*CFM--Discordant Pandemic Narratives in the U.S.* Unlike Germany, Taiwan, or New Zealand, where there was an united front nationally, comating COVID-19 in 2020, the pandemic narratives in the US were discordant, which resulted in chaotic pandemic responses from the start. The discordant narratives originated in the Situation Room among members of White House Coronavirus Task Force, which then spilled over into the Task Force's daily briefings, creating a situation of President Donald Trump vs. Dr. Anthony Fauci, a key figure in the Task Force, on issues regarding shelter-in-place, masks, or anti-malaria drugs, etc. The conflicting views of President Trump and Dr. Fauci, confused the American public, at a critical time when clear guidance was needed. On the state level, facing a national pandemic, governors looked to President Trump for leadership, but President Trump told the governors that they were on their own, as President Trump saw himself not as a national leader, but merely as a sideline supporter, in combating the pandemic. Governors had many complaints about the lack of federal guidance and help. One of the complaints was the competition from the federal government for medical supplies amid shortage, as the federal government worked to increase its own stockpile. The lack of national coordination led to unnecessary competition. In business, companies made their own safety rules as the federal government stands aside. Unsafe rules were implemented, workers went to work fearing for their lives. Conflicting practices were found in industries due to free-wheeling interpretations of government recommendations; for instance, human salons were closed, due to being a non-essential business, while animal salons were open, as they were part of the pet food stores. Inconsistent practices led to outbreaks in meatpacking plants, long term care facilities, etc. In addition, there was discordance among citizens in the US. After President Trump had imposed restrictions on travel to China in January 2020, nearly 40,000 Americans made their trips to China. Amid the coronavirus pandemic, 70 college students chartered a plane for spring break, only to find 44 with coronavirus upon return in March, 2020; and an Iowa man hosted 600 people in horse auction, ignoring social-distancing guidelines in April, 2020. Churches held Palm Sunday services in April, 2020, despite state bans on gatherings. As the coronavirus pandemic escalated, only 2 in 5 Americans canceled plans to be in crowds for the Memorial weekend in May, 2020. Discordant incidents were countless. Due to the discordant narratives and chaotic responses, the death toll of COVID-19 stacked up quickly. A fatality of two Vietnam Wars was recorded in just two months after the pandemic outbreak. By October, 2020, more than a quarter million lives had been lost in the U.S. due to the pandemic. The COVID-19 pandemic, a historical event, with such a high death toll, clearly calls for a careful examination of the discordant narratives that embodied the chaos, tensions, and conflicts in the U.S. pandemic responses. My colleagues and I are proposing an edited volume to address the various forms of discordance found in pandemic narratives in the U.S. Works are solicited that address the theoretical significance and implications of the pandemic discordance from any discipline (communication, sociology, psychology, business, education, political science, etc.) using any metholodogical inquiries (quantitative, qualitative or rhetoric). Works need to not only describe the discordance, but also address the theoretical significance of the discordance. It is our hope that the discordance serves to illustrate the theories, and the theories provide a deeper understanding of the discordance. Data access progress in Europe

Dear colleagues, I wanted to share some good news coming out of Europe regarding digital platform data access efforts. Last week the European Digital Media Observatory (EDMO) announced its plans to set up a working group focused on access to digital platform data for research ( https://edmo.eu/2020/11/24/call-for-comment-on-gdpr-article-40-working-grou…) The intention is to develop a Code of Conduct under GDPR's Article 40 that will lay out privacy-compliant processes for data access and in turn create much greater clarity on the issue for platforms, researchers, and regulators alike. And in its just-released European Democracy Action Plan ( https://ec.europa.eu/info/sites/info/files/edap_communication.pdf) the European Commission has put its considerable weight behind platform accountability and data access efforts. In a key passage (see section 4.2), the Commission explicitly states that "the GDPR does not a priori and across the board prohibit the sharing of personal data by platforms with researchers." This is intended as a (carefully-worded) rebuke to the platforms' claims that GDPR prevents them from sharing data with our community. In the same passage the Commission also embraces EDMO's plans to develop a framework for "data disclosure" (i.e., the above-mentioned plans for a Code of Conduct). You should also keep your eye out for the Digital Services Act to bolster all of this next week. Though there's still much work to be done, these developments represent a hard-fought and significant step forward. With the Commission's support, we have a much better chance of achieving responsible, ethical access to digital platform data for research--and ultimately, for greater platform accountability. But with the work ahead in mind, I would highly value any input you might wish to share during the month-long consultation period established by EDMO ahead of its launch of the working group. Big Data Analysis for Social Scientists 3-day online course, 8-10 February 2021

