*** SECOND CALL FOR DEMOS AND LATE BREAKING RESULTS *** 27th ACM International Conference on User Modeling, Adaptation and Personalization (ACM UMAP 2019) Golden Bay Beach Hotel 5*, Larnaca, Cyprus, June 9-12, 2019 http://www.cs.ucy.ac.cy/~george/lm/lm.php?tk=YWlyLUwJCQlhaXItTEBsaXN0c2Vydi… Submissions due: March 16, 2019 ACM UMAP - User Modelling, Adaptation and Personalization is the premier international conference for researchers and practitioners working on systems that adapt to individual users, to groups of users, and that collect, represent, and model user information. ACM UMAP 2019 invites Demonstrations and Late-Breaking Results (LBR) papers of innovative UMAP-based systems (including research prototypes). You are encouraged to submit your Demo or LBR by March 16th 2019. DEMONSTRATIONS Demonstrations will showcase research prototypes and commercially available products in a dedicated session. Demo submissions must be based on an implemented and tested system that pursues one or more innovative ideas in the interest areas of the conference. Demonstrations are an excellent and exciting way to showcase implementations and to get valuable feedback from the community. Each demo submission must make clear which aspects of the system will be demonstrated, and how. To better identify the value of demos, we also encourage authors to submit a pointer to a screencast (max. 5 minutes on Vimeo or YouTube) or to any external material related to the demo (e.g., shared code on GitHub). Descriptions of demonstrations should have a length of max. 2 pages in the ACM SIG proceedings template. On an extra page (not to be published), submissions should include a specification of the technical requirements for demonstrating the system at UMAP 2019. LATE-BREAKING RESULTS Late-Breaking Results (LBR) are research-in-progress that must contain original and unpublished accounts of innovative research ideas, preliminary results, industry showcases, and system prototypes, addressing both the theory and practice of User Modeling, Adaptation and Personalization. In addition, papers introducing recently started research projects or summarizing project results are welcome as well. We encourage researchers and practitioners to submit a late-breaking work as it provides a unique opportunity for sharing valuable ideas, eliciting useful feedback on early-stage work, and fostering discussions and collaborations among colleagues. Late-Breaking Results papers have a length of 4 to 6 pages in the ACM SIG proceedings template and will be presented to the conference as posters. SUBMISSION AND REVIEW PROCESS Submissions (demos and late-breaking results) must adhere to the ACM SIG Standard (SIGCONF) proceedings template. A template can be found at: http://www.cs.ucy.ac.cy/~george/lm/lm.php?tk=YWlyLUwJCQlhaXItTEBsaXN0c2Vydi… . Submit your papers in PDF format via EasyChair for ACM UMAP 2019 Demos and Late-Breaking Results at: http://www.cs.ucy.ac.cy/~george/lm/lm.php?tk=YWlyLUwJCQlhaXItTEBsaXN0c2Vydi… . The review process will be single blinded, i.e. authors' names should be included in the papers. Submissions will be reviewed by at least two independent reviewers. They will be assessed based on their originality and novelty, potential contribution to the research field, potential impact in particular use cases, and the usefulness of presented experiences, as well as their overall readability. Papers that exceed the page limits (2 pages for demos and 6 pages for LBR) or do not adhere to the formatting guidelines will be returned without review. Fwd: The IRS wants to use social media to catch tax cheats
by Joly MacFie 27 Dec '18

27 Dec '18

[Note: This item comes from Randall Head. via Dewayne Hendricks] ---------- Forwarded message --------- The IRS wants to use social media to catch tax cheats By Justin Rohrlich Dec 26 2018 < https://qz.com/1507962/the-irs-wants-to-use-facebook-and-instagram-to-catch… > The Internal Revenue Service is looking for ways to scour social media platforms like Facebook, Instagram, and Twitter in its ongoing quest to catch tax cheats. That’s according to a request for information issued December 18 by the IRS’s National Office of Procurement. The mining of social media data by the agency has been suspected in the past, but the IRS has never before confirmed the practice. “Businesses and individuals increasingly use social media to advertise, promote, and sell products and services,” the IRS solicitation reads. “For example, taxpayers can create ‘online stores’ on social networking sites free of cost. Much of this information is unrestricted, allowing the public, businesses and various governmental agencies to discover taxpayers’ locations and income sources. But the IRS currently has no formal tool to access this public information, compile social media feeds, or search multiple social media sites.” Current IRS policy regarding its employees’ use of internet-based social media research is “largely prohibitive,” it continues. Workers are barred from using their personal social media accounts for work, nor are they allowed to create fake accounts to perform compliance-related tasks. The IRS also “prohibits fictitious ‘friending,’ ‘liking,’ and ‘following’ a person or business.” Evinnia Lenick, a senior program analyst with the IRS who is overseeing this stage of the initiative, and Kelvin Bogan, the contract specialist on the project, did not immediately respond to a request for comment. American businesses underpay their taxes by $125 billion each year, according to IRS estimates. Overall, the tax agency reports a net tax gap of more than $400 billion annually due to tax evaders. The agency can certainly use all the help it can get, especially in the face of a budget deficit that has swollen under president Donald Trump to $782 billion; corporate tax receipts have dropped $92 billion year-over-year. The IRS is also working with fewer resources: As of last year, it had 9,510 auditors, one-third fewer than it had in 2010. It conducted 675,000 fewer audits in 2017 than it did in 2010, a drop of 42%. What’s more, nearly a third of current IRS employees will be eligible to retire in the next year. As such, the IRS is looking for a social media search tool that will, among other things: • Provide a product that is easily explainable in court. • Provide real time, customizable reports of publicly available social media information (provided or advertised by businesses), such as new products, current sales, and new locations. • Provide reports showing that a taxpayer participated in an online chat room, blog, or forum, and reports showing the chat room or blog conversation threads. • Provide available biometric data, such as photos, current address, or changes to marital status. • Provide access for at least 25,000 concurrent users.
