In the Big Data Era the use of information found on the Web is becoming increasingly essential to journalism. Nevertheless, the question remains as to how this information can be used by journalists. Even though more large datasets are being released, such as WikiLeaks and the Afghan war logs, and the use of such data is already beyond elite organizations (NODA 2018), data journalism remains only a small subset of journalism, existing only in precarious forms in newspapers and news organizations (Coddington, 2018). On the other hand, the abundance of fake news, scams and misinformation, has initiated research and actions to improve opinion polls and monitor and trace the use and origins of junk news and misinformation in political elections. Besides, new research on emotions and information about users available through several devices provide also new opportunities for news personalized systems, which can now be enriched and offer readers more diversified and targeted media content. NODA19 invites papers that address a range of theoretical or methodological issues, including but not limited to: • Artificial intelligence and automation, both in content production and distribution; • New approaches to investigative journalism; • Personalised or recommended news; • Extended context: adding psychological constructs such as personality and emotions to personalization; • Challenges in content echo chambers; • Data analysis; • Visualisation of news; • Storytelling in the big data era; • User experience design and news gamification • Data literacy; • Fake news: fact checking and verification practices in data journalism, bots, scams and misinformation; • Potentials and risks of social media profiling; • The sustainability of data journalism beyond legacy organizations, such as hyperlocal data journalism; • Open data, freedom of information, legislation and data journalism; • Audience engagement, interaction and consumption of data journalism content; • Data as a value generator; Cross-disciplinary studies are encouraged to be presented, where journalism intersects other research fields such as media, data science, artificial intelligence, interaction design, gaming, business and administration or political science. The author begins by introducing the building blocks of the information society theory. The book goes on to present a systematic overview of digital divide research - its development, arguments attesting to the social gravity of the digital divide, and current findings on the uneven diffusion and use of the Internet. It evaluates the validity of the theories and concepts associated with digital divide research. The author offers an overview and re-examination of six presumptions and biases found in the prevailing approach to the digital divide. Given that Internet use has, in certain contexts, become an absolute necessity, an alternative approach is proposed, recognizing the indispensability of Internet use as context dependent. Both the European Union and Europe as a region have generally played a crucial role in shaping the governance of the internet, at the global, regional and national levels. >From a geopolitical perspective, the EU has been one of the early actors advocating for the internationalisation of the DNS system and, more generally, for the enhancement of the multi-stakeholder governance model. >From a normative point of view, EU institutions as well as Member States have deeply affected highly sensitive internet-related issues, such as privacy and data protection, digital market competition, consumers' rights, copyright, e-commerce, content regulation, the right to be forgotten, etc. On the institutional level, some of the most interesting cases of recent constituent policies have emerged from the European Union, leading to the establishment of new agencies such as the European Network and Information Security Agency (ENISA) and the European Data Protection Board (EDPB). Beyond the EU, some European intergovernmental organisations, such as the Council of Europe (CoE), have developed structured initiatives to uphold human rights, democracy and the rule of law on internet governance issues. Further, a number of European initiatives, such as the European Dialogue on internet Governance (EuroDIG) and the Global internet Policy Observatory (GIPO), have facilitated the transfer of ideas, knowledge, policies and institutional arrangements towards other countries and geographic areas. Finally, European NGOs as well as some European internet companies are currently advancing alternative visions and values about the internet and its governance, enriching the set of internet governance approaches as well as available design options. The third edition of the European Multidisciplinary Conference on Global Internet Governance Actors, Regulations, Transactions and Strategies (GIG-ARTS 2019), will be held exactly twenty years after the entry into force of the Amsterdam Treaty and ten years after the Lisbon Treaty, which are milestones in the history of the European integration process, preparing the EU for enlargement and further deepening of competences, and reinforcing the centrality of democratic principles and the protection of fundamental rights as the Union's foundation. After having addressed “Global Internet Governance as a Diplomacy Issue” at its first edition held in Paris in 2017, and "Inequalities in Internet Governance" at the second edition held in Cardiff in 2018, the 2019 GIG-ARTS conference will explore the role of Europe in the global governance of the internet. In particular, the conference will focus on challenges and opportunities, as well as strengths and weaknesses, of European approaches to internet governance and policy-making. Hi all, I’m looking for tools to do sentiment analysis and general mining on Russian language tweets. I see there are some options out there, but if anyone has experience trying to do this I’d appreciate it if you could share some insight on the software you used. While I’d be more interested in something I can set up and run myself than subscribing to a service, I’m not absolutely committed to that idea. Any suggestions? Thanks, - John — John P.
