Call for Papers: Special Issue on Research in Political Engineering, Public Policy Engineering, Computational Politics, and Computational Public Policy, International Journal of Public Administration in the Digital Age (IJPADA) Submission Due Date April 30, 2017 Guest Editor Ashu M. G. Solo, Maverick Technologies America Inc., U.S.A. Introduction Ashu M. G. Solo originated and defined the fields of "political engineering," "computational politics," "public policy engineering," and "computational public policy" in Solo (2011) and elaborated on these fields in Solo (2014a, 2014b). Basic and advanced methods in engineering, computer science, mathematics, or natural science can be used for political decision making, analysis, modeling, optimization, forecasting, simulation, and expression as well as for public policy formulation, decision making, analysis, modeling, optimization, forecasting, and simulation. This will lead to greatly improved political decision making and public policy. Political engineering is the application of engineering, computer science, mathematics, or natural science to solving problems in politics. Computational politics is the application of computer science or mathematics to solving problems in politics. Therefore, computational politics is a subset of political engineering. Political engineering and computational politics include, but are not limited to, principles and methods for political decision making, political analysis, political modeling, political optimization, political forecasting, political simulation, and political expression. Political engineering and computational politics are more technically, computationally, mathematically, and scientifically rigorous approaches to the field of political science. Public policy engineering is the application of engineering, computer science, mathematics, or natural science to solving problems in public policy. Computational public policy is the application of computer science or mathematics to solving problems in public policy. Therefore, computational public policy is a subset of public policy engineering. Public policy engineering and computational public policy include, but are not limited to, principles and methods for public policy formulation, public policy decision making, public policy analysis, public policy modeling, public policy optimization, public policy forecasting, and public policy simulation. Public policy engineering and computational public policy are more technically, computationally, mathematically, and scientifically rigorous approaches to the field of public policy. The term political engineering has been previously used to refer to designing political institutions. This is an abuse of the word engineering. As it has been previously used, the term political engineering does not require the creative application or development of mathematics, natural science, technical principles, or technical methods. Therefore, Ashu M. G. Solo has given a new and more appropriate definition to the term political engineering. Just like many terms in the dictionary have multiple meanings, the term political engineering can have multiple meanings. Politicians often determine how to spend limited campaign funds on advertising in certain geographic areas based on their best guesses rather than on a rigorous mathematical and computational analysis of how funds should be allocated for the greatest benefit to their campaigns. Legislators usually determine spending priorities and budget allocations based on passions of the moment, special interest lobbying, parochial interests, ignorant public opinion, or their own ideological biases rather than on a rigorous mathematical and computational analysis of how spending priorities and budget allocations can be made for the greatest public benefit. An example of political engineering and computational politics is determining the optimal allocation of election campaign funds or campaign resources. The 2012 presidential campaign of President Barack Obama made extensive use of data analytics (Scherer, 2012). An example of public policy engineering and computational public policy is the use of fuzzy logic to effectively quantify the values and beliefs of stakeholders and interested parties, environmental conditions, economic conditions, and social conditions to produce a much better environmental impact assessment (Shepard, 2005). The definition of the new interdisciplinary fields of public policy engineering, computational public policy, political engineering, and computational politics will greatly increase the pace of research and development in these extremely important fields. Also, they establish new fields of study for universities for students who are interested in engineering, computer science, mathematics, natural science, politics, or public policy. Political engineering, computational politics, public policy engineering, and computational public policy are critical for the future success of politics and public policy. Click on the hyperlinks in the references (Solo, 2011; Solo, 2014a; Solo, 2014b) below for further information on public policy engineering, computational public policy, political engineering, and computational politics. Objective Although Ashu M. G. Solo defined and originated the fields of public policy engineering, political engineering, computational public policy, and computational politics (Solo, 2011; Solo, 2014a; Solo, 2014b) to motivate more technically, computationally, mathematically, and scientifically rigorous approaches to public policy and politics and to establish new fields of study, there has been some research in these fields. This special issue of the International Journal of Public Administration in the Digital Age (IJPADA) will focus on research that has been done in the fields of political engineering, computational politics, public policy engineering, and computational public policy. Recommended Topics Recommended topics for this special issue include, but are not limited to, the following: Political Decision Making, Analysis, Modeling, Optimization, Forecasting, Simulation, and Expression • political decision making under uncertainty • new technologies in politics • application of engineering to politics • application of computer science to politics • application of mathematics to politics • application of natural science to politics • application of operations research to politics • application of optimization methods to politics • uncertainty management in political decision making • application of