** Please forward to anyone who might be interested ** -------------------------------------------------------------------- CALL FOR PAPERS ACM Conference on Recommender Systems (RecSys 2017) to be held in Como, Italy, 27th-31th August 2017 https://recsys.acm.org/recsys17/ -------------------------------------------------------------------- Dear all, We are pleased to invite you to contribute to the Eleventh ACM Conference on Recommender Systems (RecSys 2017), the premier venue for research and applications of recommendation technologies. The upcoming RecSys conference will be held in Como, Italy, from August, 27th to August 31st, 2017. The conference will continue RecSys’ practice of connecting the research and practitioner communities to exchange ideas, frame problems, and share solutions. All the accepted papers will be published by ACM. We construe recommender systems broadly, including applications ranging from e-commerce to social networking, platforms from web to mobile and beyond, and a wide variety of technologies ranging from collaborative filtering to knowledge-based reasoning. Topics of interest for RecSys 2017 include (but are not limited to): - Algorithm scalability - Case studies of real-world implementations - Conversational recommender systems - Context-aware recommenders - Evaluation metrics and studies - Explanations and evidence - Field and user studies - Group recommenders - Innovative/New applications - Machine learning for recommendation - Mobile and multi-channel recommendations - Novel paradigms - Personalisation - Preference elicitation - Privacy and Security - Recommendation algorithms - Social recommenders - Semantic technologies for recommendation - Trust and reputation - Theoretical foundations - User interaction and interfaces - User modelling The authors will be asked to indicate whether their paper is primarily Algorithm or Application focussed. Algorithm papers should discuss novel algorithmic approaches to recommendation challenges, with appropriate evaluations and comparisons to baseline works. Application papers should discuss new domains or large-scale applications of recommenders or focus on user experience, interface, or impact. This will allow the PC Chairs to better assign reviewers and to balance the program. PAPER SUBMISSION CATEGORIES LONG PAPERS should report on substantial contributions of lasting value. The maximum length is 8 pages (plus up to 1 page references). Each accepted long paper will be included in the conference proceedings and presented in a plenary session as part of the main conference program. We expect the review process to be highly selective: the acceptance rates for full papers in the past three years were 20-24%. SHORT PAPERS typically discuss exciting new work that is not yet mature enough for a long paper. The maximum length is 4 pages (plus up to 1 page references). Each accepted short paper will be included in the conference proceedings and presented in a plenary session as part of the main conference. The presentation may include a system demonstration. Note that rejected long paper submissions will not be considered as short papers. SIGCHI SUBMITTER AGREEMENT RecSys 2017 is a SIGCHI conference and making a submission to a SIGCHI conference is a serious matter. Submissions require time and effort by SIGCHI volunteers to organise and manage the reviewing process, and, if the submission is accepted, the publication and presentation process. Thus, anyone who submits to RecSys 2017 implicitly confirms the following statements: - I confirm that this submission is the work of myself and my co-authors. - I confirm that I or my co-authors hold copyright to the content, and have obtained appropriate permissions for any portions of the content that are copyrighted by others. - I confirm that any research reported in this submission involving human subjects has gone through the appropriate approval process at my institution. - I confirm that if this paper is accepted, I or one of my co-authors will attend the conference. Papers that are not presented at the conference by an author may be removed from the proceedings at the discretion of the program chairs. PAPER FORMAT AND SUBMISSION All submissions and reviews will be handled electronically. RecSys 2017 submissions should be prepared according to the standard double-column ACM SIG proceedings format. Additional information about formatting and style files is available online, see: http://www.acm.org/publications/proceedings- template Papers must be submitted to EasyChair by 23:59, AoE (Anywhere on Earth) on April 3rd, 2017, see: https://easychair.org/conferences/?conf=recsys2017 There will be no extensions to the submission deadline. The peer review process is double-blind (i.e. anonymised). This means that all submissions must not include information identifying the authors or their organisation. Specifically, do not include the authors’ names and affiliations, anonymise citations to your previous work and avoid providing any other information that would allow to identify the authors, such as acknowledgments and funding. Please take note that the official publication date is the date the proceedings are made available in the ACM Digital Library. This date may be up to two weeks prior to the first day of the conference. The official publication date affects the deadline for any patent filings related to published work. IMPORTANT DATES Abstract submission deadline: March 27th, 2017 Paper submission deadline: April 3rd, 2017 Author notification: June 12th, 2017 Camera-ready