 24, 2018, for The Web that Was: Archives, Traces, Reflections (June 19-21, 2019, University of Amsterdam). Please pass this along to colleagues or graduate students who may be interested! *** The Web that Was: Archives, Traces, Reflections *** A three-day conference, University of Amsterdam, the Netherlands, June 19-21, 2019. The third biennial RESAW (Research Infrastructure for the Study of Archived Web Materials) conference. Organized by the University of Amsterdam. *** Submissions Open *** Submissions are now open for The Web that Was (RESAW19) and you can upload your submission here: https://easychair.org/conferences/?conf=resaw19 Please read the conference-specific instructions linked at the top of the submission form. The extended deadline for submissions is October 24, 2018, 23:59 GMT+1. *** Keynote speakers *** Megan Ankerson, Assistant Professor of Communication Studies, University of Michigan Wendy Chun, Canada 150 Research Chair, Simon Fraser University Florian Cramer, Professor of Applied Research, Rotterdam University of Applied Sciences Olia Lialina, Professor of New Media, Merz Akademie Fred Turner, Harry and Norman Chandler Professor and Chair of the Department of Communication, Stanford University *** Special event *** The conference will host a lecture-performance by Geert Lovink (Institute of Network Cultures, Hogeschool van Amsterdam) and guests on the history and preservation of Amsterdam’s early internet culture. *** Call for contributions *** As the first generation of web users goes grey, it’s clear that the internet they remember is no longer around. The early web is now simply another object of nostalgia. Tech anniversaries are a dime a dozen, while once cool digital aesthetics have made several ironic comebacks. All of this reinforces a sense that we’ve left behind a digital history that was as clunky and slow as it was idealistic and naïve. How can we rethink this relationship to the web’s past and the past web? This question is crucial today as the open web continues to lose ground to platforms and apps. How can this history be reconstructed and re-evaluated, and how are web archives and web histories impacted by technological change? What do traditional problems of preservation and historiography look like at scale? And what stories capture the diverse transformations and continuities that mark nearly 30 years of web history? There is of course no single web history, materially or conceptually speaking. There is instead a politics of archives, technologies and discourses that needs to be uncovered. How can we expand our view of web history beyond Silicon Valley and celebrated cases? And how can we reveal the technological, social and economic contexts that have shaped not just the present web, but how we access its past? What role do archives play in uncovering the histories of the web, platforms and apps, as well as their production and usage contexts? This conference aims to bring together scholars, archivists and artists interested in preserving, portraying and otherwise engaging with the web that was. In addition to paper submissions, we invite proposals for audiovisual installations, posters, software demos, or other media that connects to the conference themes. Submissions in the form of an abstract may relate to, but are not limited by, the following topics: * Web and internet histories * Historicizing the web and digital culture * Web 1.0, Web 2.0 and critiquing periodizations * Past futures and paths not taken * Platformization and the changing structure of the web * Social imaginaries of the early web * Archives and access * Research methods for studying the archived web * Methods for platform and app histories * Ethics of (studying) web archives * Technicity of web archives * Software histories * Archived audiences and histories of internet use * Identity, intersectionality and web history * Digital activism and web history * Histories of net criticism * Media industries and their online histories * Web histories elsewhere: forgotten and marginalized web cultures * Realtime, time travel and other web temporalities * Future histories and the archive of tomorrow *** Submissions *** Submissions are welcomed from all fields and disciplines, and we would particularly encourage postgraduate students and early career researchers to participate. * Individual papers of 20 minutes length (750-word abstract and a short author bio of 100-150 words). * Panel sessions consisting of three individual papers, introduced by a chair (750-word abstract for each paper, a brief description of 300 words of the purpose of the panel, and a short author bio of 100-150 words for each speaker). * Posters, demonstrations, and audio/video/interactive installations (short abstract of no more than 300 words, a list of A/V or other requirements, and a short author bio of 100-150 words) * Workshops (a 500-word rationale for the workshop, including discussion of why the topic lends itself to a workshop format, and a short author bio of 100-150 words for the workshop organiser(s)). Deadline for submission is 19 October 2018. Acceptance will be on the basis of double-blind peer review. *** Timetable *** May 2018 – dates out June 2018 – first call for papers July 2018 – second call for papers August 2018 – third call for papers September 2018 – final call for papers and submissions open 24 October 2018 – submission of abstracts December 2018 – notification of acceptance 19–21 June 2019 – conference *** Organizing Committee *** Anne Helmond, University of Amsterdam, NL Michael Stevenson, University of Amsterdam, NL In collaboration with the RESAW Conference Committee: Niels Brügger, Aarhus University, DK (organiser 2015) Jane Winters, University of London, UK (organiser 2017) Valérie Schafer, University of Luxembourg, LU (coming organiser 2021) *** Program Committee *** Susan Aasman, University of Groningen, NL Gerard Alberts, University of Amsterdam, NL Megan Ankerson, University of Michigan, USA Anat Ben-David, The Open University of Israel, IL Josephine Bosma, independent art critic and theorist, NL Sally Chambers, Ghent University, BE Frédéric Clavert, C2DH Luxembourg Annet Dekker, University of Amsterdam, NL Matthew Fuller, Goldsmiths, UK Sophie Gebeil, Aix-Marseille University, FR Robert W. New Report: Weaponizing the Digital Influence Machine
by Matt Crain 18 Oct '18

18 Oct '18

FYI: A new report from Data & Society, Weaponizing the Digital Influence Machine: The Political Perils of Online Ad Tech <https://datasociety.net/output/weaponizing-the-digital-influence-machine/> identifies the technologies, conditions, and tactics that enable today’s digital advertising infrastructure to be weaponized by political and anti-democratic actors. Anthony Nadler, Matthew Crain, and Joan Donovan argue that political actors use three main strategies to weaponize the DIM by targeting specifically selected audiences at “weak points” when they’re most vulnerable to manipulation. Rather than using these techniques to change long-standing beliefs, actors target audiences with the goals of amplifying existing resentments and anxieties; sowing distrust in others; influencing political decisions; and deepening divisions. The report concludes with a discussion of strategies for mitigating these political perils. Apologies for cross-posting. Cheers, Matt Crain

Book announcement: Digital Citizenship in a Datafied Society
by Arne Hintz 18 Oct '18

18 Oct '18

Digital Citizenship in a Datafied Society Polity Press Arne Hintz, Lina Dencik, Karin Wahl-Jorgensen Order here: http://politybooks.com/bookdetail/?isbn=9781509527151 Blog entry: http://politybooks.com/digital-citizenship-in-a-datafied-society/ Digitization has transformed the way we interact with our social, political and economic environments. While it has enhanced the potential for citizen agency, it has also enabled the collection and analysis of unprecedented amounts of personal data. This requires us to fundamentally rethink our understanding of digital citizenship, based on an awareness of the ways in which citizens are increasingly monitored, categorized, sorted and profiled. Drawing on extensive empirical research, Digital Citizenship in a Datafied Society offers a new understanding of citizenship in an age defined by data collection and processing. The book traces the social forces that shape digital citizenship by investigating regulatory frameworks, mediated public debate, citizens' knowledge and understanding, and possibilities for dissent and resistance. ---------------- Dr Arne Hintz Senior Lecturer Co-Director Data Justice Lab | Director MA Digital Media and Society School of Journalism, Media and Culture | Cardiff University Two Central Square | Cardiff CF10 1FS Email: HintzA(a)cardiff.ac.uk | Tel: +44 (0)29 208 76281 | Twitter: @arne_hz Fellow | Center for Media, Data and Society | Central European University
