They are meant to present novel perspectives, so as to foster discussion about innovative directions and new points of view. They are limited to at most four (4) pages including figures, tables, and references, but might in many cases be even shorter. Accepted short papers will be included in the proceedings and they will be given (a shorter) time for oral presentation at the conference. ======================================================================== No-show policy: ======================================================================== Submission to the conference implies willingness to present. No-shows will be excluded from the proceedings. No-show papers are defined as papers submitted by authors who subsequently did not present the paper in-person at the technical meeting (given the current situation, remote presentations may be allowed). Largely concealed to their end-users, they are becoming the main stage where local and global economic, social, environmental, and geopolitical conflicts are played out. Once established, infrastructures shape societies for decades to come. On the *13th and 14th of April* we will launch the critical infrastructure lab* to discuss and develop visions of how communication infrastructures can serve the public interest -- and we want to do that with you! Work in the critical infrastructure lab will focus on the development of new infrastructural futures that center people and planet over profit and capital. Hosted at the University of Amsterdam and led by Fieke Jansen, Niels ten Oever, and Maxigas, the lab will bring together activists, advocates, scholars, policymakers, and industry actors. Three analytical lenses of standards, geopolitics and environment will be applied to built an evidence base, investigate and develop infrastructural imaginaries, and create actionable research for infrastructures that serve the public interest. *About the launch event* The two-day event at the University of Amsterdam will take place on the 13th and 14th of April. It will be a mix of keynote speakers, hands-on workshops, infrastructure walks, and panel discussions. Both days will be in person, but day 1 will be streamed. For both days, we invite session proposals from activists, advocates, scholars, policymakers, and industry. Day zero, 13th of April, will be a hands-on lab day. It will offer space for interactive sessions on geopolitics, environment, and standards. We invite proposals for sessions of 2.5 hours. For instance, workshops, infrastructure walks, policy challenges, simulations, etc. Pretty much everything that is _not_ a panel or paper presentation. Day one, 14th of April, will have a more academic structure. It will kick off with three keynote presentations followed by panel sessions. The keynote speakers - Ksennia Ermoshina, Svitlana Matviyenko, and Yu Hong - will inspire and challenge us. The keynotes are followed by Corinne Cath, who will present her research on exclusionary cultures of internet governance. The afternoon will be dedicated to simultaneous panel sessions in the areas of infrastructure and geopolitics, infrastructure and environment, and infrastructure and standards. Academics can submit an extended abstract (research question, theory/literature, method, data, preliminary findings) and practitioners can submit a position statement. Dear all, Fully-funded travel grants are available for young people aged 18-30 to attend the youth pre-event of the European Dialogue on Internet Governance (EuroDIG) and the EuroDIG Conference itself, in June 2023. The Youth Dialogue on Internet Governance (YOUthDIG) brings together 30 young people from all over Europe to learn about Internet Governance, and discuss and exchange ideas with experienced internet policy practitioners. At the end of YOUthDIG, participants design policy messages that will be presented at EuroDIG but also at the global Internet Governance Forum. New CDT Report on Independent Researchers' Access to Data & Risks of Law Enforcement Surveillance

Hi everyone, I’m writing to share a new report by the Center for Democracy & Technology, Defending Data: Privacy Protection, Independent Researchers, and Access to Social Media Data in the US and EU <https://cdt.org/insights/report-defending-data-privacy-protection-independe…>. The report examines the risks that laws requiring social media companies to provide data to independent researchers could make it easier for law enforcement to gain unjustified access to users’ data, and how to mitigate those risks. The main author is Caitlin Vogus (Deputy Director of Free Expression at CDT). The report first examines existing legal protections for stored social media data in the United States and European Union and how they might be impacted by mandatory researcher access to social media data. We find that in the US, there is a significant risk that disclosure of social media data to independent researchers may make it easier, as a matter of law, for law enforcement personnel to access that data and surveil social media users. In contrast, in the EU disclosure of social media data to independent researchers likely will not impact the legal requirements governing the disclosure of data to law enforcement. However, there remains a risk that, in practice, law enforcement personnel may find it easier to access social media data from researchers, regardless of legal protections. The report then makes recommendations for how to mitigate the risks of increased law enforcement access to data intended for independent researchers. Although our recommendations are aimed at policymakers, they’re also relevant to anyone thinking about how to approach new or proposed requirements to share data with researchers, like Digital Services Act Article 40 or bills in the US, or even companies’ voluntary data sharing efforts. Some of the recommendations to mitigate the risks to users’ privacy include: * In both the US and EU, precluding law enforcement agencies from qualifying as “vetted researchers” and taking steps to make it technically impossible or difficult for independent researchers to disclose data to researchers. * In the US, addressing gaps in the Stored Communications Act and Fourth Amendment that may permit unjustified law enforcement access to social media data held by independent researchers. * In the EU, provisions for data sharing agreements and transparency obligations for social media platforms and independent researchers.
