New publication: Electronic Democracy in Europe
by Lindner, Ralf 25 Mar '16

25 Mar '16

Dear all, we are happy to announce a new edited volume specifically dealing with the intersection of e-democracy and European politics: "Electronic Democracy in Europe. Prospects and Challenges of E-Publics, E-Participation and E-Voting" You can find more information about the book at the Springer site: http://www.springer.com/gp/book/9783319274171?wt_mc=ThirdParty.SpringerLink… About the book: This edited book is the first of its kind to systematically address the intersection of e-democracy and European politics. It contributes to an improved understanding of the role that new media technologies play in European politics and the potential impact that Internet-based political participation processes may have on modern-day representative democracy. A unique, holistic approach is taken to examine e-democracy's current state and prospects in Europe from three, partially overlapping and interlocking perspectives: e-public, e-participation and e-voting. The authors provide both theory-inspired reflections on e-democracy's contribution to the formation of the European public sphere, as well as rich empirical analyses of contemporary e-participation phenomena such as the European Citizens' Initiative or e-voting practices in Estonia. Based on the presented findings, the concluding chapter combines a prospective outlook with recommendations for future paths towards meaningful integration of e-democracy in European politics and governance. Thanks and best wishes, Ralf, Georg and Leo __________________________________________________________________ Dr. Ralf Lindner Competence Center Emerging Technologies Fraunhofer Institute for Systems and Innovation Research ISI Breslauer Straße 48 | 76139 Karlsruhe | Germany Phone +49 721 6809-292 | Fax +49 721 6809-315 mailto:ralf.lindner@isi.fraunhofer.de http://www.isi.fraunhofer.de<http://www.isi.fraunhofer.de/> http://www.res-agora.eu<http://www.res-agora.eu/> __________________________________________________________________

Invitation for Bids to host Digital Government Research Conference (dg.o) 2018
by Andrea Kavanaugh 24 Mar '16

24 Mar '16

Digital Government Society Call for dg.o 2018 Conference Bids March 25, 2016 The Digital Government Society (DGS) hereby invites bids to host the 19th annual international conference on Digital Government Research, known as dg.o. DGS is a global multi-disciplinary organization of scholars and practitioners interested in the development and impacts of digital government: http://dgsociety.org <http://dgsociety.org/> ****************************************************************************** DG.O SITE SELECTION PROCEDURE Each year, DGS appoints a committee to manage the conference site selection process. The committee includes the Treasurer and a least one other member of the DGS Board. The Site Selection Committee sends out the call for proposals through DGS outreach vehicles and is available to interested parties to answer questions. The Committee is responsible for collecting bids, conducting their evaluation according to the stated criteria and presenting their recommendation to the DGS Board. Final selection may involve a site visit by members of the Site Selection Committee to the location(s) of interest. FACTS ABOUT THE CONFERENCE dg.o Conference Facts Timeframe The 2.5 day conference takes place each year during the May or June timeframe, avoiding national holidays and based on final date approval with the DGS Board. Attendance Attendance is typically between 100-150 people. Venue The conference is normally held on a university or college campus. Format In total the conference runs four days. The conference begins with one-day of workshops and tutorials followed by an evening welcome reception. Two days of conference activities then include traditional plenary speakers, topical tracks with both research papers and panels. The event includes a poster reception and a conference dinner. The fourth day is comprised of cultural exchange and community networking activities including field trips to government or research facilities of interest to the conference participants and trips to local cultural sites. Tracks dg.o has recently adopted a track format; currently approximately 10 tracks are offered. Each track has at least two track chairs who work with the program chairs to manage the track. Review Process and Acceptance Rate Papers and posters are selected through a double-blind peer review process. Recent acceptance rates are close to 50% ensuring a high-quality program. Many conference papers go onto being published in leading journals. CONFERENCE ROLES AND RESPONSIBILITIES General Chairs: The General Chairs, typically two, including one DGS representative, are responsible for overseeing operations of the conference. This responsibility, carried out through a conference committee, includes working with the DGS Board and liaising with the Local Arrangements Chair to develop the budget and registration materials; working with the Program and Local Arrangements Chairs to develop the schedule and program; working with the DGS Board to appoint supporting chairs to obtain outside funding, publicize the conference, and organize workshops, tutorials, student events, and demonstrations (none of these supporting nominations need to be included in the proposal); and coordinating the activities of the various chairs and their committees. General Chairs also have the opportunity to arrange two of the three keynote sessions. General Chairs participate each month in the DGS Board Meeting to update the Board on progress and to raise any issues or concerns regarding the conference planning. Local Arrangements Chair: The Local Arrangements Chair is responsible for the activities such as arranging meeting rooms, equipment, refreshments, housing, on-site registration, participant e-mail access, security for equipment, the reception, the poster/demo dinner, and working with the General Chair, and the DGS Board to develop the budget and registration materials. The Local Arrangements Chair often participates in the monthly DGS Board Meeting to update the Board on progress and to raise any issues or concerns regarding the conference planning. Program Committee Chairs: The DGS Board selects the Program Committee Chairs, typically two, who are responsible for the processes of soliciting, receiving, and reviewing submissions; selecting the papers to be presented at the conference; notifying authors of acceptance or rejection; and developing the conference program. Conference Committee: The Conference Committee, under the direction of and organized by the General Chairs, meets monthly beginning as early as possible after the preceding dg.o, and no later than the August following the preceding dg.o; the conference Committee for dg.o 2018, for example, should begin meeting no later than August of 2017. The Conference Committee is comprised of the General Chairs, local organizing chair, program chairs, doctoral colloquium chair, panel chair, workshop and tutorial chair, poster and demo chair, and several representatives of the DGS Board including the Treasurer and the Communication Committee Chair. Track chairs typically do not participate in the monthly calls but are coordinated in their efforts directly by the Program Chairs. dg.o Conference Elements Roles and Responsibilities Conference Element Responsibility and Process Conference Organizing Committee General Chairs and Program Chairs. New book: Social Media and Everyday Politics
by Tim Highfield 24 Mar '16

