Legal and Policy Dimensions of Cybersecurity: Update and Deadline Extended
by Richard Denny Taylor 11 Jul '16

11 Jul '16

Colleagues, Kindly note the following update with keynote speaker and extended deadline. Thank you. Richard Legal and Policy Dimensions of Cybersecurity Keynote Speaker: The Honorable Thomas I. Vanaskie Circuit Judge for The United States Court of Appeals for the Third Circuit <applewebdata://7452E21F-90FE-4865-9138-B1C5C4EFE84D#_ftn1> [1] A by-invitation experts' workshop to be held at George Washington University School of Media and Public Affairs September 28-29, 2016 The security of information networks and databases is now a critical element of national security and economic competitiveness. Rapid growth in e-commerce, banking, and communication systems and the Internet of Things (IoT) has increased efficiency and driven economic growth, but by necessity these systems preclude consumers' control over how and where their data are collected, archived and processed. Recent high-profile breaches of security at banks and retailers, coupled with secret and not-so-secret efforts by foreign governments and rogue actors to attack critical information infrastructures, have heightened these concerns. Legal and policy responses to the cybersecurity challenge are just as important as technological ones. To focus much-needed attention on this field of study, the IIP invites authors to submit abstracts by July 25, 2016 addressing the policy and legal aspects of information security, privacy, data protection, cybersecurity-related legislation, and critical cyber-infrastructure protection. Authors of the selected papers will be invited to present and discuss them during a 2 day by-invitation-only experts workshop held at the George Washington University School of Media and Public Affairs on September 28-29 (Wed.-Thu.), 2016. Each paper will be assigned a respondent recruited from the local academic/policy/advocacy communities and will be allotted a full hour for presentation, response and discussion. A reception and formal dinner provide room for social interaction. This year the workshop is privileged and grateful to have United States Court of Appeals Circuit Judge Thomas I. Vanaskie in attendance and as Keynote Speaker. Judge Vanaskie is one of the leading and most prominent federal jurists in developing the United States Courts' information and technology policies. This workshop is thirteenth in a series of workshops organized by the IIP since 2011, in support of its Journal of Information Policy, published by the IIP in partnership with the Penn State University Press ( <http://www.psupress.org/Journals/jnls_JIP.html> http://www.psupress.org/Journals/jnls_JIP.html) Presenters at the workshop will be invited to submit their completed papers for peer review to the Journal, with the successful papers presented in special issues dedicated to each workshop. The JIP has previously conducted workshops on a variety of topics including the future of broadband policy, digital diversity, new ICTs and democracy, media policy and advocacy, campaign funding and media, intellectual property, and more. For programs of previous workshops see: <http://comm.psu.edu/research/centers/iip/conferences-and-worskhops> http://comm.psu.edu/research/centers/iip/conferences-and-worskhops. Possible topics for the workshop include the following: . Critical infrastructure protection, including information and energy networks . Cybersecurity policies and governance in nation states . Cybersecurity policies and governance in transnational organizations . Threats and vulnerabilities to cybersecurity and the policies they invoke . Information policy and cybersecurity in the age of IoT . Data breaches and the law - regulation, enforcement, protection, and damages . Cybersecurity and U.S. courts . Cybersecurity and privacy legislation-federal and state efforts to balance cyber security and civil liberties . The Federal Trade Commission (FTC) and consumer online data protection enforcement-efforts, failures, future models . The Federal Communications Commission (FCC) and web-based data regulation . Consumer data protection - an international legal and diplomatic conundrum . The Federal Information Security Management Act (FISMA) . Cybersecurity models . Cybersecurity management . Cybersecurity concerns and democracy . Strategic planning and security strategy . History of cybersecurity policy and governance . Security education, training and awareness . The future of cybersecurity: uncertainties and scenarios This workshop is made possible with financial contributions from the Penn State Colleges of Communications, Information Sciences and Technology, and Law, and the Office of the Provost, and with organization assistance from the George Washington University School of Media and Public Affairs. Abstracts of up to 500 words and a short bio of the author(s) should be submitted to <mailto:pennstateiip@psu.edu> pennstateiip(a)psu.edu by July 25, 2016. <applewebdata://7452E21F-90FE-4865-9138-B1C5C4EFE84D#_ftn2> [2] Please write IIP_CYBERSECURITY: YOUR NAME in the subject line. Presenters will be notified by August 15, 2016 regarding acceptance. Accepted papers will need to be submitted by September 19, 2016. _____ <applewebdata://7452E21F-90FE-4865-9138-B1C5C4EFE84D#_ftnref1> [1]Judge Thomas Vanaskie was sworn in as a Circuit Judge for the United States Court of Appeals for the Third Circuit on April, 28, 2010. Prior to his appointment to the Third Circuit, Judge Vanaskie was appointed by the U.S. President to the United States District Court for the Middle District of Pennsylvania, where he served for 16 years, seven of those years as Chief Judge. In 2005, the late Chief Justice William H. Rehnquist appointed Judge Vanaski to serve as Chair of the Judicial Conference Information Technology Committee, where he served until 2008. Judge Vanaskie presently serves on the Third Circuit Judicial Council's Information Technology Committee. The Judge is also presently appointed to serve on the Space and Facilities Committee of the Judicial Conference of the United States, the policy-making body for all of the United States Courts. We are happy to announce that members of the Twitter Data Products and Trust & Safety teams will participate at AoIR 2016 and hold multiple office hours for AoIR members. Many members of the AoIR community work with Twitter data in a variety of scenarios, from fandom to political communication. The Twitter Data Office Hours will be an opportunity for scholars to directly discuss research possibilities with Twitter, in order to identify opportunities to more effectively use Twitter data for research purposes. Twitter is also eager to get feedback from researchers working in this space about how to improve academic access to Twitter data. The Twitter Data Office Hours will be held on site during the course of the conference. Starting today, you can contact twitterchat(a)aoir.org to book a half-hour slot. We suggest that you either prepare a brief proposal (~1 page) that outlines your project, or a set of questions that you would like to discuss. Please keep in mind that the aim of the office hours is to facilitate concrete research projects by making it easier for scholars already working in this space to get access to Twitter data and share their feedback about Twitter’s APIs and Data Products. Please understand that the Twitter Data Office Hours are not intended as a technical introduction to digital research methods. Hope to meet you all in Berlin, Michelle

