Dear Air-L community, the following announcement may be of interest to those on the list who are interested in the debate about the ethics of technology and how this is being applied by the engineering and technological design community. Best wishes, Ansgar Dr. Ansgar Koene Senior Research Fellow: Horizon Policy Impact, CaSMa & UnBias Horizon Digital Economy Research Institute University of Nottingham http://casma.wp.horizon.ac.uk/ http://unbias.wp.horizon.ac.uk/ http://www.horizon.ac.uk/ https://sites.google.com/site/arkoene/ ________________________________ From: IEEE Standards Association <ieee-sa-exec=ieee.org(a)cmail20.com> on behalf of IEEE Standards Association <ieee-sa-exec(a)ieee.org> Sent: Friday, April 7, 2017 2:48 PM To: ansgar.koene(a)nottingham.ac.uk Subject: The Human Standard: Why Ethical Considerations Should Drive Technological Design Webinar [IEEE] [IEEE] [Main Story Image]<http://emailaccount.cmail20.com/t/t-l-klltyhy-btruyudju-k/> REGISTER NOW<http://emailaccount.cmail20.com/t/t-l-klltyhy-btruyudju-u/> The IEEE Standards Association (IEEE-SA)<http://emailaccount.cmail20.com/t/t-l-klltyhy-btruyudju-o/> Corporate Membership Program<http://emailaccount.cmail20.com/t/t-l-klltyhy-btruyudju-b/> invites you to join an exclusive webinar. The Human Standard: Why Ethical Considerations Should Drive Technological Design Webinar 18 April 2017 at 12:00PM- 1:00PM EDT In the age of autonomous and intelligent machines, it is more important than ever to help technologists and organizations be cognizant of the ethical implications of the products, services or systems they are building and how they are being built before making them available to the general public. While established Codes of Ethics provide instrumental guidance for employee behavior, new values-centric methodologies are needed to complement these codes to address the growing use of algorithms and personalization in the marketplace. Key insights from the Working Group Chairs of three IEEE-SA projects will be presented. The IEEE Global Initiative provided the input and recommendations that led to the creation of Working Groups for these IEEE-SA standards projects: IEEE P7001™: Transparency of Autonomous Systems<http://emailaccount.cmail20.com/t/t-l-klltyhy-btruyudju-n/> IEEE P7003™: Algorithmic Bias Consideration<http://emailaccount.cmail20.com/t/t-l-klltyhy-btruyudju-p/>s Speakers will provide their perspectives on why it is important for business leaders to increase due diligence relative to ethical considerations for what they create. This focus is not just about avoiding unintended consequences, but also increasing innovation by better aligning with customer and end-user values. Queer Circuits Special Issue of Women & Performance
by Benjamin Haber 07 Apr '17