24 Mar '16

Hi everyone, I am delighted to announce the upcoming publication of my first book, Social Media and Everyday Politics, coming out through Polity very soon. The book draws upon a lot of the research I have carried out over the last few years, including elements which have featured in various AoIR presentations -- thanks to the AoIR community for all the feedback and support for this work! While this is, clearly, a book about social media and politics, it’s not just about politicians and elections and Twitter and blogs – after all, there’s far more to both 'social media' and 'politics' than just those topics. Rather, here's the blurb: "From selfies and memes to hashtags and parodies, social media are used for mundane and personal expressions of political commentary, engagement, and participation. The coverage of politics reflects the social mediation of everyday life, where individual experiences and thoughts are documented and shared online. In Social Media and Everyday Politics, Tim Highfield examines political talk as everyday occurrences on Twitter, Facebook, blogs, Tumblr, Instagram, and more. He considers the personal and the political, the serious and the silly, and the everyday within the extraordinary, as politics arises from seemingly banal and irreverent topics. The analysis features international examples and evolving practices, from French blogs to Vine loops from Australia, via the Arab Spring, Occupy, #JeSuisCharlie, Eurovision, #BlackLivesMatter, Everyday Sexism, and #illridewithyou. This timely book will be a valuable resource for students and scholars in media and communications, internet studies, and political science, as well as general readers keen to understand our contemporary media and political contexts." Publication details can be found at Polity's site: http://www.polity.co.uk/book.asp?ref=9780745691343 -- the paperback especially is available at a pretty decent price of US$25... I have also put up additional information on my website, including Amazon and Book Depository listings and more: http://timhighfield.net/?page_id=670 If you're going to ICA in Japan in June, too, I will be there with the book for its first major public appearance (with more to come)! I hope it's an interesting and useful read (and entertaining, too), and I look forward to any feedback and thoughts. Thanks, Tim. ACM UMAP Workshop - HAAPIE 2016 - Second Call for Papers
by Marios Belk 24 Mar '16

