Dear Colleagues, The Argentine Association of Digital Humanities/Asociación Argentina de Humanidades Digitales (AAHD) invites you to participate in its International Conference, *Digital Humanities: Local Constructions in Global Contexts*, which will be celebrated on *November 7-9, 2016* at the General San Martín Cultural Center in Buenos Aires, Argentina. We invite the scholarly community within the fields of Arts, Humanities, and Social Science to participate in the event and also seek perspectives from cultural producers, communicators, designers, makers, programmers, and developers who wish to discuss the distinctive aspects of global and local Digital Humanities. Call for Proposals: Digital Images, Global Conflicts Special issue of Media, Culture & Society, October 2017. Guest editors: Bolette Blaagaard, Mette Mortensen, & Christina Neumayer The role of images in conflicts (war, terror, riot, civic action, etc.) has changed dramatically over the past decade due to globalization and digitalization. The rapid and extensive dissemination of images from conflicts results in an intensified struggle for gaining public visibility and shaping public opinion, prompting competing narratives and counter narratives, suppression, spin, and persistent allegations of falsification and manipulation. Different actors produce, circulate, and mobilize images across media platforms and across national and regional borders. Mobile media have enabled citizens, activists, whistleblowers, and insurgents to take and disseminate images to document their experiences, sway public opinion, contest the legitimacy of authorities, secure legal evidence, and appeal for humanitarian relief. The news media still play an important role in the display and dissemination of images of conflict, but they compete with, utilize, and converge with social- and mobile media. The military, which formerly controlled the flow of images from conflicts, has in recent years developed strategies for coping with the user-generated image flow. For example, photographic images travelling through the digital media ecology have recently marked a turning point in the debate surrounding the migration crisis due to refugees from the war in Syria. Videos and still images taken by people on the streets were routinely shown in international news coverage of uprisings in the Middle East and North Africa. Eyewitness videos of police violence in the USA have been instrumental in attracting public attention and mobilizing civic action. Selfies taken at sites of war or terror and memes ridiculing antagonists show the intersection of popular internet culture and conflict. Images of the arrest of University students and beating up of journalists in India have produced international solidarity with the leftist and liberals' struggle against a right-leaning nationalist government. At this decisive moment for the role performed by images of and in conflict, traditional approaches to studying conflict and images in terms of propaganda, censorship, and news frames no longer suffice. This special issue is devoted to developing empirical insights, theoretical frameworks, and analytical concepts for understanding the circulation and meaning-making of images from global conflicts in today’s connective media culture. We encourage contributions addressing such subjects as: * The transformed public visibility of conflicts and (possible) challenges and changes to traditional power balances in a globalized world. * The role played by images in (online) strategic communication, such as propaganda, campaigns, and recruitment by various groups and institutions involved in conflicts. * New genres for representing global, regional, and local conflicts proliferating on social media, such as selfies, memes, and their reconfigurations of traditional genres. * The role of visual icons in the age of mass production and global dissemination of images. * Convergence and competition between professional and non-professional approaches to documenting conflicts. * The transforming gatekeeping role of the mainstream mass media concerning conflict coverage. * New theories for understanding the changed role of visual representation of conflicts in the digitalized mediascape. * Analytical approaches to mobile media and networked dissemination of images of conflict. * Empirical investigations of local reactions and emotions sparked by images in the global media circuit Please submit proposals for articles of approximately 500 words to the editors of the special issue blaagaard(a)hum.aau.dk<mailto:blaagaard@hum.aau.dk>, metmort(a)hum.ku.dk<mailto:metmort@hum.ku.dk>, and chne(a)itu.dk<mailto:chne@itu.dk> no later than 1 May 2016. Call for Papers for Philosophy and Technology’s special issue on Landscaping Strategic Cyber Deterrence GUEST EDITOR Mariarosaria Taddeo, Oxford Internet Institute, University of Oxford INTRODUCTION As the risks posed by cyber conflicts become more pervasive, increasingly more efforts are devoted to develop medium- and long-term plans to ensure stability of the cyber domain. Strategic cyber deterrence (SCD) is a crucial aspect to any plan for cyber stability, as proved by the interest of NATO and the UN, the EU, UK as well as US government in this topic. However, deploying conventional deterrence strategies, like retaliation, within the cyber domain proves to be a comprehensive challenge due to the global reach, the distributed and interconnected nature of the domain. For this reason, scholars, policy-makers, military experts, and international lawyers stress the urgent need to foster and coordinate analyses and expertise to identify the problems concerning SCD and develop adequate solutions to shape effective SCD and promote cyber stability. TOPICS We solicit the submission of papers addressing: • The conceptual vacuum: conventional deterrence has been modelled using game theory and with respect to kinetic conflicts, especially nuclear conflicts, hence