Some of the questions that we will address in this talk include: Why is privacy important? Why is it so complex? What are the different meanings of "privacy"? How does "privacy" translate to technical properties and how do these relate to classical security properties? > > Lecture 2: Addressing Surveillance and Privacy during Requirements Engineering: The challenge of search and behavioral advertising (by Seda Gürses) > > Privacy is a debated notion with various definitions that are also often vague. While this increases the resilience of the privacy concept in social and legal context, it poses a considerable challenge to defining the privacy problem and the appropriate solutions to address those problems in a system-to-be. Surveillance can be summed up as “any collection and processing of personal data, whether identifiable or not, for the purposes of influencing or managing those whose data have been garnered” (Lyon, 2001). One of the main concerns with any type of surveillance is social sorting, a form of classifying people based on surveillance data that may lead to real effects on the life-chances of people. In the context of web-based search, given its current integration with targeted and behavioral advertisement, different parties raise concerns with respect to privacy and surveillance. From an engineering perspective this raises questions about whether and how these matters can be addressed when engineering information systems? Ideally, when engineering systems, the stakeholders of the system step through a process of reconciling the relevant privacy and surveillance definitions and the (technical) privacy solutions in the given social context. We will explore methods to define and elicit concerns based on different privacy and surveillance notions; summarize the desired steps of a multilateral requirements analysis approach; and discuss how these methods can be applied in the context of web based search and behavioral advertising. > > Lyon, D. (2001). Surveillance society: Monitoring everyday life. Buckingham, UK: Open University Press. > > > Lecture 3: Web mining and privacy: threats, opportunities, and design issues (by Bettina Berendt) > > Web mining is the application of data mining techniques on Web data such as queries and other records of usage, social-network profiles and friend links, or news, blogs and tweets. Data mining means finding new knowledge that was previously only implicit in data. Web mining thus operates on many personal data that keep growing in volume and interrelatedness, and it0leads to inferences on inferences and groups that may be beneficial for some but unwanted-to-pernicious for others. > > In this lecture, I will first give an overview of mining techniques and typical uses such as profiling. I will then describe methods that have been proposed for protecting personal data from unwanted inferences (privacy-preserving data mining) or for reducing the risks of releasing these data (privacy-preserving data publishing). I will investigate the roles in the mining process (who is doing the mining on whose data of what sorts) and identify threats and opportunities in different settings that range from business intelligence to feedback and awareness tools for user empowerment. I will conclude with thoughts on what "privacy by design" may mean in the context of Web mining. > > > Lecture 4: Social perspective on (dis)empowerment of users in an internet environment (by Jo Pierson) > > In a society where people increasing rely on search engines and social media for communication and information sharing, it is vital to investigate these new forms of mediated communication from the social perspective of users/citizens/consumers. However in this transitional digital media ecosystem we observe how people can become simultaneously empowered as well as disempowered, in particularly on the levels of identity, privacy and surveillance. How this works out depends on the interrelationship between how internet systems are being designed (i.e. what they enable) and what people within their social context do with these systems (i.e. are able to do). In this way we notice for example that users of search engines and social media are foremost framed as consumers, and where 'relevance' is foremost posited as 'commercial relevance'. Questions are therefore: How can governance and power manifest itself through the algorithm? To what extent and how are the social practices by citizens and communities following, opposing and/or negotiating the 'governance' of internet systems? In what ways is the social self increasingly being commodified, with personal data becoming the new currency? In what way can a socio-technological perspective offer solutions? > > > Lecture 5: Technologies for private search (by Claudia Diaz) > > Search queries are closely related to the issues on which we are interested. This raises privacy concerns, as potentially sensitive information can be inferred from these queries, such as income level, health issues, or political beliefs. In this talk we will review different technologies for implementing private search services. This includes cryptographic techniques such as private information retrieval, as well as obfuscation-based private web search based on automatically generating fake queries. > > > Lecture 6: (Re)introducing privacy by design: the realm of search engines (by Eleni Kosta) > > Building legally compliant systems that process personal information is turning into a nightmare for online business. The