The Institute for Information Policy at the College of Communications at The Pennsylvania State University is seeking a postdoctoral fellow to support the establishment of a new online journal and a new academic research forum. This is a two-year non-renewable full time position beginning in August 2010. The appointee will be expected to support the work of the Institute in establishing the journal and research forum, to serve as managing editor of the journal, once established, and to contribute to the ongoing work of the Institute. The appointee is also expected to participate in the preparation and presentation of research generated at the Institute, and author, co‐ author or collaborate on reports, conference papers, publications and other outputs. The appointee will be encouraged to further develop her or his own research interests. An opportunity to teach in the College’s undergraduate program may also be available for additional compensation. A Ph.D. in communications or a related field obtained by the time of appointment and a research focus in communication and information policy is required. A publication record in the field is an advantage. The Institute for Information Policy (IIP), created in 1997 in the College of Communications, conducts sponsored research and self-funded programs on the social implications of information technology, with an emphasis on the potential of information technologies for improving democratic discourse, social responsibility, and quality of life. Call for Paper Proposals The Broadband Act of 2011: Designing A Communications Act for the 21st Century A by-invitation experts workshop New America Foundation, Washington, DC September 28-30, 2010 The passage of the National Broadband Plan in March 2010; the heated debate over Title II reclassification; the ongoing deliberations regarding the NPRM on Network Neutrality; the Comcast-NBCU merger proceedings; and the April 2010 Appeals Court decision in Comcast v. FCC, all point to the need for a comprehensive overhaul of the Communications Act. The last time such a wide-ranging initiative took place was in 1996. That effort led to a blueprint for competition in local telephony markets, universal service reform, and deregulation of media ownership rules, all of which have had an effect on the structure of the media and telecommunications industries today. But it barely addressed the broadband Internet. Now, 15 years later, it is clear that a new legal framework is required to confront the challenges created by a national network that is broadband based. The Institute for Information Policy at Penn State and the Open Technology Initiative at the New America Foundation are pleased to announce this Call for Paper Proposals (Abstracts) discussing the rationale, needed amendments and steps to be taken in order to bring the Communications Act of 1934 up to date for the broadband era. The selected papers will be presented and discussed during a three-day by-invitation experts workshop designed to bring together up to a dozen American and international experts and to be held at the New America Foundation in Washington, DC, September 28-30, 2010 with the goal of engaging the policy and law making community in a dialogue, and then publishing the papers in an expedited manner. Suggested paper topics may include, but are not limited to: * New legal theories for the regulation of broadband * Outlining and/or drafting a new section of the Communication Act * The need for network neutrality legislation * Amendments necessary to achieve universal broadband * The role of the government beyond basic provision of access * Legal responses to interconnection reform * Restructuring the Federal Communications Commission * The role of competition among broadband networks * A new approach to spectrum management/regulation * Copyright legislation in the broadband era * Advancing the goals of the National Broadband Plan * Any other aspect of the Communications Act that requires attention at this time of technological transition Abstracts of up to 500 words and a short bio of the author(s) should be submitted to pennstateiip(a)psu.edu by June 30, 2010. The conference aims to create a space for intellectual dialogue between the two fields by examining the relations between technologies, and in particular, new digital technologies – the Internet, digital cinema and photography, mobile communication, CCTVs, computer games – and affective politics. Bringing together contributions from the fields of sociology, media and cultural studies, arts, politics and science and technology studies, the conference will engage with the following questions: How does affect work in on-line networks and digital assemblages? I am trying to find any literature -- from academics, practitioners, or journalists -- that discusses how the general public perceives, thinks and talks about virtual worlds, online games, and the people who play/use them. Thus, the stereotypes the public has about what these things are and what kind of people engage with them. Does anyone know of any resources I can turn to? CarrieLynn D. The Free Culture Research Conference presents a unique opportunity for scholars whose work contributes to the promotion, study or criticism of a Free Culture, to engage with a multidisciplinary group of academic peers and practitioners, identify the most important research opportunities and challenges, and attempt to chart the future of Free Culture. This event builds upon the successful workshop held in 2009 at the Berkman Center for Internet and Society at Harvard University, organized and attended by renowned scholars and research institutions from the US, Europe and Asia. The first event was held in Sapporo, Japan, in 2008, in conjunction with the 4th iCommons Summit. This year's event is larger in ambition and scope, to provide more time for interaction in joint as well as break-out sessions. It is hosted jointly by the Free University of Berlin and the Max Planck Institute for the Study of Societies and will take place at October 8-9, 2010 at the Free University Campus in Berlin, in collaboration with COMMUNIA, the European Network on the digital public domain. Funding and support is also provided by the Heinrich Böll Foundation. Given this year's theme and the generous support of the Free University's School of Business and Economics, we encourage submissions at the interface of Free Culture and business, although we welcome submissions from any relevant discipline, will be inclusive and will maintain the interdisciplinary nature of the event, as in previous years. Enabled by new Internet technologies and innovative legal solutions, Free Culture prospers in the form of new business models and via commons-based peer production, thereby both challenging and complementing classic market institutions. And if so, pulling in Goffman, were there other audience members on the periphery who were front stage, but not necessarily privy to the underlying channel of animating information -- i.e. didn't have headphones/couldn't hear the music? How did that fit into everything. Which moves this entire experience into a different register. Hearing an account of people moving/dancing to internal soundtracks resonates with a Pentecostal experience -- where, in the same moment, everyone is having a synchronized "private", group conversation with the divine. Granted, in that case each participant speaks their own language and derives their own experience. Thanks Natalya for the correction about co-presence and people dancing off each other. Very interesting: it means that the wifi party is not just about the public/private distinction, and different types of publicness (visibility, discourse) rubbing up against each other, but it also seems to be about the separation and mediation of the senses: vision and touch connected to shared physical co-presence, sound to a technologically enabled form of synchronized individuation.
