Now, in the early days of the 21st century humankind faces challenges of even greater proportions than those perceived in 1987. The ability of people around the world to discuss, make decisions, and take action collaboratively is critical to addressing these challenges. Unfortunately, this fact is rarely acknowledged or promoted by decision-makers. Researchers, scholars, activists, advocates, artists, educators, technologists, designers, students, policy-makers, entrepreneurs, journalists and citizens are rising to these challenges in many ways, including the development of new communication technologies that build on the opportunities afforded by the Internet and other new (as well as old) media. DIAC-2008 combines CPSR's 11th DIAC symposium with the third Conference on Online Deliberation. There will be a variety of workshops and posters on topics such as community networking strategies; role challenges in technology and social action projects; large-scale citizen engagement strategy; political discourse in non-political spaces and designing social psychological Incentives for online collective action. Technology demonstrations include CivicEvolution; knowledge media tools for capturing deliberation in participatory spatial planning; discovering conversations in the blogosphere; dialogue mapping; TransparentDemocracy; and e-Liberate, a web-based system for online Roberts Rules of Order. We are planning a variety of presentations and panel discussions on "What type of software do we need?" and other topics. Europe in One Room We are fortunate to have the opportunity to preview the rough cut of Europe in One Room during the symposium. This new documentary tells the story of the first European Wide Deliberative Poll in which a scientific sample of all of Europe gathered in the Parliament Building in Brussels in October 2007 to deliberate for three days about the future of Europe. Each of the 27 countries were represented and the issues were discussed in 22 languages. Told through the eyes of the participants and organizers, this unprecedented experiment in transnational democracy shows that dialogue across differences of language and nationality is possible. This project is based on the work of Stanford professor Jim Fishkin who will be present at the showing. Open Space Session We're planning an Open Space Technology session on "Towards an Agenda for Online and Offline Public Participation" as a capstone event on the last day of the conference, June 29. This event will be free to the public (although donations are strongly encouraged). The open space approach may be the best way to spend less structured time as a collective group to formulate research and action plans. Berkeley, California It's generally warm (but not hot) in Berkeley in late June. Berkeley, California, is known for its higher education and cosmopolitan culture and is the home of social movements, such as the Free Speech Movement, as well as innovative technology such as BSD (Berkeley Unix). eRulemaking at the Crossroads, v.2.0 a pre-conference workshop at The 9th International Conference on Digital Government Research, May 18-21, 2008 Sunday May 18, 2008 - 9:00 am - 4:00 pm Overview The topic of eRulemaking has gained prominence in the Digital Government research community as well as the federal government. In 2006, a dg.o workshop examined "eRulemaking at a Crossroads". Over the past seven years, spurred by funding from the NSF's Digital Government program and other US agencies, government officials, citizens, activists, business leaders, and a wide range of scholars at Pitt , CMU , USC-ISI , and Cornell , have converged around the specific problem of building tools to manage the flow of public comments into the U.S. federal government. At the same time, the Office of Management and Budget has overseen the development of government-wide eRulemaking Initiative, now 5 years old, which created Regulations.Gov , a portal for reviewing all open rulemakings, and a Federal Docket Management System (FDMS). Meanwhile, a special committee of the American Bar Association is preparing a report on the "Status & Future of Federal e-Rulemaking". A vigorous debate still continues about the utility of mass public comment campaigns and alternate means for promoting citizen engagement. Dear colleagues, Help needed!!!! I have created a Google Docs spreadsheet with self-sign-up schedule for our organization and sent it to the mailing list of members. But now I realize that not all members have google accounts, and it seems one cannot access a google doc without having one. Is there any other options besides asking everyone to open a google account? And I DID manage to change a lot of the misrepresentations that were in their heads. And as much as they complained about it in the beginning, I think they like it in the end. At least they Twittered it to be so, we'll see the class evals. Now granted, due to my personal research on griefers in virtual worlds, we did take a look at some of the shady areas of the internet. One student asked me an *award* winning question towards to end after a session on griefers and their gross out activities. She asked "So what do you want us to get out of this class?" I told her (and everyone else in the class) that I don't want to make a believer out of anyone, but I want them to *understand* the internet culture as a whole, so they won't be taken in by the media bs that's being forced onto them. Technology is a wonderful thing, but like everything else, it can be used for good and for bad. If they dismiss it as exclusively bad and don't make any good uses out of it, then others will abuse it and use it for exclusively bad purposes. After thinking about my answer for about a minute, she said, that was a good answer. And I replied, well that was a hell of a question. Possibly the deepest question I've been asked by a student in my entire teaching career. So, that's my story... Enjoyable journey, but challenging... b.
