[:-) /Gerry College & Research Libriaes News / vol. 71 no. 6 / pp. 286-292 / June 2010 ACRL Research Planning and Review Committee The ACRL Research, Planning and Review Committee, a component of the Research Coordinating Committee, is responsible for creating and updating a continuous and dynamic environmental scan for the association that encompasses trends in academic librarianship, higher education, and the broader environment. As a part of this effort, the committee develops a list of the top ten trends that are affecting academic libraries now and in the near future. This list was compiled based on an extensive review of current literature (see selected bibliography at the end of this article). The committee also developed an e-mail survey that was sent to 9,812 ACRL members in February 2010. Although the response rate was small (about five percent), it helped to clarify the trends. The trends are listed in alphabetical order. [snip] Explosive growth of mobile devices and applications will drive new services. Smart phones, e-book readers, iPads, and other handheld devices will drive user demands and expectations. The 2009 ECAR study of undergraduate students and information technology found that 51.2 percent of respondents owned an Internet-capable handheld device and another 11.8 percent planned to purchase one within the next 12 months.8 Students indicated that they most wanted to use their institution’s e-mail service, administrative services, and course management system from their handheld devices. While only 14.8 percent of respondents indicated that they wanted to use library services, this percentage is likely to grow quickly, as vendors offer mobile interfaces to electronic resources, mobile applications for OPACs increase, and more libraries offer reference services via text messaging and mobile interfaces to their own digital collections. Librarians will need to think creatively about developing services for users of mobile devices and take into account both user needs and preferences and the relationship of services to the academic program of their institution.9 Regardless of the services a library chooses to offer, there will be staffing, training, budgeting, marketing, and instruction implications. The eJournal of eDemocracy and Open Government addresses the theory and practice in the areas of eDemocracy and Open Government as well as eGovernment, eParticipation, eDeliberation and eSociety. The aim is to impact the quality, visibility, efficiency and use of research and work in eDemocracy, Open Government and related fields. Call for Papers The past decade has seen a significant increase in the number, variety and quality of eParticipation trials, particularly in Western and Southern European countries. The impulse of the European Parliament and the financial support by the Commission have been instrumental in establishing a pan-European community of practice, made up of academia, governments and solution providers from virtually all EU Member States. However, on the evaluative side, many projects that were seen through to their conclusion apparently failed to meet expectations. The most evident limitations are the typically low number of active participants and the relatively poor impact of the (majority of) projects. Although it is often taken for granted that ICT-supported political participation will be of increased importance in the future, the question of how to enhance the sustainability of eParticipation projects has not yet been convincingly answered. In times where most of the European countries have to cope with a difficult financial situation, eParticipation supporters and particularly Public Administration officials will be put under even more pressure to show that the required resources lead to tangible results and create real value for the citizens. In this volume of JEDEM we are calling for theoretical and practical papers addressing the challenges of Sustainable eParticipation. -review of successful examples of implementation -institutional, legal, social and economic aspects of sustainable eParticipation -ICT supported co-creation of public services -eParticipation and Gov 2.0 -Living Labs and eParticipation The journal encourages critical, multi-disciplinary approaches including political science, legal studies, economics, sociology and psychology so as to better understand and support societal and institutional needs, developments and changes. Libraries and Mobile Technology: An Introduction to Public Policy Considerations / Timothy Vollmer [ALA Office Of Information Technology Policy / Policy Brief No. 3, June 2010] As the information revolution continues to unfold, libraries will experiment withmobile devices and services to support the information needs of their users whereverthey may be. The adoption of mobile technology alters the traditional relationships between libraries and their users and introduces novel challenges to reader privacy. At the same time, the proliferation of mobile devices and services raises issues of access to information in the digital age, including content ownership and licensing, digital rights management, and accessibility. This policy brief explores some of these issues, and is intended to stimulate further community discussion and policy analysis [snip] Enabling Libraries to Provide Expanded Services to Users Libraries can better serve their users by embracing the growing capabilities of mobile technology. They can promote and expand their existing services by offering mobile access to their websites and online public access catalogs; by supplying on-the-go mobile reference services; and by providing mobile access to e-books, journals, video, audio books, and multimedia content. [snip] Mobile devices and services therefore provide tremendous flexibility for those who wish to take advantage of library services. With a simple 3G connection, a user lying on a beach can access e-books and multimedia content via his or her local library. If a smartphone can always access a network, content can be continually streamed to the device over the network, providing content on demand and making it unnecessary to maintain a local copy of the material. By going mobile, then, a library takes a giant step toward becoming a round-the-clock service. [snip] Conclusions and Recommendations Mobile technology holds great promise for enabling libraries to provide enhanced services in a form users increasingly are demanding. The imaginaries, practices, and genres of networked social media developed in this group figured in the initial development of Web publishing and prefigured contemporary phenomena such as Facebook and a host of other media collectively known as "Web 2.0." While my ethnography examines the symbiosis of online and face-to-face sociality in the growth of Web publishing, this paper focuses on that symbiosis at a more micro-level, looking at specific forms and practices of networked social media in Cyborganic that have become predominant on the contemporary U.S Internet. Anthropologists have challenged the assumed "isomorphism between space, place, and culture" (Gupta and Ferguson 1992: 34) and have theorized "technological infrastructures as sites for the production of locality" without a necessarily geographic referent (Ito 1999:2). Despite this decoupling and the tendency to associate online sociality with fragmentation and dematerialization, my Cyborganic study demonstrates that the intermediation of online and onground can work to consolidate and extend, rather than attenuate, affiliations based on place and embodiment that anthropologists have long seen as defining sources of identity and cultural difference.

