Forming a new program in ICT - recommendations?

Hello -- I've been following the discussion of where a PhD should study with great interest. I have a somewhat related question and am very interested in your opinions and advice: I am on a committee that has been given the charge to "discern the intellectually coherent mission (or missions) that will enable distinctive research, scholarly, and creative contributions in ICT" on our campus. ("Distinctive" here means of excellent academic quality, as in "of distinction".) Our recommendations are to be high level -- i.e., what is the model or general structure our campus should implement? (e.g., we should recommend whether the unit should give graduate or undergraduate degrees, but we don't have to plan out the curriculum). We have no constraints on what direction to go...we could recommend a college, department, school, program, support unit, research institute, center, etc. Our committee is very interdisciplinary (engineers, social scientists, humanists, natural scientists, business professors, artists). We are soliciting input from stakeholders across campus, through several small meetings and also public forums. We are also trying to learn from our peers, gathering models of what other universities are doing. And we are talking to industry representatives. The University of Colorado-Boulder is a state university, with approximately 30,000 students. We are a comprehensive Research I/AAU school. Also in the conference paper I provide a definition of 'the border of meaning' and a discussion of the differences between communities, defined by having a border of meaning on the one side, and networks lacking a border of meaning on the other side. In this changing milieu, organizations and individuals must continually acquire new knowledge and abilities or be left behind. Influential entities such as the United Nations strongly advocate the pursuit of lifelong learning for individuals, while leading companies, government agencies, and non-governmental organizations seek to become what scholars such as Peter Senge have called “learning organizations” that can transform themselves through the learning of their members at all levels. Training, or the structured development of skills, competencies, and up-to-date knowledge, is an increasingly important element in these pursuits. The shape of training may vary—formal or informal, face-to-face or technologically mediated, short-term or long-term—but the end purpose is always the same: to facilitate learning by individuals or groups, usually with the larger purpose of enhancing organizational quality. Training is vital to the success of globally connected organizations and individuals, but success requires the trainers’ effective bridging of linguistic, cultural, and social distances. Only teams and individuals with facility in navigating diverse languages, cultures, technologies, educational practices, and rhetorical traditions will be able to successfully provide training to global audiences. Professional communicators, whose discipline claims expertise in several areas relevant to training—including oral, written, and visual rhetoric, usability, information architecture, electronic collaboration, intercultural communication, and collaboration with translators—are well positioned to contribute to global training efforts or take on the role of trainers themselves. Yet, despite these advantages, the pool of research on training in global audiences is limited, especially within the field of professional communication. This special issue of the /Journal of Rhetoric, Professional Communication, and Globalization/ seeks to address this need by providing a space for scholarly research and best practices on the topic of global, organizational training. The issue, entitled *Navigating the Global Training Terrain: New Literacies, Competencies, and Practices *will focus on training in global contexts from the perspective of both those who train and those who learn, including current research and best practices. The special issue will also cast an eye toward organizational training as it is evolving towards the future. The editors of the special issue welcome submissions from a variety of perspectives including business, science, humanitarian practice, health, social advocacy, education, and government. This concern is particularly pronounced in relation to knowledge, teaching, and learning. Learning institutions and corporations make little use of the data learners "throw off" in the process of accessing learning materials, interacting with educators and peers, and creating new content. In an age where educational institutions are under growing pressure to reduce costs and increase efficiency, analytics promises to be an important lens through which to view and plan for change at course and institutions levels. Corporations face pressure for increased competitiveness and productivity, a challenge that requires important contributions in organizational capacity building from work place and informal learning. Learning analytics can play a role in highlighting the development of employees through their learning activities. In enterprise settings, information flow and social interactions can yield novel insights into organizational effectiveness and capacity to address new challenges or adapt rapidly when unanticipated event arise. Thirdly, as we witness the expansion of learning and knowledge work beyond formal institutional boundaries, myriad platforms in the cloud hosting the activity of individuals will be providing/exchanging analytics. Advances in knowledge modeling and representation, the semantic web, data mining, analytics, and open data form a foundation for new models of knowledge development and analysis. The technical complexity of this nascent field is paralleled by a transition within the full spectrum of learning (education, work place learning, informal learning) to social, networked learning. These technical, pedagogical, and social domains must be brought into dialogue with each other to ensure that interventions and organizational systems serve the needs of all stakeholders. Learning Analytics 2011 will focus on integrating the technical and the social/pedagogical dimensions of learning analytics. Topics Learning analytics is the measurement, collection, analysis and reporting of data about learners and their contexts, for purposes of understanding and optimising learning and the environments in which it occurs. These papers should not exceed 10 pages. * Mini-tutorial papers: Learning analytics is a young field of research with contributions from technical, social, and pedagogical domains. As such, there is a need for illustrations, examples, and cross-discipline discussion to unite these domains. Mini-tutorials are solicited that provide discussion points for mapping common ideas between related and complementary research topics of learning analytics. A mini-tutorial submission should be between 15 and 20 pages. * Tool demonstration papers: Learning analytics focuses on new technologies and tools. As a result, we seek papers that present software tools related to the field of learning analytics. These papers will accompany a tool demonstration to be given at the conference. These papers must not exceed 10 pages. The selection criteria include the originality of the tool, its innovative aspects, the relevance of the tool to learning analytics, and the maturity of the tool. *Digital/Media, Race, Affect and Labor* *Location: Bowling Green State University, Bowling Green, Ohio, USA* *Dates of the meetings: April 14,15 and 16, 2011* *Deadline for submission: December 10th 2010* We are soliciting paper proposals for a three day conference on Digital/Media, Race, Affect and Labor, to be hosted by the American Culture Studies Program at Bowling Green State University. Dr. Anna Everett, Professor of Film, Television and New Media Studies, and former Chair of the Department of Film and Media Studies at the University of California, Santa Barbara (UCSB) has agreed to be our keynote speaker. We hope this topic will elicit productive discussions and collaborations that bring together the layered and crisscrossing themes associated with media, digital worlds, labor, affect, globalization, and race. We invite abstracts that look at mediated environments (broadly defined) in a contemporary or historical context. Prospective participants are encouraged to engage with specific conceptual relationships that connect with the theme of this conference and explore them in any available online or offline setting. Thus in the case of digital media and affect related research, one might ask such questions as: How does desire for the Other play out in global/local and online/offline intersections? How does affect work in on-line networks and digital assemblages? What are the affective regimes of on-line sociality? What kind of perceptions, sensations, affective movements and public feelings emerge in our highly mediated and digitized environments? In the case of Race and media, one might examine representations of raced bodies, shifting conceptualizations of race across space, place and time, race in cyberspace, racialized labor and so on. Historical mappings of race, caste, class and gender as well as historical contextualization of media forms reveal complex and nuanced understandings of how digital economies are shaped in relation to globalization are encouraged. In investigating Affect and Labor in relation to globalization and digitally mediated worlds, one might ask what sorts of socio-economic formations emerge online and offline? How do we make sense of so-called voluntary networks of non-profit activities and social entrepreneurship online? How do notions of neoliberal governmentality shape emerging labor forces? What are the global and local implications of how we labor and work and play in digitally mediated environments?