version deadline: July 7th, 2017 Deadlines refer to 23:59 (11:59pm) in the AoE (Anywhere on Earth) time zone. There are at least six different theories of “social construction”. The Restructuring of Social and Political Theory by Richard J. Bernstein from 1976 precedes the post-modern version and doesn’t make the same profound errors. The best understanding of these processes can be derived by other sources: http://cosmism.blogspot.dk/2010/05/existentialism-today-terror-management.h… dss > On 9 Dec 2016, at 22.17, Yosem Companys <companys(a)tmp.ucsb.edu> wrote: > > Social construction just means that people build common beliefs as they engage in a collective enterprise. In other words, social constructivism doesn't mean that there is no truth in the world. It just means that the truth held by a group of people holds until proven otherwise to them (sometimes by force). And it also means, as W.I. You may be interested in NewsTracer, an algorithm Reuters developed to verify news on Twitter: http://www.niemanlab.org/2016/11/reuters-built-its-own-algorithmic-predicti… I also think it's troubling that social constructivism is used as a proxy for declaring there to be no meaningful distinction between fake and valid news. It's struck me more than once this election how much in common the attitudes of those wishing to justify white fragility in the face of multi-ethnic society have with the (post?-)postmodern left. An aversion to truth, the declaration that all sources of authority are ideological and therefore suspect, the inability to approach any discussion empirically, the use of anecdotes that reinforce affective investments as a substitute for the notion of "fact," (one might term this the primacy of the fragile white lived experience), etc. What is sad is that this bundle of tactics is quite obviously not aligned with what the academic left might imagine its political aspirations to be. There is the tendency to mistake criticality for knee-jerk suspicion, broad generalizations, and the inability to engage with nuance. There is the total failure to distinguish between having a point of view on the basis of data and interpretation and having a point of view on the basis of the denial of politics as a collective labor. One that requires the resources of data and models, which in turn produce both the solutions and the problems of living together. The alternative is fawning adoration for a strongman figure that accomplishes the magical, saying nothing while simultaneously "telling it like it really is" on the right, and impotent "I told you so's" about perspectivalism on the left ("it's constructed! How dare you arbitrate between fake and real! Who are you to judge!"). All the while the material conditions for brown, black, poor, female, queer, neurodiverse, Native, and especially non-American lives are subject to real and lasting effects as a consequence of the interpretive lenses we choose for politics and living. Data without models is as bad as models without data. Choosing one (eg brittle and empty scientism, see eg scientific racism) over the other (some neurotic onanism of affect, see, eg, both Trump's supporters and Hillary's, who failed spectacularly to make the case for why she was the better candidate, engaging in a months long orgy of "Trump is bad" instead, fueling exactly their mirror image on the right, who turned out in droves to elect their dear leader) is stupid, and a bad a strategy for politics. Particularly for the left, who depends on meaningful and invested empiricism to resurrect rewritten histories and minor genealogies, to demonstrate the historicism of otherwise naturalized ideological claims, and to point out the social construction of biologized categories (eg, there are more genetic differences within a race than across them). All this work is necessary to open the world to alternatives, so to see it lambasted from the very political position that depends on it for relevance is a frustrating and all too common and myopic failure of the left, and particularly the academic left. Abandoning a truth/falsehood distinction doesn't make politics less untruthful, or guarantee its secular denaturalization. All it does is abandon the shifting of the goal posts to the right, who now declare new truths by dawn as they hide the bodies of truths dearly departed at dusk. Make no mistake: this distinction is a political fight. Be aware of where you stand. Blogs operate along side, in conjunction with, and in opposition to established vehicles for political information, which creates tension among journalists seeking to preserve their authority. As a site to observe the blog-traditional journalism relationship, this article examines the reaction by journalists and others to blogs’ role in US Election Day 2004 coverage. Much of the attention by journalists focuses on assessing the well-publicized decision by some blogs to release incomplete exit polls erroneously predicting a victory for Democratic candidate John Kerry. This discourse works to make sense of the status and credibility of blogs while simultaneously allowing journalists to negotiate their role as authoritative providers of political news. Ultimately, the discourse underlines the dynamism of news in a contemporary media environment marked by new forms of complexity and competitiveness. http://www.tandfonline.com/doi/abs/10.1080/14616700601148861 < http://www.tandfonline.com/doi/abs/10.1080/14616700601148861> > On Dec 9, 2016, at 7:29 AM, Yosem Companys <companys(a)stanford.edu <mailto: companys(a)stanford.edu>> wrote: > > Exactly. CFP: Legal & Tech Issues in Cloud and IoT (CLaw 2017) [Extended deadline]
by Jat Singh 09 Dec '16

