In 2016 the two previously bi-annually held conferences, EVOTE and VoteID, were merged into the annual E-VOTE-ID conference. The third joint conference will take place in October 2018. One of its major objectives is to provide a forum for interdisciplinary and open discussion of all issues relating to electronic voting. Cumulatively, since 2004 some 1,000 experts from all over the world have attended this conference to discuss electronic voting and related topics. The aim of the conference is to bring together e-voting specialists working in academia, politics, government and industry in order to discuss various aspects of all forms of electronic voting (including, but not limited to, polling stations, kiosks, ballot scanners and remote voting by electronic means) in the three following tracks below and a PhD colloquium: Track on Security, Usability, and Technical Issues Design, analysis, formal modeling or research implementation of: - Electronic voting protocols and systems; - Voter identification and authentication; - Ballot secrecy, receipt-freeness and coercion resistance; - Election verification including end-to-end verifiability and risk limiting audits; - Requirements; - Evaluation and certification, including international security standards, e.g. Common Criteria or ITSEC; - Human aspects of security mechanisms in electronic voting and in particular of verifiability mechanisms; - Or any other security and HCI issues relevant to electronic voting. Track on Administrative, Legal, Political, and Social Issues - Discuss legal, political and social issues of electronic voting implementations, ideally employing case study methodology; - Analyze the interrelationship with, and the effects of electronic voting on democratic institutions and processes; - Assess the cultural impact of electronic voting on institutions, behaviours and attitudes of the Digital Era; - Discuss the administrative, legal, political and social risks of electronic voting; - Address issues of e-voting policy development and legislative processes; - Explore aspects of public administration in the implementation of electronic voting; - Examine understandability, transparency, and trust issues in electronic voting; - Address issues related to data protection; - Explore issues of public interest vs PPP (public-private partnerships). Track on Election and Practical Experiences - Review developments in the area of applied electronic voting; - Report on experiences with electronic voting or the preparation thereof (including repots on development and implementation, case law, court decisions, legislative steps, public and political debates, election outcomes, etc.); Contributions in this track will be published in TUT press proceedings only. These experience and practical reports need not contain original research, but must be an accurate, complete and, where applicable, evidence-based account of the technology or system used. Submissions will be judged on quality of review and level of analysis, and the applicability of the results to other democracies. ------------------------------------------------------------------------- PhD Colloquium The colloquium continues the tradition of PhD workshops on e-voting. Since 2006 the PhD seminars have focused on various aspects of e-voting including technical aspects, legal challenges, identity management, verifiability of the vote, etc. The workshops took place in various locations in Austria, Catalonia, Denmark, Estonia, Germany, Luxembourg, and Switzerland. The goal of the colloquium is to foster understanding and collaboration between PhD students from various disciplines working on e-voting. To this end, the program allows plenty of space for discussion and initiating collaboration based on presentations by attendees. What makes this colloquium special is that it is truly interdisciplinary, where PhD students from legal backgrounds are joined by PhD students with computer science and cryptography backgrounds and by social scientists. Master students in e-voting and related areas are also welcome to participate. Each interested participant should submit his/her research proposal (or alternatively ideas for papers, open problems, or other issues where feedback from colleagues would be helpful etc.) of some two pages length using the conference platform. In addition to this proposal, participants are asked to fill out a questionnaire about their PhD project. This questionnaire will be send by email to participants who have submitted their proposal. ------------------------------------------------------------------------- E-Voting System Demonstration Session We also invite demonstrations of electronic voting systems, to be presented in an open session on Tuesday 2 October during the welcome reception. Participation is open to all conference participants, but we request a one-page summary by 30 September to office(a)e-vote-id.org describing the system's requirements and properties, such as: - whether the system is intended for use in controlled (i.e. in polling stations) or uncontrolled environments (i.e. remotely via the Internet or in kiosks); - which types of elections it accommodates; - whether it addresses the needs of voters with disabilities; - what sort of verifiability it provides; - the extent to which it guarantees vote privacy; - whether it has been deployed in a real election; - where to go for more information. ------------------------------------------------------------------------- Format of the Conference The format of the conference is a three-day meeting beginning on Wednesday. On Tuesday, one day before the formal conference, we will hold the PhD colloquium and a demo session for e-voting system demonstrations. No parallel sessions will be held, and sufficient space will be given for informal communication. ------------------------------------------------------------------------- Paper Submission Paper submissions can be in two formats-either as a full paper or a short paper. - Full paper submissions (max 16 pages in LNCS format all-in); - Short paper submissions (max 2 pages in LNCS format all-in). All submissions will be subject to double-blind reviews. Submissions must be anonymous (with no reference to the authors). Submissions are to be made using the EasyChair conference system at https://www.easychair.org/conferences/?conf=evoteid2018, which serves as the online system for the review process. During submission, please select the appropriate track or the PhD colloquium. The track chairs reserve the right to re-assign papers to other tracks in case of better fit based on reviewer feedback and