ITID invites submissions for a special issue titled Information Technology, Higher Education, and Sustainable Development: The Role of Universities in Building Knowledge Societies in Africa, Asia, and Latin America. This special issue will address how universities in developing countries are implementing innovative teaching, research and outreach activities that link ICTs to the development-related needs and activities of different local and national stakeholders, including scientists, educators, entrepreneurs, governments, civil society organizations, and rural communities. The issue will reflect how universities in developing countries are seeking to contribute to ‘ICT for Development’ (ICT4D) efforts, the impact of their efforts upon society and universities, and the internal and external challenges they face in realizing a productive and meaningful place in the ICT4D movement. The goal of this ITID issue is to lay a foundation for research and policy making in this area. The issue carries the same title as a conference recently held in Manila (www.cis.washington.edu/manila2005 <http://www.cis.washington.edu/manila2005>). The Manila conference itself built on previous international meetings at Makerere University (http://www.makerere.ac.ug/dicts/conference) Cornell University (http://www.einaudi.cornell.edu/conf/2004/ict) and the 2003 World Summit on the Information Society (http://www.wsis-online.net/smsi/classes/ict4d/events/ict4d-events-282979/ev…) that focused not only on building universities ICT capacity, but their capacity to leverage ICT to foster social and economic development. **For example, some relevant topics could be (a) the institutional capacity of universities to create knowledge tailored to different outside stakeholders; (b) the uses and effects of university involvement in community projects such as telecenters; (c) the creation of university programs that prepare students to become professionals in ICT-enabled development, or (d) efforts by universities to engage in local, national, or international policy-relevant research on emerging ICT issues. The topic of this ITID issue is broad and inherently multidisciplinary. The editors welcome a diverse pool of submissions from different fields such as political science, information science, communication research, education, rural sociology, computer science, telecommunications, economics, public health, and public policy, among others. The papers selected will present novel research that is theoretically grounded and methodologically sound, as well as those that relate to policy development and practical on-the-ground approaches to realizing the Millennium Development Goals and creating the building blocks of knowledge societies. terminology to describe developing countries

Hello, A few weeks ago I asked for input from this list on terminology to describe developing countries that had some analog technological infrastructure, if not the most digital, cutting-edge stuff. I had been calling such places "digitally emergent." Here's a synthesis of the comments I received from others on the topic, which are helpful for providing a more granular understanding of the words I've heard or used to describe developing places. * Second World (as in First, Second, and Third World. see http://en.wikipedia.org/wiki/Second_World) -- very problematic term. It has ambiguous, multiple meanings. It is obsolete in the sense that it references a Soviet presence that no longer exists. * Fourth World -- see Manuel Castells' work. socially powerless places/people such as women, children, or ethnic minorities. Can mean ethnic minority populations who are not fully represented by their nation-state/government. Can also suggest completely unindustrialized places. * Information rich or information poor. a way to characterize societies as they transition to knowledge-based economies. "Information rich" suggests people with access to information, e.g., through the Web, newspapers, etc. This rich/poor split can apply to international digital divides as well as domestic divides (like well-connected/not connected people and places in the US) * Technology adoption terms applied to countries (see WIPO http://www.wipo.int/copyright/ecommerce/en/html/index.html#5 ; these terms are taken from the UNDP Human Development Report 2001 http://hdr.undp.org/reports/global/2001/en/pdf/completenew.pdf) These reference the amount of technological and human resources that are present for technology adoption: "leaders" - e.g., Finland, US, Japan "potential leaders" - e.g., Mexico, Greece, Czech Republic "dynamic adopters" - e.g., Philippines, Brazil, China "marginalized" - e.g., Sudan, Senegal, Nepal Thanks! Italy visit possible AoIR meetup

I've had AoIR meetups in the past at various conferences and such, and I think it works great. So i'm proposing one for my next trip. I'm going to be in Turin(Torino) and Milan from May 17-23, mainly at the Triple Helix Conference in Turin. If you are somewhere near Northern Italy at that time, we can schedule a meetup, where several of us get together, have a meal, and talk. Generally these are fairly social events, where we talk about research, AoIR and related topics. In the past, I've done one in D.C. and one in Brisbane, and I think meetups are a great way to meet people that are working on related topics. So, if you are interested drop me a note off list to jhuns(a)vt.edu and I'll see what I can set up. IR 6.0 Student Paper Competition

I've had a number of questions about this competition and thought it best to address them generally. Here are some of the rules: The competition is open to GRADUATE students -- sorry, not open to undergraduates. Paper must have been ACCEPTED for presentation at the IR 6.0 conference. Papers must be received by me, Caroline Haythornthwaite (haythorn(a)uiuc.edu) by JUNE 1st, 2005. (Note, due to many other items to be scheduled around reviewing these papers, do not expect this deadline to be extended.) Papers should be around 5000 words. (Excessively long papers will not be considered.) --- NOTE: My preference is for papers in simple formats, i.e., single files that are easily opened in Word. If you have a complicated construction of files and graphics, it may be easier if you put that on a URL where I can access it. You can send a paper copy. If so, please allow time for the paper to reach me by the June 1st deadline. Send to me at the address below. Expect a confirmation of receipt of your paper. the next executive and the future of aoir

I think it is very important for people to get involved in this election, and to nominate people to serve on the executive. This next period will be very important to AoIR, and there are quite a few possible directions that the association might head, for instance: Will we develop a journal? or adopt a journal? or something else? Will we continue to pursue the Annual, or will we go a different direction? What will become of the website, wiki, conference system, and other tools we use all the time? Will we have to raise dues? Will we begin offering competitive bursaries to the conferences to whom? Will we standardize the conference or will we continue our 'every one is unique style'? Will we require full papers in future conferences? Those are just a smattering of the issues that the exec will deal with in the next two years, and many of them directly affect all of you. I'm sure the rest of the exec can think of even more issues and I'm sure you can too. So I'm encouraging you to participate in the election, the discussions around it, to nominate people, and to determine AoIR's future. Personally, I know that I'm stepping down this term, though I might stand for election in the future. It has been a great experience, and I'd continue it if I could, but I'm entering a new stage in my career soon, and want to pursue a few other projects for a while. Other original members of the exec are also reaching the end of their terms and ex officio terms, so we need people to step up and take the reins of AoIR, and help determine its future. i just responded to the question off list, so i'll share my response on list with some minor changes. this response is being posted initally to the list known as air-l which is @aoir.org. air-l is an open list provided by the Association of Internet Researchers. ----- The Association of Internet Researchers is an academic association dedicated to the advancement of the cross-disciplinary field of Internet studies. It is a resource and support network promoting critical and scholarly Internet research independent from traditional disciplines and existing across academic borders. The association is international in scope. ---- in short, we are an academic association.
