The posts are funded by a recent grant from the Disruptive Technologies Innovation Fund, IE <https://enterprise.gov.ie/en/what-we-do/innovation-research-development/dis…> and they involve an interdisciplinary collaboration with DCU School of Computing and ADAPT SFI <https://www.adaptcentre.ie/> research centre. ABC is looking for postdoctoral researchers to conduct research into optimizing the detection of cyberbullying, grooming, and self-harm and suicidal content for the development of Cilter technology. Cilter is a parental control software modification at the kernel level that would allow for cyberbullying, self-harm, suicide-related and grooming content detection on all apps on the child’s phone (from WhatsApp to various social media apps). The project CILTER: Protecting and empowering children online is funded by the Disruptive Technologies Innovation Fund (DTIF) Ireland (Call 4) which is managed by the Department of Enterprise, Trade and Employment and administered by Enterprise Ireland. The DTIF consortium Cilter (SME) is a collaboration between the DCU Anti-Bullying Centre, SFI ADAPT and Amarach research. September 2023, Darmstadt, Germany =============== *CALL FOR CONTRIBUTIONS *===============** The interdisciplinary conference examines the impact, control and design of technologies which influence peace and security. Existing approaches towards arms control need to adapt to the changing security landscape, while new civilian and military technologies are changing forms of violence and warfare. Particularly striking areas are *cyber warfare* and the rapid development of *unmanned weapons systems*. Issues of *nuclear disarmament*, *missile technology* or *space weaponry*, as well as *chemical and biological weapons*, are gaining renewed urgency. In addition to the development of new *weapons systems*, information technology also plays a significant role in the oppression and *digital surveillance *of civilians during conflicts. Aiming to network under authoritarian actors, civil society is increasingly using social media as a resource to organize *cyber protests* and to fight for human rights. Apart from acute use in conflict-related contexts, many cases illustrate that technology is increasingly being used by different actors for *conflict transformation* and to promote peace, aiming to reduce (political) violence in the long term. Furthermore, the geopolitics of *infrastructure*, e.g., (*renewable) energy and climate change *is an urgent topic. Infrastructures are relevant in conflicts, can be manifestations of global injustice, strategic objects in armed conflicts as well as part of a peaceful conflict transformation. Thus, the conference seeks contributions which reflect on the geopolitics of infrastructure and their role In general, all of these issues raise the question of the regulation and proliferation of security-relevant technologies as well as their design. These aspects influence who has access to certain technologies, who can benefit or faces risk by their use. At the University of Siegen, as of 1st of April 2023 the DFG-funded Collaborative Research Center (CRC) 1187 „Media of Cooperation“ offers three Short-Term Scholarships for PhD-Candidates to promote the work of early-career researchers. The duration of the scholarships is 6 to 9 months. A longer-term collaboration with the goal of a doctorate within the CRC is envisaged. The basic amount of the scholarship is based on the maximum rate of the DFG (1.365,- EUR). In addition, an allowance for material expenses and, if applicable, a child allowance will be paid. CRC 1187 “Media of Cooperation“<https://www.mediacoop.uni-siegen.de/en> The CRC is an interdisciplinary research network consisting of 15 projects and more than 60 scientists from the fields of media studies, science and technology studies, ethnology, sociology, linguistics and literature studies, computer science and medicine as well as history, education and engineering. It has been funded by the DFG since 2016. The CRC investigates the emergence and dissemination of digitally networked, data-intensive media and understands these as cooperatively accomplished conditions for cooperation. The research of the participating subprojects focuses on data practices that are explored in the situated interplay of media practices, infrastructures and public spheres. The short-term fellowship program of the CRC provides national and international doctoral students the opportunity to further develop their research project in the CRC, to get to know participating researchers and to exchange ideas with them. The research projects of the scholarship holders should be thematically related to the subprojects of the CRC, so that their work can be supported by the principal investigators and their teams. Scholarship holders are assigned to the Integrated Research Training Group (MGK) of the CRC and benefit from its structured training program. *** Second Call for Special Track Proposals *** 10th European Conference On Service-Oriented And Cloud Computing (ESOCC 2023) October 24-26, 2023, Golden Bay Beach Hotel, Larnaca, Cyprus https://cyprusconferences.org/esocc2023/ AIM AND SCOPE The European Conference on Service-Oriented and Cloud Computing (ESOCC) is the premier conference on advances in the state of the art and practice of Service-Oriented Computing and Cloud Computing in Europe. The main objectives of this conference are to facilitate the exchange between researchers and practitioners in the areas of Service-oriented Computing and Cloud Computing and to foster future collaborations in Europe and beyond. ESOCC 2023 will host Special Tracks as part of its program. Special Tracks provide a space where ESOCC participants can discuss, e.g., topics relevant to Service-Oriented and Cloud Computing even if not explicitly mentioned in ESOCC’s topics of interest (cf. https://cyprusconferences.org/esocc2023/call-for-papers/) early-stage research ideas and/or results, or demonstrate industry-ready tools and research prototypes. Digital Media Literacy in Africa - call for papers

