The Department of Communication at the University at Albany is seeking applications for a tenure track faculty position at the rank of Associate or Assistant Professor to conduct original research and teach courses in political communication, civic engagement, and/or e-government. The Department currently has concentrations in health, political, interpersonal/intercultural, and organizational communication; and focuses on the impact of new media and technology on social practices within all of these contexts. There are multidisciplinary challenges associated with the engineering, application and adoption of ICTs in developing regions and/or for development, with implications for design, policy, and practice. For the purposes of this conference, the term “ICT” comprises electronic technologies for information processing and communication, as well as systems, interventions, and platforms that are built on such technologies. “Development” includes, but is not restricted to, poverty alleviation, education, agriculture, healthcare, general communication, gender equality, governance, infrastructure, environment and sustainable livelihoods. The conference program will reflect the multidisciplinary nature of ICTD research, with anticipated contributions from fields including (but not limited to) anthropology, computer science, communication, design, economics, electrical engineering, geography, human-computer interaction, information science, information systems, political science, public health, and sociology. Full Papers An ICTD Full Paper, which is up to 10 pages in the ACM two-column format (including references, figures and tables), must make a new research contribution and provide complete and substantial support for its results and conclusions. Accepted papers typically represent a major advance for the field of ICTD. Full Papers will be evaluated via double-blind peer review by a multidisciplinary panel of at least three readers, one of whom will come from outside the paper’s disciplinary domain in order to ensure broad readability. Accepted Full Papers will be presented as oral presentations at the conference. Full Papers will be evaluated according to their novel research contribution, methodological soundness, theoretical framing and reference to related work, quality of analysis, and quality of writing and presentation. Manuscripts considering novel designs, new technologies, project assessments, policy analyses, impact studies, theoretical contributions, social issues around ICT and development, and so forth will be considered. Well-analyzed negative results from which generalizable conclusions can be drawn are also sought. Authors are encouraged (but not required) to address the diversity of approaches in ICTD research by providing context, implications, and actionable guidance to researchers and practitioners beyond the authors’ primary domains. Full Papers typically present mature work whereas Notes (see below) are used for presenting preliminary research that is still work-in-progress. All accepted Full Papers will be archived in the ACM Digital Library. A subset of the Full Papers will also appear in a special issue of the Information Technologies & International Development journal. See additional specifications under “All Submissions” below. Notes With a shorter 4-page limit, Notes are intended to introduce work-in-progress that may be published later in a journal, as well as to document shorter project write-ups. An ICTD Note is likely to have a more focused and succinct research contribution to the ICTD field than Full Papers. For example, Notes on novel ICTD systems may not cover the entire design of the system but may instead go into depth in specific areas (e.g., how the system was evaluated with real users or how the formative work to create the system was conducted). Notes are also not expected to include a discussion of related work that is as broad and complete as that of a submission to the Full Papers venue. Accepted Notes will be presented as poster presentations at the conference. Notes will be evaluated by at least two multidisciplinary reviewers in a double-blind fashion and will be assessed according to their research contribution, methodological soundness, quality of analysis, and quality of writing, and presentation. Framework for ethical and reproducible social network experiments

Hi all, I wanted to let you know about some tools we've recently released aimed at researchers conducting studies which use data from social network sites, which is hopefully of interest to some on this list! PRISONER <http://prisoner.cs.st-andrews.ac.uk> aims to simplify the development of such studies, while making them more ethical and reproducible, with a few main benefits: * PRISONER provides a consistent API for reading and writing social network data, and handles implementation details such as authentication so you can focus on building experiment-specific logic, and supports re-use of code which targets one service to be used against another. * By expressing the data-handling requirements of your study in a declarative format, PRISONER is able to generate consent forms and supporting documentation for ethics board/IRB approval, as well as enforcing these constraints at runtime to ensure only the data needed for an experiment are collected, while also providing automated sanitisations to reduce the sensitivity of collected data, as necessary. * PRISONER supports reproducibility of experiments by providing easily transferable artefacts to allow others to reproduce the methodology and ethical conduct of your study. In addition, automated mappings between deprecated versions of APIs allow code which targets older versions of social network APIs to be usable in the future, making social network research more sustainable. An early release of PRISONER is now available to allow social media researchers to experiment with and evaluate the tools, and to help us steer the development of the framework to meet the needs of the community. We are keen to collaborate on projects which are interested in adopting PRISONER, to provide support and any necessary extensions to the framework. We provide the source code, documentation, and Docker images of PRISONER and a working PRISONER example to help get up to speed. Call for papers 'Big data: big power shifts?'

