CFP for Digital Diversity/Public Interest Workshop Extended Ten Days
by Richard Taylor 01 Feb '11

01 Feb '11

Colleagues, With apologies for cross-postings. The date for submitting Abstracts in response to the CFP (below) for the Workshop, "Digital Diversity: Serving the Public Interest in the Age of Broadband," has been extended ten days, until February 10, 2011. The by-invitation Workshop, co-sponsored by the Institute for Information Policy at Penn State University and the Donald McGannon Communication Research Center at Fordham University, will be held May 3-5, at the Lincoln Center campus of Fordham University in New York City. The Workshop is sponsored by The Ford Foundation We encourage you to forward this message to any appropriate persons or lists to which you may have access. We would also encourage you and/or any of your students to submit. Thank you. Call for Paper Proposals Digital Diversity: Serving the Public Interest in the Age of Broadband A by-invitation experts' workshop to be held at Fordham University, Lincoln Center Campus May 3-5, 2011 As the delivery of mediated content experiences an historic transformation with the transition to delivery over broadband networks, some policy goals of media regulation remain the same. Central among them is the public interest goal of ensuring diversity. Promoting diversity in broadcasting has been a pillar of media regulation, but online there is no "spectrum scarcity," the foundation of broadcast regulation, no licensing and arguably no "mass media" at all. As a result, the customary tools for promotion of diversity must be reinvented. Broadband is a radically different environment in which the provision of unregulated content may have far more impact than traditionally-regulated television and radio. New theoretical constructs and mechanisms are needed to address issues such as "voice," economic equity, and serving un-served and underserved communities. Minorities are creatively exploring new online tools for community building, communications, and business opportunities. How can the public interest standard be applied to support them in this new context? The Institute for Information Policy at Penn State University and the Donald McGannon Communication Research Center at Fordham University are pleased to announce this call for paper proposals in which diversity enhancement in broadband networks serves as the main theme. Authors of the selected papers will be invited to present and discuss them during a three day by-invitation-only experts workshop de-signed to bring together up to a dozen American and international experts and to be held at the Lincoln Center Campus of Fordham University in New York City. This workshop is part of a series of events focused on "Making Policy Research Accessible," organized by the IIP, with the support of the Ford Foundation. Invited topics include, but are not limited to: * Changing concepts of diversity in the 21st century * Comparative notions of diversity and changing demographics * Defining and measuring the scope and desired outcomes of broadband diversity policy * Diversity, new media, social media, and opportunities on the Internet * Diversity and Internet entrepreneurship * Diversity and network neutrality * Diversity and community websites and media (e.g., community online newspapers) * Minorities embedded in major media enterprises in content creation and as performers * Cultural/linguistic/racial/gender/religious diversity - are they all being served? * The marketplace of ideas and diversity Abstracts of up to 500 words and a short bio of the author(s) should be submitted to pennstateiip(a)psu.edu by January 31, 2011. Please write IIPDMCWS: YOUR NAME in the subject line. Accepted presenters will be notified by March 1, 2011. Re: [Air-L] ISOC Statement on Egypt's Internet shutdown
by Julian Hopkins 31 Jan '11

