As others have stated, I also have skin in the game - living in Israel for
over 30 years with some meaningful time here in the early-1980’s as well.
In fact I may be one of the few on this list who have actually been
shopping in the Khan Younis market - it was a great place to buy fruit in
the early ‘80s - Gaza had thriving agriculture, growing boutique tourism,
and relatively peaceful relationships - and Israel had full military
control. I would stop by on route to visit friends living in the northern
Sinai.
The first difficult conversation that we’ve already had came in the early
1980’s, when Israel withdrew completely from the Sinai peninsula, returning
it to Egyptian rule in 1982. That involved displacing thousands of
Israelis from towns in northern Sinai, but after very hard discussions, and
harder protests on both sides of the decision, it was done. To this day the
Sinai remains largely demilitarized and peaceful (except for the occasional
Israeli-Egyptian joint operations to eliminate the ISIS terror cells that
pose a threat to us all). Egypt had no ‘from the river to the sea’
aspirations, nor a desire to reenact the Islamic conquering of Jerusalem.
So that difficult conversation has resulted in a stable peace.
The next difficult conversation that we’ve already had was in 2005 when
Israel unilaterally withdrew completely from Gaza, and handed Gaza to its
citizens to govern. Unlike the Egyptian-Sinai experience, however, Gazans
have accepted Hamas as their governing body and the last 18 years have been
dedicated to digging combat tunnels and building up missile stockpiles.
Unlike Egypt, the ruling government of Gaza has openly declared that Israel
and all its Jewish citizens, present company included, should be wiped out.
Egypt, by the way, a powerful Muslim country, 'blockades' the southern
border of Gaza to prevent the spread of Islamist terror into its own
territory - so that might also be an interesting conversation to have.
Does this make the Gazan people innocent bystanders? Perhaps. After
Israel's unilateral withdrawal, optimistic Israeli’s hailed the potential
to create “the Singapore of the middle east”, a booming tourist industry,
flourishing agriculture. Instead, Gazans welcomed Hamas, a terror
organization whose goal was not to build Gaza and its future, but to
destroy Israel and its future. For almost 20 years the ruling government
of Gaza has poured Western and Arab State aid into building networks of
attack tunnels, stationed weapons and military ordnance in homes across the
strip, in schools, hospitals, and yes, Universities.
For those concerned that the reports of combat tunnels under hospitals,
schools and private homes are “Israeli propaganda” - I can tell you of my
first-hand conversations with 8 different soldiers and officers, some my
students, who have been in those tunnels, hospitals, schools, and homes. It
is very real, and it is very embedded in the civilian infrastructure - and
it has to be destroyed.
Regarding some form of AOIR condemnation of attacks and destruction of
Universities - well, perhaps a good starting point for that discussion are
the 23 missile attacks launched towards my University since 7/10/23. The
most recent missile attack on my University was on December 21st 2023 as I
was meeting with a PhD student in my office. When the sirens went off we
had 90 seconds to get down to the basement bomb shelter where we waited
until hearing the explosions overhead. Forgive me if I don’t feel the need
to apologize for the fact that Israel has good air defenses and my student
and I were not killed in these attacks launched by Hamas from Gaza.
You might ask yourself the “difficult question” of where these missiles
were launched from? Which Gazan hospital grounds, UNRWA site, University
campus, or ‘civilian’ neighborhood?
If you want to start the difficult conversation we should be having, and
are sincerely looking for ‘next steps’, start with an International outcry
to have Hamas lay down their arms, return the 136 hostages, and leave Gaza
- that’s the surest and fastest way to save Gazan civilian lives. If the
Nazi army had capitulated in January 1945 perhaps the Allied bombing of
Dresden killing tens of thousand civilians could have been avoided. If the
citizens of Germany had overthrown the Nazis perhaps 350,000 to 500,000
German civilian lives might have been saved overall from Allied bombing.
But they didn’t.

