Borders, bordering and sovereignty in cyberspace *Call for Papers for RGS-IBG Annual Conference, London, 1-4 September 2020* Sponsored by: Digital Geography Research Group (DGRG) Session organisers: Dr Chenchen Zhang (QUB) and Carwyn Morris (London School of Economics) National borders continue to operate in the digital space despite predictions otherwise. Scholars have argued that the global communication space and the nation state are both oppositional and co-constituting forces in internet governance. Cyberborders are produced through, for instance, regulatory systems, jurisdictional assertions, censorship regimes, and discourses of cyber sovereignty and cyber security. While governments draw on concepts of sovereignty and national security to assert control over a virtual space that seems essentially borderless, civil society actors have also sought to put forward ideas of digital sovereignty along the lines of freedom and self-determination. This session aims to address theoretical and empirical questions regarding processes of (de)bordering and (de)territorialization in cyberspace. How are the concepts of sovereignty, territory, and borders reproduced and transformed in the context of the digital? What are the emerging patterns of power and contestation with regard to the control over data and information flows? We especially welcome contributions that engage with critical perspectives on the concepts of sovereignty, territory, and borders such as those focused on performance, discourse/practice, and governmentality. Papers might explore the following themes: * The production of digital territories and borders through legal, technological, and other means * Firewalls, censorship regimes, internet disruptions * The territorialization of services, infrastructure and populations * Concepts and discourses of cyber, digital, and data sovereignty * The geopolitics of data and internet control * Cyberborders and data protection law * How borders and practices of territorialization in cyberspace are contested * The impact of territorialization and bordering on populations * Conceptual and theoretical contributions * Contributions beyond methodological nationalism We encourage panellists to present in a creative method, not limited to a formal paper presentation. The session will consist of 4-5 papers, a strictly enforced 15 mins each to enable time for question and answers. Guidelines will be provided for accepted panellists. Whilst we would love to see you in London, we support Skype presentations and pre-recorded video presentations, as long as the presenter can engage in the Q&A. NEW BOOK: Meaningful Inefficiencies

I am thrilled to share the news of the publication of my new book. It's called *Meaningful Inefficiencies: Civic Design in an Age of Digital Expediency *(Oxford, 2020). I hope it will be of interest to many on this list, as it looks at the challenge of building trust in legacy civic institutions. Set with the backdrop of smart technologies, the book focuses on practitioners who are actively adapting those tools away from the primary value of efficiency, and towards participation, care and trust. Here's a description: Public trust in the institutions that mediate civic life—from governing bodies to newsrooms—is low, and many organizations assume that greater efficiency will build trust. As a result, these organizations are quick to adopt new technologies to enhance what they do. However, efficiency, in the sense of charting a path to a goal with the least amount of friction, is not always built on a foundation of trust. Meaningful Inefficiencies is about the practices that challenge the normative applications of “smart technologies” in order to build or repair trust with publics. Challenging the digital dualism of offline and online, memes are increasingly referenced, reappropriated and performed in a wide range of settings beyond the scope of social media platforms. Drawing on examples from Hungary and Armenia, this presentation examines how memetic sensibilities have become central to the ways in which liberal youth orient themselves in the everyday politics of postsocialist transformations. It explores how perceived remnants of socialism and elements of the illiberal present are turned into a source of the liberal self by apprehending them through the ironic sensibilities of the internet meme form. No longer bound by digital devices such as smartphones, the memeification of reality is key to the everyday negotiation of dichotomies of capitalist modernity versus the socialist past, orient versus occident, as well as class antagonisms and rural-urban divisions. Rik Adriaans is a Teaching Fellow in Digital Anthropology at UCL Anthropology. He is interested in questions of media and mediation, (trans)nationalism, post-socialism and public culture with a regional focus on Armenia and the global Armenian diaspora. His doctoral thesis was a multi-sited ethnography of the media circuits connecting the Armenian diaspora of Los Angeles to post-Soviet transition. On *June 29-30, 2020*, the Centre for Research in Communication and Culture at Loughborough University (United Kingdom) will host the sixth conference of the International Journal of Press/Politics, focused on academic research on the relation between media and political processes around the world. Professor Young Mie Kim from the University of Wisconsin will deliver a keynote lecture. A selection of the best full papers presented at the conference will be published in the journal after peer review. The deadline for submission of abstracts is *March 13, 2020*. Attendees will be notified of acceptance by *March 20, 2020*. Full papers based on accepted abstracts will be due *June 12, 2020*. The conference brings together scholars conducting internationally-oriented or