24 Mar '16

ACM UMAP Workshop - HAAPIE 2016 - CALL FOR PAPERS The 1st International Workshop on Human Aspects in Adaptive and Personalized Interactive Environments, in conjunction with the 24th ACM Conference on User Modeling, Adaptation and Personalization (ACM UMAP 2016) Halifax, Nova Scotia, Canada, 13-17 July 2016 Full details are available online: http://haapie.cs.ucy.ac.cy IMPORTANT DATES Submission: 7 May 2016 Notification: 1 June 2016 Camera-ready: 7 June 2016 MOTIVATION & GOALS State-of-the-art approaches in adaptation and personalization research consider user models that mostly maintain information regarding the "traditional" user characteristics (i.e., experience, knowledge, interests, context), and related contextual or technology aspects (i.e., displays, connectivity, processing power). While modeling these factors has shown significant improvements and benefits to the end-users in terms of usability and user experience, still the needs of today's epoch signify the further engagement into research that will produce more holistic human-centered practices. The vision is to bring more inclusively the "human-in-the-loop", considering intrinsic user characteristics and abilities, like perceptual, personality, visual, cognitive and emotional factors as expressed by the theories of individual differences. In addition, recent studies show the need of broadening the scope of diversity parameters to include characteristics such as motivation, self-actualization, and socio-cultural differences. The overarching goal of HAAPIE 2016 is to bring together researchers and practitioners working in the areas of human aspects in adaptation and personalization, and aims to: - Explore state-of-the-art and new implicit and explicit methods and techniques of modeling a broad range of human factors of users and behaviors - both separately and in possible combinations (e.g., cognitive abilities and age; motivation and cultural differences); - Explore personalization techniques, computational intelligence algorithms, recommendation models, and real-time paradigms that can improve the efficiency and effectiveness of user tasks and interventions; - Compare challenges and experience in different real world contexts and applications (e.g., decision support, learning, wellbeing, security), where a holistic view on human aspects is needed to provide a positive user experience; and - Identify theoretical and computational models for the design, development and evaluation of human aspects in adaptation and personalization. The added value will be to shape new human-centered adaptive interactive environments and personalized platforms that can contribute towards long-term viable solutions. TOPICS OF INTEREST Topics of interest include, but are not limited to: - Human-centered Modeling, Adaptation Methods and Techniques - Influence of Human Factors on Interactive Systems for Personalization - Usage of Human Factors for Personalization - Implicit and Explicit Detection of Human Factors for Personalization - Human-centered Algorithms for Content Recommendation and Delivery - Novel Human-centered Interaction Concepts and User Interfaces - Individual Differences (Personality, Cognition, etc.) - Synergy of Affective and Human Cognitive Factors - Modeling Groups and Communities of Diverse Users - Evaluation of Human Aspects in Adaptation and Personalization - Personalized Access to Services Content - User Experience - Cultural Diversity and Adaptation - Age-specific Personalization and Adaptation - Adaptation and Personalization for Users with Special Needs - User Behavior and Behavior Change - Context Awareness - Human Aspects in Personalized Internet of Things Applications - User-centric Cyber-Physical-Social Adaptive Systems - Human Aspects in Social Adaptive Robots - Adaptation and Personalization in Usable Privacy and Security - Privacy Aspects of Modeling Human Factors in Personalization Systems TYPES OF PAPERS In HAAPIE 2016 we encourage original and relevant contributions focusing on experiences and lessons learned from real-life applications, current state-of-the-art methodologies, challenges tackled and solutions adopted, tools, algorithms, and services in the academic, public or private sector, studies, theories, techniques, and evaluation procedures that could support human-centered adaptation and personalization issues in various levels of interactive environments. All workshop papers must contain original, previously unpublished, research work adhering the two publication types: - Full research papers (8-10 pages), proposing new approaches, innovative methods and research findings. They should make substantial theoretical and empirical contributions to the research field. - Short research papers (4-6 pages), presenting work in progress, lessons learnt, positions, emerging or future research issues and directions on human aspect challenges in the area. Manuscripts should be formatted using the camera-ready templates (http://www.acm.org/publications/proceedings-template) in the ACM proceedings double-column format. SUBMISSION & PUBLICATION All papers will undergo a peer review process by at least two expert reviewers to ensure a high standard of quality. Referees will consider originality, significance, technical soundness, clarity of exposition, and relevance to the workshop's topics. Research papers should be submitted electronically as a single PDF file through the EasyChair submission system (https://easychair.org/conferences/?conf=haapie2016) Accepted papers will be included in the workshop proceedings published in the ACM UMAP 2016 Extended Proceedings through the green open-access CEUR-WS.org. Models of app user experience studies
by Barbara Ley 24 Mar '16

24 Mar '16

Hi everybody, I have recently started a multi-stage research project related to child/family wellness apps. I wanted to know whether any of you know of app user experience studies that consist of providing users with apps (either specific ones or a range of choices) and assessing their experience with them? Right now, I'm just looking for different models for structuring this type of user study, so the studies can focus on apps of any kind--they don't need to relate to family wellness (but yay if they do!). Thank you! Barbara -- Barbara L.
