As the digitisation of society unfolds, there is an increasing need to know whether this phenomenon will engender an E-Qual society globally. This conference will address this subject by analysing ICTs, with a particular focus on the Internet, in countries in Asia, Africa and Latin America. Global E-Quality will bring together academics from different disciplines from Africa, Asia and Latin America. The conference is dialogue-driven; its main format will be a series of workshops chaired by leading experts in the field. UK Government's Major E-Democracy Push - Articles, Releases, Key Speech (A BIG DEAL)

The UK government has just announced a major e-democracy policy. Yes, a government-led e-democracy agenda. In my opinion, e-government will succeed only if it stands on two equal legs - service and democracy. I expect that many leading governments around the world will take up the UK's call and launch their own e-democracy initiatives to build a more balanced and successful approach to e-government. This is a completely new phase in the evolution of thought about government's democratic role in the information age - that of an initiator and actor and not simply a reactor to political and civic uses of the Internet that wash over their old forms of decision- making while elected and appointed officials feel helpless without the online tools required to be better representatives. Think of this new movement as "Representative E-Government," where the two-way Internet is integrated into the governance and representation process on par with the provision of online transaction services. Berit Skog at the Department of Sociology at NTNU is leading one of these projects (the most established one as far as I know), and I presume she would know about the statistics if there are any or forward your request (berit.skog(a)svt.ntnu.no) It is a really interesting question you are asking, and I'd really appreciate it if you could post the numbers to the list if you find any. My guess is that the differences are huge between countries: in Norway for instance (where I come from), "everyone" owns a cell phone (and the majority of children above 12, creatin a severe gap between the have's and the have not's). The costs for using it for regular calls are quite high though (in opposition to the US), whereas sending text messages on the other hand is very cheap. Teenagers hardly ever use their phones to speak, but as a written kind of medium, and several research projects focus on the specific language evolving through cell phone text messaging. Films/Pedagogy

Hi, A pedagogical question. Can folks who use films in their internet studies classes offer a list of them, either to this list, or to me personally? Equally important, tho, would be a few sentences of WHY you teach them or HOW you teach them in relation to the issues yr class explores. We all know the ususal suspects: Bladerunner, for example, and those films that disrupt narrative (Time Code) but what other films or videos and why and how? Thanks in advance.