comparative research on the intersection between news media and politics around the world. It aims to provide a forum for academics from a wide range of disciplines, countries, and methodological approaches to advance research in this area. At the same time, social and political scientists have been working on creating socio-political event databases for their studies for decades. The need for collecting data for socio-political science studies has been satisfied by manual, semi-automatic, and automatic approaches. However, the results yielded by these approaches to date are either not of sufficient quality or require tremendous effort to be replicated on new data. On the one hand, manual or semi-automatic methods require high-quality human effort; on the other hand, state-of-the-art event detection systems are not accurate to the point that their output may be directly usable, without human moderation. Finally, the NLP community has not achieved a consensus on the treatment of events both in terms of task definition and appropriate techniques for their detection. Given the aforementioned limitations, there is an increasing tendency to rely on machine learning (ML) and NLP methods to deal better with the vast amount and variety of data to be collected. This workshop aims to inspire the emergence of innovative technological and scientific solutions in the field of event detection and event metadata extraction from news, as well as the development of evaluation metrics for event recognition. Moreover, automated tool performances need to be reproducible and comparable. Although a tremendous effort is being spent on creating socio-political event databases such as ACLED, GDELT, MMAD, and ICEWS, there has not been much progress in harmonization across event schemas and tasks. This limitation causes the definition of the events and automated event information collection tool performances to be restricted to single projects. Consequently, the lack of comparable and reproducible settings hinders progress on this task. We invite contributions from researchers in NLP, ML and AI involved in automated event data collection, as well as researchers in Social and Political Sciences, Conflict Analysis and Peace studies, who make use of this kind of data for their analytical work. Our goal is to enable the emergence of innovative NLP/IE solutions that can help to deal with the current stream of information, manage the risks of information overload, identify different sources and perspectives, and provide unitary and intelligible representations of the larger and long-term storylines behind news articles. Our workshop will provide a venue for discussing the creation and facilitation of language resources in the social and political sciences domain. Social and political scientists will be interested in reporting and discussing their desiderata from automated tools in comparison to their traditional coding approaches. Computational linguistics and machine learning practitioners and researchers will benefit from being challenged by real-world use cases, in terms of event data extraction, representation and aggregation. We invite work on all aspects of automated coding of socio-political events from mono- or multi-lingual news sources. To continue the efforts initiated at LREC 2014 about “Sharing LRs” (data, tools, web-services, etc.), authors will have the possibility, when submitting a paper, to upload LRs in a special LREC repository. This effort of sharing LRs, linked to the LRE Map for their description, may become a new “regular” feature for conferences in our field, thus contributing to creating a common repository where everyone can deposit and share data. Best wishes, Pam My name is Lisa Newman and I work as an instructor in the Technical Communication Department at Mercer U. I am also a Ph.D. student at the University of Georgia in the Learning, Leadership, and Organization Development (LLOD) program. My research focus is Cybersecurity and I am exploring the relationship between human factors, complex systems, and adaptive challenges. Call for applications: ZeMKI Visiting Research Fellowship (paid) Position: ZeMKI Visiting Research Fellow Media, Communication and Information Institution: ZeMKI, Centre for Media, Communication and Information Research, University of Bremen, Germany Duration: 1 month (either between April and June 2020 or between October and December 2020) Salary: 3,000 euro + 1,500 euro budget for direct costs Contract: Fee contract Application deadline: February 6, 2020 (23.59 CET) The ZeMKI, Centre for Media, Communication and Information Research, University of Bremen, offers a thriving interdisciplinary research environment in the areas of media, communication and information. Involved disciplines include communication and media studies, computer science, cultural studies, educational science, studies in religion, and history. The ZeMKI invites applications from excellent researchers in the field of media, communication, and information. As a ZeMKI Visiting Research Fellow, the selected candidate will delve into the versatile research activities at the interdisciplinary centre with over 60 members. Applicants should demonstrate experiences and a strong interest in collaborative research which is embraced at the ZeMKI in various ways and contexts. The selected candidate is expected to contribute to these research activities in the area of media change and transforming communications in the form of a research paper submitted to the peer-reviewed “Communicative Figurations” working paper series and a lecture in the ZeMKI Research Seminar. Applicants must have a PhD or other doctoral degree in a relevant discipline by the application date. We offer a lump sum allowance of 3,000 Euros plus up to 1,500 Euros for research related expenses.
