Call for Papers: "Broadband Act of 2011" Penn State/New America Foundation Experts Workshop
by Richard Taylor 14 May '10

14 May '10

Call for Paper Proposals The Broadband Act of 2011: Designing A Communications Act for the 21st Century A by-invitation experts workshop New America Foundation, Washington, DC September 28-30, 2010 The passage of the National Broadband Plan in March 2010; the heated debate over Title II reclassification; the ongoing deliberations regarding the NPRM on Network Neutrality; the Comcast-NBCU merger proceedings; and the April 2010 Appeals Court decision in Comcast v. FCC, all point to the need for a comprehensive overhaul of the Communications Act. The last time such a wide-ranging initiative took place was in 1996. That effort led to a blueprint for competition in local telephony markets, universal service reform, and deregulation of media ownership rules, all of which have had an effect on the structure of the media and telecommunications industries today. But it barely addressed the broadband Internet. Now, 15 years later, it is clear that a new legal framework is required to confront the challenges created by a national network that is broadband based. The Institute for Information Policy at Penn State and the Open Technology Initiative at the New America Foundation are pleased to announce this Call for Paper Proposals (Abstracts) discussing the rationale, needed amendments and steps to be taken in order to bring the Communications Act of 1934 up to date for the broadband era. The selected papers will be presented and discussed during a three-day by-invitation experts workshop designed to bring together up to a dozen American and international experts and to be held at the New America Foundation in Washington, DC, September 28-30, 2010 with the goal of engaging the policy and law making community in a dialogue, and then publishing the papers in an expedited manner. Suggested paper topics may include, but are not limited to: * New legal theories for the regulation of broadband * Outlining and/or drafting a new section of the Communication Act * The need for network neutrality legislation * Amendments necessary to achieve universal broadband * The role of the government beyond basic provision of access * Legal responses to interconnection reform * Restructuring the Federal Communications Commission * The role of competition among broadband networks * A new approach to spectrum management/regulation * Copyright legislation in the broadband era * Advancing the goals of the National Broadband Plan * Any other aspect of the Communications Act that requires attention at this time of technological transition Abstracts of up to 500 words and a short bio of the author(s) should be submitted to pennstateiip(a)psu.edu by June 30, 2010. Please write IIPNAFWS: YOUR NAME in the subject line. Accepted presenters will be notified by August 1, 2010. *The final structure of the conference as well as financial support to participants is subject to budget approval. Final registration reminder: Affective Fabrics of Digital Cultures: registration ends tomorrow 15 May
by Adi Kuntsman 14 May '10

14 May '10

***Final registration reminder: registration ends tomorrow, 15 May 2010*** Affective fabrics of digital cultures: feelings, technologies, politics. 3-4 June 2010, University Place, The University of Manchester For further information, details on plenary sessions, conference programme and to register, please visit the conference website http://www.socialsciences.manchester.ac.uk/ricc/events/digital_affect/index… Plenary speakers: Una Chung (Sarah Lawrence College); Patricia Clough (Queens College, CUNY); Anne-Marie Fortier (Lancaster University); Melissa Gregg (The University of Sydney); Athina Karatzogianni (The University of Hull) This two-day international conference brings into creative tension two fields that are receiving growing scholarly attention: cultural studies of affect, public feelings and the politics of emotion, on the one hand, and scholarship on digital culture, new media and information-communication technologies, on the other. The conference aims to create a space for intellectual dialogue between the two fields by examining the relations between technologies, and in particular, new digital technologies – the Internet, digital cinema and photography, mobile communication, CCTVs, computer games – and affective politics. Bringing together contributions from the fields of sociology, media and cultural studies, arts, politics and science and technology studies, the conference will engage with the following questions: How does affect work in on-line networks and digital assemblages? What are the affective regimes of on-line sociality? What kind of perceptions, sensations, affective movements and public feelings emerge in our highly mediated and digitalised environments? What is the cybertouch of war, violence, terror? What are the structures of feeling that operate in the digitalised everyday and computerised ordinary? How can we theorise psycho-political formations of nation, race, empire, population and generation in the age of digital reproduction, mediated visions and globalised communication technologies? How do digital cultures shape our political horizons of fear, anxiety, mourning, hate, hope? Registration Early Bird Registration Fee before 15th April: Waged: £60/ Unwaged: £35 Full Conference Registration Fee after 15th April: Waged: £80/ Unwaged: £45 Registration fee covers refreshments, lunch and wine reception. Public perception of virtual worlds, gamers/users
by CarrieLynn D. Reinhard 13 May '10

13 May '10

I am trying to find any literature -- from academics, practitioners, or journalists -- that discusses how the general public perceives, thinks and talks about virtual worlds, online games, and the people who play/use them. Thus, the stereotypes the public has about what these things are and what kind of people engage with them. Does anyone know of any resources I can turn to? CarrieLynn D. CFP: 3rd Free Culture Research Conference, Oct 8-9, Berlin
by Giorgos Cheliotis 12 May '10