07 Apr '17

Deadline for papers is June 1st! Please send me an email if you have any questions. *QUEER CIRCUITS IN ARCHIVAL TIMES: PERFORMANCE, NETWORKED DATA, DIGITAL CULTURE <https://www.womenandperformance.org/submit/current-cfps/>* *Guest Editors*: *Benjamin Haber*, PhD Candidate Sociology, Graduate Center, CUNY + *Daniel J Sander*, PhD Candidate Performance Studies, NYU *Submission Deadline: June 1st 2017* We live in an increasingly digital world, where conflicts over control, violence, and centralization play out in computational landscapes. The conscious and unconscious activities of queerly entangled bodies are archived for speculative monetization by a variety of proprietary digital networks, whose central motivation is to serve advertisements and measure populations rather than to promote vibrant and just social life. Racialized and gendered violence operates at queer timescales, distributing life chances outside of representational frames. At the same time, queer digital culture is providing new openings for Donna Haraway’s vision of “transgressed boundaries, potent fusions, and dangerous possibilities.” Haraway's *A Cyborg Manifesto: Science, technology, and socialist-feminism in the late twentieth century *remains one of the most influential predecessors for the lines of thought animating this special issue. It is important to remember that in articulating her vision of a thoroughly postmodern feminism, Haraway was primarily drawing on two bodies of work — feminist science fiction and women of color feminism in the work of Octavia E. Butler, Samuel R. Delany, Audre Lorde, and Cherríe Moraga, for example. That is, the cyborg is an inherently intersectional figure. If queer culture is to self-critically engage with the digital, then it will have to take into account the much vaster and more complicated gridlock of identity and affiliation, in which sexual practices and orientations are but one factor. While *Queer Circuits in Archival Times* builds on this lineage and the groundbreaking work of Sandy Stone, Patricia Clough, Jasbir Puar, Kara Keeling and many others, we recognize that these abnormal times require queer departures from the limits of form, history, and epistemology. As new media studies and the digital humanities continue to be established as academic disciplines, we look to inf(l)ect this scholarship with the insights of feminist and queer knowledge production. We are interested in digital performance and inventive critique to theorize LGBTQ lives in a strikingly fluid legal, media, and political landscape. Just as important, however, we see queer thought playing an essential role in analyzing digital life beyond marginalized sexual cultures. How might we queer these digital networks that are increasingly constitutive of how we understand and witness the social? How can we reflexively and critically engage with queer social formations that seem to resonate with data capitalism? What archival practices and performances can help reinvigorate the queer histories forgotten in the linear narratives of gay progress? This special issue was inspired by the conference *Queer Circuits in Archival Times: Experimentation and Critique of Networked Data* <http://queercircuits.com/>, co-sponsored by *Women & Performance*, which took place across CUNY, the NYPL, and Kilroy Metal Ceiling in May of 2016. This special issue looks to expand on these interdisciplinary conversations while inspiring new creative and critical interventions. *Queer Circuits in Archival Times* aims to bring together an array of both established and emerging scholars and artists working at the intersections of new media studies, performance studies, queer theory, feminist theory, and aesthetics. *Topics of consideration and points of departure may include, but are not limited to: * - Affect, identity, and representation after the internet - Critical reflections on queer theory in light of the digital - Digital performance of/and gender and sexuality - Hacked software and dubious hardware - Haptic reorganizations of boundaries between body/world and body/mind - Intimacy and alienation and/of (queer) digital culture - Monstrous digital assemblages across space/time/identity/species - Online queer collectivity, alternative kinship, and activism - Quantification of sex/sexuality/self - Queer race/Racialized queerness online - Queer (social) media - Queer theoretical frames and uses of digital media and archiving - The queer biodigital/ data and the queer inhuman/nonhuman All submissions to Queer Circuits in Archival Times should be submitted to: *Queercircuits(a)gmail.com* <Queercircuits(a)gmail.com> For additional submission guidelines please click here <https://www.womenandperformance.org/submit/> For additional submission guidelines please click here <https://www.womenandperformance.org/submit/>

CfP: Reconsidering Design for Civic Engagement and Participation
by Karin Hansson 07 Apr '17