I don't know the extent of the censorship of the mainstream media in Egypt, but I think it is quite extensive. From my experience living in Malaysia, I can say that the role of online media in spreading alternative voices and reporting events that would otherwise be suppressed is significant. It is easy, for well educated people living in a country with a free press, to forget how difficult it would otherwise be to learn about matters that inconvenience those in power. For example, in a recent by-election here, it was reported that "Many, especially in the more rural areas" did not even know of the existence of the opposition coalition - the Pakatan Rakyat (http://www.malaysiakini.com/news/155001) Another example is how parts of a speech by an opposition member in the state assembly of Sarawak were omitted from the official report of the proceedings (Hansard) - the speech was about a suspicious land deal connected to the state Chief Minister's family (http://www.malaysiakini.com/news/155022) Malaysia has a vibrant online alternative media (though the government seems to be looking at extending repressive laws that govern printed media to online non-print media, the loophole that has allowed online news organisations to continue to exist). Twitter, Facebook, and blogs are used by all sides in the political debate. Without these, news and opinions would still spread (through SMS, email, word of mouth), but it is faster online and there are verifiable sources - or at least a fixed place somewhere where the information is located and associated with a person or organisation. With regards to Egypt, it's also relevant to note that the first major demonstration was launched through a Facebook group. The usefulness of Facebook and Twitter in the logistics of organising large groups is, in my opinion, probably its most significant contribution in an immediate sense. Notwithstanding what I have said above about the importance of information diffusion. Al Jazeera, which is first and foremost an Arabic news channel, is no doubt very important too. Therefore, while I agree that CNN et al overplay the importance of social media in 'causing' these popular unrests (not to mention Wikileaks), it's important not to understate the significance of social media either. aziz wrote: >> Why haven't been any mass uprisings in the region before this decade? i just luckily received a post that provides a (specific) historical perspective to mass protests in egypt: "Besides these three state-commemorated events, Egyptians have revolted against the corruption, greed and cruelty of their rulers many more times in the last 60 years. On January 26, 1952, Egyptians emerged onto the streets to protest an array of issues—including the corruption of the monarchy, the decadence, power and privilege of foreign business elites, and the open-ended British occupation. The revolt was quickly suppressed, though the damage to property was massive, and it set in motion an exodus of foreign elites—and the military coup months later. In 1968, Egyptian students launched huge and daring protests against the repressive policies of Nasser’s police state. In the early 1970s, Egyptian students engaged in sustained mass protests against the radical political reorientations of the new Sadat regime—and eventually forced the state to re-engage in military confrontation with Israel. On January 18-19, 1977, Egyptians rose up en masse to protest against IMF austerity measures imposed on the country by the corrupt, inept and ruthless regime of Anwar Sadat. The Egyptian President was already on his jet ride into exile before the Central Security Forces and Army finally gained the upper hand. In Egypt it is the Central Security Forces rather than the military who deals with civil unrest and popular protest. Yet, even this “solution” to the problem of recurring popular revolt has proven at times uncertain. As in the military, the CSF has been the site of mutinies, one of which, in late February 1986, involved 20,000 low-paid conscripts who were put down only when the army entered the fray. During the early 1990s, Islamist protests against the authoritarian rule of Mubarak escalated into armed conflict, both in the slums of the cities and in Upper Egypt. Hundreds of militants, soldiers and innocent civilians were killed before the revolt was finally suppressed. This list leave out other significant moments of mass civil protest and contestation—like the massive protests against the First Gulf War, the US invasion of Iraq and Israel's attacks on Lebanon and Gaza—but even so, the tally is impressive: no less than 10 major revolts and revolutions in 130 years. In other words, despite what commentators might say, modern Egyptians have never passively accepted the failed colonial or postcolonial states that fate has dealt them." i am still the opinion that one of the main contributions of social media has been an increasing awareness of the one sided non-pluralistic broadcast that most of us in western oriented countries have been subject to. and, it is true, had it not been for facebook, i would not have had this post, and would have not been able to provide any commentary on the past lineage of protests in egypt, as well as the role different media, in this case poetry, in "moving the masses". i highly recommend the rest of the article: http://www.jadaliyya.com/pages/index/506/the-poetry-of-revolt and, here some of it in action: http://www.youtube.com/watch?v=jwIY6ivf70A best, s. Re: [Air-L] CfP Community Informatics for Health special issue of Journal of Community Informatics
by Michael Gurstein 31 Jan '11

31 Jan '11

================================================== Call for Papers: Special issue - Community Informatics for Health Journal of Community Informatics (http://ci-journal.net) Abstract submissions due 14 March 2011 A special issue of the international Journal of Community Informatics (http://ci-journal.net) is going to be devoted to Health. Community Informatics (CI) is the study and the practice of enabling communities with Information and Communications Technologies (ICTs). This special issue will focus on how the social application of ICTs can empower and enable communities towards improving health. The issue is expected to be published in late 2011. The Journal of Community Informatics is a focal point for the communication of research of interest to a global network of academics, community informatics practitioners and national and multi-lateral policy makers. Call for papers The field of community informatics seeks to explore the potential of information and communication technologies and their applications for social and economic development efforts at the community level. It particularly seeks to ensure that marginalized individuals and communities can benefit from the opportunities that ICTs can provide. In the area of health, this is all the more important since those with poorer health status and poorer health outcomes are usually those with less (or no) access to ICTs, or are those who have fewer skills to make use of and benefit from ICTs. For this special issue of the Journal on Health, we are inviting submission of original, unpublished articles. We welcome research articles, along with case studies and notes from the field. All research articles will be double blind peer-reviewed. Insights and analytical perspectives from practitioners and policy makers in the form of notes from the field or case studies are also encouraged - these will not be peer-reviewed. SCENARIOS FOR THE EUROPEAN CITY OF THE 3rd MILLENNIUM - Call for Position Papers
by Maurizio 31 Jan '11

