Submissions open for The Web that Was (June 2019, Amsterdam)
by Michael Stevenson 06 Sep '18

06 Sep '18

The Web that Was: Archives, Traces, Reflections A three-day conference, University of Amsterdam, the Netherlands, June 19-21, 2019. The third biennial RESAW (Research Infrastructure for the Study of Archived Web Materials) conference. Organized by the University of Amsterdam. *** Submissions Open *** Submissions are now open for The Web that Was (RESAW19) and you can upload your submission here: https://easychair.org/my/conference.cgi?conf=resaw19. Please read the conference-specific instructions linked at the top of the submission form. Help with the conference tool can be found here: https://easychair.org/help/how_to_submit. The deadline for submissions is October 19, 2018. *** Keynote speakers *** Megan Ankerson, Assistant Professor of Communication Studies, University of Michigan Wendy Chun, Canada 150 Research Chair, Simon Fraser University Florian Cramer, Professor of Applied Research, Rotterdam University of Applied Sciences Olia Lialina, Professor of New Media, Merz Akademie Fred Turner, Harry and Norman Chandler Professor and Chair of the Department of Communication, Stanford University *** Special event *** The conference will host a lecture-performance by Geert Lovink (Institute of Network Cultures, Hogeschool van Amsterdam) and guests on the history and preservation of Amsterdam’s early internet culture. *** Call for contributions *** As the first generation of web users goes grey, it’s clear that the internet they remember is no longer around. The early web is now simply another object of nostalgia. Tech anniversaries are a dime a dozen, while once cool digital aesthetics have made several ironic comebacks. All of this reinforces a sense that we’ve left behind a digital history that was as clunky and slow as it was idealistic and naïve. How can we rethink this relationship to the web’s past and the past web? This question is crucial today as the open web continues to lose ground to platforms and apps. How can this history be reconstructed and re-evaluated, and how are web archives and web histories impacted by technological change? What do traditional problems of preservation and historiography look like at scale? And what stories capture the diverse transformations and continuities that mark nearly 30 years of web history? There is of course no single web history, materially or conceptually speaking. There is instead a politics of archives, technologies and discourses that needs to be uncovered. How can we expand our view of web history beyond Silicon Valley and celebrated cases? And how can we reveal the technological, social and economic contexts that have shaped not just the present web, but how we access its past? What role do archives play in uncovering the histories of the web, platforms and apps, as well as their production and usage contexts? This conference aims to bring together scholars, archivists and artists interested in preserving, portraying and otherwise engaging with the web that was. In addition to paper submissions, we invite proposals for audiovisual installations, posters, software demos, or other media that connects to the conference themes. Submissions in the form of an abstract may relate to, but are not limited by, the following topics: * Web and internet histories * Historicizing the web and digital culture * Web 1.0, Web 2.0 and critiquing periodizations * Past futures and paths not taken * Platformization and the changing structure of the web * Social imaginaries of the early web * Archives and access * Research methods for studying the archived web * Methods for platform and app histories * Ethics of (studying) web archives * Technicity of web archives * Software histories * Archived audiences and histories of internet use * Identity, intersectionality and web history * Digital activism and web history * Histories of net criticism * Media industries and their online histories * Web histories elsewhere: forgotten and marginalized web cultures * Realtime, time travel and other web temporalities * Future histories and the archive of tomorrow *** Submissions *** Submissions are welcomed from all fields and disciplines, and we would particularly encourage postgraduate students and early career researchers to participate. * Individual papers of 20 minutes length (750-word abstract and a short author bio of 100-150 words). * Panel sessions consisting of three individual papers, introduced by a chair (750-word abstract for each paper, a brief description of 300 words of the purpose of the panel, and a short author bio of 100-150 words for each speaker). * Posters, demonstrations, and audio/video/interactive installations (short abstract of no more than 500 words, a list of A/V or other requirements, and a short author bio of 100-150 words) * Workshops (a 500-word rationale for the workshop, including discussion of why the topic lends itself to a workshop format, and a short author bio of 100-150 words for the workshop organiser(s)). new issue of FastCapitalism
by Jeremy Hunsinger 04 Sep '18

