Just a reminder about the upcoming CFP deadline for our edited collection. Editors: Sara Bannerman (McMaster University) and James Meese (University of Technology Sydney) In January 2018, Facebook declared that it would no longer prioritise news content in its NewsFeed. Instead, it would surface posts from 'friends and family', with the goal of bringing 'people closer together' (Mosseri, 2018). Facebook had stopped promoting particular forms of news before (like clickbait headlines) but they had always retained a broad commitment to distributing news content. However, the change in 2018 represented a major pivot for a platform that had increasingly become a central intermediary for online news distribution. In response, digital-first publications, who had staked their business model on Facebook's ability to surface news to audiences, started to lay off staff in significant numbers. These new disruptive news enterprises (like Buzzfeed and Mic) were supposed to usher in a new future for news. However, it appeared that their business models were as unstable as those of their print predecessors. These recent developments have not gone unnoticed by governments. Policymakers and politicians across the world are starting to examine the role that platforms and algorithms play in the distribution of news. Inquiries in Australia, the United Kingdom, Canada and elsewhere have explored the consequences of the algorithmic distribution of news. Alongside these national inquiries, a broader international discussion has focused on the apparent rise in disinformation and the increasingly partisan nature of political discourse. This discussion has intensified recently, leading to the formation of an International Grand Committee on Big Data, Privacy and Democracy composed of elected officials from governments around the world. This edited collection will respond to this international policy moment and examine the challenges posed by the algorithmic distribution of news. It will critically assess recent media policy developments in this space and explore the broader economic, political and industrial transformations associated with algorithmic distribution. In doing so, we aim to offer a comprehensive account of this moment of institutional change, which has significantly altered the distribution and consumption of news (see Nielsen 2018). The book will be split into two sections. The first section will consist of thematic chapters (5 - 6,000 words) and the second section will feature shorter case studies (3 - 4,000 words) describing and analysing recent policy developments related to algorithmic distribution in particular countries. We are currently in discussions with interested publishers and seeking contributions for both sections. Possible topics include (but are not limited to): - International governance of the algorithmic distribution of news, including the formation and operation of the International Grand Committee; - Measures to support media diversity in light of algorithmic distribution, including measures to support local, Indigenous, alternative, independent, ethnic, women's and minority news media; - Case studies of countries (for section two): how have particular countries approached regulatory problems in light of the algorithmic distribution of news? - Subsidies and tax exemptions that respond to the algorithmic distribution of news; - Discussions of regulations intended to ensure the objectivity and/or transparency of search and recommendation algorithms; - Regulatory measures that respond to layoffs and closures of news outlets; - Intersections between copyright law and news aggregation (such as the EU's Article 11, the 'Google News tax;' - The relationship between news, platforms, and competition law; - Regulation of targeted advertising in relation to news; - Histories of early forays into online (or social) news distribution; - Analyses of innovative forms of news distribution; - Civic risks associated with algorithmic distribution (or online engagement);and - Detailed analyses of relevant inquiries or reform proposals. Democratic potentials of social technologies have been under threat in recent years, along with an expanding spread of manipulative and extreme digital activities. Examples of such activities vary from self-motivated sharing of radicalized content to coordinated propagation of disinformation. Many countries have been struggling with the rise of these activities within their own sociopolitical contexts, attesting to the globally shared awareness of the lack of accountability and transparency in the current digital environment. This special issue calls for conceptual and empirical understandings of social platform accountability in global perspectives. This issue broadly defines a social platform as a digital social space where online users interact with content and share their opinions or their own content with other users. Examples of social platforms may include mainstream social network sites, discussion forums like Reddit, online comment sections in news sites, anonymous communities like 8chan, and sites hosted in the dark web. Conceptualizing social platform accountability requires understanding the roles of various stakeholders (e.g., users, the tech industry, activists, government, policymakers, etc.) as well as multifaceted related issues (e.g., user responsibility, content moderation mechanisms, political economic motivations underlying digital manipulation, ethical tensions between responsible control and censorship, etc.). Furthermore, sociopolitical contexts where society is situated may complicate the process of rationalizing and normalizing discourses surrounding social platform accountability within society. Submission Topics: This special issue invites scholarship that examines the causes and conditions that compromise or strengthen the accountability of social platforms. The special issue also seeks submissions from global scholars whose work may