Call For Papers - eJournal of eDemocracy and Open Government (JeDEM)
by Noella Edelmann 17 May '10

17 May '10

Please distribute to your colleagues, students and networks - apologies for cross-posting! Call For Papers - eJournal of eDemocracy and Open Government (JeDEM) Issue 3/ September 2010 (ISSN: 2075-9517) www.jedem.org Special Issue in collaboration with PEP-NET: Sustainable eParticipation Guest Editors Rolf Luehrs (PEP-NET, TuTech Innovation GmbH, D) Francesco Molinari (SmartIntuitions Ltd., CY) In collaboration with the European Network for eParticipation (http://pep-net.eu/) the Centre for E-Government at the Danube University Krems invites you to submit an article for the third issue of the eJournal of eDemocracy and Open Government (JeDEM). The eJournal of eDemocracy and Open Government addresses the theory and practice in the areas of eDemocracy and Open Government as well as eGovernment, eParticipation, eDeliberation and eSociety. The aim is to impact the quality, visibility, efficiency and use of research and work in eDemocracy, Open Government and related fields. Call for Papers The past decade has seen a significant increase in the number, variety and quality of eParticipation trials, particularly in Western and Southern European countries. The impulse of the European Parliament and the financial support by the Commission have been instrumental in establishing a pan-European community of practice, made up of academia, governments and solution providers from virtually all EU Member States. However, on the evaluative side, many projects that were seen through to their conclusion apparently failed to meet expectations. The most evident limitations are the typically low number of active participants and the relatively poor impact of the (majority of) projects. Although it is often taken for granted that ICT-supported political participation will be of increased importance in the future, the question of how to enhance the sustainability of eParticipation projects has not yet been convincingly answered. In times where most of the European countries have to cope with a difficult financial situation, eParticipation supporters and particularly Public Administration officials will be put under even more pressure to show that the required resources lead to tangible results and create real value for the citizens. In this volume of JEDEM we are calling for theoretical and practical papers addressing the challenges of *Sustainable eParticipation*. - review of successful examples of implementation - institutional, legal, social and economic aspects of sustainable eParticipation - ICT supported co-creation of public services - eParticipation and Gov 2.0 - Living Labs and eParticipation The journal encourages critical, multi-disciplinary approaches including political science, legal studies, economics, sociology and psychology so as to better understand and support societal and institutional needs, developments and changes. We look forward to your submission in one of the following categories (maximum length 15 pages excluding references): * Scientific Research Papers (research in progress or completed) - anonymous peer review; * Case Studies * anonymous peer review; * Project Descriptions (focus on practitioners) - editorial review; * Part IV: Reflections (Literature reviews, comments, discussions, and interviews) - no review. Important Dates: Deadline for submission: 21 June 2010 Notification of acceptance: 2 August 2010 Camera-ready paper: 16 August 2010 JeDEM Issue 3 will be online 1 September 2010. * Submission procedure and format template: http://www.jedem.org/about/submissions#authorGuidelines JeDEM is a peer-reviewed, Open Access journal. CALL FOR PARTICIPATION (apologies for cross-posting; please redistribute to interested colleagues) ------------------------------------------ * Engaging Scientific Program * * www.iua.upf.edu/idc2010/program.htm * ------------------------------------------ * Sunny Barcelona Beaches * * June 9-12 * ------------------------------------------ * Fantastic Architecture and Sightseeing * ------------------------------------------ ************* IDC2010 ************* The 9th International Conference on * Interaction Design and Children * *********************************** ***** www.iua.upf.edu/idc2010/ **** ** In cooperation with ACM SIGCHI ** Universitat Pompeu Fabra BARCELONA, Spain June 9-12, 2010 CONFERENCE OVERVIEW This conference builds on the successes and high standards of the previous IDC conferences (IDC2009 in Como, Italy; IDC2008 in Chicago, USA; IDC2007 in Aalborg, Denmark; IDC2006 in Tampere, Finland; IDC2005 in Boulder, USA; IDC2004 in Maryland, USA; IDC2003 in Preston, UK; and IDC2002 in Eindhoven, the Netherlands). Interaction is already an inherent part of the contemporary culture of the current generation of children. They do not see interaction as something unusual or special; instead, they have seamlessly incorporated it into their daily lives. As a result, they have “raised the bar” for our community.. We must therefore address their needs and provide solid solutions through proposals that go beyond what children nowadays see as "normal" or "habitual." IDC2010 will continue IDC's tradition of better understanding the needs of children and youngsters in relationship to technology, exploring how to create interactive products for and with them, and investigating how technology-mediated experiences affect their lives. IDC2010 will present and discuss the most innovative contributions to research, development, and practice in these areas, gathering the leading minds in the field. As in previous years, IDC2010 would like to invite researchers to address a wide spectrum of technology for young people, from computers, to mobile phones, to any form of "intelligent" interactive devices and/or environments, and to consider the requirements of different profiles, in terms of age (from very young children to adolescents) and of psychological, social, or physical needs. In addition, IDC2010 would like to foster an investigation of technological and methodological issues related not only to learning and play, but also to social awareness of young people in relationship to environment, cultural heritage, cultural roots of minorities, local identity vs. wider