Call for papers of the Internet Policy Review for a Special issue on ‘Big data: big power shifts?’ TOPIC & RELEVANCE 'Big data' has been a major issue in internet-related public debate for several years now and it is yet unclear what impact big data has on societies, politics and markets. We conceive ‘big data’ as constituted by three components: the automatic generation of very large and diverse data sets which are mainly the result of the digitisation of modern societies, their processing by algorithms and their use for decision-making and regulation, in the private or public sector. This includes purposes such as profiling, monitoring, predictive analysis and risk calculation. Mayer-Schönberger & Cukier claim that big data is a “revolution that will transform how we live, work, and think” (2014). But whereas revolutions imply a profound shift in power relations, there is little scientific evidence about whether and, if so, how big data affects power relations. We understand power as the production, in and through social relations, of effects that shape the capacities of actors to determine their fate. Power opens up or closes off options to act for parties involved and it is multi-dimensional: it is influence over others, empowerment, the capacity to act and to self-discipline. SCOPE OF THE SPECIAL ISSUE The aim of the special issue in the Internet Policy Review is to explore the extent to which big data shapes society by influencing power relations and, in return, how the development of big data-related phenomena is itself shaped by power relations. We welcome proposals that address power relations linked to big data phenomena in various fields, as long as they bear a relevance to European societies and highlight policy implications or make a reference to regulatory debates. Papers can have both a more conceptual or a more empirical focus. This call for papers is open to researchers from the fields of policy studies, sociology, law, philosophy, data, information and technology studies, economics and management and related fields. Emerging scholars are particularly encouraged to submit a proposal. FOCUS OF THE PAPERS As stated above, scientific knowledge about which power relations shape the “big data society” is still scarce. Yet much has been said about the many promising and worrying aspects of a society built on predictive analysis, machine learning and algorithmic regulation, and various implicit and explicit hypotheses about the power effects of big data have emerged in the academic and public debate. * Empowerment of users/citizens/patients: Will big data empower users, citizens and patients through applications and services (tailored services, e-participation, e-health)? * Power shifts and conflicts over power between actors: o Does big data alter the power relation between states and citizens (‘surveillance society’, ‘governing the poor’, manipulation of voters by individualised election campaigns)? o Do personalised marketing and the monitoring of staff affect the power relations between companies and users or employees? o Do new power relations between companies, political candidates/parties or states arise due to unequal access to big data applications? o Does big data influence the relative importance of scientific disciplines or professions (data analysts versus lawyers and economists)? * Different modes of decision-making and knowledge production: Are current norms and practices threatened by ‘algorithmic regulation’ and the ‘end of theory’? * Power relations shaping big data: How do power relations shape the development of big data and the precise big data related practices, modes of production and application fields? * Narratives: How are big data related power relations addressed, problematized or, on the contrary, masked? * Regulation of big data: What regulations are relevant for big data related power relations? What alternative regulations are proposed? ELD16 - SAVE THE DATE - June 2nd & 3rd, 2016 Our theme this year is: *ADOPT AND ADAPT: CONNECTING LEARNING TO LIFE* - June 2nd will feature workshops, building tours, and topic-based group meetings. - June 3rd will feature a full day of activities, including our keynote speaker, many concurrent sessions, and the very popular 5-minute "lightening" presentations.
