I hope you'll pardon the shameless self-promotion. I've got a piece you might like which critiques the notion of civil society online as an ethnocentric model of politics. It doesn't address cosmopolitanism, but it does examine the models of spatiality and representation that make civil society an ethnocentric notion. from my limited experience with scattered conferences in the last 2-3 years, it is up to the individual organization to devise the policy best suited to its need: American Political Science Association: Papers are available online to members, whether they have attended the conference or not, and are not available to non-members who atended the conference. I've not attended a conference yet, so i don't know if they sell physical copies there. Canadian Political Science Association: Only some papers are available online, it may be (i am not sure) that only papers submitted a week or two prior to the conference are made available. Hard copies are sold (if the presenters voluntarily submit them, and many don't) for, i think, 2$ Can. each, proceeds going to covering conference costs . Popular Culture Association / American Culture Association: No online papers, hard copies sold in the same way as CPSA above The Canadian associations for psychology and for comminaction (can't remember the official names off hand) do not have hard copy papers at all, don't know about online availability. One interesting thing the Popular Culture Association / American Culture Association does is post the emails of all participants in the conference program. That way, if you've attended the conference and therefore have the program, you can just email presenters and ask for their papers, at very little additional effort to you or to your association; this may also be done through an online list of participants, i assume. but here is another question related to this issue that jumps into my mind: as far as i know, in fiction writing (at least up to 4-5 years ago), if you post a story you've written online, even if it is only your home page, it is legally considered to be published. That means it is copyrighted; but it also means any publication of that story in a journal or anthology would legally be a reprint, which most publishers and journals are reluctant to do. This is not a legal issue. The question of "publication" is irrelevant for most copyright purposes. Publication is no longer a criterion for obtaining copyright in the United States (or other Berne signatory nations) and hasn't been since the late 1980s. Copyright attaches to the article as soon as it is fixed in a tangible medium of expression, whether or not it is ever "published." "Reprint" is not a legal or statutory status. "Publication" can affect the duration of copyright in certain circumstances, or affect some choice of law questions, but those matters aren't at issue here. There may be customs of trade in certain disciplines, or a variety of business reasons, as to why a traditional "publisher" would be reluctant to issue an article that has previously been available in an electronic archive, but that has nothing to do with copyright. Working Group on Online Components to AoIR Conferences

In response to the many concerns and ideas raised on this list, we have created a working group to investigate the possibilities for online components to our conferences and figure out how to impliment what can be done in Chicago for 2005 and in the long term. Tracy Kennedy of the University of Toronto will be chairing this working group. The charge is this: _________________________________________________________ Charge to the Working Group on Online Components to AoIR Conferences: There is considerable interest in providing some form of online accompaniment to our physical conference in Chicago and in years to come. This working group is charged with: 1. Determining the audience or audiences for such an online system, taking into account the means of internet access they may have and any limitations they may have on access (e.g. slow connections, old processors, disabilities, etc). 2. Coordinating with AoIR's Conference Management Committee, and in particular Steve Jones the local host, to determine the *realistic* possibilities for integrating an online component into the event in 2005. 3. Proposing a specific plan for 2005 which includes an analysis of the expense and determines how that cost is to be covered and who will provide the labor to make it happen. 4. Determining a long range plan for developing online dimensions of the conference beyond 2005, with attention to cost and labor as above. Include specifications of what technologies a conference venue must have in order to impliment this plan 5. Iran: Journalist Detained in Internet Crackdown

It is this part that should worry us: "Shortly before his arrest, Memarian had tried to attend a conference on Iranian civil society in New York. He had obtained a U.S. visa, but in Frankfurt, U.S. authorities refused to allow him to board his flight, saying that he was on a "no-fly" list but providing no other information. He was arrested a few days after his return to Tehran." (see full article below). Same for Tariq Ramadan. Fortunately, he lives in Switserland: Tariq Ramadan - a Swiss-born intellectual, imam, and activist - is one of Europe's most prominent Muslim reformers. Time magazine named him one of the 100 innovators of the 21st century. The University of Notre Dame has invited him to teach Islamic philosophy and ethics at its Kroc Institute for Peace Studies. But just days before classes began, the US government revoked his visa on the basis of national security, without explanation. The scholar and his family were stranded as his furniture headed to Indiana. Many American scholars were stunned and have decried the government's action as an interference in academic freedom. Memarian, a well-known figure in Iran's nongovernmental organization community, has been detained without charge since his arrest on Sunday, Oct. 10. The Iranian Students News Agency, citing family members, reported that agents of Iran's Judiciary working for the Tehran airport prosecutor arrested Memarian in his office around noon on Sunday. The authorities also searched Memarian's home and confiscated his personal notes and computer. "Omid Memarian's arrest is a further sign that Iran's systematic assault on writers and activists continues unabated," said Joe Stork, Washington director of Human Rights Watch's Middle East and North Africa division. "The Judiciary in particular remains determined to intimidate critics, isolate them from the public, and make it impossible for their voices to be heard." Human Rights Watch called for the Iranian government to release Memarian immediately and unconditionally.