Digital Media Literacies in Africa: Call for Papers A great deal of scholarly attention has been given to media literacy in recent years, as shown by the numerous books and journal articles published on the topic over the past decade. Yet much of this research examines media literacy in the European, Asian, and American contexts. Africa, by contrast, has been given scant attention. The recent Wiley Blackwell International Encyclopedia of Media Literacy, for example, has a range of case studies, none of which comes from Africa. Within the research literature, two broad approaches are noticeable. One looks at media literacy from the point of view of “skills” (such as news literacy and how to spot propaganda or fake news) while the other is concerned with how to develop “critical” media literacies (for example, understanding how media ownership shapes news content). However, due to the development of ICTs and social media, media literacy concepts and research foci have expanded dramatically over the past two decades. For example, Keener & West (2021) identify media literacies as including issues such as traditional news literacy; digital citizenship; digital literacy; information literacy; media arts; and technological media literacy. Despite differences in approach to media literacy, the overarching goal of media literacy scholarship and advocacy is to empower media users, enabling them to understand the complexities of media production and consumption as well as the implications of media for individuals and society at large. Ultimately, we argue with Lewis and Jhally (2006) that the primary aim of media literacy education is to create more sophisticated citizens, rather than sophisticated media consumers. What is interesting from our current African context is the particular variety and distribution of media that are available due to our colonial past; and how these are made part of social life in contexts of deep inequalities. Given this history and the inequalities that shape how we are able to access and interact with the media - whether “legacy” or digital media - we ask: “what does it mean - and take - to be media literate in Africa today?” What research there is, appears contradictory: de Laneroll, Walton, and Schoon (2020) for example argue that despite the enormous challenges of being “less connected” in African contexts of economic and infrastructural inequality, people are highly skilled and resourceful in order to overcome their digital limitations. In contrast, research that is interested in a developmental agenda tends to stress the importance of media literacy, particularly in the context of growing disinformation and misinformation spread via digital media platforms. For example, the recent Covid-19 pandemic brought media literacy in Africa into sharp focus, particularly with the creation and spread of disinformation and misinformation about the virus and efforts to combat it (Cunliffe-Jones, et al, 2021). In this unique seven-country study, Cunliffe-Jones et al. conclude that misinformation literacy is barely taught in Africa. Given this paucity of scholarship about media literacy in Africa, especially in relation to the complexity of our media landscape, as well as digital inequalities and its impacts on Africans as media users (producers and consumers) in the age of rising internet connectivity, social media, information overload, disinformation and misinformation, this call for paper is targeted at understanding themes such as: Journalism and digital media literacy in Africa Youth digital media literacy education in Africa Youth, social media and self-representation Media literacy, cyberbullying, sexting, trolling, phishing and media addiction Digital media literacy, gender and body-image positivity Media literacy education in African countries Media literacy in African contexts of socio-economic inequality Media literacy and digital inequalities in Africa Power and hegemony in legacy and digital media in Africa Media literacy, dis/misinformation and fact-checking in African contexts Media literacy and African citizenship education Media literacy, political communication and propaganda in Africa Media literacy and digital media activism in Africa Innovative indigenous digital media literacy practices in Africa Media literacy and health communication Digital advertising and disinformation Digital literacy and COVID-19 Interested researchers and practitioners are invited to submit an abstract of 350 words clearly explaining the details of their proposed contributions in line with the theme by 15 February 2023. Drawing on José van Dijck’s work on dataism, and my own extension of Susan Strange’s concept of knowledge structures, it focuses on the thinking behind ChatGPT and machine learning. It argues that the reaction to ChatGPT highlights that dataist views are becoming more entrenched at the cost of evidence-based, theory-and-method-driven scientific thinking, effectively redefining what we consider to be knowledge and who we think of as experts. Degraded and/or Dying Twitter APIs

Does anyone know the full extent (or cause) of the current API degradation at Twitter? The web front end for the "downloader" has been down for a bit now. https://developer.twitter.com/apitools/downloader I have seen reports of other API issues. Is it broken, breaking bad, under repair, getting a new toll booth, or bound for the graveyard of Internet history? Should we be placing wagers...perhaps in bitcoin? ~Stu