community identity, etc. Finally, IDC2010 would like to explore interaction design for young people in the family context and from an adult’s perspective, e.g., how to help parents understand and master the complexity of a world in which technology is more and more part of their children's life. For detailed and up-to-date information about IDC2010, please visit www.iua.upf.edu/idc2010/ PROGRAM IDC2010 will include full-day and half-day workshops, an invited keynote, papers sessions, a posters session, a special demo session and a doctoral consortium. Social events will complement the scientific program and will be a chance for participants to meet, discuss and network in the context of a gorgeous informal setting, and build future collaborations. KEYNOTE "The Magic of Interactive Experiences for Children: The Walt Disney Imagineering Approach" Dr. Mark Mine, Director of the Creative Technology Group, Walt Disney Imagineering SUBMISSIONS Submissions of short papers, and demos are invited on all topics from the domain of interaction design for children, including, but not limited to: • Methods, techniques, and guidelines for requirements analysis, design, and evaluation of interactive systems for "children as a diverse group" (young people of different gender and age, with special needs, from different cultures or ethnic groups). • Emerging or new technologies for children (e.g. innovative educational simulations, interactive games, mobile communications devices, embedded technologies, robots, accessible fabrication devices, "smart" materials, authoring/programming tools, interactive playgrounds, intelligent environments). • The impact that such technologies can have on children's lives. • Ethnographic and case studies of children's use of interactive systems in schools, at home, in hospitals, in public spaces. • Usability, enjoyability, accessibility, and safety issues, with particular reference to children. • Novel theoretical models of interaction with special relevance to children. • Design for children's civic involvement, democracy, physical and emotional well-being, and social awareness of environmental, ethical, ethnographic or cultural issues. • Interactive technology for children from an adult's perspective. All accepted full papers, short papers, and demos will be presented at the IDC2010 conference, and will appear in the IDC2010 Proceedings. The extended abstracts of accepted workshops, and a selection of the best position papers submitted for workshops, will be also included in the conference proceedings. yes, excellent indeed. May an interloping philosopher comment and then ask a question? (and then comment again, if anyone cares to read that far.) >From my perspective, much of this instantiates what I take to be Niel Postman's appropriation of Huxley, in contrast with Orwell: the shortest version of it I can come up with is, we fall in love with the technologies of our enslavement. (There's actually a nice reading of Postman's Foreword to his _Amusing Ourselves to Death_ on Youtube;: <http://www.youtube.com/watch?v=fMZejVltDDs&feature=related>, FWIW.) This critique is even easier to make in light of the early 2008 Guardian piece on the political and economic views of FB's founders (roughly, neo-conservative and "über-capitalist": <http://www.guardian.co.uk/technology/2008/jan/14/facebook>) Without developing this critique more fully here - one last bit of background to my question. Danah wants to focus more on choice and informed consent rather than privacy: > The battle that is underway is not a battle over the future of privacy and > publicity. It¹s a battle over choice and informed consent. I'd like a little clarification here - because I'm struggling to see how one can have meaningful choice and informed consent _without_ a strong realization of privacy? This isn't intended as a criticism of danah's most helpful and insightful comments. It's intended as an open and constructive request for clarification regarding what, in my view, may be a critical point. See further comment below, if interested. many thanks in advance to anyone who might be able to shed light on this for me. - charles (As I have come to understand it, individual privacy is a core component of modern western views of the person as an entity capable of agency and genuinely free choice - which in turn is a primary legitimation of basic rights, including choice and informed consent, and thereby liberal / democratic states (where liberal = you get to choose your own best good in reflective and informed ways, rather than have it defined for you by family / clan / tribe / state). Habermas is helpful here - but so are Locke and Kant, as well as, e.g., some recent feminist takes on Kant. I recognize that individual privacy in the U.S. is encoded into law only with the Warren and Brandeis decision in the late 1800s and is affiliated with a conception of identity that many (but not all) feminists, post-modernists and post-structuralists sought to deconstruct and replace especially via hyertext and CMC affordances in the 1990s. It is further abundantly clear on both theoretical and empirical grounds that our engagements with CMC are accompanied by a shift from a sense of self / privacy as primarily individual to a sense of a relational self more interested in a small-group privacy - of the sort expressed by the teenage girl danah mentions. While there are numerous individual / social / ethical / political positives to this shift - my worry is that if we thereby forget these basic components of democratic / liberal societies , much less forget how to foster and sustain such agentic selves and their capacities for reflective choice (as facilitated by individual privacy), we are thereby likely to fall (perhaps happily) into the decidedly non-democratic / authoritarian / non-egalitarian regimes that are historically affiliated with such relational selves. FWIW: between more recent research in CMC that points to a "return" to something like the modernist self that largely went out the window in the 1990s, and seeing some ways in which different cultures seem to offer, in some cases, conceptual resources and real-world practices that sustain such a self - _alongside_ the more relational kind of self - I'm less worried than I used to be.)