12 May '10

FYI, with apologies for any cross-postings: Call for Papers - Abstract Deadline: June 7, 2010 The 3rd Free Culture Research Conference (FCRC) Free Culture between Commons and Markets: Approaching the Hybrid Economy? The Free Culture Research Conference presents a unique opportunity for scholars whose work contributes to the promotion, study or criticism of a Free Culture, to engage with a multidisciplinary group of academic peers and practitioners, identify the most important research opportunities and challenges, and attempt to chart the future of Free Culture. This event builds upon the successful workshop held in 2009 at the Berkman Center for Internet and Society at Harvard University, organized and attended by renowned scholars and research institutions from the US, Europe and Asia. The first event was held in Sapporo, Japan, in 2008, in conjunction with the 4th iCommons Summit. This year's event is larger in ambition and scope, to provide more time for interaction in joint as well as break-out sessions. It is hosted jointly by the Free University of Berlin and the Max Planck Institute for the Study of Societies and will take place at October 8-9, 2010 at the Free University Campus in Berlin, in collaboration with COMMUNIA, the European Network on the digital public domain. Funding and support is also provided by the Heinrich Böll Foundation. Given this year's theme and the generous support of the Free University's School of Business and Economics, we encourage submissions at the interface of Free Culture and business, although we welcome submissions from any relevant discipline, will be inclusive and will maintain the interdisciplinary nature of the event, as in previous years. Enabled by new Internet technologies and innovative legal solutions, Free Culture prospers in the form of new business models and via commons-based peer production, thereby both challenging and complementing classic market institutions. Alongside business perspectives, we expect that perspectives from law, IT, the social sciences and humanities will help us develop a better understanding of the challenges at hand, for individuals, business, law, the economy, and society at large. Topics of interest include: * Studies on the use and growth of open/free licensing models * Critical analyses of the role of Creative Commons or similar models * The role of Free Culture in markets, industry, government, or the non-profit sector * Technical, legal or business solutions towards a hybrid economy * Incentives, innovation and community dynamics in open collaborative peer production * Economic models for the sustainability of commons-based production * The economic value of the public domain * Business models and the public domain * Successes and failures of open licensing * Analyses of policies, court rulings or industry moves that influence the future of Free Culture * Regional studies of Free Culture with global lessons * Best practices from open/free licensing, and the application of different business and organizational models by specific communities or individuals * Definitions of openness and freedom for different media types, users and communities * Broader economic, sociopolitical, legal or cultural implications of Free Culture initiatives and peer production practices * Methodological concerns in the study of Free Culture This is the first time the event will be held in Europe, the home of many past supporters and participants of the Free Culture workshops and also home to millions of individual and institutional adopters of open licensing models. We will therefore strive to promote and connect European scholars working in relevant spheres, while also representing the global diversity of the field. For more information see: * Submission Process: http://wikis.fu-berlin.de/display/fcrc/Submission+process * Venue: http://wikis.fu-berlin.de/display/fcrc/Venue * Organizing Committee: http://wikis.fu-berlin.de/display/fcrc/Organizing+Committee * Academic Program Committee: http://wikis.fu-berlin.de/display/fcrc/Academic+Program+Committee Giorgos Cheliotis Assistant Professor Communications and New Media Faculty of Arts and Social Sciences National University of Singapore

Re: [Air-L] Inside, Outside, Upside, Down - Privacy and Public presence in the Internet age
by Matthew Bernius 11 May '10

> > From: natalya godbold <ngodbold(a)gmail.com> > In the wifi party, copresence is not redundant but important and necessary > to create a party: people "dance off each other". They respond to each > others moves. You need copresence for that. > n > Building off of Paul's distinctions, and Natalya's clarification, it seems like the party moves fully into the later model - a Warner/Habermass-ian public in which discourse (dancing off of each other) is a key component to the constitution -- a visual rhetoric. That said, were people dancing off of each other in the WiFi street party? And if so, pulling in Goffman, were there other audience members on the periphery who were front stage, but not necessarily privy to the underlying channel of animating information -- i.e. didn't have headphones/couldn't hear the music? How did that fit into everything. Which moves this entire experience into a different register. Hearing an account of people moving/dancing to internal soundtracks resonates with a Pentecostal experience -- where, in the same moment, everyone is having a synchronized "private", group conversation with the divine. Granted, in that case each participant speaks their own language and derives their own experience. That said, how different is that from dancing to music that the out-group can't hear? - Matt ----------------------------- Matthew Bernius PhD Student | Cultural Anthropology | Cornell University | http://www.arts.cornell.edu/anthro/ Researcher At Large | Open Publishing Lab @ the Rochester Institute of Technology | http://opl.cias.rit.edu | @ritopl mBernius(a)gMail.com | http://www.waking-dream.com | @mattBernius

wi-fi parties privacy and co-presence
by Carmel L. Vaisman 11 May '10

Hi Paul and Natasha. I don't know of any publications on this. Maybe you should! And please compare it to the iPod parties in which everyone comes with their own music to dance in a shared space. Thanks for the great input, we may have strayed from the original topic but I'm loving this one. Carmel Vaisman http://www.absolutecarmel.com Twitter @carmelva