31 Jan '11

Dear All, I forward you this interesting Call for Position Papers. Best M. --- My Ideal City, an European Project SCENARIOS FOR THE EUROPEAN CITY OF THE 3rd MILLENNIUM Venice, May 12th and 13th Call for Position Papers The My Ideal City project has been funded by the European Union to deal with the representation in an immersive, virtual, environment of the results of participatory processes involving the citizens of four cities (Copenhagen, Jerusalem, Lisbon, and Trento). Therefore, the project involved since the beginning a mixture of reflections on three dimensional representation, participation, and urban planning, in a period of time characterized by the contested and controversial meaning of the city as the central space for innovating the ways human beings live. The My Ideal City Conference looks for contributions that will foster the debate on how it is possible to give shape to the new, ideal, city, in order to represent it in innovative ways, stimulating new concepts of the city itself, and to enlarge the participation of citizens in the construction of the city. Topics for the conference 1. The Ideal City and the participatory process In the 21st century, the debate on how the construction of the city should take place highlights a number of opposing pairs: private vs. public, individual vs. collective, ideal vs. real, city vs. country. The conflict inherent in this dichotomies is presented on the contemporary scene as a matter of concern not to be mitigated, but as data on which to build new combinations, new forms of living and providing for projection towards a future that is often forgotten or erased from the bodies of today. The acronym M.I.C. (My Ideal City) symbolizes that clearly: it points to emerging questions to which many academic disciplines, like anthropology, architecture, engineering, geography, sociology, urban planning, and more, are responding through theoretical and empirical tools for understanding, for designing, and for constructing the new city. In particular, the acronym redirect to three main topics of reflection, and their combination: [My] The individual, freed from the standardization of the modern movement, draws daily new realities, asserting his/her own micro-politics of desire. The self-affirmation of the individual on the ground takes place on one side on the basis of a daily transformation denouncing a lack of long-distance gaze on things, with the crushing of the collective that seems to have erased the projective capacity of the desired; on the other side, the ecological, territorial, economic, and symbolic crisis of the city as a system calls for a new awareness and a shared planning that goes beyond simply individualism. Therefore, [My] represents the tension between the individual actions and practices, and the possibility to work out new possibilities for collective actions and practices. [Ideal] Ideal and real can be conceived as split, dichotomous terms, that act on different levels: the first seems to assume a negative meaning, based on its proximity to the concept of utopia, while the second holds a position so strong to become objective and preventing a critical look, design, and practices. Nevertheless, it is exactly the presence of an ideal understanding of contemporary cities, their representation through a discursive regime done of possibilities and opportunities, that makes possible to act on, change, and reassemble, the perspectives of urban development. [City] The city as a place of living and sharing, back to the centre of attention, calls for a review of methods and tools that manage its transformation. Decision makers, political movements, and common citizens, newly talk about participation to reduce the distance between the individual and the collective and between the ideal and the real, criticizing and dismissing forms of design aimed at accommodating superimposed, hetero-normative, meanings of living together in a contemporary city. Therefore, we welcome contributions that deal with the following, and not exhaustive, list of topics: - Individual desires and collective actions in the urban landscape - New forms of collective practices in the city - The role of idealized discourses in projecting the future of cities - Participation as a mean to collective action and utopian transformations 2. The construction of a new urban imagery: models, techniques, stereotypes The experience of building the MIC’s worlds allowed to deal with two major areas of widespread intrusive visual stereotypes, the image of the future city and the virtual environments browsable online. In both cases, the consolidation of visual clichés seem not only the result of a normal consumption of imagery but the consequence of an action practiced by the colonizers of the physical and virtual spaces: the spread of clichés is a preliminary step to the acquisition of consensus and ownership. The need for authenticity - of actuality in virtuality - has resulted in two basic choices, first in reference to a paradoxical and systematic 'stage' metaphor rather than a 'realistic' one, so that eventually we get an actual experience of a fiction rather a fictive experience of actuality, the other in the production of fiction obtained as a light footprint, scan, direct ‘quotation’ of the urban landscape. In our scenes was taken off the 'skin' of daily lighting, the usual colours and light hiding instead of showing the true appearance of the city. These issues may be briefly summarized in the figure that holds the two ends of the vision, namely the shape of the eyes and the substance of the picture. The thesis that elaborates these themes is that only an eccentric sight can reveal the depth, the thickness of inexhaustible visual material. Abnormal viewpoints, slowed and accelerated movements, unusual conditions allow to penetrate an invisible crust of visual stereotypes. Referring to this thesis we suggest a range of issues: - Figures and metaphors in the formation of urban imagery in architecture, cinema, visual arts, theater, TV production and videogames - Genesis and spread of urban stereotypes - ‘Naive’ maps of urban landscape: a comparison between popular and cultured formae urbis - Descriptive models and narrative models of urban form - Avatar’s promenade. Identity and identification in virtual bodies 3. Toward an energy efficient city A sustainable city is a city designed with care of its environmental dimension. It is peopled by citizens that have the objective to minimize their needs in terms of energy, materials, water and food and to minimize the emissions resulting from their lives. Among the many aspects that describe the concept of sustainability, the topic of energy has a particular importance for the important environmental, economic and political consequences on the future development of our world. Therefore, the ideal city explored by the MIC research has a particular awareness of the importance of energy conservation. The call aims at the collection of different contributions, that describe the multitude of combinations between the city and its energy requirements. This is not limited to the various technologies that can be adopted to create a self-sufficient city, but it involves the whole process of urban spaces and the lifestyle of its inhabitants, its narrative, its design, and its construction. The call seeks therefore to obtain contributions on the different topics, ranging from the energy efficiency applied to the planning sectors (transport, urban morphology), buildings, management of the city, new technologies, sustainable life-styles, social aspects of energy consumption, etc. On the other hand it has to be acknowledged that the energy efficiency of the built environment takes also into account the energy required for the production of the building materials and for the construction of all the final products, including the buildings and the city infrastructures. Therefore, an energy efficient city should take into account the energy effectiveness of its parts through their entire lifecycle and not just during their phase of use. Topics addressed: - Lifecycle Energy efficiency of buildings - Sustainable transport - Lifecycle Energy efficiency of the city services (public transportation, administration, etc.) - Resource management and disposal - Future solutions toward more sustainable cities PROGRAMME May 12th presentation of the results of European research MIC and lectio magistralis No.1 May 13th sessions of debate, deriving from the IUAV researches and the call for abstracts, in the form of three plenary sessions: The Ideal City and the participatory process; The construction of a new urban imagery: models, techniques, stereotypes; Towards an energy efficient city and lectio magistralis No.2. 30 Jan '11