09 Dec '16

=========================================================== CLaw: IEEE 3rd International Workshop on Legal and Technical Issues in Cloud Computing and the Internet of Things http://www.claw-workshop.org April 2017, Vancouver, Canada in conjunction with IC2E 2016: IEEE International Conference on Cloud Engineering (apologies for cross-posting) =========================================================== *** CLaw brings together technical and legal practitioners to explore technical responses to legal problems, and to interrogate legal frameworks for new and emerging directions in cloud computing, the Internet of Things, analytics and 'big data', and systems technologies in general *** With cloud computing continuing to revolutionise the provision of IT services, and the promises and threats of the Internet of Things (IoT) growing by the day, legal and policy concerns surrounding these technologies gain increasing salience and prominence. Existing and proposed regulatory and governance regimes place obligations on those who manage (process, use and collect) data. The end-users of applications provisioned in the cloud and IoT also have certain rights that must be respected – various parties all bear varying degrees of responsibility, which must be properly managed. Managing these rights and responsibilities is becoming increasingly complex, both technically and legally, particularly due to the emergence of new cloud services and models, as well as because of movements towards collaborative, decentralised and mobile clouds. For instance, the cloud will play an increasing role in supporting the evolving IoT, which exacerbates issues of scale and data management while bringing real (physical) world considerations. Building on the successes of the previous workshops, CLaw 2017 aims to facilitate an interdisciplinary exploration of tech-legal challenges as regards emerging systems technologies. =========================================================== The workshop aims to encompass a broad range of issues where technology and law intersect. Some suggested topics, in no particular order, include: * Technical enforcement of legal regulations, service level agreements, mutual legal assistance requests, and other instruments * Accountability, audit and proof of compliance * Issues of privacy and security * Compatibility issues between regulation and technical implementation * Emerging cloud technologies (decentralised clouds: cloudlets, droplets; containment mechanisms) * Internet of Things: data sharing, threats, liability, audit and compliance concerns for cloud-supported IoT, fog and edge computing * Issues relating to big data, analytics and machine learning * Application of cloud computing in regulated sectors * Emerging cloud and infrastructure service models (X as a Service) * Data localisation, including regional cloud initiatives (e.g. EU-only cloud) * Cybercrime: phishing, malware and spam proliferation * Encryption, security technologies and responsibility * Issues of surveillance in cloud and IoT architectures * Fairness, anti-discrimination, human rights, privacy and power issues regarding emerging technology * Interaction between cloud and IoT and consumer-facing business models, including the transformations towards crowd labour, algorithmic decision-making and automation The key goal of this workshop is to stimulate a multidisciplinary discussion and new directions on these important issues. As such, we welcome a wide range of submissions, whether technical, legal or thought pieces to stimulate debate. For those technical in nature - fully implemented and evaluated systems are not essential, and application-specific papers are welcome. Papers should be no more than six pages in IEEE format. Accepted papers will be published in IEEE Xplore, and at least one author of an accepted paper is required to present the work at the workshop. Important Dates [Extended deadline] * Paper submission: Dec 15, 2016 * Author notification: Jan 24, 2017 * Final camera ready: Jan 31, 2017 * Workshop date: 4-7 Apr 2017 (exact date TBD) For further details, including submission instructions, please see http://www.claw-workshop.org/

We are recruiting a full-time Researcher to work with us <http://geonet.oii.ox.ac.uk/blog/hiring-a-researcher-at-oxford-digital-entre…> at the Oxford Internet Institute (University of Oxford) on a project that critically assesses the changing landscape of digital entrepreneurship in Sub-Saharan Africa. The Researcher will conduct a grounded, comparative empirical study of digital entrepreneurship in African cities. We are interested in the practices of digital entrepreneurship, how opportunities in digital economies are created and exploited, which local actors are better or worse positioned to extract value, the emergence of clusters and ecosystems of digital entrepreneurship, and how African contexts affect these processes/how observed processes differ from the Global North. A secondary focus is on narratives and discourses around digital entrepreneurship in Africa, and how they shape on-the-ground realities. The researcher will primarily focus on fieldwork in several African cities, as well as writing and analysis, using a range of methods (interviews, participant observation, thematic/narrative analysis, surveys). We are therefore seeking a researcher with experience in conducting qualitative social science and case studies. The