Just to keep you all up to date on the progress of reviewing proposals for IR 6.0. We have now received all the reviews. At this time we -- me and my two trusty assistants Anna Nielsen, and Ingbert Floyd -- are sorting, sifting, and counting to determine the accepted papers, panels, roundtables, and workshops. This will take us a bit of time, but we fully expect to send notices about proposals by the end of April. When I copy and paste the Japanese characters to the HTML code the ftp program that I use to transfer files (Cute FTP) displays only question marks. Any suggestions how I can solve this? Unit of analysis

Hi. As my literature review has progressed, I am sort of surprised of the fact that not many people touched on a basic issue in content analysis. As you know, the Internet is a different medium from traditional mass media, which have distinctive unit of analysis. Considering the web sites are interconnected with other web sites through hyperlinks, how can we determine the appropriate unit of analysis in analyzing web content? Traditional mass media have ultimate control over the exposure of content but the Internet allows users to extend the content. If we calculate the amount of content consumed by individual users, the actual amount of content available to the individual users surely exceeds ones carried by the individual web pages the users initially visit. My question is what is appropriate unit of analysis in web content analysis if we want to reflect the actual content available to the individual users. I hope I make myself clear here. It's a well-known problem and has been addressed by those working in virtual research methods. I would start by taking a very long look at this paper: Howard, Philip N. "Network Ethnography and the Hypermedia Organization: New Media, New Organizations, New Methods." New Media & Society 4, no. 4 (2002): 550-74. Foot & Schneider have defined the websphere as a unit of analysis, a particularly fruitful approach that has worked well in their research. AlSteven M. Special Issue Call for Papers: "Minority languages, multimedia and the Web" Submission deadline: April 30, 2005 For The New Review of Hypermedia and Multimedia, 2005 (2) Guest Editors: Daniel Cunliffe, University of Glamorgan, UK (djcunlif(a)glam.ac.uk) Susan Herring, Indiana University, USA (herring(a)indiana.edu) Information and communications technology, and in particular the World Wide Web, can be a double-edged sword as regards the maintenance and revitalisation of minority languages. On the one hand, minority language communities can be active shapers of these technologies, creating their own tools, adapting existing tools to local needs, and creating culturally authentic, indigenous electronic media. On the other hand, these technologies can be seen as a force for globalisation and neo-colonisation, reinforcing the existing dominance of majority languages and breaking down geographical boundaries that in the past may have protected minority language groups. Researching the effects of multimedia and the Web on minority languages is challenging, and it is not yet clear how best to utilise these technologies to maintain and revitalise minority languages. This special issue invites researchers and practitioners who are actively engaged in addressing these issues from practical or theoretical viewpoints to share their findings and experiences and to contribute to a platform for future research. Relevant topics include, but are not limited to: Minority language applications: * designing, implementing and evaluating applications * measuring the impact of applications on language use * promoting indigenous production and participatory design Influence of ICTs on minority languages: * adaptation of languages to online environments, e.g., Romanisation * behaviour of minority language speakers in online environments Measuring online minority languages: * quantitative and qualitative measurement of online presence and use * content related analysis of online presence and use Strategic issues: * understanding barriers to online minority language use * integrating multimedia and the Web into language planning Article submissions should typically be no longer than 7,000 words (excluding references) and should follow the formatting guidelines in the Instructions to Authors on the NRHM web site (www.tandf.co.uk/journals/titles/13614568.asp) Submissions should be sent by email to the Guest Editors, in Word, rtf or pdf format. They propose three accountability mechanisms: 1. Creation of an international oversight body to replace US oversight of ICANN 2. Restoration of ICANN's global elections 3. Decentralization of the Internet root zone and coordinated management between ICANN and the ITU. Cogburn, Assistant Pofessor, Syracuse University, School of Information Studies ### Executive Summary "WHAT DO TO ABOUT ICANN: A PROPOSAL FOR STRUCTURAL REFORM" by Hans Klein and Milton Mueller With the 2005 World Summit on the Information Society (WSIS) in Tunisia quickly approaching, and with the work of the UN Working Group on Internet Governance (WGIG) well underway, it is time to identify concrete policy options for Internet governance. Any initiatives in this area must address the criticisms that have been made of ICANN. Although the international community has defined Internet governance in a way that goes beyond ICANNs control of domain names and addresses, ICANN nonetheless remains central to many issues. Here we propose a series of structural reforms for it. The proposals here are designed to address the most important criticisms that have been made of ICANN. These criticisms include: * Concerns about unilateralism by the US Government in its control of the DNS root and its supervision of ICANN. * Dissatisfaction with ICANNs Government Advisory Committee (GAC), where governments have only advisory powers. * The perception that ICANNs governance model does not properly balance the interests of developed and developing countries and suppliers and users. * Concerns about the relations between ICANN, country code top level domain administrators (ccTLDs), and national governments. * The overall perception that ICANN lacks legitimacy. To address these issues, this paper proposes the following reforms for ICANN: 1) Limits on power and internationalized oversight. A legally-binding international agreement narrowly defining ICANNs powers and replacing US Government supervision with internationalized supervision . This would allow abolition of ICANNs Government Advisory Committee. 2) Democratization. Reinstatement and strengthening of the At Large membership of ICANN, especially a return to election of the At Large Board members and the granting of voting rights on ICANNs GNSO to At Large representatives. 3) Competition. Coordinated sharing of responsibilities between ICANN and the ITU in a way that would allow ccTLD managers and IP address users a choice of alternative governance arrangements.
