Coding, programming and algorithmically interpreting data is informed by the concepts, ideas, values and affordances of the technologies and people that engage with data. Even if the word data means "given", information becomes socially and politically imbued as soon as it is selected and categorized to make it available for analysis. Such insights are no longer only subject of academic critique, but the normativity of data analysis has by now become integrated into public discourses. In fact, the value of data has created a new market for moral entrepreneurs, who re-frame data analysis as a tool for moral engineering and security politics. At this conference we explore how values, ideas and concepts are not only necessarily embedded in data analysis, but also in what way they are productive and co-create society. We discuss the relationship between data analysis, ideas and values by looking at the workings of digital security techno logies, data security policies or the security politics of data. At the centre of these systems and infrastructures are digital interfaces enabling the flow of information and data between organizations and their publics, mediating access to services and generating data about service users. Originating in engineering to describe a face of separation between substances (Bottomley 1882) and, later, places or surfaces where two bodies or systems come together (OED 1990; McLuhan 1962), the concept of the ‘interface’ entered common use in new media studies at the turn of the century to denote mediations between human and computer, between computers or between humans. Interfaces are both technical devices and conceptual spaces. In digital communications, the word ‘interface’ denotes the software and hardware that conditions the interaction between computers and between computers and humans, as well as the interweaving of information and forging of connections that is directed through digital code. Interfaces have the power to shape communication and information access (Gane and Beer 2008) structure the choice of users and make normative claims about the purposes and appropriate use of content (Andersen and Pold 2014; Stanfill 2015). Service providers and content producers inscribe specific roles and types of agency into software interfaces (Lammes 2016) highlighting the affordances of websites (Graham and Henman 2018) and other human-facing technologies. Public service webpages, dashboards and social media feeds, demarcating appropriate modes of engagement, privilege certain content options, presuppose user competencies and deploy user characteristics shaping the production of user data that can be co-opted by powerful interests. Such power asymmetries have been the subject of ongoing policy debates about the crisis in public information (‘fake news’) and the necessity for regulatory intervention enforcing platform responsibility and supporting media literacy. Communications policy research has addressed today’s evolving digital media systems as platforms (e.g. Mansell 2015; van Dijck, Poell and Waal 2018) and as software and content (Burri 2015; Helberger, Karppinen and D'Acunto 2016), but less so as interactions and interrelationships of platform design, service software, content and structured media and information access. For this special issue, we invite contributions that examine interfaces on the institutional, organizational strategy, technology design and access level with a focus on universal/inclusive public communications and services. We invite contributions that include, but are not limited to, the following themes: * Digital interfaces and the structuring of user choice. * Public service ideals and evolving user interfaces: institutional strategies and alternative innovation. * Social inclusion by design. * Interfaces, aesthetics and configuring the public service user. * Digital interface affordances and public value. * Emerging interface technologies. * Digital interface design knowledge exchange and policy diffusion. * Interface regulation. SOFSEM presents the latest results and developments in academic and industrial research in leading areas of Computer Science. The first SOFSEM was organized in 1974, and it was traditionally located in the Czech and Slovak Republics, before it starting moving to other European locations. In 2017 it was organised in Ireland, in 2018 in Austria and in 2019 in Slovakia. The 46th edition will be organised in the sunny Mediterranean island of Cyprus. SOFSEM consists of Invited Talks by prominent researchers, Contributed Talks selected from the submitted papers, and the Student Research Forum. The program is organized in plenary talks and parallel tracks devoted to original research in contemporary areas of Computer Science. SOFSEM has a long-standing tradition of facilitating discussions and collegial interactions and is well-known for its familiar and inspiring atmosphere and as a meeting place for active and leading computer scientists. SOFSEM is a track based conference. It features the traditional track on Foundations of Computer Science and a number of other tracks that over the years have evolved to cover and address contemporary important areas of Computer Science, such as Artificial Intelligence, Cryptography, Security, and Verification, Data Science, Knowledge Engineering, Social Computing and Human Factors, Software and Web Engineering, etc. The proceedings of SOFSEM are published in the prestigious ARCoSS (Advanced Research in Computing and Software Science) subseries of Springer's Lecture Notes in Computer Science (LNCS) series. For SOFSEM 2020, the Steering Committee is inviting proposals for organising tracks. The tracks can be of theoretical or practical nature or a combination of both. Tracks from industry are particularly welcome. The proposal should not exceed 3 pages and should include the following items: a) Title, aim and scope of the proposed track, as well as the list of topics that the proposed track will address. b) Rationale for having this track in SOFSEM, including any other similar events that the proposed track complements or differs from. c) Names, affiliations and short CVs for the chairs of the proposed track, demonstrating past relevant experience in organising such tracks or events. d) Tentative list of names of the Program Committee for the proposed track. e) A short dissemination plan for the CFP mentioning the forums where the latter will be posted. The proposals will be reviewed by the Steering Committee and the General Chairs, based on the above mentioned criteria. A proposal may be accepted as is, requested to modify its title and/or topics covered, merged with another proposed track or rejected. Upon acceptance, the track chairs will be notified of their exact duties in managing the affairs of their track. The Steering Committee reserves the right to cancel a track at any moment in time, if these responsibilities are not dealt with satisfactorily by the track chairs. Call for Papers / Submission system now open for: DATA POWER: global in/securities A two-day, international conference Date: Thursday 12th and Friday 13th September 2019 Venue: University of Bremen, Germany Deadline for submissions: 31st January 2019 With increasingly globalized digital infrastructures and a global digital political economy, we face new concentrations of power, leading to new inequalities and insecurities with respect to data ownership, data geographies and different data-related practices. It is not only a concentration of power by a few corporations, but also a concentration of the availability of data in individual regions of the world. This includes (exerting) power about data (infra)structures and processes of data creation, data collection, data access, data processing, data interpretation, data storing, data visualisations. The Global in/securities theme of the 2019 Data Power conference attends to questions around these phenomena, asking: How does data power further or contest global in/securities? How are global in/securities constructed through or against data? How do civil society actors, government, people engage with societal and individual in/securities through and with data? What are appropriate ontologies to think about data and persons? How may we envisage a just data society? And what does decolonizing data in/securities look like? This conference creates a space to reflect on these and other critical issues relating to data’s in/security and its decolonizing. One the one hand they are increasingly important interface between governments, the public sector and their respective publics, and on the other hand, they also play an important role for innovation in the public sector, improving public service delivery and providing opportunities for public participation. Social media applications and digital tools have also reshaped the nature of collaboration within public organizations, across governance networks, impacting political communication and campaigning. Whilst social media is extensively used in politics and by political figures, governments still struggle to understand how best to use social media and to develop a social media strategy, how to implement them for operational activities and the digital transformation of the organisation, improve services and achieve change and strategic goals. We invite relevant studies on social media in the public sector that draw on conceptual, case study, survey, mixed or other suitable methods. We also welcome interdisciplinary approaches to the conference topics. Accepted full research papers (max. 12 pages) will be published in the Springer LNCS IFIP EGOV or IFIP EPART proceedings. Papers in the categories of Ongoing Research (max. 8 pages), Reflections and Viewpoints (max. 6 pages), Practitioner Papers (max. 6 pages), projects (max. 8 pages), workshops (max. 2 pages), panel proposals (max. 2 pages), and posters (max. 2 pages) can be published (but do not need to be) in a special conference issue of the eJournal of eDemocracy and Open Government (JeDEM).