promote a comparative understanding of the topic. It welcomes various methodological approaches (qualitative, quantitative, computational, etc.) and theoretical perspectives (empirical, legal/ethical, historical, etc.). Possible topics, but not limited to, may include: 1) a case study of media manipulation or extreme content sharing, which addresses causes and conditions that deteriorate the accountability of social platforms; 2) an international case study focusing on the national context that influences the politics of social platform accountability; 3) a theoretical discussion and/or historical review of social platform accountability; 4) a systematic assessment of content moderation mechanisms (algorithmic filtering, harnessing human labors, etc.) in digital social platforms; 5) a discussion of legal, ethical, and/or regulatory frameworks pertinent with social platform accountability; 6) a discussion of roles and/or interrelationships of different stakeholders (e.g., individual users, the tech industry, government, civil society, etc.) in making social platforms more accountable. Submission Guidelines: Submitted manuscripts must be in MS Word (.doc) format with a separate a title page that includes the title of the paper, full names, affiliations, email addresses, telephone numbers, complete addresses, and biographical sketches of all authors. Manuscripts must contain original material that has not been previously published elsewhere or is not currently under consideration by another journal. Indeed, as such, the area is not only central to any attempts at imagining the future of digital media globally, but it also constitutes a fertile territorial and cultural space for scholarly inquiry into the various dimensions of expanding digital life in the region. Consequently, this preconference focuses on exploring digital developments and their political, economic, social and cultural implications in the context of postcolonial South Asia and its global diaspora. The preconference draws inspiration from scholars who have sought to de-westernize digital media studies through their granular and interdisciplinary accounts of varied aspects of digital life in non-western countries. It is also grounded in the notion that the historical, political and social specificities of postcolonial South Asia necessitate the production of knowledge on digital culture— both conceptual and empirical— that explores the heterogeneities and complexities of the diverse nations that constitute the region. We envisage this preconference to be a forum for illuminating the varied dialectical forces that are at play in South Asia in shaping digital culture in ways that are similar to but also quite different from other parts of the world. In pursuit of these objectives, we invite submissions that cover a broad range of topics set in South Asia, including, but not limited to scholarly areas such as: • Issues of digital access, connectivity and inequality (social asymmetries of caste, gender, sexuality, religion, language, and class) • Online mobilization by activist communities to protest inequities and advocate for social change • Nature and implications for sovereignty of governance and infrastructure regimes emerging across the region, particularly as they relate to data collection and commodification, security and privacy • The political economy of digital media and the impact of digital technologies on the mainstream media landscape in entertainment and news media • Rise of new genres of informational and artistic representation— including parody, satire, and humor—in online spaces such as YouTube • Role of digital and social media in the transformation of contemporary politics, including campaigns and elections • Transformations in the business and content of journalism, the rise of fake news, misinformation as well as hate and extreme speech • Vernacular community formation in local, national and transnational/diasporic South Asian digital spaces • New transnational digital circuits of cultural production and consumption—fueled by affinities of caste, gender, class and sexuality—within and beyond South Asia The preconference aims to bring together ICA participants as well as scholars from around the world who are interested in digital culture in the Global South, with a particular focus on South Asia. Participation in this event is limited; those who are interested in participating should apply by November 25. Data & Society workshops enable deep dives with a broad community of interdisciplinary researchers into topics at the core of Data & Society’s concerns. They’re designed to maximize scholarly thinking about the evolving and socially important issues surrounding data-driven technologies. Workshop participants will be asked to read 2-3 full papers in advance of the event and prepare comments for intensive discussion. Some participants will be asked to be discussants of papers, where they will lead the conversation and engage the room. Authors will not present their work, but rather participate in critical discussion with the assembled group about the paper, with the explicit intent of making the work stronger and more interdisciplinary. Contested Data: What Happens When the Givens Aren’t Taken The word “data” derives from the Latin for the givens. And though we often think about data as something to be gathered, hoarded, culled, or stripped, the reason we want it is so that it can be our givens. Data provide the basis for our analyses, valuations, decisions, or arguments. Today, data seem ever more important. Many private and public actors push for data-driven medicine or data-driven policymaking, with a trajectory toward data-driven everything. Data must train the machine learning systems and AIs that hire and fire, parole and police, price and predict. What if people won’t accept the givens? How and why do people refuse to accept data, and the infrastructures that provide data, as valid for future action? What