Hello All: Please check the following call for panel proposal submissions for this year's ICA in Washington, D.C. Call for participation in a proposed panel to be submitted to the International Communication Association for its ICA 69th annual meeting in Washington, D.C. Media, Migrants and Populism: What are the Connections? Christine Ogan, Professor Emerita, The Media School and School of Informatics, Computing and Engineering, Indiana University Lars Willnat, John Ben Snow Research Professor of Communications, Syracuse University We hear a lot of talk about populist leaders around the world these days. And many of those leaders have been pushing an anti-immigrant agenda. That agenda has often been supported by media messages in a number of countries. Kenneth Roth, the executive director of Human Rights Watch has observed in the World Report 2018 that the last year has witnessed pushback against populist governments. "Today, a popular reaction in a broad range of countries, bolstered in some cases by political leaders with the courage to stand up for human rights, has left the fate of many of these populist agendas more uncertain. Where the pushback is strong, populist advances have been limited. But where capitulation meets their message of hate and exclusion, the populists flourish." When focused on the issue of immigration-both legal and illegal, both refugees and economic migrants-what has been the role of the media-both in mainstream media and in online and social media-in encouraging or discouraging the populist message? Our proposed panel will examine the connections in the United States, Europe and elsewhere in the world. The deadline for submission is November 1. This collection will be turned into both an interactive website and a physical book to be released next March. *Key details: **Who: *Open worldwide, any individual (or organisation) can apply. Call For Papers CEPE 2019: 28–30 May, 2019, Norfolk, Virginia, USA CEPE (Computer Ethics—Philosophical Enquiry) is a leading international conference and has played a significant role in defining the field since its first event in 1997. CEPE is held biennially, and is organized by INSEIT<https://inseit.net/> (the International Society for Ethics and Information Technology). For CEPE 2019, the conference theme will be Risk and Cybersecurity. We encourage submissions on this theme, but welcome submissions on any topic related to ethics and computers. Risk and Cybersecurity Cybersecurity is of pressing and ever-expanding importance to governments, organizations, and individuals as ever more of our lives becomes digitally rendered, analyzed, manipulated, and stored. Even as cybersecurity issues present threats to us both individually and collectively, cybersecuritization—the political action of consolidating power and control through rhetorics of “cybersecurity”—threatens people and peoples in different ways. Risk is central to computer ethics in numerous other ways as well. Risk abounds online as we figure out how to negotiate and protect identities that are increasingly visible across many parts of our lives, to persons but to companies and algorithms as well. Risk has always been central to engineering ethics, and computer ethics continues to negotiate shifting boundaries of the morality of whistleblowing along with changes in the economic, social, legal, and human costs of a hacked database. These issues are complicated further by innovations in robotics and the internet of things, which spread risk across what once was an online/offline boundary and into the smallest cracks of our lives, from military and domestic robots, to smart cities and smart homes, and to the digital assistants and baby monitors in our kitchens and bedrooms. *CFP: #Talkingpoints – Twitter and civic debate, edited volume with Palgrave-Macmillan* This is a final call for abstracts for this volume, edited by Dr. Gwen Bouvier (Maynooth University, Ireland) and Dr. Judith E. Rosenbaum (Maine University, USA). The CFP deadline is October 30, and abstracts should be 300-450 words. The volume is under consideration with Palgrave-MacMillan. With its hashtags, trending topics, and 280-character messages, Twitter has become the place to watch ideas, movements, and communities develop and become part of a global consciousness. While some scholars and social commentators are excited at the increased visibility of groups and ideas commonly excluded from mainstream discourse, as well as the possibility of dialogue between groups, others have expressed concern about the presence of echo chambers and filter bubbles, as well as the lack of “real” interaction. This raises the question what discussions on Twitter actually look like. Is there real engagement? What voices are heard and magnified, and which ones are backgrounded, or missing altogether? What kinds of conversations unfold on the platform, and do they contribute to or even qualify as civic debate? The volume seeks to shed light on the nature of the debates witnessed on Twitter through a consideration of a multitude of methodological and theoretical viewpoints. We are seeking contributions from a variety of