Call for papers or proposals: 6TH INTERNATIONAL CONFERENCE IN INTERPRETIVE POLICY ANALYSIS: DISCURSIVE SPACES. POLITICS, PRACTICES AND POWER http://www.ipa-2011.cardiff.ac.uk/ I soliciting papers for the panel: Panel 20: Globalizing Technology and Innovation Policies: Interpretative and Critical Approaches Chair: Jeremy Hunsinger, Center for Digital Discourse and Culture, Virginia Tech, send proposals to: jhuns(a)vt.edu This panel addresses technology and innovation policies as politico-ethico-juridico- technical systems comprised of arrangements of things and peoples. Through it, we are particularly interested in the transitions these systems undergo as they migrate from local and national applications to transnational and global systems. These systems undergo significant translations, modifications, and reorganizations as they come to match the sensemaking practices of global and transnational interests and their policymaking regimes. Examples of such transitions and translations ongoing now are: questions of information technology, intellectual property, genetically modified organisms, internet governance, STEM education funding, Mode 2 centered research funding and many, many others. Given the plurality of possibilities for this panel, it is important to maintain two themes in your submissions: 1. center on technology, innovation, or research policy, 2. the trend from local to global in the application of these policies. As fitting with the core concepts of the conference, this panel will consider critical and interpretive approaches with those two themes Submissions due 5 February, 2011 Jeremy Hunsinger Center for Digital Discourse and Culture Virginia Tech http://www.tmttlt.com Whoever ceases to be a student has never been a student. -George Iles