are the larger social, political, or economic consequences of such a refusal? Much important work has already been done to investigate the knowledge practices that legitimate data, a field that has grown out of earlier studies by historians, sociologists, anthropologists, statisticians, and philosophers into practices of quantification. We are learning more and more about why people trust in numbers and in data, to extend Ted Porter’s phrase. This workshop seeks papers that come at the question of legitimation from the other direction: why don’t people trust in data, especially data that once was deemed trustworthy? Inspired by work on “agnotology” and on knowledge practices that produce doubt, we seek participants prepared to think beyond data mining to the process by which data is undermined. The purpose of this workshop is to bring together researchers who are examining these issues from different disciplinary and analytic perspectives. Relevant topics for this workshop might include: When in the past have state-produced data sets (census, official surveys, etc.) or index numbers (cost-of-living, GDP, unemployment, etc.) fallen out of use or been challenged to the point that they could no longer serve their purpose? How do alternatives to official sources of data arise? What practices have state, corporate, or civil society actors employed to generate doubt in a data’s accuracy or utility? What roles have scientists or other technically sophisticated actors played in debates and controversies surrounding the legitimacy of data? How has the larger public engaged in debates about data and data infrastructures? Participation requirements All participants are required to read three papers in advance of the event and come ready to offer constructively critical feedback. We want researchers from different intellectual traditions to spar with and challenge one another to strengthen ourselves across the board. This is not an event for passive attendance, but an opportunity to engage each other substantively and from cross-disciplinary perspectives. A subset of participants will workshop papers they have written. This is a fantastic venue for workshopping a paper. If you have an appropriate paper in-progress, you are strongly encouraged to submit it for consideration. Drafts of journal articles, conference papers, law review papers, and book chapters are all welcome. Papers are expected to be at draft stage with room for improvement; the goal of this event is not to present largely finished work but to truly workshop works-in-progress. For this event, we are looking to bring together researchers from diverse disciplines ranging from sociology to law, science studies to history, and anthropology to media studies. As a result, attendees should expect to engage with scholars who are outside of their field. We ask that attendees think of this as an opportunity to engage across fields, and to strengthen both relationships and research through participation in the workshop. While we see this as valuable for individual authors, we also see this as a field-building exercise that we hope will be valuable for all involved. Format The workshop will include a mix of deep-dive discussions on data contestation, as well as 2-3 slots focused on workshopping papers. Each paper session will be 75 minutes long. One paper will be workshopped in each session. Multiple sessions will run in parallel so there will be a total of 6-9 papers, but each participant will only be responsible for, at most, 3. Within each group, a discussant will open with a critique of the paper before inviting participants to share their feedback. (If you participate in this event and are not an author, you may be asked to be a discussant.) All are expected to share feedback, with author response towards the end of the session. Logistics The event will take place at Data & Society in New York City on March 6, 2020 and will run from 8:45 a.m. to 6 p.m. There is limited travel support for our out-of-town guests. If you are in need of travel support, please let us know. We will not be able to accommodate all travel needs so if you have grants or other means of covering your participation, please use that so that we can prioritize funding for those who have none. Application to participate If you are interested in attending this workshop, you may either 1) propose a paper to be workshopped; or 2) describe how your research makes you a relevant discussant/participant. Please note: All co-authors who are intending to attend must apply separately. They should submit the same paper abstract. If your paper is accepted, you will be allowed to send 2 authors. Additional authors will be considered as discussants/participants. IIPC WAC 2020 - Expanding Horizons: how we build, use, and sustain web archives http://netpreserve.org/ga2020/ In 2020 the International Internet Preservation Consortium (IIPC) Web Archiving Conference (WAC) will be proudly hosted in Montréal, by Bibliothèque et Archives nationales du Québec (BAnQ), from May 12-13, 2020. The events are organised in partnership with Library and Archives Canada and University of Toronto Libraries. The conference will be followed by a two-day Archives Unleashed datathon that will bring together a small group of participants to gain a hands-on experience of working with web archives. Dear AoIR Colleagues, We are organizing a symposium, "Governing Big Data as Societal Resources: Beyond Privacy and Security Goals” at the Hawaii International Conference on System Sciences (https://hicss.hawaii.edu/about/) in January, 2020. Governance involves values, norms, and ethics that guide management of and access to big data stockpiles, as well as institutional structures and policies for realizing goals. Governance goals include making data available for innovation and advancements in science, policy and business as well as limiting data accumulation and access when potential harms outweigh potential good.