in coordination with other track chairs. Best, Kalle Westerling Coordinator, GC Digital Humanities Research Institute -- The Digital Humanities Research Institute (DHRI) is a ten-day residential workshop to be held from June 11–20, 2018 at The Graduate Center, CUNY. During the DHRI, which is supported by an National Endowment for the Humanities Institutes in Advanced Topics in the Digital Humanities grant, participants will explore interdisciplinary, digital humanities research and teaching with leading DH scholars, develop core computational research skills through hands-on workshops, and begin developing versions of the DHRI for their own communities. When participants return to New York in June 2019 to report on their experiences, they will become the core members of a growing network of distributed digital humanities research institutes, and their reflections will inform the publication of a guide to leading digital humanities skill workshops in a variety of institutional contexts. Short courses—or “bootcamps”—that last anywhere from one day to two months are an increasingly popular way to offer intensive training in digital tools and skills over a short period of time; however, these courses are resource-intensive to run, reach a limited audience, and rarely offer ongoing support. As part of a commitment to building a vibrant community of scholars who make critical use of technology in their teaching and research, the CUNY Graduate Center ran three week-long institutes between 2016 and 2017, which offered a combined 100 hours of instruction on digital research methods to more than 100 students, faculty, staff, and librarians across the CUNY system. Demand for foundational digital research skills remains high, as we have had to turn away as many participants for each institute as we are able to accept. We believe that all participants are experts in something, but none are experts in all areas. By fostering a collaborative, interdisciplinary environment where humanities research questions, methods, and values are most significant, we work to build a cooperative learning experience. Building on three years of leading successful interdisciplinary Digital Research Institutes at the highly diverse City University of New York, we have established an approach that leverages participant’s strengths, disciplinary interests, and research interests. Students work at round tables to encourage social interaction, conversation, and collaboration, and significant time is spent addressing questions about the appropriateness and consequences of digital methods, ethical concerns, project proposal development, and presentation of digital scholarship to multiple audiences. DHRI emphasizes foundational skills because we believe that it is the most effective path toward enabling digital humanities researchers to become self-teachers and mentors in their own right. Many bootcamp-style intensives prioritize instrumental outcomes, such as whether students can “write a for loop” or create a website. While these results are desirable, we find that students who know how to use the command line, read technical documentation, and reason about systems are more self-sufficient and better prepared to approach technology (and technical rhetoric) with a critical eye. This leads to second-and third-order effects as students teach themselves and teach others, and also provides a common conceptual vocabulary and skill set that serves as a basis for forming strong collaborations in the future. Applications will be evaluated according to the following criteria: * Commitment to attending all 10 days of the June 2018 and 2 days of the June 2019 institutes; * Demonstrated interest in and responsibility for “digital humanities community building” (This can be through a regional digital humanities group as a volunteer, as a post-doc in a university library, a visiting scholar at a liberal arts college, a faculty member creating a DH reading group, a curator or archivist at a historical society, library, or other humanities-oriented organization. Position title is not important. What is important is your ability to explain your responsibility or interest in building communities of DH practice.); * A letter of support from a group, organization, or institution stating they will support your efforts to run a Digital Humanities Research Institute (Support does not have to be financial. It should simply recognize that your activities are recognized and welcomed by the organization.); * Interest in helping to build a network of institute leaders through sharing of curricular materials and engaging in online community-support; * An articulation of a DH project idea that you find interesting and would like to pursue or have already begun; * An explanation of how you confront and overcome technical difficulties you have experienced in the past. We are looking for participants who represent diverse DH areas of interest (disciplines, methods, project-types), who work at a wide range of institutional types (universities, community colleges, libraries, archives, museums, historical associations), and who reflect an array of professional roles from graduate students to experienced faculty to librarians, administrators, museum curators, archivists and more. Ideal participants will be able to demonstrate strong communication and collaboration skills and a willingness to confront and overcome frustration. No previous technical experience is required. Applications will not be evaluated based on familiarity with existing technologies, though we are happy to hear about your aspirations and the skills you would like to develop for future work. Call for Evidence: Young People and Digital Intimacies