04 Sep '18

Introduction to Fast Capitalism 15.1 Timothy W. Luke Since 2005, Fast Capitalism has worked to serve as an academic journal with a political intent. For now thirteen years, fifteen numbers, and nineteen issues (with a 1.2 issue in 2005, a 2.2 issue in 2006, a 5.2 issue in 2009, and an 8.2 issue in 2011), we have been publishing reviewed scholarship and critical essays about the impact of rapidly changing information and communication technologies on self, society and culture in the 21st century. As we announced from the outset, we do not pretend an absolute objectivity, given that the work we publish is written from many perspectives with a viewpoint. Our authors examine how heretofore distinct social institutions, such as work and family, education and entertainment, have blurred to the point of near identity in an accelerated, post-Fordist stage of capitalism. And, we launched this project before there were the nearly 2 billion smart phones and over a billion smart tablets operating everyday around the world in 2018. The scale, scope, and sweep of these means of communication in the existing mode of information makes it difficult for people to shield themselves from subordination and surveillance. The working day continues to expand; there is increasingly less to actually no “down time” anymore. People can “office” anywhere, using laptops, tablets, and other personal mobile devices to stay constantly in touch. But these invasive technologies that tether us to capital and control can also help us resist these tendencies, as we noted during the Great Recession, the “Color Revolutions,” the Occupy movements, and Arab Spring uprisings. People use the Internet as a public sphere in which they can express and enlighten themselves as well as organize others; women, especially, manage their families and nurture children from the job site and on the road, perhaps even “familizing” traditionally patriarchal and bureaucratic work relations; information technologies afford connection, mitigate isolation, and have made way for many new social movements from Occupy Wall Street and Black Lives Matter to #MeToo and March for Our Lives. We are convinced that the best way to study an accelerated media culture and its various political economies and existential meanings is dialectically, with nuance, avoiding sheer condemnation and ebullient celebration. We seek to shape these new technologies and social structures in democratic ways. We invite contributions on these and related issues. Some papers will stick close to the ground of daily life and politics; others will ascend the heights of theory in order to get the big picture. The work we publish is both disciplinary and interdisciplinary, bridging the social sciences and humanities. Culture and capital are keywords. As we always have been from the beginning, we are also are intensely interested in cities, the built environment and nature, and we encourage people who theorize space and place to submit their work. With 15.1, we continue this project with an eclectic mix of essays, beginning with Jacobo Bernardini addressing in his “Nomophobia and Digital Natives” the dark sides of smartphone psychological dependence in contemporary Italy, especially the strong correlations between youth apathy and the massive use of new digital technologies. The second piece by Daniel Broudy, “Flags, Anthems, and Free Speech: A Trump White House,” addresses the emergent national populist regime and nationalist movement being constructed in the United States around perhaps the world’s first full-blown “reality TV” inspired style of daily administration in President Donald Trump’s White House. The third article by Sascha Engel poses the challenge of how to go about “Writing Circuit Histories” by delving deeply into software coding practices to contest the predominant linear narrative devices to which semi-human, semi-machinic assemblages for high technology work are subject: the narrative of “progress.” The next essay by Yasmin Ibrahim deals with the complexities of “The East as a Theatre House of Suffering: ‘Suffering’ Scholarship and the Orientalist Bind” in contemporary media studies. For her, “suffering” is a sustained human predicament, but it has been largely consigned to the East/Global South as a collective human role. In turn, the right to look and serve as the authoritative voyeur of spectatorship is conferred to the West. She effectively disputes this “East-West” dichotomy in the oeuvre of suffering scholarship. On the one hand, it has created a two-fold humanity where one is the bearer of suffering and the other the voyeur or the moral spectator who can accord pity and compassion to the lesser other. And, on the other hand, she notes how the West/Global North is now a key locus of suffering with the war on terror, the plight of displaced populations seeking refuge, and the impact of rapid climate change. The fifth contribution to the issue “Social Movement Uses of Capitalist Infotainment” by JL Johnson is a fascinating evaluation of how different social movements have mobilized techniques from contemporary social media platforms to communicate with issue group organizations supporting the causes of LGBT advancement, food justice, and human rights. The sixth article in this issue by Benjamin Taylor carefully investigates “The Biopolitical Conditions of Sovereign Performativity,” arguing that sovereignty never disappears as a force to be confronted in the everyday workings of states and societies. Instead, the contexts within which it is expressed are constantly shifting as the collective practices of spatial mastery change. In turn, the next piece, Jakob Norberg’s “The Tragedy of the Commonplace: Clichés in the Age of Copyright,” plays with the persistent imageries of overuse and exhaustion, cloaking the concept of the cliché. He illustrates how linguistic statements, as they circulate in everyday usage, can suffer from a “tragedy of the commons,” in which any shared meanings inevitably will be degraded without constraints on use by the community that employs them. Finally, in the concluding article, Timothy W. Luke’s “Have a Heart for the Holocene: The Politics of Ark Activism, Collaborative Conservation, and Sponsored Survival at Museums” explores how the Anthropocene concept is now proliferating rapidly as a powerful cultural script essentially free from the geoscience underpinnings binding it to the science of geological deep time. As a free-floating narrative that generates its own cause, effect, and context, the Anthropocene has morphed into a fascinating intellectual development as well as an event in the planet’s history. This study explores how a number of museums, zoological preserves, and exotic expositions have mobilized its flexible rhetoric in displays about rapid climate change to map out how one might see the interwoven combined demise of the Holocene, or current epoch in deep time, and emergence of the Anthropocene in unique new configurations. Taken together, they could be regarded as the foundations for a global exposition about the Anthropocene epoch in human and natural history. In addition, as we now look to publishing 16.1 in 2019, I will return, once again, to being “the Co-Editor” of Fast Capitalism at Virginia Tech in Blacksburg rather than “the Editor.” And, our current co-editor, David Arditi, in Arlington at the University of Texas (as his colleagues, academic units, and I planned during 2015 in the aftermath of our Founding Editor’s, Ben Agger, unexpected and untimely passing) will be taking on the role of “Editor.” During the recently concluded academic year, David successfully stood for tenure and promotion in the Department of Sociology at the University of Texas at Arlington. One important result of this decision is David now has the security and seniority of an associate professor to devote more time and energy to managing Fast Capitalism at its home campus as “the Editor” of the journal. Going forward, Fast Capitalism will maintain its other current editorial positions with Coordinating Editor Beth Anne Shelton (University of Texas at Arlington); Senior Editor: Matthew Levy (Portland Community College); Production Editor: Alison Torres Ramos (Southwestern Adventist University, Keene, Texas), and Managing Editor: H. Scott Clemens. -- Jeremy Hunsinger Associate Professor Communication Studies Wilfrid Laurier University