backgrounds that consider the various types of conversations on Twitter, the users who engage in these conversations, and the impact these conversations have. We welcome abstracts from across disciplines and methods, although proposals that present findings based on empirical analysis, including quantitative, qualitative, ethnographic or political economic, are preferred. Studies can focus on a range of aspects, from the smaller details of conversation to trends that point to broader changes and patterns in use and participation, as well as issues of resistance, marginalization of voices, off-line/ on-line relations, community management, patterns in uses of platforms and campaigning and/or activism. Call for papers International Workshop Global Perspectives on Extreme Speech Online 10-11 December 2018 Venue: The House of Artists, Munich, Germany Organized by Sahana Udupa, University of Munich (LMU), Germany Peter Hervik, Aalborg University, Denmark Iginio Gagliardone, University of the Witwatersrand, South Africa Extended abstract deadline: 1 November 2018 Full papers due: 3 December 2018 Online cultures of political aggression and hateful speech have come to the center of public debate and concern, as right-wing nationalist and populist waves have swept political cultures with a new lexicon of exclusionary moral discourse aimed against minoritized groups. In North America and Europe, the rise of the “far-right” and “neonationalist” movements in the last two decades have triggered and relied on online belligerence of racialized joking, intimidation and “fact-filled” untruths (Banks & Gingrich, 2006; Hervik 2016). In countries like Myanmar, India, Sri Lanka, Kenya and South Africa, major social media services such as Facebook and Whatsapp have not only offered an easy platform to revive vitriol against religious minorities and ethnic “others”, but they have also led to a “subterranean” flow of rumor and fear mongering, injecting a new velocity to mob lynching and targeted physical violence (Gagliardone et al. 2017; Lee, 2019; Udupa, 2018). Digital expressions have pushed back liberal modulations of “civility”, drawing strength from locally approved cultural idioms, globally shared formats of humor and historically sanctioned structures of animosity (Udupa & Pohjonen, 2019). While huge numbers of dispersed, unorganized “ordinary” online users are participating in online extreme speech practices, regimes have also engaged organized production of disinformation by making use of the very infrastructure of globalization around flexible, precarious and outsourced labour (Ong and Cabanes, 2018). We capture these digitally mediated moral outrage and vitriol for overt and implicit political goals as online “extreme speech”. By defining online vitriol of political exclusion as “extreme speech”, we depart from the regulatory-normative debates of “hate speech”. We instead draw attention to media practices and how and why online actors engage in forms of speech that are disapproved in other contexts of interaction. In this international workshop, we extend our effort to place the vitriolic face of the Internet in a critical global conversation backed with ethnographic sensibility – studies that are attuned to the understanding of lived practices and narratives of online actors, historically shaped political structures, and online affordances in situated contexts. We consider online actors to include i. dispersed yet ideologically active individual producers of exclusionary extreme speech, ii. semi-organized groups of volunteers and organized groups for right wing movements and ethnic/racial hatred, iii. minoritized groups targeted by extreme speech (refugees, immigrants, “liberals”, humanists, religious/ethnic groups), iv. politically “agnostic” paid trolls, v. business minded digital influencers, as well as vi. civil society groups, individuals and community associations engaged in creative resistance to online extreme speech. Recognizing the global spread of online extreme speech, we invite submissions that can take the debate beyond the Euro-American concerns around “fake news” and “echo chambers”. We invite submissions that are especially attentive to local idioms, media practices and tensions that have made online extreme speech a daily reality of everyday politics, with profound implications for how belonging is imagined, enacted and brutally enforced in different parts of the world. Attendance to this closed workshop is fully funded. Organizers will cover the costs of travel and accommodation. Submissions will contribute to a planned co-edited volume, and should therefore not be under consideration for publication elsewhere. Marginalized Communities and Technology Policy: Transcending Policy Boundaries with Qualitative Research This panel seeks to address the conference theme by exploring the ways in which *current* *technology policy research crosses multiple boundaries. *Communication scholars tend to take a quantitative approach to analyzing technology policy—from measuring competition in the broadband market, to calculating the cost of digital privacy regulations and relying on survey