It is important that industry and academia come together to find joint solutions for making these difficult decisions regarding privacy and ethics to maximize the benefits of data-driven research and practices, while ensuring that harms and negative outcomes are prevented. To bridge communication between these communities, we are organizing a workshop for thought leaders from academia, industry and civil society to identify common goals, establish a long-term vision, and initiate working teams for tangible projects focused on responsible research ethics and privacy practices around user data. The workshop will kick-off with a keynote from Facebook’s Deputy Chief Privacy Officer, Rob Sherman, and a panel discussion from our advisory board members. Workshop Themes 1. Data Analytics and Privacy-Preserving Technologies. How should organizations decide which data uses and applications are fair and appropriate? What are the strengths and limitations of privacy-preserving techniques, such as differential privacy and obfuscation, to remove sensitive information or add uncertainty to a dataset before it is released, or before further services are developed with data? In what contexts have privacy preserving technologies been deployed to unlock new types of data analysis while guaranteeing meaningful protection of privacy? 2. Privacy and Ethics in User Research. Data-driven research conducted to understand people’s behavior online raises questions about the types of research practices and techniques that should be used to respect privacy (e.g. around de-identification and re-identification of individuals through data-mining, linking, merging and re-using of large datasets). How might ethical considerations guide new data collection and use practices so that they respect privacy and promote societal benefits for all? 3. People-Centered Privacy Design. The privacy landscape has for too long been dominated by long policy statements and formal consent processes. By leveraging design thinking, there is an opportunity to raise the bar and reorient our approach to privacy in a way that puts people at the center. How can organizations use design thinking to provide people better visibility and control over their data? And how can a more people-focused approach enable us to reorient toward a modern, innovative approach to privacy? Workshop Goals Initiatives in each of these areas continues to gain considerable momentum, making it the opportune time to identify promising avenues for forming new academic and private sector collaborations. Toward this end, the goals for this workshop are to: 1. Convene experts in each of the three focus areas to highlight recent advances and integrate different perspectives from the various communities. 2. Foster new collaborations and start working together to forge meaningful progress in these areas by creating working groups. At the workshop, we will develop concrete project proposals and solidify new partnerships across disciplinary lines by drafting goal-specific research or design proposals. The teams will pursue these projects after the conclusion of the workshop. The outcomes of this inaugural meeting will be sustained through future workshops that will be co-created by our growing community – if you attend this workshop, you will be expected to collaborate with your working group and return to the next workshop (in about a year) to present group outcomes. Call for Participation Our intent is to bring together experts from different fields who are engaging in research or initiatives in the themed areas outlined above. To encourage a diverse set of attendees, we ask those who are interested to provide their resume or CV and a 1 to 2-page submission that includes the following information (no specific format required): • Biosketch. A one to two paragraph biosketch that provides an introduction to who you are and your background. Clearly articulate whether you come from industry, academia, or civil society. • Project Theme. A description of your planned or existing research projects that aligns with one of the three themes. Clearly indicate the progress you have made, lessons learned, as well as the contribution of the work to the field. • Influence. A statement on how you would be influential within your respective community in disseminating the workshop outcomes after the conclusion of the workshop. We wish to welcome humanities-based teacher-scholars to join a growing department with an innovative curriculum grounded in rhetoric, media, and cultural studies. We hope for applications from teacher-scholars who adopt a critical approach to contemporary media and culture. We wish to collaborate with a colleague who possesses strong pedagogical, theoretical, and methodological abilities in digital media and culture, with particular emphasis on linking technologies and their cultural meanings within and across diverse communities; who explores the impact of digital media on society, politics, and community; who addresses questions of diversity, equity, and social justice broadly considered; who understands communication technology as a constitutive material, social, cultural, and political endeavor; and who possesses a broad awareness and appreciation of rhetorical foundations of the discipline and the areas of research and teaching represented in the Department. University of Maryland, Part of a Six-Institution Collaboration, Receives NSF Grant for Groundbreaking Study on Big Data Ethics

>From mobile phone apps to website search engines, wearable technology to social platforms, consumer information has become highly trackable and available, resulting in an ethically questionable free-for-all in research and marketing. But consumers aren’t the only ones concerned about how their personal information is being collected and used. The University of Maryland’s College of Information Studies has formed a project team with five other research institutions to explore the ethics of how these data are captured and used. The four-year project, PERVADE <http://pervade.umd.edu/> (Pervasive Data Ethics for Computational Research), was awarded a $3 million grant from the National Science Foundation in August 2017. Prior research on ethics of large and pervasive data has hit roadblocks caused by a lack of empirical knowledge. The PERVADE team looks to “reveal ethical practices and norms to guide those who utilize big data and to inform policymaking and regulation,” says Dr. Katie Shilton, Associate Professor in the College of Information Studies at UMD and principal investigator on the grant. Specific issues that the PERVADE team will examine include how people experience the reuse of their personal data; what social factors influence people’s willingness to share their data; how and when consent should be given; and how consumers’ concerns can be shared with data system designers and big data researchers. “By empowering researchers with information about the norms and risks of big data research, we can make sure that users of any digital platform are only involved in research in ways they don’t find surprising or unfair,” Dr. Shilton says. The team aims to use project findings to guide best practices for each stakeholder group using decision-support tools, risk measurement methods, public educational materials, and an open dataset of findings by the end of the project in 2021.

Date: 21-22 May 2018 Location: Cardiff University, Cardiff, UK Host: Data Justice Lab, Cardiff University, Cardiff, UK The collection and processing of massive amounts of data has become an increasingly contentious issue. Our financial transactions, communications, movements, relationships, all now generate data that are used to profile and sort groups and individuals. With the platformisation of digital media alongside governmental and corporate uses of citizen data, developments in AI, the Internet of Things, smart homes and smart cities, the systematic collection and analysis of massive data sets across our social life is being normalised and entrenched – what has been described as the ‘datafication’ of society. With the emergence of this data paradigm comes a new set of power dynamics requiring investigation and critique. Whilst promises of value-neutral information and possibilities for prediction are said to advance better responses to a range of social problems, they may also have serious implications for social and economic inclusion, autonomy, basic freedoms, and established notions of ethics, trust, accountability, governance and citizenship. What are the implications for social justice? How do we understand social justice in an age of datafication? In what way do initiatives around the globe address questions of data in relation to inequality, discrimination, power and control? How do we understand and practice ‘data justice’? What is the role of policy reform, technological design and activism? This conference will examine the intricate relationship between datafication and social justice by highlighting the politics and impacts of data-driven processes and exploring different responses. Hosted by the Data Justice Lab at Cardiff’s School of Journalism, Media and Cultural Studies (JOMEC), it will bring together international scholars, practitioners, and activists to engage with data from a social justice perspective.