international convention on cybercrime. Sponsored by Russia with support

The treaty’s ardent proponents maintain that existing intergovernmental
mechanisms like the 2001 Budapest Convention on Cybercrime are inadequate,
and that a stronger and more broadly scoped UN mechanism is needed to
tackle the evolving landscape of cybercrime. The treaty’s critics counter

far too expansive (and indeed goes beyond cybercrime), criminalizes an
arbitrary laundry list of speech and behavior, undermines multiple civil

extraterritorial surveillance and mutual law enforcement procedures that
could extend the reach of repressive policing. Other governments have taken
various positions along the continuum between these polar stances.
Convened a week before the final AHC negotiation, this webinar assembles a
panel of leading analysts and participants in the cybercrime treaty debate
in order to illuminate the state of play. They will assess the major issues
with the draft text, the international coalitions and bargaining dynamics
that are shaping the process, and the possible scenarios for a negotiated

I would like to add some new information aimed especially at the suggestion of an academic boycott of Israeli universities.
For the last four years (until August 2023) I was Chair of the Department of Communication and Journalism at the Hebrew University of Jerusalem, many of whose faculty and students are very active in AoIR.
About 20% of the students in our department are Palestinians, a term which includes those who come from within the “green line” (the pre-1967 borders of Israel) and who define themselves variously as Palestinian, Israeli, or Israeli-Palestinian (i.e. it’s complicated), and many students from East Jerusalem. Our faculty and department have instituted programmes to foster their participation and success in our programmes (which are mainly conducted in Hebrew), including special courses in Arabic, and group and individual mentoring at undergraduate and graduate levels. Our students, notably but not only women, and notably but not only the first generation in their families to attend university, have successfully completed degrees and have - among other things - conducted ground-breaking studies of Palestinian social media use and activism (especially in East Jerusalem) and (often highly critical) research on the experience of Palestinian students in Israeli academia. In one particular current faculty-led research project, 2 Palestinian women and 2 Jewish women together analyse TikTok posts by Palestinians and Israeli Jews from the 2021 Gaza war, focusing on questions of polysemy, critique and diversity of interpretation. They have continued to do this, I should add, even during the current war.
Have our department and university programmes created a utopia of diversity and harmonious academic (and social) exchange across the battle-lines? Of course not: we all recognise the very severe constraints, asymmetries and near-insurmountable challenges of our geopolitical and existential situation. As I write this, classes are being held in which Palestinian students, with relatives and friends in Gaza and the West Bank, are sitting next to Jewish students who have family members held hostage in Gaza (or who were victims on 7.10), or who have just returned from fighting in Gaza. That they manage to do this without violence breaking out in the classroom is a testimony to them, and to our the support systems the university and its staff have instituted (it also shames the tone of some of the contributors to this thread). The walking wounded are everywhere on campus - even if you cannot easily see the wounds. But our programmes are producing, at least according to many of our Palestinian students, new life-transforming possibilities for them, and we hope that in the longer term they will foster a generational cohort of outstanding graduates who can be recruited as full-time faculty in the future.
I should add that ours is not the only department at the Hebrew University with programmes like these, and that other Israeli universities are also engaged in similar initiatives. So: if you are in favour of a boycott, this is the institution, and the people in it, who you will be excluding from the universe of legitimate discourse about the Israel-Palestinian conflict, and any other relevant topic (digital media and Judaism!!!), where instead you could be engaging in conversation and even showing solidarity with our extraordinarily challenging situation. Know who you will be shunning, and be sure your sense of entitlement to excommunicate us isn’t sanctimonious narcissism disguised as moral principle.
Finally, the argument that boycotts are only institutional and do not affect individuals is at best a legalistic fantasy, and at worst a downright lie. To give a recent example from my own personal knowledge (and to extrapolate from it): an Australian media and culture scholar declined a request to be a reader of a doctorate written by a student at an Israeli university, on the basis of supporting the academic boycott. There is no use pretending that the student wasn’t being punished for being Israeli (not all Israelis have the life circumstances that allow then to leave Israel and study at what this scholar would consider a “kosher” institution). Let’s assume that the student was Jewish - but had the student been Palestinian, with an identifiably Arabic name, the would-be-boycotter would be presented with a dilemma: s/he could either enforce the boycott, on the basis that a Palestinian student at an Israeli university is basically some kind of collaborator and doesn’t deserve exceptional treatment, or s/he - baulking at potentially worsening the life chances of a Palestinian - could decide to make an exception and agree to review the dissertation, thereby effectively discriminating against other students from the same university purely on the basis of them being Jewish. There is no way around this kind of harm: institutions contain and are constituted by people. Again, know who you shun as a result of your gesture politics, and what its consequences are.