quest for finding the balance between the privacy of the users on the one hand, and the maximization of the profit of online business, usually deriving from the processing of user information, on the other, proves to be a difficult task. This lecture will present the initiatives of the European Commission in the frame of the reform of the European Data Protection Directive to achieve such a balance. The case of search engines, who collect and process vast amounts of use information is going to be used as an example. > > > ================================================================================= > > > *** Interactive exercise sessions > > Exercise session 1 > > In this session the students will identify the stakeholders and describe their interests and stakes in the system. This will include: their incentives, their interests, and the identification of potential conflicts between their interests. > > Exercise session 2 > > In this session the students will specify the functionality, domain, and trust assumptions of the system. They also construct an initial model of the information that is necessary to fulfill the functionality of the system. > > Exercise session 3 > > In this session the participants will identify the legal frameworks that apply, describe the legal roles and responsibilities of the stakeholders and their data protection requirements, and discuss the societal implications of the system linked to power relations between different stakeholders. They will also conduct an analysis of the privacy concerns of the stakeholders and the service integrity guarantees (i.e., threat and security analysis). > > Exercise session 4 > > In this session the participants will further refine the definition of privacy goals and provide suggestions for privacy technologies that could be used in the system. The participants are asked to apply some of the things they learned in the lectures to the system they are developing. The specific choices of technical solutions to be used in the system will require re-thinking of the applicability of legal frameworks, the concrete functionality and the information model. > > Exercise session 5 > > In this session the participants will consolidate their conclusions and prepare the presentation for the rest of the course participants that will take place in the last session of the course. > > > >

CfP ECREA pre-conference 'Imposing Freedoms'
by Jo Pierson 12 Apr '12

12 Apr '12

ECREA 2012 PRE-CONFERENCE / CALL FOR PAPERS Istanbul, 23 October 2012 Imposing Freedoms: The role of copyright, privacy and censorship governance in the re/definition of rights in digital media This event is co-organised by the Media Governance and Industries Research Group (http://mediagovernance.univie.ac.at) of the Department of Communication Studies at the University of Vienna with the: ECREA Communication Law and Policy Section IAMCR Communication Policy and Technology (CP&T) and Law Sections ICA Communication Law and Policy Division It is hosted by the Plato College of Higher Education. In the era of digital, global, around-the-clock communications, changes in the practices and principles in the production, distribution and consumption of the media raise pressing questions for media governance. Established values in communication regulation -- from individual liberties to the public interest, and from state security to the free market -- continue to coexist, but often stand in conflict with each other, undergoing new interpretations, often in the company of emerging principles. Tactics of control are used by governments, corporations, communities, and citizens. These deal with different subjects and have varying aims and degrees of success, but all influence the ways in which the governance of communicative action develops. To a great extent, media governance values derive from the Enlightenment project, regulating (or regularising) actions by citizens, states, communities, and/or corporations. Liberty and freedom of expression, self-governance and legitimacy, the rule of law, equality, and universality of rights are understood to provide the underpinnings of national regulatory and legal frameworks. Experience with the effects of legal efforts to operationalise such concepts in the digital environment, however, changed the way in which these values are understood. Individual freedom appears fragile in the context of contemporary control and surveillance methods used by both public and private sector entities. Existing freedoms as provided by, for example, the right to access information appear to be viewed as imposing inconveniences that must be dealt with through new tactics of control. In many contexts, freedom is increasingly being treated as a 'transitive' condition that is 'imposed' on societies without reference to actual needs or concomitant attention to justice as understood by those upon whom control practices are being imposed and with selective attention to international standards. Digital media governance models are called to deal with the contemporary conflict between powerful intentions and fragile conditions, individual freedoms and transnational influences, the political enmeshment of the public and the private, and the effects of networks on the structures of power. Drawing upon contemporary theories, governance is understood as the formal and informal practices of institutions and private and public sector actors. In the realm of digital media, this kind of governance explicitly and/or implicitly