JURIX 2018 Preconference Workshop: Technical, Legal and Ethical Implications of Improved Access to Legal Information Using Supercomputing Technology
by Shefali Virkar 13 Nov '18

13 Nov '18

*Apologies for multiple postings.* *Examining the Technical, Legal and Ethical Implications of Improved Access to Legal Information Using Supercomputing Technology: The ManyLaws Project* **This workshop is collocated within JURIX 2018, The 31st International Conference on Legal Knowledge and Information Systems, December 12–14, 2018 in Groningen, The Netherlands** Legal information is an asset for decision making not only by EU institutions but also by member states, local administrations, businesses and citizens. Accurate, target-orientated, and timely information could enhance the digitisation of decision-making processes. Data such as legislation acts, bills, case laws, resolutions and decisions, published in each Member States’ language, as well as administration and citizen-generated content is increasingly embedded in large amounts of textual data available on the Internet. The vision of the ManyLaws project is thus to produce semantically annotated Big Legal Open Data, easily searchable and exploitable based on text mining tools and algorithms offered through proper visualization techniques. This workshop will provide a forum for scholars and practitioners from different backgrounds to discuss the factors that can contribute to the effective delivery of the new services proposed by ManyLaws; thereby engaging participants in an interactive exploration of the legal and ethical implications associated with the application of advanced computing technologies to the acquisition, storage, and processing of legal information. *Format of the Workshop:* The workshop will be divided into two sessions, each comprising of three interrelated activities: 1) Introductory short presentations by the organisers 2) Group breakout sessions focusing on key issues, and 3) Interactive discussions to generate conclusions. Ideas and insights generated through discussions during this workshop will be recorded by the organisers and shared with workshop participants and the general public at a future date. *Participation:* Register for full JURIX 2018 conference ( http://jurix2018.ai.rug.nl/registration.php) or for JURIX 2018 Workshops. Please note that this is an interactive workshop, and that there will be no paper presentations. Please register your interest with workshop organisers prior to the conference. *Time/Date of the Workshop:* 09.00 AM CET, 12th December 2018 *Duration:* Half day, morning session *Location:* Room 5, Het Kasteel, Groningen (NL) *Workshop Organisers:* Dr. Shefali Virkar, Danube University Krems, Austria Ms. Anna-Sophie Novak, Danube University Krems, Austria Dr. Charalampos Alexopoulos, University of the Aegean, Greece Prof. Yannis Charalabidis, University of the Aegean, Greece Mr. Mikhalis Loutsaris, University of the Aegean, Greece *Contact person(s):* Shefali Virkar (*shefali.virkar(a)donau-uni.ac.at*) Anna-Sophie Novak (*anna-sophie.novak(a)donau-uni.ac.at*)

[New study] Bulk surveillance: International Compendium of Good Legal Safeguards and Oversight Innovations
by Kilian Vieth | Stiftung Neue Verantwortung 13 Nov '18

13 Nov '18

Maybe of interest to some of you? Kind regards, Kilian & Thorsten *New study: International Compendium of Good Legal Safeguards and Oversight Innovations for Bulk Surveillance* https://www.stiftung-nv.de/en/publication/upping-ante-bulk-surveillance-int… Many people question the efficiency of bulk surveillance practices and their compatibility with fundamental rights. Others worry about its effect on the social fabric of democratic societies. Yet, most parliaments have expanded, rather than curtailed, surveillance powers in recent intelligence reforms. What is more, the European Court of Human Rights recently upheld the Swedish regime for bulk interception of foreign communications and called the practice a «valuable means» of counterterrorism in its Big Brother Watch decision. One may, therefore, assume that the practice of bulk communications surveillance is here to stay. If that is the case, then it is high time to subject national legal frameworks and their corresponding oversight systems to a comparative review and to identify good practices. In an attempt to fill a gap, Thorsten Wetzling and I have examined legal safeguards and oversight practices in 13 different democracies. Our compendium <https://www.stiftung-nv.de/en/publication/upping-ante-bulk-surveillance-int…>, commissioned by the Heinrich Böll Foundation, features 64 promising examples, that, we believe, increase the legitimacy and effectiveness of bulk surveillance governance. Dear all, I seek help in terms of policies and research practices related to Internet Archive Wayback Machine and the use of the content available through it for Content Analysis of news published online. Particularly, I am interested in news media content that was archived and is available through Wayback Machine but is absent through the link of a specific newsmedia. - Can content available through Wayback Machine be treated as let's content of any other media archive (like Mediearkivet in Sweden)? - Should I have any kind of permission from a newsroom for that content that has been captured by the Wayback Machine but is no longer available on the news media website? - What are (if any) copyright problems related to the news content available through Wayback Machine? Any tips, advice as well as literature (research articles on the usage of the Wayback Machine for content analysis of news) are WELCOME!