Hi everyone,
This is a difficult message to write, and I know that it will probably open
some difficult conversations. I realised this morning that I was shying
away from having these conversations because I don?t want to create
problems for the many colleagues who I respect and am fond of within AoIR.
And while I do care about all of you, sometimes care means being brave (and
perhaps annoying) instead of being polite.
So. We need to talk about Gaza. And we need to talk about Israel. Many of
us have been speaking up individually, but our voices have more power when
we bring them together. I have signed on to other open letters, but I think
there are also important reasons for the Association of Internet
Researchers to take a stance.
*What I am suggesting?*
I am asking for us to have a discussion about some form of public
solidarity with Palestinians who are currently under attack, and with those
within Israel and around the world who are speaking up against the actions
of the Israeli state.
It might involve a statement of solidarity for those who are under attack
in Gaza and other parts of Palestine, and for people engaged in non-violent
resistance to the actions of the Israeli state. It might involve joining
the international call for an academic boycott of Israeli institutions
complicit in the ongoing violence against Palestinians (the guidelines for
which are available here <https://bdsmovement.net/academic-boycott>). It
might involve a commitment to ask our own academic institutions to cut
their ties with the Israeli state. It might take some other format.
*Why now?*
There are many acts of violence and oppression happening around the world.
Why should our academic organisation speak up on this, specifically?
Because the scale of the violence is immense and continuing

exceeding that of any recent armed conflict. There is no end in sight, and
the deliberate restriction of food, water, and medicine means that people
within Gaza face starvation and disease as well as bombing and other forms
of direct violence.
Because many of us are based in countries which are prepared to condemn
other atrocities, but are unwilling to issue more than lukewarm statements
about the Israeli state?s violence against Palestinians. For example,
Australia?s
foreign minister Penny Wong

?has met with Israeli relatives of hostages held by Hamas and assured them
that she will continue to use Australia?s voice to call for the immediate,
unconditional and safe return of all hostages? and affirmed Australian
support for Israel, while only ?raising concerns? about the humanitarian
situation in Gaza. Australia has also supported the US/UK bombing of Yemen
<https://www.theguardian.com/australia-news/2024/jan/12/australia-military-s…>
in retailation for their disruption of shipping routes to Israel. Where our
own governments will not speak up for human rights, we have an obligation
to raise our voices.
Because AoIR is <https://aoir.org/diversity-and-inclusivity/> ?is committed
to the most fundamental principles of academic freedom, equality of
opportunity, and human dignity.? The last university in Gaza has now been
destroyed

by the Israeli army, along with many schools. Students from these
universities feel their loss keenly

trying to stay alive through bombings and the denial of their basic human
needs. Countless Palestinian academics

and students

have been killed, injured, and displaced

Palestinian educational institutions are not new

Calls for protection

gone unheeded.
Because the digital technologies that many of us research are woven through
this conflict. Israeli authorities are using facial recognition technology
<https://www.amnesty.org/en/latest/news/2023/05/israel-opt-israeli-authoriti…>
to entrench apartheid. The Israeli military is using an ?AI? system to
?generate targets?
<https://www.npr.org/2023/12/14/1218643254/israel-is-using-an-ai-system-to-f…>.
Telecommunications systems are shut down
<https://www.aljazeera.com/news/2023/10/27/israel-intensifies-gaza-bombardme…>,
making it difficult for people in Gaza to communicate while under attack.
Large tech companies have been providing key systems to the Israeli
government <https://notechforapartheid.com/>.
Because Israeli citizens who protest
<https://www.npr.org/2024/01/19/1225651180/israel-tel-aviv-protest-gaza-war>
the actions of their government (including on social media) face
<https://www.washingtonpost.com/world/2023/11/12/israel-free-speech-arrests-…>
jail

and threats of violence

who refuse to serve in the army

They deserve our support and solidarity.
*Why **are we** silent?*
I do not think that AoIR has tended to position itself as a neutral or
apolitical organisation. Past conference themes
<https://en.wikipedia.org/wiki/Association_of_Internet_Researchers> have
included ?Revolutions? and ?Decolonising the Internet?. My sense is that
there was also a response and a discussion within the organisation to the
Black Lives Matter movement, among other issues.
Of course, I am aware that academic organisations will not often respond to
international events. Perhaps the silence so far is entirely for this
reason. Perhaps we are afraid that if we speak up on this we will also be
asked to speak about Sudan, Congo, and other issues (would that be
terrible?)
However, I think that we must also acknowledge the chilling effect that
many academics and others experience specifically on the matter of Israel.
Antisemitism is a real and significant problem in the world. However, the
ongoing attempt to conflate all criticism of Israel with antisemitism is
intellectually dishonest and dangerous