tools for enumerating trends. Technology policy scholars may perceive quantitative approaches as necessary in order to “speak the language” of industry stakeholders or for findings to resonate with policymakers (Napoli and Friedland, 2016). This panel encompasses qualitative research that crosses methodological boundaries. The papers demonstrate the value of qualitative approaches—theoretical, ethnographic, interdisciplinary and applied—in addressing the unique issues involved in studying marginalized communities. These projects also transcend boundaries by focusing attention on marginalized communities that are adversely impacted by existing technology policies—rather than focusing on the innovators and platforms frequently at the center of telecommunications policy studies. As the following abstracts detail, these projects tackle the myriad ways in which technology policies inadvertently compound social, political and economic inequalities in society. 12-18 months PhD student research position in Older Adults' Interaction with Robots Department of Communication Studies Department of Industrial Engineering and Management The Center for Multidisciplinary Research in Aging Agricultural, Biological, Cognitive Robotics Initiative Ben-Gurion University of the Negev Ben-Gurion University of the Negev (BGU) is seeking outstanding candidates for a PhD student position in Older adults' interaction with robots, at The Departments of Communication Studies and Industrial Engineering and Management and The Center for Multidisciplinary Research in Aging. BGU is an internationally recognized research university that attracts outstanding faculty and researchers from around the world with over 19,000 students. The Dept. of Communication Studies includes a multidisciplinary faculty with expertise in new media, audience research, cultural diversity and disadvantaged populations. The Dept. of Industrial Engineering includes faculty experts in human factors and robotics. Advanced innovative multidisciplinary robotics research at BGU is conducted under the auspices of the ABC Robotics Initiative. SOCRATES The recruitment is done as part of SOCRATES (SOcial Cognitive Robotic Agents in The European Society), a Marie Skłodowska-Curie European Training Network (ETN) comprising 7 universities/research institutes: Umeå University and Örebro University in Sweden, Universität Hamburg and Fraunhofer IPA, Stuttgart in Germany, CSIC Barcelona in Spain, University West of England, and Ben-Gurion University of the Negev in Israel. Additional non-academic partners are: Pal Robotics, Adele Robots, Alfred Nobel Science Park, Urquhart-Dykes & Lord LLP, Center for Digital Innovation, UMINOVA, Asea Brown Boveri, S.A, and Fundació ACE. In total 15 Early Stage Researchers (ESRs) were recruited as PhD students for research on various aspects of social robotics aiming at eldercare. The wide range of projects covers a spectrum from technical design of hardware and interaction methodology, to personalization, user studies, and robot ethics. The researchers receive training in both academic and entrepreneurial spirit and expertise, well suited for a career in both academy and industry. The training includes working on a research project related to older adults' interaction with robots, as well as courses, seminars, and workshops suited for the students' academic interests and progress. As part of the research project and time dependent, secondments at Örebro University, Sweden and/or at Fraunhofer IPA, Germany might be planned. Admission requirements Candidates should have interest in understanding aging and human-robot interaction (although should not necessarily have background in such topics), be able to work independently as well as in collaboration with others, and be passionate about learning and developing knowledge in a novel and exciting area. The applicant must be skilled in both oral and written communication in English. Some background in social sciences and/or user studies is a significant advantage but not mandatory. Once approved by BGU’s SOCRATES graduate committee the student must obtain a visa and working permit according to the Ministry of Interior requirements. Applicants aiming to pursue a PhD must be accepted to BGU’s graduate school (http://in.bgu.ac.il/en/kreitman_school/Pages/admission.aspx) The PhD candidate must submit a research proposal and go through a Qualification Exam within one year of studies on his/her research proposal. A PhD at BGU is usually 4 years; for funding in the following years the student can apply for BGU scholarships and awards http://in.bgu.ac.il/en/kreitman_school/Pages/Scholarships-and-Awards.aspx. To promote mobility, the following rule applies: At the time of recruitment, the applicants must not have resided or carried out their main activity in Israel for more than 12 months during the last 3 years. Compulsory national service, work in international organizations, and short stays such as holidays are not taken into account. The applicants must not, at the time of recruitment, have spent more than 4 years doing research, and must not have been awarded a doctoral degree.