frames social relations and vice versa. This means that emerging forms of governance have implications for our understanding of agency, democracy and citizenship. This symposium invites theoretical, methodological and empirical papers with a specific focus on actual or possible new values, doctrinal principles, and/or implementation practices of media governance as they redefine, reinterpret, operationalise, or abandon freedom as traditionally understood, from the perspective of governments, corporations, communities, and also citizens. Some suggested directions for enquiry include: -What kinds of new or revived values are informing media governance? Which models of governance are being promoted, and which are being sidelined? -What experiences with alleged freedom, or alternative modes of conceptualising freedom, test the validity, appropriateness, and efficacy of current media governance practices worldwide? -To what extent are governments applying new tactics and reconfiguring regulatory values to maintain control over digital and physical spaces? -How is globalization of the law affecting media governance at the national level? -Will the anti-terrorism and crisis 'state of exception' used by most governments to justify significant changes in the treatment of free speech and access to information endure? If so, what are the implications of this development for media governance in the future? -In which ways are global corporations involved in the shaping of media governance and what are the implications of these developments in policymaking for the reconceptualisation of certain freedoms and rights (e.g., in the areas of privacy, expression, and copyright)? - To what extent and in which ways are the practices by citizens and communities following, opposing and/or negotiating media (technology) governance, and what are the consequences for agency, empowerment and freedom of media users (e.g. in design/domestication of media, tactics/strategies by public, democratic rationalisation)? -Which models of media governance may be particularly fruitful for those seeking guarantees of the legal, material and symbolic aspects of individual and communal freedoms and identities? What new tactics of control and resistance are enabled by such models? -In what ways can media regulation be responsible for the encroachment of certain individual freedoms and rights despite appearing to try to preserve those same freedoms and rights? We are interested in dynamic panel debates and dialogue, and the development of research agendas as an outcome of the event. For this reason there will be a limited number of participants. Confirmed speakers Jonas Andersson, Sodertorn University, Sweden Alison Beale, Simon Fraser University, Canada Sandra Braman University of Wisconsin, US Mary Griffiths, University of Adelaide, Australia Jo Pierson, Vrije Universiteit Brussel, Belgium Evangelia Psychogiopoulou, ELIAMEP Greece Katharine Sarikakis, University of Vienna, Austria Laura Stein, University of Texas, US Asli Tunc, Istanbul Bilgi University, Turkey Abstract Submission Please submit your 400 words abstract along with your contact details and a 3 lines bio to mediagovernance.pkw(a)univie.ac.at. CfP Scientific Knowledge and the Transgression of Boundaries - International Graduate Summer School
by Judith Simon 12 Apr '12

12 Apr '12

******Apologies for cross posting***** Call for Papers Scientific Knowledge and the Transgression of Boundaries- International Graduate Summer School August 27 -- 31, 2012, San Sebastian, Spain Lecturers: Steve Fuller, Markus F. Peschl, Hans-Jörg Rheinberger and Hans-Peter Schütt Discussants:Fabrice Pataut, Hannot Rodriguez, Judith Simon Important Dates Abstract Submission (participation with an individual presentation): May 18^th 2012 Abstract Submission (participation only): May 25^th 2012 Notification of acceptance: June 15^th 2012 Full Papers (participation with an individual presentation): August 1^st 2012 Please see our Homepage at www.itas.kit.edu/summerschool2012 <http://www.itas.kit.edu/summerschool2012>for further information and the preliminary programme. From 27 to 31 August 2012, the /Institute for Technology Assessment and Systems Analysis (KIT/ITAS) /will be organising an International Summer School for PhD students in partnership with the /Logic and Philosophy of Science Department at the Universidad del Pais Vasco (UPV)/ in San Sebastian, Spain. The Summer School is part of the XXXI summer courses and XXIV European courses of Donostia-San Sebastian.Under the scientific supervision of Bettina-Johanna Krings (KIT/ITAS) and Professor Andoni Ibarra (UPV), the subject of the Summer School will be: "Scientific Knowledge and the Transgression of Boundaries" Subject New scientific findings challenge not only societies but also the sciences themselves to come to terms with the new knowledge. While the previous boundaries of scientific knowledge are overcome (e.g. decoding the human genome), each expansion of our knowledge brings with it new limits that lead to delineations of boundaries both within and outside the particular discipline concerned. These recurrent redefinitions of boundaries have marked the entire historical process of scientific development, for example in the form of scientific and technical /achievements/. However, these achievements are not only celebrated as milestones of acquired progress, but in many cases they also lead to fierce dispute in society due to their ambivalent and complex effects on social processes. Whether