computational intelligence methods to politics • application of fuzzy logic to politics • application of neural computing to politics • application of neural networks to politics • application of evolutionary computation to politics • application of genetic algorithms to politics • application of knowledge-based systems to politics • application of machine learning methods to politics • application of pattern recognition to politics • application of data mining to politics • application of analytics to politics • application of data integration to politics • application of data analysis to politics • application of data modeling to politics • application of exploratory data analysis to politics • application of confirmatory data analysis to politics • application of predictive analytics to politics • application of text analytics to politics • application of statistics to politics • application of data visualization to politics • application of data dissemination to politics • data-driven decision making in politics • application of data fusion to politics • application of multidimensional matrix mathematics to politics • application of decision theory to politics • application of game theory to politics • application of graph theory to politics • political forecasting • political modeling • political simulation • political visualization • political software tools • political campaign software tools • case studies Public Policy Formulation, Decision Making, Analysis, Modeling, Optimization, Forecasting, and Simulation • public policy decision making under uncertainty • new technologies in public policy • application of engineering to public policy • application of computer science to public policy • application of mathematics to public policy • application of natural science to public policy • application of operations research to public policy • application of optimization methods to public policy • uncertainty management in public policy decision making • application of computational intelligence methods to public policy • application of fuzzy logic to public policy • application of neural computing to public policy • application of neural networks to public policy • application of evolutionary computation to public policy • application of genetic algorithms to public policy • application of knowledge-based systems to public policy • application of machine learning methods to public policy • application of pattern recognition to public policy • application of data mining to public policy • application of analytics to public policy • application of data integration to public policy • application of data analysis to public policy • application of data modeling to public policy • application of exploratory data analysis to public policy • application of confirmatory data analysis to public policy • application of predictive analytics to public policy • application of text analytics to public policy • application of statistics to public policy • application of data visualization to public policy • application of data dissemination to public policy • data-driven decision making in public policy • application of data fusion to public policy • application of multidimensional matrix mathematics to public policy • application of decision theory to public policy • application of game theory to public policy • application of graph theory to public policy • public policy forecasting • public policy modeling • public policy simulation • public policy visualization • public policy software tools • case studies Submission Procedure Researchers and practitioners are invited to submit papers for this special theme issue on Research in Political Engineering, Public Policy Engineering, Computational Politics, and Computational Public Policy on or before April 30, 2017. CFP - Digital Media and the Spatial Transformation of Public Contention
by Thomas Poell 16 Nov '16

16 Nov '16

Dear all, Please see below for the call for papers of the ECPR Joint Sessions Workshop on “Digital Media and the Spatial Transformation of Public Contention”. The full description of the workshop can be found here: https://ecpr.eu/Events/PanelDetails.aspx?PanelID=4836&EventID=104 CFP: The proposed workshop explores and theorizes how the rise of online platforms, such as Facebook, Twitter, YouTube, and Tumblr, is affecting the spatial configuration of public contention. The goal is to create a cross-disciplinary network of scholars to develop a new dynamic conception of publicness. Rather than simply situating contentious politics within a specific ‘sphere’ that serves as their container, we are interested in examining how contentious politics unfolds across different geographical, cultural, political and material configurations. The workshop specifically calls for papers that investigate and conceptualize how in contemporary protests relations of publicness are constantly redrawn across the ‘local’, ‘national’, and ‘transnational’. Moreover, it aims to stimulate research on how the technological infrastructures of the emerging hybrid media system, in which digital platforms, broadcast media, and face-to-face communication are deeply entangled, shape the spatial trajectories of public contention. Finally, the workshop hopes to attract papers that critically examine how the intense use of digital media in public contestation, often in combination with alternative media, further confuses the traditional distinction between ‘public’ and ‘commercial’ space. In combination, the papers should enable a lively debate on how to research and theorize public contention in the new communication environment. Do we have to revise or even abandon dominant conceptualizations of publicness, like the public sphere, which are very much predicated on the nation state? And if so, what new concepts do we need to understand how the rapid development of digital platforms is transforming the spaces of public contestation? Joint Session Workshops of the European Consortium for Political Research (ECPR) include 15-20 participants and allow in-depth discussion on a specific topic. The 2017 Joint Sessions will take place in Nottingham between 25-30 April 2017. The deadline for submitting paper proposals is on the 1st December 2016. To submit your paper proposal please follow this link:https://ecpr.eu/Login. aspx?ReturnUrl=%2fMyEcpr%2fForms%2fPaperProposalForm. aspx%3fEventID%3d104&EventID=104 For any questions about this workshop please contact Anastasia Kavada (A. Re: [Air-L] advice on course readings

