comparative cross-national diffusion of the internet

Plenty of histories of the Internet in the US have been written. Much has been said on the variables that it is claimed predict rates of Internet adoption in other countries around the world. However, I'm interested in when different countries first hooked up and especially when the first commercial ISPs started operating in different countries. Can anyone give me that information for the country they live in? Or direct me to historical reviews of the network in various countries? For what it's worth, I'm doing quite a micro-level, STS-style analysis of the appearance of the Internet in the context of Israel, a relatively early adopter, as far as I can tell. Any leads or information will be much appreciated! Peter Timusk: I am hoping that you can assist me with a minor, alright major statistics situation. When applying discriminant analysis would the ability to predict gender accurately at the rate of 68.2% be considered an effective or accurate measure with a processed sample population of 16,909 (8391 male cases and 8518 female cases -it has been weighted). My thoughts are that when one has a large sample like in a longitudinal study of students that 68% seems like a high error rate when one takes into account the 95% or the 90% accuracy rate commonly used in statistics or even the common plus or minus of 4% utilized in media polling. Am I correct in my assessment? If so can you explain why discriminant analysis would be good here. Do you think there is another method that may be a better fit here? Or am I incorrect in my assessment? Show me the way in this great debate. I guess in theory there is no "wrong answers" only better methods or processes for a given situation. I am not a statistician, so I am going to a person with a real background for help. If Peter can't help can someone on the board provide an assessment here. I am with a federal agency and we utilize online software, visual conference calls, satellite based training (which is now phone based and switching to VOIP), we are looking at Living Meeting, and I was just invited to a meeting where we are using other software. I am finishing up my dissertation now on Edutainment & Convergence and handhelds like smart phones, Blackberry's, Nexel walkie talkie/ phones, the iPod, pocketPCs and the new cell phones/smart phones (like the Korean versions)that utilize both VOIP and WiFi so that it switches seamlessly between the technologies when you enter buildings. As a film producer I have utilized handhelds like the Nextel, IM, message boards/groups like yahoo, and blogs to create instantaneous feedback. Dr. Taran should be looking at what her own company (actually the original AT&T since SBC purchased the name, history, long distance services and gov't contracts a year ago) is actually doing to compete against Verizon and others. The chief threat to the telecoms and cable is free/advertiser driven WiFi schemes that cities like Philadelphia, San Francisco, Portland and others are rapidly adopting in partnerships with local governments, the power companies who will utilize BPL to connect consumers, free Internet content providers who are using WiFi, satellite companies like DirecTV which is own by a major content provider Newscorp (Fox TV, News, Sports, FX, 20th Century Fox and numerous print publications) and emerging wireless technologies. These technologies will enable these training and educational tools to become even more portable and instantaneous. For example, I now utilize my Nextel to conduct national production trainings and meetings via direct connect with people in LA, San Antonio or wherever via speaker phone and pictures can be taken and loaded up via the web and sent to verify attendance in an audio environment. When I want to address an entire group, I can go on yahoo groups, Blackboard, my MySpace blog and have instant feedback. The blogs like eblogger and MySpace are very effective because I can refer students, fellow professionals to vodcasts and podcasts while they are reading and responding directly to the entire friends group and using RSS feeds to send or push future podcasts from audio messages via GoogleTalk or picture mail or video mail through Comcast. The hot applications right now are being created for smart phones and cells phones so that people can text, use IM applications for voice/text, use picture/text/voice combinations and now video is being utilized but not on a massive scale like it will be soon. Hollywood and other content providers are using mobi-sodes so an educator could utilize this method to show a program via cell phone, get students to send in voice comments via podcast blogs like eblogger and then respond via instant messenger directly and generally to the audience via the blog. The entire class or group would be kept together and expanded via RSS feeds. What state is Dr. Tartan located in Texas or New York I am guessing? I would love to interview her about this topic for my dissertation research this summer especially if she is in San Antonio or New York. I would like to help her. If she contacts me directly, I will see if I can special dispensation to do so from the government. As you know we are very meticulous these days about our systems, but maybe we can create a work around for her through a private outlet if there is an issue. This has been an incredibly frustrating conversation. conversations about inequality and stratification do little to address the fact that there are millions of Africans who already use ICTs and would welcome the chance to have their own laptop for themselves or for their children. don't assume that because its Africa that the need or capacity to use ICTs is somehow diminished because their utilities lack the stability and reliability of Western networks. After all, the United States has some of the most reliable ICT infrastructure in the world and still has higher rates of illiteracy and ICT-non participation than many smaller, poorer countries. ICT adoption, in a world increasingly inundated with the awareness of information as a tool, rests not simply upon the possession of the material artifact but much more so on the possibility of using information to improve one's life chances. The comment about using a laptop as a shovel? completely out of line and insulting. Would you have made that comment about rural Chinese or Appalachian hill people? The Flow Conference (Oct. 26 -29, 2006; Austin, TX) -- a series of roundtable discussions with topics created by Flow columnists organized around the future of television and media culture -- is now accepting submissions to join a roundtable. Hello all, I'm not a frequent contributor to this list but I feel I must weigh in here. I agree with the notion that inequality is, by default, wrong. Stratification, however, is a function of human social organization. Inequality, by contrast, results from the inevitable political struggles of stratification. Those with power try desperately to hold onto power in a variety of ways - why even Dr. Seuss's star-bellied sneeches attempted to "distinguish" (read: Bourdieu) themselves by *removing* their stars. One can imagine that no Western child would be caught *dead* with one of these laptops (too down-market). So what's going on here with this laptop issue? Well I believe it is rather ham-fisted to suggest that it is inequality-driving. Neither technology nor political economy is determinant here. Directional, yes, absolutely, but simply because a child in Senegal receives a $100 laptop does not mean she will experience increased inequality. That said, however, Jocelyn's point is important: all too often "technology transfer" is not at all knowledge transfer, thereby exacerbating the digital divide. Knowledge about technology is critical in regional innovation; it cannot be exploited locally without such knowledge. So my long-winded argument here is to suggest a more nuanced notion of this idea that such laptops result in inequality. Laptops-in-themselves do not create inequality; yet, they have a way of "revealing" (read: Heidegger) the world to that girl in Senegal that will render her experience inferior, unintelligible and likely, unequal.
