Final days - CFP: Philosophy & Technology Special Issue on Ethics of Biomedical Data Analytics - Deadline February 24, 2017
by Brent Mittelstadt 22 Feb '17

22 Feb '17

Dear colleagues, Apologies for any cross posting. This is a final reminder for the call for papers for Philosophy and Technology's special issue on Ethics of Biomedical Data Analytics. Deadline for submissions: February 24, 2017 Call for Papers for Philosophy and Technology's special issue on Ethics of Biomedical Data Analytics GUEST EDITOR Brent Mittelstadt, Oxford Internet Institute, University of Oxford INTRODUCTION In biomedical research, the analysis of large datasets (Big Data) has become a major driver of innovation and success. Data analytics provides huge opportunities to improve private and public life, especially in the health sector (biomedical data analytics, henceforth BDA). Machine learning and algorithmic categorisation can increasingly make sense of the seemingly endless data emerging from sensors, wearable devices, clinical observations, clinical trials, social and online platforms which provide insight into the behaviours and physiology of individuals. BDA is expected to provide new ways of understanding health and well-being at the level of the individual and society, for example by predicting behaviours, monitoring diseases and outbreaks, and providing risk stratification for individual patients. Epidemiology, infectious disease research, and genomics and genetics are already deeply affected. Such a potentially highly positive impact is coupled to significant ethical challenges. The extensive use of increasingly more data (Big Data), the growing reliance on algorithms to analyse them and to reach decisions (machine learning), as well as the gradual reduction of human oversight over many automatic processes pose pressing issues of fairness, responsibility, and respect of human rights. These issues can be addressed successfully. However, if they are overlooked, underestimated or left unresolved, they risk hindering the innovation and the progress that BDA can bring to society at large and to future generations. Furthermore, as recent events involving the NHS care.data programme show, BDA projects may face a double bottleneck: ethical mistakes or misunderstandings may lead to social rejection and/or distorted legislation and policies, which in turn may cripple the acceptance and advancement of data science. Clearly, ethical analysis should be incorporated at all stages of any BDA project and since the beginning, in order to understand impact, anticipate risks of unethical consequences, suggest early interventions to avoid or mitigate them, foster resilience, reinforce ethical goals and outcomes, and ensure that ethical best practices are developed, implemented, and appreciated. To contribute to this critical step, this special issue of Philosophy and Technology aims to map new, under-researched but important issues, concepts and cases that should inform proactive ethical assessment of emerging BDA applications and services. TOPICS We request the submission of research articles addressing topics including: * Theories and concepts critical to the ethical assessment of BDA in particular * Required modifications to informed consent in response to the scale and complexity of BDA * Alternatives to informed consent for BDA governance * Challenges introduced by the opacity and complexity of BDA methods, particularly deep learning, neural networks and similar methods * Group-level protections, harms and benefits * Ethical principles for governance of BDA platforms * Applicability of traditional medical research ethics principles to BDA * Privacy, de-identification and research subject rights to data access * Ownership of intellectual property generated from BDA * Uses of BDA for empowerment or improvement of patient experiences * Implications of data-intensive clinical experiences for the doctor-patient relationship * Implications of the crossover between personal health devices and BDA research, e.g. Apple HealthKit * Impact of the General Data Protection Regulation on both biomedical research and personal health/wellness services * Policy recommendations and requirements for poorly regulated BDA practices * Empirical studies/cases of existing Big Data practices that demonstrate critical ethical issues, concepts and solutions TIMETABLE * February 24, 2017: Deadline for paper submissions * April 28, 2017: Deadline reviews papers * May 26, 2017: Deadline revised papers * 2017: Publication of the special issue SUBMISSION DETAILS To submit a paper for this special issue, authors should go to the journal's Editorial Manager http://www.editorialmanager.com/phte/ The journal's submission guidelines and instructions for authors can be found here<http://www.springer.com/philosophy/epistemology+and+philosophy+of+science/j…>. Articles should be written in English and not exceed 10,000 words. The author (or a corresponding author for each submission in case of co- authored papers) must register into EM. The author must then select the special article type: "Special Issue on Ethics of Biomedical Data Analytics" from the selection provided in the submission process. All submissions are subject to double-blind peer review. Submissions will be assessed according to the following procedure: New Submission => Journal Editorial Office => Guest Editor(s) => Reviewers => Reviewers' Recommendations => Guest Editor(s)' Recommendation => Editor-in-Chief's Final Decision => Author Notification of the Decision. by Jennifer Stromer-Galley 22 Feb '17

22 Feb '17

Hi everyone! Just following up on this to say that on March 20th, we will call for nominations for people to run for several positions on the Executive Committee: Vice President, Secretary, Treasurer, 3 Open Seats, and Student Representative. The Vice President term runs for 4 years -- with 2 as VP and 2 as President. All of the other positions are a 2 year term. Self-nominations are A-OK as AoIR doesn't have a nominating committee for these positions. So, if you love AoIR, have thoughts about its future, and would like to further nurture and guide our community, please consider running. Feel free to reach out to any of the current Executive Committee members, if you have questions. You can find information about them all here: https://aoir.org/executive-committee/ ~Jenny AoIR President -----Original Message----- From: Air-L [mailto:air-l-bounces@listserv.aoir.org] On Behalf Of Michelle, AoIR Association Coordinator Sent: Monday, February 6, 2017 6:26 AM To: air-l(a)listserv.aoir.org Subject: [Air-L] 2017 is an election year for the Association of Internet Researchers Hello AoIR Members, This year the Association of Internet Researchers will be electing several new Executive Committee Members. Convergence: Special Issue on the Academic Book of the Future
by Alexis Weedon 22 Feb '17