considering specific scenarios, enemies, and types of threats. Applying these models to SCD is proving to be challenging and poses the need for new conceptual frameworks for SCD. • The regulatory gap: strategic deterrence must be deployed in accordance with (i) just war theory, (ii) human rights, and (ii) international humanitarian laws. Given the novelty of SCD and the conceptual vacuum surrounding it, applying (i)-(iii) to the case SCD poses complex problems exacerbated by issues concerning Internet governance, state sovereignty, political, and diplomatic relations. Topics of special interest include: the definition of conceptual frameworks for SCD; ethical principles to shape deterrence in the cyber domain; applicability of conventional deterrence theory to the case of SCD; game theory and rational choice analyses to model SCD; attribution and proportionality in SCD; impact of SCD on international stability. Completed research papers: papers in this category deal with completed research. They should have both relevance and a strong focus on scientific rigour and may be a maximum of 12 pages. Papers in this track will be peer reviewed for rigour, relevance, originality and clarity of presentation. Abstracts or incomplete papers will not be accepted. On-going research papers: these papers describe novel concepts, works-in-progress, or other ideas and issues that are not currently suitable for a completed research paper. They may be a maximum of 8 pages. Papers in this section will also be peer reviewed, but the emphasis is on relevance more than scientific rigour. Workshops and panels: proposals for workshops and panels (2 pages) should include rationale, objectives, expected outcomes and approach to audience participation. REMINDER Call for papers: Freedom & Control of Expression in the Digital Aftermath of the Paris Attacks Workshop in Toulouse, France, October 13 &14 2016 (abstracts will be considered) After the Charlie Hebdo newspaper offices were attacked in January 2015, debate and discussion flourished about freedom of expression, in France and abroad. This debate intensified after the Paris attacks of November 13th. At the epicenter is the role of the Internet and free speech. An enormous wave of worldwide indignation expressed itself after both events, including a deluge of hashtag solidarity. But this social media storm eventually revealed cultural, political and social divides inside France, as well as globally. Much like after the 9/11 attacks, France passed laws allowing state surveillance of online communication. At the same time, social media censored posts about the attacks that were considered to be provocative or shocking. The variety of reactions, including indifference or, on the contrary, the expression of very different points of view – sometimes even surveilled or censored – showed that one hashtag is neither unifying nor a universal view shared by everyone. This event magnified the notion that the digital public sphere is a conflicting arena of not just what is being said (or kept quiet) online but also what the limits are. Undoubtedly, the Internet is the main means of massive public expression for millions. Yet it is still the result of a complex set of power relations established between professional media, amateur content producing communities, which sometimes defend particular interests, as well as corporate intermediaries. The resulting online content embodies rival editorial, political and industrial strategies. Recently, scholars have begun to question the idea of digital participatory democracy in terms of a level playing field. This workshop aims to progress this debate by addressing the following central question: Who controls freedom of expression and online content in the digital era, and how? Embedded in this question are the challenges and constraints of expression, such as the tension between a bottom-up or top-down digital public sphere or who is left out as a digital player. Also central to this question are the role of three broad actors: the state, market and civil society. Possible topics for submissions include the following State – What is the government’s role - from subsidizing digital participation to censorship and surveillance? What is the role of political ideology, broadly defined, in freedom of expression? What is the relationship between media institutions and the state when it comes to online free speech? Market - What is the interplay of market dominance, algorithms, censorship and Big Data? How are transformations in news production and consumption, especially in terms of platforms like Facebook, shaping freedom of expression? How do different types of capitalist economic systems shape freedom of expression? How do market constraints upon corporate media, and mainstream journalism shape freedom of expression? Civil society – Who is creating content, and if so, who is listening, watching and clicking? How does race, class, ethnicity and gender factor in? Who is marginalized? How effective is Internet use as an extension or part of activist and social movement practices vis-à-vis political expression. What is the role of alternative, independent and citizen media in this digital era of online expression? Target Audience and Scholars: This is an interdisciplinary workshop but geared toward sociologists, anthropologists, political scientists, economists and communication scholars. Scholars at all levels are encouraged to participate. A small number of travel grants may be available to permit outstanding junior scholars (under 35 years at the date of the conference) to attend. Please state in your paper submission whether you wish to apply for such a travel grant. Dates: October 13 & 14, 2016 Format: The workshop will feature speakers, panels and paper presentations. Submissions: Full paper submissions based on empirical research of conference topics (maximum 25 pages including references and tables/figures) due by Friday, April 1.