Exploring Produsage New Review of Hypermedia and Multimedia Special Issue Call for papers The concept of produsage points to the shift away from conventional producer/consumer relationships, and highlights the more fluid roles of users and contributors within social media environments. Participants in open source projects, in Wikipedia, in YouTube and Second Life are no longer merely consuming or using preproduced material, but neither are they at all times acting as fully self-determined producers of fully formed new works; rather, they occupy a hybrid position as produsers of content. Produsage processes are now evident across a wide range of activities - mainly online, but increasingly also extending to the offline world - from citizen journalism and communal knowledge management through to collaborative artistic activities, from learner-led education models to citizen engagement in political processes. As such models establish themselves, what does an examination through the lens of the produsage framework reveal about their internal operations? How do they affect the existing institutional, industrial, social, and cultural environments within which they operate? How may they be guarded against cooptation and exploitation by corporate interests? What possible futures do they foreshadow? Hence, the potential audience of this book will consist of all these stakeholders of an economy. Dutton, Professor of Internet Studies, Oxford Internet Institute, University of Oxford Background In 2005, Nancy Baym edited a special issue of The Information Society (Vol. 21, No. 4) that asked the question, ³Is Internet Research¹ a Virtual Field, a Proto-Discipline, or Something Else?² In 2010, two handbooks of Internet Studies will appear (edited by Hunsinger, Kastrup, & Allen [Springer] and Consalvo & Ess [Wiley-Blackwell]) while a third has been launched (Dutton [Oxford University Press]. These publications document the emergence and development of Internet Studies as a field of research and scholarship in its own right, one affiliated with a characteristic topoi of issues, research questions, methodologies, and its own distinctive ethics. To further explore the broad terrains and structures of this emerging field, the Oxford Internet Institute is organizing a series of workshops and lectures over the next two years, intended to encourage and gather critical analyses and perspectives from a number of internationally-recognized scholars and researchers, along with younger colleagues whose research promises new insights and perspectives. The first of these workshops, held at Aarhus University on 19 March 2010, took stock of the field by critically assessing the two major volumes on Internet Studies (Consalvo and Ess 2010, and Hunsinger et al 2010), with a view towards developing further insights for the field, its current and future directions, and its (potential) significance and impact. Future workshops are being organized, including one that will be held in Barcelona in early 2011. Steve Jones (<http://www.oii.ox.ac.uk/events/?id=380>), and Matthew Allen (<http://www.oii.ox.ac.uk/events/?id=344>) have held lectures in this series at the Oxford Internet Institute, and Charles Ess (<http://www.oii.ox.ac.uk/events/?id=390> will present one of a number of future lectures. A special issue of New Media & Society is intended (a) to encourage and collect the development of scholarly contributions developed initially for these workshops, and lectures, and (b) gather related scholarly research and reflections from the global community of Internet scholars and researchers. These contributions will build on the existing and forthcoming handbooks and related compilations to stimulate and inform global discussion about the emerging field of Internet Studies. Accordingly, we invite contributions from across the range of disciplines applied to study of the Internet that address our thematic questions, beginning with: can ³Internet Studies² be discerned and demarcated as a field (or fields) of academic research and scholarship out of the rapidly growing body of research and scholarship intertwined with the Internet and the array of human interactions it facilitates? And: insofar as Internet Studies can be argued to exist as a field(s) what are its defining characteristics, including, e.g., a distinctive set of objects of study, research questions, methodologies, a body of findings and literature recognized as foundational or definitive, ethical guidelines, professional expectations, and whatever else we may argue to be necessary, if not sufficient, conditions for an academic field(s) of study? Contributions may take one of two forms. One, authors may seek to develop comprehensive and authoritative overviews of how an important topos of research on the Internet (e.g., social interactions, emotion, identity play and development, etc., etc.) has been studied, important findings, and areas in need of further research. Two, authors may take a critical perspective on the field as a whole or any sub-field within this area. Generally, the special issue will not focus on the presentation of specific research, even though it might connect well with and reflect upon a broader synthesis or overview of a larger domain of Internet research. Other special issues and articles are well suited for the publication of original research. This issue will be more focused on generating the most stimulating syntheses of the field defining the vitality and overall state of the field. Selected contributions will appear in the special issue of New Media & Society. Submissions are due to the editors by December 31, 2010. Submissions accepted by the editors will be returned to the author(s) for any needed revision by 31 March 2011; final versions will be due back to the editors by 30 June 2011, followed by an external review process resulting in final acceptance / rejection / or acceptance with revisions.