22 Feb '17

Call for Papers - Convergence: The International Journal of Research into New Media Technologies vol 24 (4) Special Issue on the Academic Book of the Future Guest editors: Nick Canty and Samantha J. Rayner Please send all proposals and completed articles to: n.canty(a)ucl.ac.uk<mailto:n.canty@ucl.ac.uk> and s.rayner(a)ucl.ac.uk<mailto:s.rayner@ucl.ac.uk> Deadlines for refereed research articles in Scholar One: 30 July 2017 The Academic Book of the Future research project is funded by the AHRC in collaboration with the British Library. The project explores questions around the purpose of an academic book, and how technology can help make academic books more accessible, as well as those around modes of production and reception. How will the book evolve, in print or electronic format, in Arts & Humanities disciplines? While the project has confronted narratives that focus on the end of book through its research activities it is apparent that the term ‘book’ will remain valid even if the term becomes more fluid and open to interpretation. This special issue of Convergence seeks to bring together innovative theoretical and methodological frameworks which explore the academic book of the future in Arts and Humanities disciplines. We invite contributions that engage with the academic book from across academia, bookselling, publishing, libraries and the wider publishing supply chain, addressing themes including (but not restricted to): production and publication; authorship; peer-review; reception; circulation; the Academy; preservation; access.

This is a very good talk. It oozes simplicity and clarity on what we all know is a very foggy topic. One has to assume the book <https://www.amazon.com/American-Spies-Modern-Surveillance-Should/dp/1107501…> is even better. At present NYC is not on Jennifer's launch event schedule, perhaps we can do something about that! She will be in DC on Mar 2 <https://www.justsecurity.org/modern-surveillance-trump-administration/>. <https://www.cambridge.org/core/books/american-spies/78A307E8E44EA9BF772FBEE…>On *February 8 2017* Stanford Law School hosted *Jennifer Granick* - Director of Civil Liberties at the *Stanford Center for Internet & Society <http://cyberlaw.stanford.edu/>* - talking about the themes of her new book *American Spies: Modern Surveillance, Why You Should Care, and What To Do About It* <https://www.cambridge.org/core/books/american-spies/78A307E8E44EA9BF772FBEE…>(Cambridge University Press, 2017). PhD opportunity - University of Technology of Troyes (France) - Big Data
by Babiga Birregah 21 Feb '17

21 Feb '17

[apologies for cross postings] [I'm recruiting a new PhD position - please see below, and contact me for any questions using my professional email address] *Adaptive Machine Learning for the Analysis of Dynamic Data Stream in Social Networks* The analysis of scalable data using classification methods faces the challenge of the evolution of the knowledge over time. In the study of extremely variable phenomena such as social networks, the learning data (for the supervised case) and the classification space may become obsolete as time progresses. In the case of local modifications, there are incremental learning rules (Ning, 2007) to handle the local transition from one mode to another. In the case of Social network data stream analysis one needs to design efficient algorithms for the monitoring of scalable classes generated from local or global changes in the dataset (nodes/links addition or removal). Very often in these cases, the profiles of a community can join or change community while retaining or substantially modifying their behavior (attributes). In addition, the class update stage is very dependent on the performance of the algorithm currently applied before the updating of classes. *Objective: *This thesis aims at proposing an algorithm for dynamic classification of social data (interactions and topics) which integrates an evidence accumulation approach to contain the inter-class instability. The results of this study will be applied to the detection/monitoring of persistent communities in social networks. *Keywords:* Social networks, Community detection, Classification, data mining, SVM, k-means. *To Apply:* Applicants should send: - a CV, - a one-page letter of interest stating candidate experience in data mining and at least one project in relation to the subject. - the name and contact information of one or two references, *Contact:* Email: babiga.birregah(a)utt.fr , Phone (office): +33 3 25 71 58 69 Skype: babiga.birregah References: Ning, H., Xu, W., Chi, Y., Gong, Y., & Huang, T. Re: [Air-L] Suggestions for visual material for Internet Governance & HR teaching
by Renata Aquino Ribeiro 21 Feb '17

Hi Monika The IGF 2016 BPF Gender and Access did a summarization of its 2015 findings in form of an infographic http://www.intgovforum.org/multilingual/index.php?q=filedepot_download/3406… The BPF also coordinated actions w/ Brazil IGF, LAC IGF and APrIGF to build its 2016 findings. This work generated reports w/ links to the session videos and other visual materials. They are all on the BPF page http://www.intgovforum.org/multilingual/content/bpf-gender-and-access In 2017 the BPF announced a partnership w/ ITU Equals project regarding online mapping of initiatives on Gender and Access. Info is also on the page above. Although prolific w/ outcome documents and interactive comment platforms, the IGF is increasing recently the adoption of visual materials. As most of the intersessional (the year long IGF work) is very topic-specific and highly specialized, this is an interesting way to bring to a larger audience the findings of this "deep dive" work. It is great that you're using visuals in IG classes Hope these helps too Best, Renata