07 Apr '17

Call for Papers One day Workshop at ECSCW 2017 in Sheffield UK. https://ecscw2017.org.uk/ <https://ecscw2017.org.uk/> August 28th 2017 Reconsidering Design for Civic Engagement and Participation https://reconsideringdesign.wordpress.com/ <https://reconsideringdesign.wordpress.com/> We believe the HCI/CSCW communities need to put more efforts into envisioning new ways of designing for participation; ways that move beyond basic participation toward more manifold forms of inclusion (Le Dantec and Di Salvo, 2013) thereby enabling a means for engaging with power structures and marginalization (Balka, 2006; Beck, 2002; Shapiro, 2005). As such, we cordially invite researchers, designers, activists, technologists and artists that are exploring and/or experimenting with critical design projects, political design, design-for future-use, for and with social movements, alternative ways of living and alternative economies, to envision and generate a comprehensive program of research. The goal of such research program is to investigate emergent design practices that involve both the design of the material, technical artifact and the political movement, social enterprise or grassroots communities committed to enact social change through citizen’s participation. Some of the questions we would like to discuss in this workshop are: What is the designer’s agency in configuring and infrastructuring civic participation and engagement in society? How much should the designer be involved in the process of infrastructuring civic participation? What are the kinds of dilemmas (i.e. technical but most importantly, those associated with designers’ own values, beliefs, ideologies, subjectivities) that emerge when designers develop their practices in order to contribute to citizen’s participation and political action? Designers who are committed to contributing to civic participation; what are they sensitive to? How do designers’ practices and institutions configure and give shape to online tools for civic engagement and participation? How can the impact of civic technology design be sustained over time? This workshop seeks to bring together works that illustrate, analyze and/or critically inquire innovative ways to do design for civic engagement and participation. By innovative ways of doing design, we mean ways that go beyond applying PD methods with the aim to include the user in the development of a computer system or with the goal to reach consensus among the stakeholders inherently involved. We mean ways of doing design that envisage socio-technological interventions that partake in the ongoing constitution of publics or/and communities and put continuously design efforts into infrastructuring present and future civic participation. The workshop will consider the following topics: Research-oriented approaches as well as Design-oriented approaches focused on civic engagement and participation. We will consider both participation that aims to change the whole authority establishment (political hacking) and more narrowly-focused participation that nevertheless aims to change society (social entrepreneurship) and civic participation that focuses on improving specific aspects like voting, energy, sustainability, transport infrastructure, etc. Challenges involved when doing design with the goal of infrastructuring civic participation and specific ways to deal with them in order to contribute to development of resilient participation practices within publics and/or communities. What challenges were observed, in various cases? Research methods for the study of how designer’s role and design practices get entangled in tools developed for civic engagement, participation and political action. Learning processes involved in design practices aimed at civic participation, and in particular how they can be scaffold within designing for infrastructuring civic participation? Empirical or reflective work engaging with self-reflective design practices in HCI and CSCW, digital commons and making publics, the role of political hackers, social activists in configuring and infrastructuring civic participation, participatory policy design, and adversarial design. Important Dates May 26 – Deadline for submissions June 2- Notification of acceptance Submit your position paper ( 2-4 pages following the ECSCW exploratory papers template <https://ecscw2017.org.uk/papers-and-exploratory-papers/> for Workshops available at https://ecscw2017.org.uk/papers-and-exploratory-papers/ <https://ecscw2017.org.uk/papers-and-exploratory-papers/> ). Send your submissions to the following email address: tessy(a)dsv.su.se <mailto:tessy@dsv.su.se> At least one author of the position paper must attend the workshop. All participants must register for both the workshop and for at least one day of the conference.Position papers accepted and presented at the workshop will be published in the workshop proceedings and will be invited to submit to a special issue edited by the workshop’s organizers. Organizers Teresa Cerratto-Pargman <http://teresacerrattopargman.blogs.dsv.su.se/>, Stockholm University, is an associate professor of HCI, she is interested in the relationship between writing, meaning and technology from socio-cultural and critical perspectives of literacy and tool use. She works with a particular focus on design and emergent participatory and collaborative practices in TEL and Sustainable HCI. She is currently studying how civic participation and democracy are being redefined within a network for political innovation in Latin America. Cristian Bogdan <https://www.kth.se/en/csc/2.3721/2.18890/people/bogdan-cristian-1.181460>, KTH Royal Institute of Technology, Stockholm, has explored a few grassroots communities that work for the common good in non-political domains, such as amateur radio, Romanian infrastructure activists, electric car enthusiasts and Swedish energy amateurs. He recently became interested in how such grassroots movements can improve government and policy in the respective areas, and how can they indirectly lead to better democracy and participation. Somya Joshi <http://sustainablelens.org/?p=745>, E-Gov, Stockholm University, is a Senior Lecturer at Stockholm University with expertise in the field of e-participation, e-democracy and e-governance. Her specialisation falls within the applied context of technological innovation, particularly in how it translates into transparency in governance, education, environmental conservation and health services within the developing world. Hanna Hasselqvist <http://www.designfakulteten.kth.se/doktorander/hanna-hasselqvist>, KTH Royal Institute of Technology, Stockholm, Hanna’s research interests are in design processes where interactive systems are created as complement to and amplifiers of other initiatives and activities that involve various stakeholders in understanding and forming sustainable practices. In her work she has explored energy and transportation practices, designed support for amateur energy management in Swedish housing cooperatives and conceptualised collaborations for sustainable transportation. Karin Hansson <http://www.su.se/profiles/052karhan-1.187018>, Stockholm University, is a researcher at the Department of Computer & Systems Sciences at Stockholm University and The Royal Institute of Art in Stockholm. Her research focus is participatory processes online and the social production of data. With a background in art and design, she is also interested in artistic and participatory research methods, engaging participants through speculative design and design fiction. Her latest research project “Work a work”, in collaboration with artists and union activists, explores the ongoing transformation of work relations.