Last 2 Days to Submit Papers & Posters for JITP 2011 - "The Future of Computational Social Science" - May 16 & 17 @UW in Seattle
by Stuart Shulman 29 Jan '11

29 Jan '11

Last 2 Days to Submit Papers & Posters for JITP 2011 "The Future of Computational Social Science" May 16 & 17 @UW in Seattle http://www.umass.edu/jitp/ The 3rd annual, two-day Journal of Information Technology & Politics (JITP) thematic conference will be in Seattle, Washington, coordinated by the Department of Political Science and the Center for American Politics and Public Policy (CAPPP) at the University of Washington. APPROACH Computational social science is an emergent field and source of new theoretical and methodological innovation for social science more broadly. Multidisciplinary teams of social and computer scientists are increasingly common in the lab and at workshops where cross-fertilization occurs in the areas of theory, data, methods, and tools. Peer-reviewed interdisciplinary work is becoming more common as the computational tools and techniques of computer science are being used by social scientists. Previously, large-scale computational processing was the purview of expensive, university-centric computing labs. Now, with the democratization of technology, universities and for-profit firms increasingly provide large amounts of inexpensive computing power to researchers and citizens alike. It is the potential of these new computational technologies and related Web-based platforms for research, politics, and governance that led to the creation of the Journal of Information Technology & Politics. Previous special issues on "Text Annotation for Political Science" 5(1), "Politics: Web 2.0" 6(3/4), "YouTube and the 2008 Election Cycle in the United States" 7(2/3), and "The Politics of Open Source" (in production) have focused the attention of researchers on the expansive new landscape of digital democracy as well as the architecture and tools that underpin it. In their 2009 Science article, David Lazer and colleagues highlighted some of the future challenges for scholars working in this area. "Computational social science could become the exclusive domain of private companies and government agencies. Alternatively, there might emerge a privileged set of academic researchers presiding over private data from which they produce papers that cannot be critiqued or replicated. Neither scenario will serve the long-term public interest of accumulating, verifying, and disseminating knowledge." Luckily, the phenomenon of computational social science is distributed so widely and found in such variety that these scenarios are unlikely. The trends towards openness and data and tool sharing are notable breakthroughs in a sphere where proprietary approaches dominate. Data, method, and tool transparency are increasingly watchwords for governments and researchers. With this background in mind, we invite a wide range of paper submissions on the future of computational social science. Submissions may include, but are not limited to: * Applications of information theory to social science research * Methodologies and tools for studying users and information on social media services * Projects featuring novel uses of computer assisted qualitative data analysis software * Large-scale empirical analysis and modeling * Web technologies and data mining * Interdisciplinary methodologies in collaborative research * Pedagogical issues in computational social science * Computer simulations in political science education and training * Concepts from social sciences enhanced by computation, such as social network analysis * Innovation in socio-technical network and infrastructure analysis PAPER & POSTER SUBMISSIONS Authors are invited to prepare and submit to JITP a research paper, policy viewpoint, workbench note, or teaching innovation manuscript by January 30, 2011. Papers accepted for publication will be invited to revise and resubmit their articles for publication in a special issue, or double issue, of JITP. Proposals for full panel presentations will also be accepted. Please contact the conference manager to discuss panels. Authors should "establish membership" at the JITP website, http://www.jitp.net, to submit a paper. Follow the instructions for regular article submissions, being sure to indicate that the paper is for JITP2011 in the comments section. Papers will be put through an expedited, blind peer review process by the Program Committee, and authors will be notified about a decision by March 1, 2011. A small number of papers will be accepted for presentation at the conference. Other paper authors will be invited to present a poster during an evening reception. Authors who wish to submit poster presentations directly should email abstracts of no more than 250 words to the conference manager ( mgoncalves(a)pubpol.umass.edu) by January 30, 2011. KEYNOTE SPEAKER JITP 2011 is pleased to welcome Jaime Teevan as the 2011 Keynote Speaker. Jaime is a researcher in the Context, Learning, and User Experience for Search (CLUES) Group at Microsoft Research. Her work explores how our digital past can help shape our future information interactions. Jaime was named a Technology Review (TR35) 2009 Young Innovator for her research on personalized search. She co-authored the first book on collaborative Web search, and is co-chair of the Web Search and Data Mining (WSDM) 2012 conference. BEST PAPER AND POSTER CASH PRIZES The author (or authors) of the best research paper will receive a cash prize.