With apologies for cross posting Call for Evidence: Young People and Digital Intimacies This is an invitation to submit evidence to be considered in an interdisciplinary Rapid Evidence Assessment of young people and digital intimacies. The project, funded by a Wellcome Trust Seed Award, aims to enable a better understanding of the kinds of information and interventions on digital intimacies that may be most useful to young people. We seek to consider a broad range of literature on this topic, paying particular attention to respecting young people’s sexualities and their sexual agency, pleasure and rights; valuing sexual diversity (rather than heteronormativity); recognising that meanings in mediated images are socially negotiated by people in varied contexts; and examining how young people navigate, understand, consume, react to and engage with such material. As well as identifying literature, we also want to ensure that this Rapid Evidence Assessment is comprehensive and relevant in its content and scope. To that end, we welcome input and suggestions, within the scope of digital intimacies as defined above, as to the areas that should be considered in the review. * What are the key questions and practices with regard to young people and digital intimacies and what are the main issues from the standpoint of young people? * What kind of evidence is needed to inform the development of the sex education curriculum with regard to digital intimacies? * What are some examples of good resources relating to digital intimacies and what are the barriers to implementing good resources? * As young people's lives are lived increasingly online, what issues does this raise for how sexual health is discussed and addressed? The meaning of AI has undergone drastic changes during the last 60 years of AI discourse(s). What we talk about when saying “AI” is not what it meant in 1958, when John McCarthy, Marvin Minsky and their colleagues started using the term. Take game design as an example: When the Unreal game engine introduced "AI" in 1999, they were mainly talking about pathfinding. For Epic Megagames, the producers of Unreal, an AI was just a bot or monster whose pathfinding capabilities had been programmed in a few lines of code to escape an enemy. This is not "intelligence" in the Minskyan understanding of the word (and even less what Alan Turing had in mind when he designed the Turing test). There are also attempts to differentiate between AI, classical AI and "Computational Intelligence" (Al-Jobouri 2017). The latter is labelled CI and is used to describe processes such as player affective modelling, co-evolution, automatically generated procedural environments, etc. Artificial intelligence research has been commonly conceptualised as an attempt to reduce the complexity of human thinking. (cf. Varela 1988: 359-75) The idea was to map the human brain onto a machine for symbol manipulation – the computer. (Minsky 1952; Simon 1996; Hayles 1999) Already in the early days of what we now call “AI research” McCulloch and Pitts commented on human intelligence and proposed in 1943 that the networking of neurons could be used for pattern recognition purposes (McCulloch/Pitts 1943). Trying to implement cerebral processes on digital computers was the method of choice for the pioneers of artificial intelligence research. The “New AI” is no longer concerned with the needs to observe the congruencies or limitations of being compatible with the biological nature of human intelligence: “Old AI crucially depended on the functionalist assumption that intelligent systems, brains or computers, carry out some Turing-equivalent serial symbol processing, and that the symbols processed are a representation of the field of action of that system.” (Pickering 1993, 126) The ecological approach of the New AI has its greatest impact by showing how it is possible “to learn to recognize objects and events without having any formal representation of them stored within the system.” (ibid, 127) The New Artificial Intelligence movement has abandoned the cognitivist perspective and now instead relies on the premise that intelligent behaviour should be analysed using synthetically produced equipment and control architectures (cf. Munakata 2008). Kate Crawford (Microsoft Research) has recently warned against the impact that current AI research might have, in a noteworthy lecture titled: AI and the Rise of Fascism. Crawford analysed the risks and potential of AI research and asked for a critical approach in regard to new forms of data-driven governmentality: “Just as we are reaching a crucial inflection point in the deployment of AI into everyday life, we are seeing the rise of white nationalism and right-wing authoritarianism in Europe, the US and beyond. How do we protect our communities – and particularly already vulnerable and marginalized groups – from the potential uses of these systems for surveillance, harassment, detainment or deportation?” (Crawford 2017) Following Crawford’s critical assessment, this issue of the Digital Culture & Society journal deals with the impact of AI in knowledge areas such as computational technology, social sciences, philosophy, game studies and the humanities in general. Subdisciplines of traditional computer sciences, in particular Artificial Intelligence, Neuroinformatics, Evolutionary Computation, Robotics and Computer Vision once more gain attention. Biological information processing is firmly embedded in commercial applications like the intelligent personal Google Assistant, Facebook’s facial recognition algorithm, Deep Face, Amazon’s device Alexa or Apple’s software feature Siri (a speech interpretation and recognition interface) to mention just a few. In 2016 Google, Facebook, Amazon, IBM and Microsoft founded what they call a Partnership on AI. (Hern 2016) This indicates a move from academic research institutions to company research clusters. We are in this context interested in receiving contributions on the aspects of the history of institutional and private research in AI. We would like to invite articles that observe the history of the notion of “artificial intelligence” and articles that point out how specific academic and commercial fields (e.g. game design, aviation industry, transport industry etc.) interpret and use the notion of AI. Against this background, the special issue Rethinking AI will explore and reflect the hype of neuroinformatics in AI discourses and the potential and limits of critique in the age of computational intelligence. (Johnston 2008; Hayles 2014, 199-210) We are inviting contributions that deal with the history, theory and the aesthetics of contemporary neuroscience and the recent trends of artificial intelligence. (cf. Halpern 2014, 62ff) Digital societies increasingly depend on smart learning environments that are technologically inscribed. We ask for the role and value of open processes in learning environments and we welcome contributions that acknowledge the regime of production as promoted by recent developments in AI. We particularly welcome contributions that are historical and comparative or critically reflective about the biological impact on social processes, individual behaviour and technical infrastructure in a post-digital and post-human environment? What are the social, cultural and ethical issues, when artificial neuronal networks take hold in digital cultures? What is the impact on digital culture and society, when multi-agent systems are equipped with license to act?
