The University of Washington Center for Internet Studies (CIS) is conducting a study of public access ICT environments in 25 countries. The research will include an examination of physical infrastructures (libraries, telecenters, kiosks, etc.), public access policies, stakeholder analyses (especially within government), and the information needs of disadvantaged communities, among others. To implement this study, CIS is seeking qualified in-country research teams to conduct interviews, surveys and local language data analyses. The expected timeframe for the engagement is November 2007 through August 2008. The final list of countries is still being determined, and one of the criteria is the availability of a local research team with the capacity to undertake this research. JOURNAL OF ELECTRONIC COMMERCE RESEARCH: SPECIAL ISSUE ON VIRTUAL WORLDS CALL FOR PAPERS Special Issue on Virtual Worlds Submissions due: November 1, 2007 Scheduled Publication date: August 2008 Overview: The emergence of virtual worlds and Web 3.D change the way of doing business. Web 3.D is the synonym for Internet-based virtual worlds, where people can create own 3-D virtual personalities. Virtual Worlds such as Second Life and others are undergoing an evolution similar to that of the Internet in the mid nineties and might impact profoundly the way people cooperate, communicate, collaborate, and conduct business. The recent entering of companies such as Toyota, American Apparel, Nissan, or Adidas indicate the upcoming role of this platform for the next generation of conducting electronic business. This call for papers is intended to cover a wide range of business and research topics that fall within the broad description of activities, challenges, opportunities, applications, innovations and implications associated with Virtual Worlds as the emerging new online business landscape. Purpose of the Special Issue: The purpose of this special issue is to encourage discussion and communication of important research issues that underpin Virtual Worlds as an important aspect of e-commerce and to showcase interesting and significant research work in this critical area. Specifically this issues is focusing on business and legal issues of doing business in Virtual Worlds. Of particular relevance to the described focus are papers about business models, marketing, promotion, pricing, customer integration, consumer behavior, legal, cultural and cross-cultural research. The issue, however, will not be restricted to these topics; rather, it welcomes reports of theoretical or empirical research that examines pertinent business issues related to Virtual Worlds e-commerce. This special issue will be of interest to researchers, governments, small and large businesses, marketing and PR companies among others. A submission based on a paper appearing elsewhere (such as conference proceedings or newsletters) must have major value-added extensions to the earlier version. For conference papers, it should have at least 30% new material. The submitted manuscripts should follow the format as suggested in the Submission Guideline found in the journal website: http://www.csulb.edu/journals/jecr/s_guide.htm. Of particular note is that the manuscript should be prepared in Microsoft Word format. Yes, Holly and list! There is indeed the (relatively) easy affordance of paper, but I believe there is also the literal mode of communication that, compared to the oral mode for example, absolutely requires writing on some support. And the writing support has been a cultural necessity for so long that the virtual mode of communication wouldn't do without it overnight. I received the note below, as perhaps many of you did. It raised several questions: 1. They use the term Open Source, but I can't get into and modify or comment on the articles (something I'd dearly love to do in some journals). Isn't this really Open Access? 2. What's their business model? Suspicious guy that I am, I looked for submission fees (couldn't find a mention) or advertiser-supported (ibid.). Somebody has to pay for admin and editing costs. I doubt they will get many library sales -- even the huge U of Toronto library basically says NO NEW JOURNALS. And they don't seem to be supported by a non-profit willing to absorb the costs. FW: [ciresearchers] JoCI: Community Informatics and National ICT Policies/Programmes

(This invitation may be of interest here as well... MG -------------------------- I've been noticing an interesting trend recently which is the increasing inclusion of bottom up, often community or telecentre (and by inference Community Informatics (CI)) based strategies and approaches being included as part of national ICT policies. In many cases these are part of an overall inclusion of ICT for Development (ICT4D) elements in the respective national policies while in other cases they are linked to national commitments concerning e-government/e-participation or local economic development or other special thematic areas. Among the countries where such developments seem to be occurring are Brazil, India, Hungary, Jordan, New Zealand, Nepal, South Africa, and I'm sure there are many many others. In this context the Journal of Community Informatics http://ci-journal.net has received interesting papers documenting CI developments in several of these countries. My thought is that it would be very useful to have a wider collection of this information compiled in one place as for example, in a special issue of JoCI. So what I'm looking for at the moment are indications of interest in preparing papers for publication in JoCI looking at the implementation of Community Informatics or Community Informatics friendly national policies/programmes or alternatively assessments of national programs/policies from a CI perspective. As well if there are specific documents or reports that deal with these issues (hopefully not more than one or two years old) perhaps it would be possible to link to these along with commentaries from CI folks with experience in those countries. Also, critiques of national programmes/policies from a CI perspective would be useful in this context (anyone in Australia, Canada or the US want to do a paper talking about the retreat from community friendly national ICT support programmes or anyone want to do CI based critiques of any of the top down national ICT4D strategies that the "e-readiness movement" has spawned)? I'm seeing that the papers could be formally academic ones (for peer review) or structured as more practice oriented Notes from the Field or even Points of View. Since JoCI is an electronic journal there is no length or number restriction, so the more the merrier. Let me know privately off list if this is of interest to you and feel free to pass this along as well. Well, I know that this term was being used long before computers were around. My grandmother's elementary school autograph books had at least one BFF in them that I remember. My mother remembers them writing that in her junior high years too. That and "If you get to heaven before I do, dig a hole and pull me through." :-D.