CFP: AOIR Pre-conference "404 History Not Found"
by Kevin Driscoll 07 Jul '16

07 Jul '16

404 History Not Found: Challenges in Internet History and Memory Studies AOIR 2016 Pre-conference Facilitators: - Camille Paloque-Berges (Conservatoire national des arts et métiers, France) - Kevin Driscoll (University of Virginia, USA) Registration: http://goo.gl/forms/cZMqbGmDVGnOXKpw1 ** Warning: All potential presenters should be registered by July 20 ** We invite scholars and practitioners to join us for a pre-conference workshop about history and memory in internet studies to be held on October 5th in Berlin. Attendees will be invited to participate in three hands-on, interactive sessions organized around core research challenges in net history: (1) theory and epistemology, (2) materials, sources, and methodology, and (3) mediation and transmission. Submission process : Anyone can submit as a presenter (with abstract) or an attendee (no abstract necessary). Both will be involved actively, through sharing problems, tips and solutions. Rather than whole case studies or paper presentations, each session will address specific challenges facing one or more participants: theoretical paradoxes, methodological dead-ends, and demonstrations of born-digital artifacts. Through a series of activities, participants will be asked to take positions, brainstorm solutions, and identify common themes. To register for the workshop or to propose a specific challenge for discussion, please fill out the form here: http://goo.gl/forms/cZMqbGmDVGnOXKpw1 Throughout the day, we will be developing a set of concrete outcomes to be shared with the wider community. These outcomes will include a timeline of key moments in net history, an agenda of "common problems" linking together the various projects, and a set of recommended resources to support researchers and teachers in AOIR who wish to incorporate net histories into their work. For a more detailed description of the workshop, see: http://aoir.org/aoir2016/preconference-workshops/#history

Updates on AoIR 2016: Important Dates and Details
by Jennifer Stromer-Galley 07 Jul '16

07 Jul '16

Hi everyone! So, I'm looking at the calendar, and I want to share with you quick updates on our planning for AoIR 2016 and some important information. The Conference This year's conference theme is Internet Rules! Our diligent German local organizing committee of Dr. Christian Katzenbach, Larissa Wunderlich, and the folks at the Humboldt University Institute for Internet and Society (HIIG) has been planning a first rate conference for us. The conference gets underway at Humboldt University with several workshops on Wednesday, 5 October, and our keynote address with Jose van Dijck launches the main conference in the evening of the 5th. The main conference is 6-8 October, with a soon-to-be announced plenary panel on 6 October. Be sure to check the AoIR website: http://aoir.org for information and updates in the News and Conference sections and details about the location and venue for the conference. The conference ends the evening of the 8th with a reception at a unique Berlin-esque venue with food, drinks, and a DJ. More announcements on that soon. As we've done in the last few years, this conference reception is part of the conference--no additional fees to attend--thanks to our sponsors (http://aoir.org/aoir2016/sponsors/) Dr. Cornelius Puschmann, the AoIR 2016 program chair, will be announcing the final schedule for the conference in early August. Registration But, here's the catch: *if you plan to come to AoIR and present your work, you need to register*. The early bird registration deadline is *August 1st* (you can register here: http://members.aoir.org/event-2243123) Anyone who has a paper, panel, or other submission type accepted but is not registered by that date will be removed from the final program. Speaking of registration, please help us replenish the travel scholarship fund. AoIR has worked hard to provide up to 6 travel awards, 5 $500 awards and one $1500 award, to people who are doing scholarship that is underrepresented at the conference or who could not attend the conference due to financial circumstances or are from non-OECD countries (see the call for applications if you're curious). This money generally goes to doctoral students or early career faculty who may not have the support to come to the conference otherwise. Unfortunately, the fund is depleting. We will not be able to keep providing such generous support without help from our members. When you register, if you can spare $10, there is a check box to give a personal contribution to the travel fund. Help us make the AoIR conference a global meeting of scholars. Hotels AoIR overlaps with a holiday in Germany, and Berlin is a popular vacation destination. If you haven't yet, get your hotel room booked. AoIR is not doing a room block at a hotel this year because there are so many hotel options in Berlin generally and especially in the area of the conference around Humboldt University. We have identified several hotels that you might start with, and you can find that list here: . http://aoir.org/aoir2016/hotels/ That's the urgent news for now. A quick thanks to Axel Bruns, AoIR's Vice President, and Kelly Quinn, AoIR's Treasurer, for the many hours they have put into organizing this conference so far. I am excited to see everyone in Berlin for a thoughtful examination of the current state of the Internet and its Rules. ~Jenny President, AoIR Director, Center for Computational and Data Sciences Professor, School of Information Studies, Syracuse University
