Georgetown Law Symposium on the Governance and Regulation of Information Platforms
by Julie Cohen 12 Feb '18

12 Feb '18

Dear All, Next Friday, Feb 23, we will be hosting a daylong symposium on "The Governance and Regulation of Information Platforms" here at Georgetown Law. The symposium is organized by myself, Paul Ohm, and the Georgetown Institute for Technology Law and Policy. The day will be structured into four panels: Governance by and of Platforms (9:15-10:45): This panel will explore some of the big-picture questions surrounding how platforms govern their own operations and how the legal system might approach platform-related governance challenges. Problems of Access and Entry (11:00-12:30): This panel will address the roles that platforms play in structuring access to information and to markets and the ongoing debates about net neutrality regulation and antitrust oversight. Problems of Fact and Value (1:45-3:15): This panel will consider the roles that platforms play in amplifying conspiracy theories, false information, harassment, and hate; the roles they might play in mitigating those problems; and the feasibility and desirability of more (or different) legal oversight. Coding Regulation vs. Regulating Code (3:30-5:00) This panel will explore the technical and legal questions that surround the difficult project of ensuring algorithmic accountability. You can find more detail including the names of the speakers and their biographies here <http://www.georgetowntech.org/platforms>. If you are in DC, we would love to have you join us. You can register via the conference page. All best, Julie Julie E. Cohen Mark Claster Mamolen Professor of Law and Technology Georgetown Law http://www.juliecohen.com/

Elizabeth Hansen and I have just written the novella-length “Guide to Audience Revenue and Engagement” with the Tow Center for Digital Journalism at Columbia University, the Membership Puzzle Project at NYU, and the Institute for Nonprofit News. In it, we share an extended argument for why the future of news will be supported by direct audience revenue cultivated by high levels of audience engagement. We welcome your thoughts and feedback: https://www.cjr.org/tow_center_reports/guide-to-audience-revenue-and-engage… Best, Emily The Membership Puzzle Project Research Director | @emgollie

CfP EASST 2018 After Data Activism
by Katja Mayer 12 Feb '18

12 Feb '18

Dear all, please consider submitting a paper to our session E07 until midnight CET on February 14th, 2018. https://nomadit.co.uk/easst/easst2018/conferencesuite.php/panels/6257 Happy holidays! Katja, Guillén, Stefania After Data Activism: reactions to civil society's engagement with data Convenors * Guillén Torres (University of Amsterdam) * Katja Mayer (Technical University Munich) * Stefania Milan (University of Amsterdam) Short abstract This panel focuses on data practices that hinder rather than foster civil society's political engagement. We invite you to discuss how data governance, data science and social technologies are co-producing asymmetries of power. Long abstract By foregrounding the constitutive power of information to shape social reality (Braman, 2006), recent approaches to datafication have highlighted data's active role in configuring new ways of engaging politically with -while dissolving the barriers between- public policy, economy, science, nature and culture (Milan & van der Velden, 2016). Thus, the term data activism has been used to study practices in which data plays a crucial role in shaping civil society's agenda, in particular when taking action against governmental or corporate practices of injustice or misinformation. Today, various actors embrace the "data as new oil" metaphor and we even witness multiple forms of "open-washing" of politics and economies (e.g. transparency). Other actors however, have lately shown reluctance to support civic engagement with data, implementing strategies of information control at different scales: from the enactment of government-wide policies that make difficult access to data, to recurrent denials of information requests, passing by the wilful production of the opaqueness of Automated Decision Making or scoring systems. This panel focuses on how certain actors are taking advantage of information's capacity to shape social reality, with a special focus on data practices that resist rather than foster citizens' political engagement. We invite you to discuss how mechanisms of information control produce and sustain asymmetries of power, often in complicity with data science and social technologies. We further welcome contributions focused on experiences with data activism through the mobilisation of open data and public sector information, or dealing with the political aftermath of data-driven projects.