Theorizing the Web is an inter- and non-disciplinary annual conference that brings together scholars, journalists, artists, activists, and technology practitioners to think conceptually and critically about the interrelationships between the Web and society. We deeply value public engagement, and consider insights from academics, non-academics, and non-“tech theorists” alike to be equally valuable. Both days of programming will feature invited speakers as well as presentations from competitively selected open-submission system. Selected papers advance clear theoretical arguments; represent a diverse range of perspectives; embrace accessibility by demystifying jargon rather than using it as a crutch; and, importantly, appeal to concerns of power, social (in)equality, and justice. Participate: International survey on Open Government Data
by Samagan Aitymbetov 07 Apr '17

07 Apr '17

The Government Technology Agency of Singapore has launched a research project to discover how the average citizen uses open government data. GovTech has created an international survey <http://markelytics.dubinterviewer.com/scripts/dubinterviewer.dll/Frames?Que…> to compare open government data initiatives across ten countries: Australia, Finland, France, India, Mexico, Singapore, South Korea, the US, UK and Taiwan. The survey is part of a Data.gov.sg <https://data.gov.sg/> campaign that GovTech is running. It is hoped that from the findings, GovTech will be able to get a clearer picture of the perception or usage of open data globally amongst these countries. To help the general public make more informed decisions in their daily lives, governments the world over have been providing real-time data that is free to access online. Use of this data has led to developers creating services and apps that solve real-world problems and help their fellow citizens. As an example, commuters in many countries are now able to plan their trips on public transport more effectively. Developers have also used such data to monitor the environment and track the performance of educational institutions, among other social benefits. The survey only takes five minutes, and is open until 20 April 2017. To participate, click here <http://markelytics.dubinterviewer.com/scripts/dubinterviewer.dll/Frames?Que…> . http://markelytics.dubinterviewer.com/scripts/dubinterviewer .dll/Frames?Quest=90030116 *Copyright: Singapore wants your views on open data - participate now | GovInsider <https://govinsider.asia/inclusive-gov/singapore-wants-your-views-on-open-da…>*

Call for Proposals - Netflix at the Nexus: Content, Practice, and Production in the Age of Streaming Television
by Theo Plothe 07 Apr '17

07 Apr '17

Please allow my co-editor Amber Buck and I the opportunity to announce our call for papers for an edited collection on Netflix. We are seeking contributions from a variety of networks we belong to including this one, and we hope that many scholars who do work in the areas of platforms, critical media studies, and cultural practice will submit something for the collection. Please read the call below and we look forward to reading your submissions later this summer. If you have any questions regarding the call, our early plan or ideas around the book, we’d love to chat. Thank you! Call for Proposals Netflix at the Nexus: Content, Practice, and Production in the Age of Streaming Television Netflix’s meteoric rise as an online content provider has been well documented and much debated in the popular press and in academic circles. It has been praised as the future of television (Auletta, 2014) and as “the most feared force in Hollywood” (Villarreal & James, 2016), while also decried as the end of “TV’s Golden Age” and blamed for ushering in an era where “TV shows may be briefer, lower-budget and filled with the kind of product-placement ads that audiences hate and advertisers pay for” (Thielman, 2016). Interestingly though, amongst the academic inquiry thus far, much of this research has dealt primarily with the algorithmic culture and nature of Netflix (Hallinan & Striphas, 2016; Gomez-Uribe & Hunt, 2016; Amatriain, 2013), binge watching (Jenner, 2015, 2016; Pittman, & Sheehan, 2015), engagement, (Groshek, & Krongard, 2016; Matrix, 2014); and the future of television, (Auletta, 2014). The editors seek contributions to this collection that will broaden this discussion greatly, focusing on Netflix in three specific ways: • platform - How does the nature of Netflix streaming change our relationship to media? How does Netflix’s interface design impact media consumption? How does Netflix change our media consumption in mobile contexts? What are the cultural implications of Netflix’s business model? • content – What kind of content does Netflix privilege? How does the streaming model change serialized programming? What are these effects on narrative? Does Netflix’s streaming model prelude a more diverse offering for consumers interested in “quality TV?” Do representations in Netflix offerings differ from traditional broadcast programming? Is there a “Netflix genre,” shows produced by Netflix can be recognized as such? • viewer practices – What kind of viewing practices does Netflix encourage? What is the nature of viewer discourse surrounding binging and other streaming viewing practices? How do fans discuss and build community around Netflix programs? How do fans incorporate social media into their viewing habits? Do users utilize social media as a second screen when discussing their favorite programs? Submission Process: Interested authors should submit an initial proposal of 500 words (exc. references) by July 15, 2017. This should be sent as a Word or PDF document to editors Theo Plothe (tplothe(a)walsh.edu) and Amber M. Buck (ambuck(a)ua.edu) for consideration. -- Theo Plothe, Ph.D. Dept. of Communication Walsh University Lead Faculty, Digital Media Major