I taught Julian Dibbell’s A Rape in Cyberspace (1993) a couple of weeks ago, and it worked REALLY well. It’s a classic essay about a case of harassment in a text-only online space (LambdaMOO) in the early 1990s, and raises so many issues that are still really central: online harassment, identity, digital dualism, democracy and governance of online spaces etc etc. We always taught this essay in the early days, but I hadn’t in about 10 years and I’m so glad I did: the students loved it and it led to excellent discussions. Also, you can actually still log into LambdaMOO! (I used the Terminal app on a Mac to connect.) So having students actually spend a bit of time in a MOO would certainly let them think about what social media / computer mediated communication was like in 1993. Julian Dibbell: A Rape in Cyberspace. 1993/1998. http://www.juliandibbell.com/articles/a-rape-in-cyberspace/ How to log onto LambdaMOO http://www.cc.gatech.edu/classes/cs8113e_99_winter/lambda.html For blogs: chapter 2 of my book Blogging is kind of a history of blogs. “From Bards to Blogs.” Rettberg, Jill Walker. 2014a. Blogging. 2nd ed. Cambridge: Polity Press. There’s a short history of early online diaries and blogs in my chapter “Online Diaries and Blogs” for a forthcoming anthology on The Diary. http://jilltxt.net/txt/OnlineDiariesAndBlogs.pdf Howard Rheingold’s Virtual Communities was influential in the early 1990s, and is now freely available online. Chapter one on the WELL in the 80s might be good for students. http://www.rheingold.com/vc/book/1.html Other books on the topic that were taught during the 1990s include Sherry Turkle’s Life on the Screen (if you teach that, couple it with Nathan Jurgenson on digital dualism https://thesocietypages.org/cyborgology/2012/04/23/sherry-turkles-chronic-d…) Steve Jones’ collection CyberSociety. Oh, if you want something on MUDs and MOOs, check out Cynthia Haynes and Jan Rune Holmevik’s collection "High Wired: On the Design, Use, and Theory of Educational MOOs” (University of Michigan Press, 1998) It’s not all about teaching, there are a few chapters that cover the history of MOOs and MUDs and what they are. There is much more of course. But this is some of it. ** Please forward to anyone who might be interested ** -------------------------------------------------------------------- 1st CALL FOR PAPERS ACM Conference on Recommender Systems (RecSys 2017) to be held in Como, Italy, 27th-31th August 2017 https://recsys.acm.org/recsys17/ -------------------------------------------------------------------- Dear all, We are pleased to invite you to contribute to the Eleventh ACM Conference on Recommender Systems (RecSys 2017), the premier venue for research and applications of recommendation technologies. The upcoming RecSys conference will be held in Como, Italy, from August, 27th to August 31st, 2017. The conference will continue RecSys’ practice of connecting the research and practitioner communities to exchange ideas, frame problems, and share solutions. All the accepted papers will be published by ACM. We construe recommender systems broadly, including applications ranging from e-commerce to social networking, platforms from web to mobile and beyond, and a wide variety of technologies ranging from collaborative filtering to knowledge-based reasoning. Topics of interest for RecSys 2017 include (but are not limited to): - Algorithm scalability - Case studies of real-world implementations - Conversational recommender systems - Context-aware recommenders - Evaluation metrics and studies - Explanations and evidence - Field and user studies - Group recommenders - Innovative/New applications - Machine learning for recommendation - Mobile and multi-channel recommendations - Novel paradigms - Personalisation - Preference elicitation - Privacy and Security - Recommendation algorithms - Social recommenders - Semantic technologies for recommendation - Trust and reputation - Theoretical foundations - User interaction and interfaces - User modelling The authors will be asked to indicate whether their paper is primarily Algorithm or Application focussed. Algorithm papers should discuss novel algorithmic approaches to recommendation challenges, with appropriate evaluations and comparisons to baseline works. Application papers should discuss new domains or large-scale applications of recommenders or focus on user experience, interface, or impact. This will allow the PC Chairs to better assign reviewers and to balance the program. PAPER SUBMISSION CATEGORIES LONG PAPERS should report on substantial contributions of lasting value. The maximum length is 8 pages (plus up to 1 page references). Each accepted long paper will be included in the conference proceedings and presented in a plenary session as part of the main conference program. We expect the review process to be highly selective: the acceptance rates for full papers in the past three years were 20-24%. SHORT PAPERS typically discuss exciting new work that is not yet mature enough for a long paper. The maximum length is 4 pages (plus up to 1 page references). Each accepted short paper will be included in the conference proceedings and presented in a plenary session as part of the main conference. The presentation may include a system demonstration. Note that rejected long paper submissions will not be considered as short papers. SIGCHI SUBMITTER AGREEMENT RecSys 2017 is a SIGCHI conference and making a submission to a SIGCHI conference is a serious matter. Submissions require time and effort by SIGCHI volunteers to organise and manage the reviewing process, and, if the submission is accepted, the publication and presentation process. Thus, anyone who submits to RecSys 2017 implicitly confirms the following statements: - I confirm that this submission is the work of myself and my co-authors. - I confirm that I or my co-authors hold copyright to the content, and have obtained appropriate permissions for any portions of the content that are copyrighted by others. - I confirm that any research reported in this submission involving human subjects has gone through the appropriate approval process at my institution. - I confirm that if this paper is accepted, I or one of my co-authors will attend the conference. Papers that are not presented at the conference by an author may be removed from the proceedings at the discretion of the program chairs. PAPER FORMAT AND SUBMISSION All submissions and reviews will be handled electronically. RecSys 2017 submissions should be prepared according to the standard double-column ACM SIG proceedings format.