successful candidate will work with Professor Mark Graham <https://www.oii.ox.ac.uk/people/mark-graham/> and Dr Nicolas Friederici <https://www.oii.ox.ac.uk/people/nicolas-friederici/>. This work is part of a larger five-year ERC-funded project titled Geonet <http://geonet.oii.ox.ac.uk/>, aiming to understand the implications of changing connectivities for African knowledge economies. We seek candidates with a background in Economic Geography, Entrepreneurship Studies, Development Studies, (Urban) Sociology, Social Anthropology, Communications, Organisation Studies, Management or related disciplines. The position is intended for someone at the postdoctoral level (Grade 7: £31,076 – £38,183), but we will consider hiring strong candidates at the pre-doctoral stage (Grade 6: £27,629 – £32,958 p.a.). The post runs for at least one year, with the possibility of renewal thereafter, funding permitting. You can access the advert and a full job description here: https://www.recruit.ox.ac.uk/pls/hrisliverecruit/erq_jobspec_details_form.j… Please share with any potential candidates, and get in touch with Mark ( mark.graham(a)oii.ox.ac.uk) or Nicolas (nicolas.friederici(a)oii.ox.ac.uk) with any questions. ------------------------------------------ Mark Graham Professor of Internet Geography Oxford Internet Institute University of Oxford Faculty Fellow The Alan Turing Institute Research Affiliate School of Geography and the Environment University of Oxford Visiting Fellow Department of Media and Communications London School of Economics and Political Science markgraham.space | @geoplace <http://twitter.com/geoplace> <http://twitter.com/geoplace>

Hi, I'm probably not the only person on this list who is writing a journal paper, wants to note the contemporary discourse around fake news (etc) and would like a nice academic paper to refer to. Maybe this is also the kind of thing that Yosem is looking for. I'm going to use Zeynep Tufekci's NY Times article for now, but I would really love a peer-reviewed alternative. One of the major hurdles in establishing any global seamless licensing system is the lack of a comprehensive registry of works. Part of the problem is a legacy publishing industry that relies on obscurity and segmenting markets. Another is the amorphous nature of content. Well-intentioned initiatives have foundered <http://www.hypebot.com/hypebot/2015/08/the-failure-of-the-global-repertoire…>. The rise of blockchain has suggested transcendental alternatives <http://fortune.com/2016/09/22/blockchain-music-disruption/>. The US Dept of Commerce is slowly, but doggedly, exploring a fresh consensus, bolstered by the NTIA's multistakeholder philosophy. After a public comment period, one earlier meeting <http://isoc-ny.org/p2/7671>was held in April 2015. joly posted: "On Friday December 9 2016 the US Department of Commerce’s Internet Policy Task Force will hold a meeting - Developing the Digital Marketplace for Copyrighted Works - at the U.S. Patent and Trademark Office headquarters in Alexandria, Virginia. The meeting" [image: livestream] <https://livestream.com/uspto/DigitalMarketplace16>On *Friday December 9 2016* the *US Department of Commerce’s Internet Policy Task Force <https://www.uspto.gov/learning-and-resources/ip-policy/copyright/internet-p…>* will hold a meeting - *Developing the Digital Marketplace for Copyrighted Works <https://www.uspto.gov/learning-and-resources/ip-policy/public-meeting-devel…> *- at the U.S. Patent and Trademark Office headquarters in Alexandria, Virginia. The meeting is convened to facilitate constructive, cross-industry dialogue among stakeholders about ways to promote a more robust and collaborative digital marketplace for copyrighted works. The meeting will focus on initiatives in this space that relate to standards development, interoperability across digital registries, and cross-industry collaboration, to understand the current state of affairs, identify challenges, and discuss paths forward. It will also be an opportunity to explore potential approaches to the future adoption and integration into the online marketplace of relevant emerging technologies, such as blockchain technology and open-source platforms. The goal is to provide a platform for discussion, and to determine in what ways government can be of assistance. One outcome could be to establish working groups to tackle specific issues through a multi-stakeholder process. Plenary sessions will be webcast via the *USPTO Livestream Channel <http://livestream.com/uspto/DigitalMarketplace16>* with *live text transcription <http://www.captionedtext.com/client/embed.aspx?EventID=3128722>*. *What: Developing the Digital Marketplace for Copyrighted Works <https://www.uspto.gov/learning-and-resources/ip-policy/public-meeting-devel…> Where: USPTO HQ, Alexandria VA When: Friday December 9 2016 8:30am-3:45pm EST | 13:30-20:45 UTC Agenda: http://bit.ly/2h9Avdt <http://bit.ly/2h9Avdt> Webcast: http://livestream.com/uspto/DigitalMarketplace16 <http://livestream.com/uspto/DigitalMarketplace16> Transcript: http://www.captionedtext.com/client/embed.aspx?EventID=3128722 <http://www.captionedtext.com/client/embed.aspx?EventID=3128722> Twitter: uspto + copyright http://bit.ly/2h9zMZP <http://bit.ly/2h9zMZP>* Comment <http://isoc-ny.org/p2/8857#respond> See all comments <http://isoc-ny.org/p2/8857#comments> *Permalink* http://isoc-ny.org/p2/8857 -- --------------------------------------------------------------- Joly MacFie 218 565 9365 Skype:punkcast -------------------------------------------------------------- -