It also frequently glosses over the long history of Jewish
<https://www.wrmea.org/2008-december/israel-and-judaism-the-long-and-largely…>
opposition

the formation of Israel. Organisations like the ADL put forward claims that
groups like A Jewish Voice for Peace are antisemitic *because* they are
anti-Zionist. Similarly, Canary Mission lists university students,
professors, and organisations that criticise the Israeli state alongside
neo-nazi organisations like the ?Daily Stormer?, conflating legitimate
criticism of the Israeli government with violent antisemitism.
I understand that many people do not want to contribute to the real
antisemitism faced by our friends, colleagues, and students face. We all
have a duty to oppose antisemitism in our communities and universities.
Perhaps that leads to a reluctance to speak out about the Israeli state?s
actions. However, I believe that we can oppose both antisemitism and
Israeli state violence. The Israeli state does not speak for, or act for,
all

material consequences for speaking against the actions of the Israeli
state. Perhaps that is enough that we do not want to put AoIR as an
organisation, or fellow academics within AoIR, in a difficult position.
But if that?s the case, let?s at least acknowledge it. Let?s make it
visible. Let us be aware that our organisation, and its commitments to
values like diversity and inclusion

That our interest in hearing from those who are currently at the margins of

Everyone loves these academic concepts, "context", decolonialization",
"apartheid" "genocide". Few, though, care to educate themselves about the
history of the BDS campaign to connect these trendy concepts with the
Palestinian narrative and bind it to unrelated struggles in a way that no
progressive person can even consider supporting anything else.
As an Israeli, I am obviously biased, you shouldn't listen to me and I
would not attempt to defend anything, certainly not the actions of a
corrupt government everyone here wants to be rid of. I am just sick and
tired of the lack of critical thinking in critical theory, so I will
put up two provocations just to saw a bit of doubt in the use of the above
categories in this context:
1. Are you sure colonialism is the framework you want to use for people who
are native to the middle east according to all monotheist bibles? The Jew
who used to be the "other" in Europe is now the archetype of the colonial
European? It would have been funny/ironic, if it weren't a new dangerous
form of anti-Semitism.
2. Gaza population has grown from a few hundred thousands to over 2 million
people since the state of Israel was founded, and is one of the fastest
growing populations in the world, despite growing rates of immigration.
Israel seems to be doing a very bad job on the genocide front.
In short, there is a good reason this list was not having this conversation
until now, and I think it should stay that way.

Digital sovereignty refers to a countries’ autonomy and control over its
digital data, systems and infrastructures. It is a term that has been
deployed widely—by liberal states to assert citizens’ rights over the data
they produce and by authoritarian states to justify surveilling and
controlling their populations. At the same time, flows and forms of digital
life offer new constructions of territoriality, governance, and identity,
on more personal and humanistic terms. This post-conference brings together
interdisciplinary perspectives to assess how new actors, technologies and
global power struggles have shaped the discourses, architectures, and
practices through which nation-states exercise and experience digital
sovereignty.
Recent geopolitical crises necessitate a re-thinking of digital sovereignty
and its implications for digital policy and international affairs. In
contemporary armed conflicts, like in the case of Russia’s war against
Ukraine, where battles unfold across all layers of the digital
communication spectrum, control over digital data flows has become a key
strategic objective. In this context, digital sovereignty can be used to
justify policies that facilitate the expansion of state power beyond
established territorial borders.
At the same time, how critical socio-technical systems are governed and by
whom also determines experiences of digital sovereignty. UNESCO's 2023
*Internet
for Trust* report calls for the inclusion of diverse perspectives in the
global governance of digital platforms. While this recommendation is
admirable, it remains unclear how it can be achieved in practice. As we
have seen from the last twenty years of internet research, well-meaning
governance principles often lack meaningful consultation with the Global
South and can be derailed by market forces. Moreover, the continued
decentralisation of key internet technologies and postcolonial data
practices suggest sovereigns might be reconfiguring away from statist
assumptions.
By bringing together researchers from diverse jurisdictions, this
post-conference aims to explore a range of inclusive and decolonial
approaches to digital platform policy and governance, as well as global
perspectives on human rights, state power and territoriality under various
digital sovereignty regimes.
We invite participants to submit a 500-word abstract on topics that fall
within the scope of platforms and infrastructure in a global context via
email to sicss.admin(a)sydney.edu.au by 15 February 2024.
Hosted by the Media & Communications discipline at The University of Sydney
and the Critical Digital Infrastructures and Interfaces group at Deakin
University, selected participants will be invited to present their work at

