The Digital Services Act, a crucial piece of legislation, redefines platform liability within the EU. Each conference highlights a main theme, as well as including contributions on other aspects of global internet governance. Earlier GIG-ARTS meetings have addressed themes of “Global Internet Governance as a Diplomacy Issue” (Paris, 2017), “Overcoming Inequalities in Internet Governance” (Cardiff, 2018), “Europe as a Global Player in Internet Governance” (Salerno, 2019), “Online Information Governance” (Vienna, 2021), “Global Internet Governance and International Human Rights” (Nicosia, 2022), and “Governance of Cyber Security” (Padua, 2023). *GIG-ARTS 2024* The Eighth GIG-ARTS Conference, to be held at The Hague Campus of Leiden University, takes as its main theme “Thirty Years of Multistakeholderism in Internet Governance: Assessments and Prospects”. The multistakeholder principle has spread across governance of the internet (and other global issues) since the 1990s. After three decades of experimentation and development, how has this approach to ruling the internet fared? What promises have been fulfilled, and what problems persist? How can and should multistakeholder governance of the internet be taken forward into the future? In contrast to traditional multilateralism, which approaches global governance through formal intergovernmental organisations, multistakeholder arrangements bring together sectoral groups who “have a stake” in a given policy issue. Thus, rather than assembling representatives of nation-states, multistakeholder governance works through collaborations among academia, business, civil society, governments, technical community, etc. Multistakeholder global internet governance is most formally institutionalised in policymaking at the Internet Corporation for Assigned Names and Numbers (ICANN). The principle also underpins workings of the Internet Governance Forum (IGF) at its global, regional, and national levels, as well as organisations like the Internet Society (ISOC). Other nongovernmental global internet governance arrangements such as the Internet Engineering Task Force (IETF) and Regional Internet Registries (RIRs) continually involve academia, business, civil society, and governments alongside their main technical participants. Various United Nations processes, especially related to cybersecurity and internet governance, are also embracing the multistakeholder principle with pervasive consultations of nonstate actors. Multistakeholderism has been much debated in the internet ecosphere as well as global governance more broadly. Proponents argue that putting stakeholders at the heart of global resource management makes for more effective, democratic, trusted, and fair governance. Critics argue that multistakeholder processes are on the contrary inefficient, unaccountable, and subject to special-interest capture. Yet what does the record of thirty years actually show, and what are the prospects for the years to come? The Eighth GIG-ARTS Conference therefore especially welcomes papers and panels that address the sorts of questions listed below. We hope to bundle a collection of contributions in a journal special issue and/or an edited volume. • theorising multistakeholderism in global internet governance • typologies of multistakeholder internet governance • comparisons of multistakeholder governance in internet and other policy fields • comparisons of multistakeholderism with other models of internet governance (e.g. digital constitutionalism, digital sovereignty) • multistakeholderism as a discourse, narrative, and ideology of internet governance • general evolution of the multistakeholder approach in internet governance • experiences of particular multistakeholder arrangements in internet governance • (in)effectiveness of multistakeholder processes in internet governance • multistakeholderism and (deficits of) democracy in internet governance • equality and/or discrimination in multistakeholder internet governance • human rights and multistakeholder internet governance • collaboration and/or competition between multilateralism and multistakeholderism • multistakeholderism and geopolitics in internet governance • the role of governments in multistakeholder internet governance • legitimacy (empirical, legal, and normative) in multistakeholder internet governance • accountability (and its limits) in multistakeholder internet governance Of course, as always, next to the theme the GIG-ARTS conference also welcomes paper and panels on other aspects of internet governance. *Submission information* Authors are invited to submit their extended abstracts (no longer than 500 words), describing their research question(s), theoretical framework, approach and methodology, expected findings or empirical outcome. And for dissertating graduate students, this gap can be especially tricky to navigate. This panel will bring together advanced and recently graduated PhD students for a conversation about the gritty reality of doing a digital ethnography dissertation. Panellists will speak candidly about their experiences with digital ethnographic data collection, analysis, and writing, while also teaching, RAing, navigating the job market, and living lives outside of work. ABOUT OUR PANELLISTS: Michelle Cera is a doctoral candidate in the sociology department at New York University where she studies politics, gender, inequality, and social media. She has studied and written about the pandemic and gender inequality, the ethics of digital ethnography, young adult dating practices, and the gendered nature of hookup culture. Her dissertation focuses on far-right extremism on social media platforms. Her research interweaves political communication, the sociology of social movements, and political economy of new media to study the mediated forms and processes of democratic participatory politics with a focus on relationships. Her dissertation advances grassroots models of democratic citizenship that account for the ways content creators have translated conventional notions of good citizenships to form civic relationships. She has authored publications in leading outlets theorizing about relationships in networked grassroots activism. In a study published in Information, Communication & Society, she compares two case studies of feminist networked movement leadership from Korea—SchoolMeToo and Telegram Sextortion Ring Protest—to develop an understanding of brokerage as the type of communication that goes beyond the neutral act of connecting to reshaping the relationship between grassroots and institutional actors. Her research published in the International Journal of Communication adopts concepts of relational scripts and schemas to theorize networked relationships, illustrating the importance of studying relationships as integral building blocks of networked publics and instruments for resisting harmful technocultures. The 20th Annual International Conference on Distributed Computing in Smart Systems and the Internet of Things (DCOSS-IoT 2024) Abu Dhabi, UAE - April 29 to May 1, 2024 * The DCOSS-IoT series of events are always technically co-sponsored by IEEE, and Proceedings are published by IEEE Xplore. The 20th International Conference on Distributed Computing in Smart Systems and the Internet of Things (DCOSS-IoT 2024) will be held in Abu Dhabi, United Arab Emirates. The conference is always co-sponsored by the IEEE Computer Society and by the IEEE Technical Committee on Parallel Processing (TCPP). The conference was previously known as DCOSS. Starting in 2023, the event is broadening its scope beyond sensor networks to include smart systems in general and the Internet of Things (IoT). The updated name is "Distributed Computing in Smart Systems and the Internet of Things" (DCOSS-IoT). In the last few years, we have witnessed significant growth in the use of IoT and distributed sensor systems in several application areas, including smart transportation, smart energy systems, smart homes, and buildings, smart healthcare, and environmental monitoring. For smart sensor systems to truly become useful and pervasive, we need to address several research challenges, including the tight integration of sensing and machine intelligence, reliable and efficient networking, interoperability and scalability, the need for dependable autonomy, interaction with humans, and important aspects of security, privacy, and trust. DCOSS-IoT focuses on issues arising in the entire IoT and networked sensor systems stack, covering aspects of high-level abstractions, models and languages, communication technologies, novel algorithms and applications, system design approaches and architectures, and tools for simulated and real deployments. Potential authors are invited to submit original, unpublished manuscripts demonstrating recent advances in theoretical and experimental research. All submissions should be written in English and have a maximum of eight (8) printed pages, including figures and references. Two (2) additional pages at 100$/page for supplementary material only (such as theorems, proofs, implementation details) are allowed. Starting last year, DCOSS-IoT will follow a double-blind review process. As a result, authors must make a good faith effort to anonymize their submissions. Although submission is double-blind, the existence or availability of non-anonymous preprints (on arXiv or other preprint servers) will not lead to your paper being rejected. Reviewers will be instructed not to look for such preprints actively but encountering them will not constitute a conflict of interest. Papers that do not meet the size, formatting, and anonymization requirements will not be reviewed.
