Primer, Digital Sovereignty and Homeless Worker Movement in Brazil

Hello AoIR, In this May Day, the [1]Homeless Worker Movement in Brazil (MTST) launched a primer on digital sovereignty. It addresses issues of sovereignty and technology from social movements, workers' struggles and the majority world. The primer was supported by the University of Toronto through the [2]ACM Research, Creative & Professional Practice Grant (RCPP) from the Department of Arts, Culture and Media. The research and dissemination process was built collectively between members of the Technology Sector of the Homeless Worker Movement in Brazil and [3]Rafael Grohmann/[4]DigiLabour , as a knowledge mobilizati on activity. How do digital platforms shape our agency, and how do we shape digital platforms in turn? What is the role of digital platforms in forming our social, cultural, and political practices? How and whom do digital platforms (dis)empower? This special section of Lateral invites scholars from diverse fields to advance critical cultural inquiry at the convergence of platforms and agency on digital, networked, and/or new media. A digital platform is a standard which facilitates computational interactions between users and systems, according to Ian Bogost. Ubiquitous but self-effacing, platforms increasingly mediate the constitution and expression of consciousness. Troubling clean divisors between humanity and technology, platforms pose a challenge to monolithic, individuated, and humanist notions of agency that the field of cultural studies is uniquely poised to address. Thus, this section calls for scholars to attend to the ways in which platforms differentially amplify, accelerate, diminish, and subvert the agency of users, systems, and communities. We see this work following Beth Coleman’s characterization of networked agency as “the disruptive technology of our time” which troubles clean divisors between human/nonhuman, virtual/actual, and individual/system. This section will deepen Coleman’s provocation by demystifying discrepancies of access, leverage, and capacity that characterize the emergence of platforms within our stratified political system. We seek a diverse collection of essays that reflect the interdisciplinarity of cultural studies and platform studies. We encourage submissions from myriad traditions and approaches including media studies, political economy, performance studies, communication, composition, science and technology studies, gender studies, sociology, computer science, and more. Contributions to this session may, for instance: - Evaluate the entanglement of platform cultures within the politics of representation and regimes of symbolic violence - Critique structures of power on/of platforms, such as anti-blackness and digital colonialism, which inhibit and afford agency - Reveal the ramifications of platform capitalism, mediated labor relations, and the development and/or subversion of political consciousness - Develop posthuman challenges to agency by scrutinizing the impact of emerging technologies such as Artificial Intelligence - Trace the political ramifications of digital platforms and agency at play: video games, streaming, and/or social media - Compare imaginations and practices of algorithmic governance - Interrogate datafication as a constraint against or catalyst of networked subjectivities Please send all submissions and inquiries to digitalplatformsandagency(a)gmail.com. In this process, we are looking for scholars interested in submitting a paper for the issue—especially those exploring digital manifestations of violence as experienced and perceived within specific socio-cultural contexts. The travel award typically covers up to $1,250 of expenses, including registration, airfare, and lodging. However, the final number may be lower based on the number of applicants. The students may be pursuing an undergraduate or a graduate degree and field of study must be related to IEEE Smartcomp. Students who belong to groups that are under-represented in STEM and from minority-serving or under-represented institutions and states are specifically encouraged to apply Students and institutions who have not attended a SmartComp in the past. This forum is intended to provide doctoral students with a platform to interact with established researchers from both academia and industry and get useful guidance on the broader impacts of their research. The Forum will be structured as a poster presentation session by the students, followed by collective discussions. The student presentations will be interleaved with speeches by leading researchers, who will provide their own perspectives on current and future research in the field, as well as on how to best pursue a Ph.D. in this context. Current Ph.D. students at any stage of their career are encouraged to submit a 2-page extended abstract about their research to be considered for the Ph.D. Forum. The student should be the sole author, although the contributions of the advisor and others should be acknowledged. Submissions will be reviewed by the Ph.D. Forum program committee to ensure quality, relevance, and potential benefit from attendance at the Forum. There will be no separate registration fee for the Forum. Participating students will only need to register for the main SMARTCOMP conference. This series kicks-off on Tuesday, May 9, 15:00 CEST with a talk by Tarleton Gillespie, one of the most prominent researchers in the field of platform governance, on “Studying What Platforms Don’t Necessarily Want to Talk About”. Platform governance has received extraordinary public, scholarly, and policy attention in recent years. Knowledge and information about how platform powershapes public communication is critical for informed public debates and evidence-based policy-making. At the same time, researchers seeking to investigate content moderation and other platform activities with academic rigour and empirical consistency face substantial challenges, most prominently with regard to data access. Yet, there is a growing community of scholars doing empirical research in this domain. This series of talks invites scholars in this topic to share their experiences and views, fostering community exchange about how we can study platform governance in this challenging context. How can we cope with precarious or non-existent data access? How do we manoeuvre confidentiality and sensitivity of critical information? How do we deal with grappling decisions that we face in our empirical research? The hosts Christian Katzenbach, Paloma Viejo Otero, and João C. Magalhães are bringing the emerging expert community together to talk about these challenges and options, once a month for 1-hour online sessions.
