The early web is now simply another object of nostalgia. Tech anniversaries are a dime a dozen, while once cool digital aesthetics have made several ironic comebacks. All of this reinforces a sense that we’ve left behind a digital history that was as clunky and slow as it was idealistic and naïve. How can we rethink this relationship to the web’s past and the past web? This question is crucial today as the open web continues to lose ground to platforms and apps. How can this history be reconstructed and re-evaluated, and how are web archives and web histories impacted by technological change? What do traditional problems of preservation and historiography look like at scale? And what stories capture the diverse transformations and continuities that mark nearly 30 years of web history? There is of course no single web history, materially or conceptually speaking. There is instead a politics of archives, technologies and discourses that needs to be uncovered. How can we expand our view of web history beyond Silicon Valley and celebrated cases? And how can we reveal the technological, social and economic contexts that have shaped not just the present web, but how we access its past? What role do archives play in uncovering the histories of the web, platforms and apps, as well as their production and usage contexts? This conference aims to bring together scholars, archivists and artists interested in preserving, portraying and otherwise engaging with the web that was. In addition to paper submissions, we invite proposals for audiovisual installations, posters, software demos, or other media that connects to the conference themes. FYI: A new report from Data & Society, Weaponizing the Digital Influence Machine: The Political Perils of Online Ad Tech <https://datasociety.net/output/weaponizing-the-digital-influence-machine/> identifies the technologies, conditions, and tactics that enable today’s digital advertising infrastructure to be weaponized by political and anti-democratic actors. Anthony Nadler, Matthew Crain, and Joan Donovan argue that political actors use three main strategies to weaponize the DIM by targeting specifically selected audiences at “weak points” when they’re most vulnerable to manipulation. Rather than using these techniques to change long-standing beliefs, actors target audiences with the goals of amplifying existing resentments and anxieties; sowing distrust in others; influencing political decisions; and deepening divisions. Call For Papers CEPE 2019: 28–30 May, 2019, Norfolk, Virginia, USA CEPE (Computer Ethics—Philosophical Enquiry) is a leading international conference and has played a significant role in defining the field since its first event in 1997. CEPE is held biennially, and is organized by INSEIT<https://inseit.net/> (the International Society for Ethics and Information Technology). For CEPE 2019, the conference theme will be Risk and Cybersecurity. We encourage submissions on this theme, but welcome submissions on any topic related to ethics and computers. Risk and Cybersecurity Cybersecurity is of pressing and ever-expanding importance to governments, organizations, and individuals as ever more of our lives becomes digitally rendered, analyzed, manipulated, and stored. Even as cybersecurity issues present threats to us both individually and collectively, cybersecuritization—the political action of consolidating power and control through rhetorics of “cybersecurity”—threatens people and peoples in different ways. Risk is central to computer ethics in numerous other ways as well. Risk abounds online as we figure out how to negotiate and protect identities that are increasingly visible across many parts of our lives, to persons but to companies and algorithms as well. Risk has always been central to engineering ethics, and computer ethics continues to negotiate shifting boundaries of the morality of whistleblowing along with changes in the economic, social, legal, and human costs of a hacked database. These issues are complicated further by innovations in robotics and the internet of things, which spread risk across what once was an online/offline boundary and into the smallest cracks of our lives, from military and domestic robots, to smart cities and smart homes, and to the digital assistants and baby monitors in our kitchens and bedrooms. Literature on Networks and Online Health Communities