The deadline has been extended for abstract submissions to Situating Data
Practices Beyond Data Universalism, the 5th International Data Power
Conference, 4th – 6th September 2024, online and in person in the International
Institute of Information Technology Bangalore (IIIT-B), India and the
University of Graz, Austria. *The new deadline is 26th January 2024.*

*Call for abstracts*
The Data Power Conference hosts critical reflections on data’s power and
the social, political, economic and cultural consequences of data’s
increasing presence in our lives, workplaces, and societies. The 5th
International Data Power focuses on situating data practices and looking
beyond data universalism. It aims to:
- Situate data practices in the power relations that shape their
creation and use in the world
- Explore the importance of place, space, time and context in the making
of data and the effects of data power
- Examine the centres of data power and their infrastructures
In addition, the conference asks:
- What constitutes rigorous methods when it comes to researching data
power locally and globally?
- To what extent does critical data power research need to focus on
specific instances of data power in action?
- What generalised critiques can be made from our field?
To facilitate dialogues across disciplines and with stakeholders, we
welcome papers from interdisciplinary teams including disciplines
incorporating aspects of data science, and papers which incorporate
non-academic collaborators from a range of sectors.
As always, the Data Power Conference remains concerned with in/equalities,
discrimination, questions of justice, rights and freedoms, and agency and
resistance. We welcome papers that engage with these matters.
There will be a keynote speaker in each of the in-person locations, details
to be confirmed.
*Information on paper* *abstracts and proposals for making & doing sessions*
- Whilst we welcome papers and session proposals of all kinds, please
note that this conference focuses on critical questions about data’s power
and also papers that are critical and/or reflective with regards to the
social and cultural consequences of the rise of data’s power.
- We also welcome proposals for making & doing sessions. These should
aim to share practical interventions, practices of doing data studies
research and other types of engaged or participatory research or hands-on
workshops (e.g. data walks, data sprints, counter mapping). These sessions
will take place in-person only. Remote participation in them will not be

- Please submit a 250-300 word abstract for individual papers or making
& doing sessions. Panel proposals should include a 250-300 word panel
description + a 250-300 word abstract for each paper.
- The deadline is 19th January 2024.
- If you want to discuss special formats for paper sessions or making &
doing sessions, please contact the organisers.
*Information on conference attendance*
- It will be possible to participate EITHER remotely OR in-person in one
of the two locations in which the conference will take place – Centre for
Information Technology and Public Policy (CITAPP) at IIIT-Bangalore (India)
and BANDAS Center & Department of Sociology at University of Graz
(Austria).
- Building on our experience in collectively organising hybrid
conferences, the conference will seek to be accessible across time zones.
- Conference fee: A modest fee for conference participation will be
charged. Further details will be available once registration opens.

In *Not My Type: Automating Sexual Racism in Online Dating

socio-technical exploration of dating platforms' algorithms, their lack of
transparency, the legal and ethical discourse in these companies' community
guidelines, and accounts from individual users in order to argue that
sexual racism is a central feature of today's online dating culture. She
discusses this reality in the context of facial recognition and sorting
software as well as user experiences, drawing parallels to the long history
of eugenics and banned interracial partnerships. Ultimately, Williams calls
for, both a reconceptualization of the technology and policies that govern
dating agencies, and also a re-examination of sociocultural beliefs about
attraction, beauty, and desirability.