I'm running a 3-day online version of my "Big Data Analysis for Social Scientists" course, 8-10 February 2021. The course covers an introduction to the collection and analysis of socially-generated 'big data' using the R statistical software, with a focus on social media networks (Twitter, YouTube and Reddit), hyperlink networks, and text data. The course is designed for academics and PhD students who want to become more computationally literate, and those from technical disciplines who want to become more familiar with social science approaches to big data research. --- Apologies for cross-posting --- ============================ Call for Papers - ACM UMAP 2021 29th ACM International Conference on User Modeling, Adaptation and Personalization Theme: "Re-Evaluating Evaluation in Personalization Research" Hybrid: Utrecht (The Netherlands) and Online June 21-25th (tentative), 2021 Website: https://www.um.org/umap2021/ ============================ Abstracts due: January 17, 2021 (mandatory) Full paper due: January 24, 2021 ============================ BACKGROUND AND SCOPE: ============================ ACM UMAP – User Modeling, Adaptation and Personalization – is the premier international conference for researchers and practitioners working on systems that adapt to individual users or to groups of users, and that collect, represent, and model user information. ACM UMAP is sponsored by ACM SIGCHI and SIGWEB, and organized with User Modeling Inc. as the core Steering Committee, extended with past years’ chairs. The proceedings are published by ACM and will be part of the ACM Digital Library. ACM UMAP covers a wide variety of research areas where personalization and adaptation may be applied. This includes a number of domains in which researchers are engendering significant innovations based on advances in user modeling and adaptation, recommender systems, adaptive educational systems, intelligent user interfaces, e-commerce, advertising, digital humanities, social networks, personalized health, entertainment, and many more. We welcome submissions related to user modeling, personalization and adaptation; the conference web site provides a detailed list. Below we present a short (but not proscriptive) list of topics of importance to the conference. As the theme for UMAP 2021 is “Re-Evaluating Evaluation” we encourage submissions in all areas that offer a critical analysis of evaluations of personalized systems. We particularly want to acknowledge that some of the research might be influenced by Covid-19 related constraints (e.g., difficulty of running lab studies), and welcome submissions which introduce novel methodologies arising from a need to conduct research in new ways. CONFERENCE TOPICS: ============================ We welcome submissions related to user modeling, personalization and adaptation in any area. The topics listed below are not intended to limit possible contributions. Final decisions will be made on the basis of suitability for, and fit to, the overall conference (not for specific tracks). Additionally, there is no quota for the maximal number of accepted papers per track. Original research papers addressing the theory and/or practice of UMAP, and papers showcasing innovative use of UMAP and exploring the benefits and challenges of applying UMAP technology in real-life applications and contexts are welcome. * Long papers should present original reports of substantive new research techniques, findings, and applications of UMAP. They should place the work within the field and clearly indicate its innovative aspects. Research procedures and technical methods should be presented in sufficient detail to ensure scrutiny and reproducibility. Results should be clearly communicated and implications of the contributions/findings for UMAP and beyond should be explicitly discussed. * Short papers should present original and highly promising research or applications. Merit will be assessed in terms of originality and importance rather than maturity, extensive technical validation, and user studies. Separation of long and short papers will be strictly enforced so papers will not compete across categories, but only within each category. Papers must be formatted using the ACM SIG Standard (SIGCONF) proceedings template: https://www.acm.org/publications/proceedings-template. UMAP uses a double blind review process. Authors must omit their names and affiliations from submissions, and avoid obvious identifying statements. For instance, citations to the authors' own prior work should be made in the third-person. All accepted papers will be published by ACM and will be available via the ACM Digital Library. To be included in the Proceedings, at least one author of each accepted paper must register for the conference and present the paper there. Student registration fee is allowed for students who present a student paper. Dear Colleagues, I am delighted to share I have recently joined the *Journal of Digital War <https://www.digital-war.org/digital-war-introduction>* as Editor. *Digital war* is an interdisciplinary field which seeks to make sense of the digitally mediated shifts to the ways that contemporary wars are fought, represented, understood, and remembered. *Call for Papers: My War: Participation in Warfare (Special Issue)*, co-edited by myself and Andrew Hoskins, will present a collection of insights and perspectives on the participatory futures of armed conflicts.
