This ground-breaking conference will bring together policymakers, lawyers, technologists, social activists, and academics to discuss globalization and the law in terms of information flow. Patterns of information flow are one of the most important factors shaping globalization. Today, all sorts of entities -- individuals, groups, countries, and international organizations -- are trying to promote and control the flow across national borders of different kinds of information, including intellectual property, scientific research, political discourse, brand names, and cultural symbols. Ever-proliferating digitally networked environments subject information to yet new methods of distribution and manipulation. Control and influence of information flow will help define who holds power in the global information economy. This conference will explore these patterns of information flow and their political, economic, social, and cultural consequences. We will explore four key questions: * Can the flow of information across borders be controlled? If so, how? * Whose interests will be affected by flows of information across borders? Who will be empowered and who will lose influence and authority? * What role can and should law play in securing freedoms, rights, and democratic accountability as individuals, groups, and nations struggle over control of information flows? * What lessons can we learn about how to regulate information flow from past experience with other kinds of flow across borders, such as flows of goods, services, people, and capital? NEW BOOK ON WEBSITE ARCHIVING Archiving Websites. General Considerations and Strategies by Niels Brügger 76 pages Cover text "This book treats the micro archiving of websites, i.e. archiving by researchers, students or others without special technical knowledge who, using a standard computer, wish to save a website for further study. The phenomenon is discussed from the standpoint that Internet research must be able to stabilise and save the object of its analysis. However, the Internet is endowed with certain fundamental media-specific dynamics that make stabilisation difficult. Based on an account and discussion of these dynamics (linked as they are to sender, text and recipient) the following double conclusion is reached. Firstly, unlike other well-known media, the Internet does not simply exist in a form suited to being archived, but rather is first formed as an object of study in the archiving, and it is formed differently depending on who does the archiving, when, and for what purpose. Secondly, this means that there is an element of subjective creation in the archived material, so that methodical deliberations are necessary — in other words, the answers to why and how the archived material has been created. These conclusions form the starting point for the last section of the book, which, based on comprehensive tests of archiving software, discusses in depth the elements that can be included in an archiving strategy." The Iowa Journal of Communication announces a 2005 special issue on internet communication, guest edited by Mark Johns. Manuscripts should be received no later than *** MARCH 1, 2005 *** Computer-mediated technologies (CMTs) are no longer the province of "techies," but have become everyday means of social interaction in our society. This interdisciplinary issue welcomes research on the impact CMTs have had in daily communication among family members and coworkers, colleagues and competitors, friends and strangers. Papers investigating how individuals communicate with one another through email, community mailing lists (listservs or USENET), instant messaging, weblogs, MUDs and MOOs, game environments, and other online venues will be considered. The issue will particularly focus on issues arising for researchers in effectively and ethically studying online communication, therefore papers dealing specifically with these "meta-research" issues, and papers suggesting particularly innovative adaptations of traditional research methods to the CMT settings are especially welcomed. We welcome submissions from researchers in a variety of areas. Any manuscripts not accepted for the special issue will be considered for the general issue of the journal. The IJC follows a policy of blind review so no author identification should appear in the body of the manuscript. Manuscripts should not exceed 25 pages and should include a title page that includes author(s) name, academic position, institutional affiliation, full address, telephone number, email address and brief author bio. An abstract of not more than 150 words should accompany the paper. All submissions must conform to the most current edition of the APA. We welcome submissions that employ either quantitative or qualitative methodologies or both. For all empirical manuscripts authors must clearly and concisely describe their research methods, data or evidence, and analytical techniques, particularly for less standardized methods such as action research, case studies, and current practices reports. Following the academic tradition, all manuscripts must be grounded in prior research and scholarly literature relevant to the subjects being investigated. Manuscripts that are essentially speculative in nature, that lack a theoretical or empirical base, or that are not grounded in prior research will not be considered. Coverage: The coverage of IJEGR is international and focused on original research in electronic government applications, management, and policy.