In 2016 the two previously bi-annually held conferences, EVOTE and VoteID, were merged into the annual E-VOTE-ID conference. The third joint conference will take place in October 2018. One of its major objectives is to provide a forum for interdisciplinary and open discussion of all issues relating to electronic voting. Cumulatively, since 2004 some 1,000 experts from all over the world have attended this conference to discuss electronic voting and related topics. The aim of the conference is to bring together e-voting specialists working in academia, politics, government and industry in order to discuss various aspects of all forms of electronic voting (including, but not limited to, polling stations, kiosks, ballot scanners and remote voting by electronic means) in the three following tracks below and a PhD colloquium: Track on Security, Usability, and Technical Issues Design, analysis, formal modeling or research implementation of: - Electronic voting protocols and systems; - Voter identification and authentication; - Ballot secrecy, receipt-freeness and coercion resistance; - Election verification including end-to-end verifiability and risk limiting audits; - Requirements; - Evaluation and certification, including international security standards, e.g. Common Criteria or ITSEC; - Human aspects of security mechanisms in electronic voting and in particular of verifiability mechanisms; - Or any other security and HCI issues relevant to electronic voting. Track on Administrative, Legal, Political, and Social Issues - Discuss legal, political and social issues of electronic voting implementations, ideally employing case study methodology; - Analyze the interrelationship with, and the effects of electronic voting on democratic institutions and processes; - Assess the cultural impact of electronic voting on institutions, behaviours and attitudes of the Digital Era; - Discuss the administrative, legal, political and social risks of electronic voting; - Address issues of e-voting policy development and legislative processes; - Explore aspects of public administration in the implementation of electronic voting; - Examine understandability, transparency, and trust issues in electronic voting; - Address issues related to data protection; - Explore issues of public interest vs PPP (public-private partnerships). Track on Election and Practical Experiences - Review developments in the area of applied electronic voting; - Report on experiences with electronic voting or the preparation thereof (including repots on development and implementation, case law, court decisions, legislative steps, public and political debates, election outcomes, etc.); Contributions in this track will be published in TUT press proceedings only. These experience and practical reports need not contain original research, but must be an accurate, complete and, where applicable, evidence-based account of the technology or system used. Submissions will be judged on quality of review and level of analysis, and the applicability of the results to other democracies. ------------------------------------------------------------------------- PhD Colloquium The colloquium continues the tradition of PhD workshops on e-voting. Since 2006 the PhD seminars have focused on various aspects of e-voting including technical aspects, legal challenges, identity management, verifiability of the vote, etc. The workshops took place in various locations in Austria, Catalonia, Denmark, Estonia, Germany, Luxembourg, and Switzerland. The goal of the colloquium is to foster understanding and collaboration between PhD students from various disciplines working on e-voting. To this end, the program allows plenty of space for discussion and initiating collaboration based on presentations by attendees. What makes this colloquium special is that it is truly interdisciplinary, where PhD students from legal backgrounds are joined by PhD students with computer science and cryptography backgrounds and by social scientists. Master students in e-voting and related areas are also welcome to participate. Each interested participant should submit his/her research proposal (or alternatively ideas for papers, open problems, or other issues where feedback from colleagues would be helpful etc.) of some two pages length using the conference platform. In addition to this proposal, participants are asked to fill out a questionnaire about their PhD project. This questionnaire will be send by email to participants who have submitted their proposal. ------------------------------------------------------------------------- Format of the Conference The format of the conference is a three-day meeting beginning on Wednesday. Data privacy via the WTO?

Fellow AoIRers, Last week, I published this short policy brief arguing that post-GDPR, data privacy should be administered via an international treaty organization, specifically the WTO. This is a very preliminary sketch, but I’d be curious to hear feedback from other people interested in data privacy regulation before I build on it. Let me know your thoughts! http://cmsimpact.org/data-security/policy-briefing-note-an-international-ap… Thanks! — Aram Sinnreich (http://aram.sinnreich.com) Associate Professor Chair, Communication Studies American University (http://www.american.edu/soc/) School of Communication (http://www.american.edu/soc/) Author (http://j.mp/sinnreich) | Musician (https://dubistry.bandcamp.com/)