in the fields of the life sciences, emerging technologies or brain research, in recent times scientific discoveries have given rise to social doubts and uncertainties, questioning the boundaries in the relations between man and nature and redefining and re-examining the problems of the changing role of science and technology in the dynamics of social progress. This social effect is expressed in the increased demand for the application of a code of ethics in these fields. At the same time, an effect of transgression and removal of existing social boundaries is under way, as can be seen, for example, in the debate on the use of service robots in the care of senior citizens. The aim of the International Summer School is to study the changes in the social role of science and technology in modern societies and to analyse these changes from a variety of specialised perspectives and disciplines by using the two metaphors of "definition and transgression of boundaries". In this context, papers from a sociological, philosophical or historical perspective are welcome as much as concrete examples from the various disciplines in the natural or engineering sciences addressing the following *questions*: ·What basic epistemological conditions can be established for the transgression/definition of boundaries in science? ·Where can we see manifestations of (new) definitions of the boundaries at the interfaces of science, technology and other social fields? What are the social effects of these shifts in boundaries? ·What methodological approaches can be applied to identify and measure a change in the role of scientific knowledge? ·What stances and behavioural patterns are adopted by the scientific institutions and actors in the social and disciplinary boundary fields? ·What social problems point beyond specialised disciplinary boundaries today? ·Which empirical objects of research cannot be addressed in a disciplinary procedure? Papers are requested from students investigating these questions in their PhD projects. / / /Concept and Venue/ The Summer School provides PhD students with the opportunity to develop their projects in an intensive working atmosphere and in an international context. Three formats will be used: "Lecture", "Individual Presentation" and "Workshop". At the same time, San Sebastian provides participants with the opportunity for a week of relaxed interchange, discussion and networking with experienced scientists and other PhD students. ·"Lecture": Established scientists will present their basic positions in lectures. For a list of professors who have agreed to give lectures, and the lecture subjects, please visit our website ·"Individual Presentation": This format consists of a 30 minute paper, in which PhD students present their project to the plenum. A senior scientist will provide comments on the presentation, on the basis of a previously submitted paper, and the presentation will then be discussed in the plenum. PhD projects presented in this framework should already be in an advanced stage. ·"Workshop": In the workshop, problems of relevance to the work of the PhD students will be addressed and discussed in small groups. Each group will be chaired by a scientist with practical experience in the relevant field. In this intensive format, the students will be able to submit and discuss their own concrete problems. The language of the Summer School is English. On successful completion of the Summer School, the graduate will receive a certificate of attendance. /Registration/ The Summer School is open to PhD students at various stages of progress on their dissertation project, and offers two forms of participation: graduates may take part either in combination with a proposed individual presentation or without their own presentation. ·To apply for _participation with individual presentation_, please send us, at the latest by May 18^th 2012, an abstract of max. 3000 characters outlining your PhD project and in particular the background to the problem discussed, research questions as well as the methods and theoretical approaches to be adopted, together with a CV. Participants are expected to submit a full paper by August 1^st 2012. ·To apply as _participant without individual presentation_, please send us, at the latest by May 25^th 2012, an abstract of max. 1500 characters briefly outlining your PhD project, together with a CV. Please send your suggestions to anna.schleisiek(a)kit.edu <mailto:anna.schleisiek@kit.edu>. Applicants will receive notification of acceptance by June 15^th 2012. Participation in the course is free of charge.Unfortunately, the organisers cannot cover any travel or accommodation costs. Dear colleagues! My co-autor, Rene Koenig, and myself proudly announce the publication of our new book: Cyberscience 2.0 - Research in the Age of Digital Social Networks Campus, April 2012 At the start of the twenty-first century, the Internet was already perceived to have fundamentally changed the landscape for research. With its opportunities for digital networking, novel publication schemes, and new communication formats, the web was a game-changer for how research was done as well as what came after-the dissemination and discussion of results. Addressing the seismic shifts of the past ten years, Cyberscience 2.0 examines the consequences of the arrival of social media and the increasing dominance of big Internet players, such as Google, for science and research, particularly in the realms of organization and communication.
